ThepastfiveyearsoftheSt.CroixRiverAssociation’s(SCRA)historyhavebeendrasticallydifferentfromourfirst98years.Asthechallengesfacingourriverhavegrown,sohasSCRA.Wearepleasedtoreportthatweareseeingsignificantresultsfromourefforts.
From its founding in 1911 to 2009, SCRA’s effortswere led by dedicated volunteersthatfocusedonrivercleanupsandinformationalmeetings.Fiveyearsago,respondingtogrowingthreatstotheSt.Croix’swaterqualityandhabitatandanincreasedneedto expand stewardship efforts, SCRAbegan transforming into a staffedorganizationequippedtomeetthechallengesfacingthewatershed.
This has taken an enormous amount of work, courage, collaboration, and generosity bymanypeople.WiththesupportofSt.Croixcommunity leadersandorganizations,wehaveexponentiallyexpandedourprograms.SCRAisnowtheofficialFriendsGroupfortheSt.CroixNationalScenicRiverway,aformalpartnershipwiththeNationalParkService (NPS)thatfurtherbuildsoureducation initiatives, landprotection,andpublicaccessprograms.
SCRA’sworkhaswonbroadrecognitionandgeneratedsignificantresults:
• Our River Connections program, a partnership with the National Park Service, brought over 27,000 people to the St. Croix National Scenic Riverway, ourNationalPark,forlife-enhancingexperiencesin2014.
• As leaders of effective public-private partnerships, we have helped keephundredsofpoundsofphosphorouspollutionfromwashingintotheSt.Croix,substantially increased state investment in land and water protection, and starteddownthepathtocleanerwater.
• SCRA has helped secure public lands including large swaths of forest and public

• Our ability to move swiftly to act on time-sensitive issues has made SCRA the “go to” group for addressing emergingconcernsthataffecttheSt.Croix.
• We have built a network of trained volunteers serving in the blue-green algae alert network, monitoring invasive species and shoreline development, and providing other stewardshipassistance.
Aswelookforwardto2015,SCRA’soverallgoalistomaketangibleprogressinourmissiontoprotect,restoreandcelebratetheSt.CroixRiverand itswatershed.Our twooverarchingobjectivesforthecomingyeararetoeffectively:
• ConnectmorepeopletotheSt.Croixthrougheducationand stewardship programs and broader communications efforts;and
• Protect the river and its basin through our land and waterinitiatives.

Protect the water quality and natural
resources of the St. Croix
We value the St. Croix for its abundance of ecological
features, recreational opportunities, and economic factors
thatmanyofour localcommunitiesrelyon. Insupportof
these values, we leverage resources, coordinate activities,
and build local capacity, through partnerships, for the
protectionoftheriveranditsresources.
In 2014, we worked with over 35 partners in the watershed
to complete a project aimed at water quality protection
throughhealthyforeststo:
• Develop pilot Landscape Stewardship Plans for two
tributary watersheds
• Coordinate an inaugural Upper St. Croix Forestry
conference with over 100 attendees
• Leverage over $80,000 to implement two forestry
demonstration sites including logging road
improvements to restore a trout stream, and the
restoration of a healthy forest community from
invasive species along the Kettle River
• Host two forestry education workshops, one for
landowners and one for forestry professionals
• Develop a new forest stewardship planning tool to
reach forest landowners with small parcels
Reduce nutrient inputs to the St. Croix and its
tributaries
The2012LakeSt.Croixclean-upplandetailsthephosphorus
impairmentofLakeSt.Croixandthereductionsneededto
bringthelakebacktoanacceptablestate.SCRAcoordinates
with the Basin Team and other partners to reduce pollution,
focusing on agricultural lands with the highest levels of
nutrientloads.
In 2014, we worked with over 15 partners to leverage a
$120,000 Legislative Citizen Commission on Minnesota
Resource (LCCMR)project intoan investmentof$245,000
to:
• Develop a holistic prioritization protocol, using water
quality, habitat, and recreation models, to target
resource investment dollars
• Identify and perform cost-benefit analysis for
over 200 best management practices in priority
subwatersheds in Washington, Chisago, and
Kanabec counties
• Installsixidentifiedprioritypracticesfora134-pound
annual phosphorus reduction in agricultural areas
Since the project’s completion, local governments
have used these tools to work more efficiently and
to successfully obtain additional funding to put more
projectsontheground.

INTERCONNECTION WITH LAND USE THROUGHOUT
THEWATERSHED.
WE ARE DEEPLY COMMITTED TO PARTNERSHIPS.WE WORK WITH
NONPROFIT, BUSINESS,
GOVERNMENT, CIVIC, AND ARTS ORGANIZATIONS.
Saving Native Species
In2014,theSt.CroixRiverAssociationhiredstafftofocus
on the growing problem of invaders such as Asian carp
that can destroy habitat and overrun native species.
Immediate action is critical to protecting the highly
diversenativeecosystem.TheinitialprojectenablesSCRA
tocreateabasin-wideSt.CroixAquaticInvasiveSpecies
(AIS)strategicplan.
To develop this plan, we brought together a group of more
than thirty partners, including the National Park Service,
Wisconsin and Minnesota Departments of Natural
Resources, counties, lake and watershed associations,
non-profits,educationalandresearchgroups,andprivate
business.Moregroupsareengagingallthetime.
TheWorkgroupmetthreetimes in2014,withakick-off
eventinDecemberatCrexMeadows.Thesediscussions
were used to develop components of the AIS Strategic
Plan,whichwillbecompletedin2015.
SCRAhelpedhost3AIS-specificvolunteerevents(Project
Riverine Early Detectors, Fall Snapshot Day, and Eurasian
watermilfoil pull) that engaged 28 volunteers formore
than 76 hours of AIS early detection and removal in and
aroundtheSt.CroixRiver.SCRAalsocoordinatedAlgae
Alert Network monitoring for blue green algae blooms,
engaging 4 summer-long volunteers at 4 different
locationsalongthemainstemoftheSt.Croix.
ToraiseawarenessofAIS,staffvisitedmorethan70river
businesses,includingbaitshops,outfitters,andmarinas.
Protecting Wild and Scenic Values
Through partnerships, SCRA works to protect and
restore important natural and scenic areas throughout
thewatershed.Onewaywedothisisbyworkingwitha
legal intern. Our 2014 legal intern researched whether
Wisconsin’s five-foot buffer requirement protects
Wisconsin’s waterways from nonpoint-source water
pollution. Another partnership for protection is the
citizen volunteers who monitor variance requests and
development activities in their towns, and keep SCRA
informed.
A significant amount of land along the St. Croix River
is legally protected by ownership and conservation
easements held by the National Park Service (NPS).
NPS has limited resources to monitor conditions on
land protected by these easements. This protected
land is critical to the preservation of the wild and scenic
attributes of the river, including diverse habitat and water
quality.In2014SCRAcommittedresourcestoassistNPS
withlandprotectionby:
• Engaging two interns to electronically organize
easementdataheldbyNPSintheSt.CroixNational
ScenicRiverway’s(SACN)areaofresponsibility
• Developing a volunteer easement monitoring
program whose function is to collect on-site data
and observe current conditions

LAND & WATER RESOURCESCreating partnerships with conservation organizations and
creating positive relationships with land use regulators are
critical to themissionofSCRA.As theorganizationwitha
watershed-wideperspective,SCRAisuniquelypositionedto
convene a forum to discuss shared interests in promoting
stewardshipthroughouttheSt.Croixwatershed.Since2006,
SCRAhasconvenedtheSt.CroixConservationCollaborative
(SCCC), with proven success. In 2014 we celebrated two
importantparcelsnowpermanentlyprotected:
• One property is near the St. Croix headwaters,
upstream fromGordon,WI. This 210 acre easement
inruralDouglasCountyhas7,900feetoffrontageon
theSt.CroixRiverandprotectsaportionofOxCreek,
asmalltributarythatdrainsdirectlyintotheSt.Croix.
• The 15-acre Aiple property has over 3,500 feet of
shoreline situated directly on the banks of the St.
Croix just north of Stillwater, and is adjacent to the
Brown’sCreektrail.WashingtonCountyandtheCityof
Stillwater envision a new park, adding to highly prized
publicspacealongtheriver.
Future Direction
SCRAwillcontinuetoprotectthewaterqualityandnatural
resourcesoftheSt.Croix.Inthecomingyear,ourprograms
aremovingforwardto:
• Keep our north woods forested in order to protect
valuable forest lands for water quality and habitat
against conversion to high intensity agriculture and
development through private landowner engagement
and tools such as easements, stewardship plans, and
outreachmaterials.
• Reduce agricultural pollutants by growing new
partnershipsandleveragingfundstoimplementfield
level nutrient reduction practices with emphasis on
continuous living cover such as cover crops, managed
grazing,harvestablebuffersandperennialgrains.
• Leverage additional state, federal and local funding
resources to implement on the ground practices to
reducenutrientstoLakeSt.Croix,guidedbytheLake
St.CroixCleanupandImplementationPlan.
• Engage the 10 counties that are located in the 3,516
squaremilesoftheMinnesotaportionoftheSt.Croix
watershed.SCRAwillcontinuetoexpandpartnerships
with local governments, community associations, and
private businesses, especially marinas and bait shops,
inMinnesotaandWisconsin.
• Develop a boat launch inspection program along the
main stem of the St. Croix, and continue existing
volunteer programs, such as Algae Alert Network,
ProjectRED,andFallSnapshotDay.
• Develop and assist in the implementation of stewardship-
based land use rules and practices tailored to the lower
river, and provide a forum for communication among
public officials, land owners, users, and developers.
Anewstaffpositionwillbecreatedinthesummerof
2015 toworkon this projectwith communities from
TaylorsFallssouthtoHastings.

THIS NATIONAL JEWEL FOR FUTURE GENERATIONS.
In 2014, SCRA offered expanded river experiences,
education and stewardship opportunities for the larger
publicaswellasforkeyunder-servedpopulations.Inall,
ouroutreacheffortsengagedmorethan27,300peoplein
St.Croixexperiencesin2014.Throughapartnershipwith
the National Park Service, we hired a River Connections
Steward to coordinate the Education and Outreach
program. Part of the work involved managing six
committed summer interns embedded in our National
Park. SCRA and NPS also worked collectively with
volunteers and Board members to build collaborative
educational programs with civic groups, healthcare
providers, educational institutions, local governments,
andbusinessesinthewatershed.Highlightsofourwork
in2014includethefollowing:
• Effective, meaningful internship program. SCRA
set out to develop an internship program with
NPS offering valuable work experience and the
opportunity to provide meaningful service within
the St. Croix National Scenic Riverway. This was
an enormously successful effort, with four Park
Guide Interns leading programs and serving as
ambassadors to the park, and two working as
Lands Interns researching the private lands with
easements held by NPS, updating landowner files,
and developing an easement monitoring volunteer
program. In addition to providing service to River
Connections participants, the internship program
helpedinspirethesesixcollegeandgraduateschool
studentstobecomelifelongriverprotectors.
• Week-long educator workshop. Teachers in the
watershed learned how to use the St. Croix as
theirclassroom,withproject-based learningacross
disciplines. Seventeeneducators fromeight school
districts participated in the workshop, with training
focused on achieving education that is relevant,
inclusive,andactive.
• Unique on-river program activities.Morethan1,900
people participated in River Connections’ on-river
programs. Serving people that lack access to the
river, and creating deep, high quality experiences
forparticipantsarecrucialcomponentsofourwork.
Some programs included six or eight people with
rangers.Otherprogramsfosteredopportunitiesfor
the river to form a backdrop for important personal
interactions. Combat veterans shared stories
around the campfire, and children with shared
medicalconditionsandfamiliesneedingqualitytime
together met and played together in the healing
contextoftheRiverway.
• Intensive volunteer training. More than fifty citizen
scientistsareactivelyengaginginriverimprovement.
They learned how to identify and provide algae alerts,
monitor easements along the river, and reduce the
spreadofaquaticinvasivespecies.
• Active Trails Program. Through the River Connections
program, NPS and SCRA built a new partnership
in Burnett County, titled “Healthy Parks Healthy
People,” supported healthcare providers in issuing

EDUCATION & OUTREACHParkPrescriptionstopatients.Participantsused“Active
Trails Passports” to increase hiking and paddling, and
timespentoutdoors.Theprogramreachedover1,700
peopleinthecommunity.
• River Awareness Week (July 12-20). SCRA coordinated
this annual effort that provided river-centered
education and engagement opportunities to more
than12,400peoplein2014.Wepartneredwithgroups
throughout the basin to hold river cleanup events,
teamedwiththeCityofHudsonfortheirfivedaysof
RiverFest activities, co-hosted a river cruise workshop
for community leaders, and collaborated with local
parkstoconductthepopularSt.CroixSojourn.
• Paddling events.Acombined190people tookpart in
theweek-longpaddlejourneyandone-dayNPSRanger-
ledpaddles.Thesewereopportunitiestounplugfrom
hectic lifestyles—paddling, camping, and community-
buildingalongtheSt.CroixRiver.Weprovidedaccess
to those who otherwise may not be able to camp in
theParkontheirownforsixdays,andofferedlearning
opportunitieswhereparticipantsexploredthehistory,
ecology,andgeologyoftheRiver.
Future Direction
There is a deep interest in, and need for, on-river programs
that provide education, engender respect for our natural
world, improve physical, social and mental well-being, and
createstrongpersonalconnectionstotheSt.Croix. Inthe
future,wewilldeveloppartnershipsto:
• Create a “PowerUp St. Croix” program with NPS that
directly builds on 2014 Active Trails Burnett County
pilot efforts, and adds the Stillwater-based Lakeview
Health initiative to encourage the community to eat
well and be active. This partnership will focus on
healthyoutdoorrecreationforfamilies.
• Connect more people to their National Park, the St.
Croix National Scenic Riverway, through expanded
programs and activities in service, learning, and
communityengagement.
• Offer more training for educatorsonusingtheSt.Croix
as a living laboratory for multi-disciplinary learning
througha“RiversinOurSchools”project.
• Provide more program offerings for youth, veterans,
at-risk populations, low income individuals, and others
thatwouldotherwisebeunabletoexperiencetheSt.
