effective and sustainable
manner. The City of St. Cloud Wastewater Treatment Facility is located in the southern portion of the City of St. Cloud and provides wastewater conveyance and treatment services to six cities. The facility operates 365 days a year and is staffed 24 hours a day. The facility is permitted to treat and discharge 18 million gallons per day to the Mississippi River. In 2014, the facility effectively treated 10.6 million gallons per day. The Wastewater Treatment Facility is permitted through
the state of Minnesota and has been recognized for exceptional treatment .
The high quality and highly sought after biological fertilizer produced at the facility is given to local farmers at no cost to them which saves thousands of dollars in the purchase of fertilizer each year. The Biosolids Management Program (the Program) reports annually to the Minnesota Pollution Control Agency and strictly follows land application rules including site approval, set backs from water bodies and public access to lands. The Program is very committed to ensuring all surrounding landowners, farmers, public interest groups and the general public are confident in the programs offer. Tours, site visits and presentations are given upon request.
In 2011, the facility applied to and was accepted to the National Biosolids Partnership, Environmental Management System (EMS) class and the City Council officially committed to the EMS and the Code of Good Practice. The voluntary participation in this program
demonstrated the Program’s commitment to continual improvement. In 2014, the Program met with area emergency response personnel to discuss potential incidents in which a biosolids spill could occur. This meeting enabled face to face discussion of response and remediation and fostered an open and free discussion of ideas.
In 2015, the facility will continue to focus on exceeding expectations for the water returned to the Mississippi River and the fertilizer product for local land. The Biosolids Master Planning continues and many new, exciting and innovative technologies are being considered to ensure St. Cloud Wastewater Treatment Facility and the Biosolids Management Program remain at the forefront of treatment and fertilizer production.
Voluntary Actions by SCWWTF Biosolids Program
St. Cloud Biosolids Management Program is required by the State of Minnesota to meet certain requirements. In line with the Public Utilities desire to meet and exceed requirements and expectations, the Biosolids Management Program continued to demonstrate commitment to excellence and continual improvement. Voluntary actions taken in 2014 include:
Continual compliance with the National Biosolids Code of Good Practice and Certification.
Conducted five pilot studies to assess feasibility of full scale implementation. Open house for colleagues and interested parties. Additional product monitoring, above and belong regulatory requirements.
THIRD PARTY VERIFICAITION AUDIT 2014 The program has continued to demonstrate a high level of commitment to the Code of Good Practice and received only two minor non-conformances in the 2014 Audit. The 2015 Internal Audit, completed in Spring 2015 found no non-conformances. A corrective action plan have been developed for the Opportunities for Improvement that were identified.
CONTRACTED SERVICES In 2014, St. Cloud contracted with JR Hauling for hauling services to enable all product to be transferred to agricultural land in a timely manner to best suit landowners and farmers.
SHARING OF INFORMATION In June 2014, the facility was awarded a cost share grant from the MPCA through the Clean Water Land and Legacy Act for wastewater pilots regarding Contaminants of Emerging Concern. The team had requested the grant to enable piloting of biosolids dewatering and side stream nutrient recovery technology which is inline with the current Biosolids Master Planning. St Cloud Wastewater Treatment Facility staff have committed to three presentations of the pilot projects and a technical report is available upon request. The public, community groups, township boards, schools, colleges and colleagues are always welcome to visit the facility for tours.

continues to work towards goals and
objectives meet and exceed all regulatory
requirements.

Public input to Goals and Objective
development is always welcomed.
Technical Evaluations for Future
Biosolids Management has
continued in 2014 with 5 pilot
projects being completed and
research into available technologies
continuing. The Master Plan
completion is due by June 2015 and
design bids are expected by 2018.
The Implementation of Maintenance
Program is well underway with more
than 50% of assets now listed in the
program. Staff training continues and
full implementation of the program is
due December 2015. This program
will spread beyond asset
management with the goal of
utilized for auditing by 2016.
Improving external Communication
with parties interested in the Biosolids
Management Program has begun
with the new formatting and design
of the Biosolids Digester and will
continue with more visibility at City
and community events.
