    The use of proprietary treatment devices and distribution media in Minnesota has been hampered by the lack of a statewide gateway for products to enter the onsite wastewater treatment market. Manufacturers and vendors have instead gone knocking at the doors of local governments across the state seeking individual approval for their products.     How to Use the List of Registered Treatment and Distribution Products

    Product Listings

    The products on this list have been determined to meet the requirements in Minnesota Rules Chapter 7083. The purpose of this listing is to ensure products are protective of public health and the environment while providing long-term performance to consumers when properly operated and maintained. The list is intended to be a valuable resource to designers, installers, service providers, local regulatory officials, and consumers. The listing of products does not constitute approval of marketing, advertising, or labeling practices used by the manufacturer. Listing does not constitute endorsement of these products by the Minnesota Pollution Control Agency. Information obtained from the manufacturer is the sole responsibility of the manufacturer or other provider. Links to external resources are provided as a public service, and do not imply endorsement by the Minnesota Pollution Control Agency.     Subsurface Sewage Treatment Systems How to Use the List of Registered Treatment and Distribution Products

    The process for listing registered treatment and distribution products for Subsurface Sewage Treatment Systems (SSTS) was established in January 2009. The Product Listing, and accompanying information, provides guidance on the use of registered treatment and distribution products; how and where these products are appropriately used, along with proper design, installation, operation, and maintenance requirements.

    The products on the List are registered for use in Minnesota. What this means is that listed products have demonstrated they meet minimum requirements contained in the current rules (https://www.revisor.leg.state.mn.us/rules/?id=7083.4000). Manufacturers of proprietary products have provided documentation to the Minnesota Pollution Control Agency (MPCA), as specified in the rules, including an application and supporting technical information. Independent, third-party testing data are required as part of the submittal process. Manuals specific to Minnesotas requirements are prepared by manufacturers, and include design, installation, and operation, and maintenance requirements.

    A Technical Advisory Panel (TAP), composed of practitioners in the SSTS industry, is part of the product review process (http://www.pca.state.mn.us/programs/ists/tap.html). The TAP plays an important role in reviewing applications, providing recommendations to the MPCA, and helps ensure product information is readily accessible and user-friendly.

    Treatment Products There are two Lists for Registered SSTS Treatment Products: 1) for Residential Strength Sewage Treatment Products and 2) Commercial or High-strength Sewage Treatment. The Lists provide the name of the company, along with a link to the company website and contact information.

    The product name and model are listed, along with its rated capacity (design flow in gallons per day) for each model. Other information related to each model is listed. For example, if the product needs to be operated in a certain way (i.e.: in Mode 1 operation) or if Ultraviolet (UV) light disinfection is required as part of the treatment process, this is specified in the listing. A brief description of the treatment process is also provided.

    Proprietary Treatment Products and Treatment Levels

    Proprietary treatment products are listed by their ability to treat residential sewage to a specific treatment level. There are five Treatment Levels at which treatment products can be registered (Table 1). Products that meet the requirements of Treatment Level A meet the highest treatment standard in removing organic matter (15 mg/L CBOD5), total suspended solids (15 mg/L TSS), and pathogenic indicator organisms (1,000 cfu/100 ml fecal coliform bacteria).

    Products that meet Treatment Level B standards have been tested to reduce organic matter to 25 mg/L CBOD5, total suspended solids to 30 mg/L TSS, and fecal colifrom bacteria to 10,000 cfu/100 ml. Higher quality effluents using products that meet Treatment Levels A and B can be dispersed into suitable soils with reduced vertical separation and increased hydraulic loading rates, depending upon soil characteristics. Soil dispersal requirements using treatment products that meet Treatment Levels A and B are specified in Minnesota Rules Chapter 7080.2350. For a residential treatment product (Category A) listed under Treatment Level A, the product would also meet the lower treatment standards for Treatment Level B and Treatment Level C.

    Products can be registered for treating high strength or commercial wastewater (i.e. restaurants, grocery stores) and are listed as Category B treatment devices. These products have been tested to reduce wastewater from high strength to typical residential strength wastewater. These products would typically be listed as Treatment Level C products, or products tested to reduce wastewater to typical residential strength (125 mg/L CBOD5, 80 mg/L TSS, and 20 mg/L oil and grease).

    Nutrient Listing The List also identifies products registered for use in Minnesota that have been tested to reduce nitrogen and/or phosphorus. In order to be listed for nitrogen and phosphorus removal, independent third party testing has been completed and shown to meet a total nitrogen of 20 mg/L and total phosphorus of 2 mg/L, respectively.

    Treatment levels are used to register treatment and nutrient removal products; they are not intended to be applied as strict, field compliance tools. Their intended use was to establish treatment product performance in the product registration process using established protocols, with testing performed by independent testing entities. Rather, the conditions of an operating permit will be used to determine compliance of individual systems; template operating permits are expected to be developed for treatment products as the registration process develops.

    Distribution Media Products Distribution media are materials used to provide void space through which effluent flows prior to infiltration into the soil. Distribution media includes 1) public domain distribution products like washed rock or aggregate and 2) proprietary distribution products like polystyrene blocks, chambers, and pipe). Distribution media are required to meet the following 4 standards:

    be non-decaying and non-deteriorating and does not leach unacceptable chemicals when exposed to sewage and soil

    provides adequate void space (for the passage and temporary storage of effluent) while

    maintaining a stable density throughout the life of the system supports the distribution network, provides for suitable effluent distribution, and

    presents an interface with the infiltrative surfacetrench bottom and side-wall soilfor absorption of the wastewater

    maintains integrity of the excavation, supports soil backfill and cover material, and

    weight of equipment used in backfilling

    For public domain distribution technologies (aggregate or drainfield rock), the Recommended Standards and Guidance Document for Drainfield Rock Distribution Media was developed. The

    purpose of this document is to identify specifications for drainfield rock used in trenches, beds, at-grades, and mounds. Gravel pit owners are not required to register their drainfield aggregate with the MPCA. However, drainfield rock is required to meet the specifications contained in the MPCA Recommended Standards and Guidance Document for Drainfield Rock.

    For proprietary distribution media products, the Listing is expected to provide the name of the company, along with a link to the company website and contact information. The product name and model is expected to be listed, along with information on how the product is to be used in Minnesota.

    Product Information Manufacturers provide information to the MPCA as part of the registration process. The items listed under the section Important Product Use Information contains important information for each registered product, and should be clicked to review it. The following provides a brief overview of the information under this section of the product listing:

    Product Performance and Renewal Proprietary treatment and distribution products are registered in Minnesota for up to three years, unless a product is recalled, found to be defective, or is no longer available. The product renewal process will include a feedback loop on product performance. Field assessments from local units of governments will be requested as part of product renewal. Operating permits issued at the local level should be able to provide a basis for product performance. An independent, third-party audit of system performance may be needed to fully evaluate product performance in the field as the registration process is fully implemented.

    The registration of the products in Minnesota is contingent upon compliance with the following conditions:

    1. Products must be used in compliance with MPCA rules and the plans and design specifications provided. Any deviation from the plans and specifications shall not be permitted unless authorized by National Sanitation Foundation (NSF) and, in writing, by the MPCA for registered use.

    2. The manufacturer shall have readily accessible information, specific to a products

    registered use in Minnesota, for designers, installers, service providers, regulators, and systems owners for the following items: a) product manual, b) design instructions, c) installation instructions, d) operation and maintenance requirements, e) homeowner instructions, and f) list of manufacturer-certified service providers, as contained in Minnesota Rules Chapter 7083.4040.

    3. Systems may only be designated as Type IV systems if designed and installed per drawings

    submitted with the Application for Product Registration, dated December 17, 2008. 4. The design flows for the registered products are 500 gallons per day for E50 Model and 600

    gallons per day for E60 Model.

    5. Septic/trash tank capacity for dwellings shall meet the manufacturers minimum and maximum size requirements as specified in the Application for Registration. The tank(s) shall be designed to withstand the pressures to which it will be subject to. The tank(s) and all pipe penetrations, risers, and other connections to the tank shall be watertight.

    6. Each system must be delivered with an installation manual and owners manual for both the ECOPOD unit and Salcor 3G UV disinfection unit. Each unit must be installed in accordance with the manufacturers installation requirements.

    7. For both the E50 and E60 Models, each unit shall be equipped with its own Salcor 3G UV

    disinfection unit to achieve Treatment Level A and Treatment Level B. No UV disinfection unit is required to achieve Treatment Level C. Each UV disinfection device shall be alarmed in the event the UV unit (including the bulb) malfunctions.

    8. This treatment product is a Minnesota-registered product for Type IV systems. Effluent

    loading rates to the soil, method of distribution, and vertical separation requirements shall meet the minimum requirements contained in Minnesota Rules Chapter 7080.2350.

    9. All systems shall be designed and operated with a suitable alarm(s) should the treatment

    device or its components malfunction.

    10. As a Type IV system, the system must be constructed and operated under the required local permits.

    11. The level of maintenance required for ECOPOD systems and UV disinfection unit shall be

    as specified in the products Operation and Maintenance Manual. This includes, but is not limited to maintenance every 6 months. For systems using UV disinfection to achieve Treatment Level A and Treatment Level B, testing for fecal coliform bacteria is required per the local operating permit.

    12. As specified in known limitations of the product contained in the Items not Permitted in

    Systems in the ECOPOD Manual for Minnesota, backwash from water softeners and other unsuitable wastes must not be discharged to the ECOPOD units. The manufacturer is responsible to provide a listing of other known limitations, made available on the companys website or other means.

    13. Training shall be provided to practitioners in the proper application and use of ECOPOD

    systems registered for use in Minnesota. Please be advised that this registration expires December 31, 2011. Manufacturers desiring to continue product registration beyond this date must obtain MPCA renewal according to the requirements in Minnesota Rules Chapter 7083.4080. If the product has changed or is retested according to the protocol required for registration, renewal shall be based on the most recent test results. If the MPCA finds the product has changed in any way that affects performance, it may not be renewed and must meet the requirements for initial registration.     1. Products must be used in compliance with MPCA rules and the plans and design specifications provided. Any deviation from the plans and specifications shall not be permitted unless authorized by NSF and, in writing, by the MPCA for registered use.

    2. The manufacturer shall have readily accessible information, specific to a products

    registered use in Minnesota, for designers, installers, service providers, regulators, and systems owners for the following items: a) product manual, b) design instructions, c) installation instructions, d) operation and maintenance requirements, e) homeowner instructions, and f) list of manufacturer-certified service providers, as contained in Minnesota Rules Chapter 7083.4040.

    maximum size requirements as specified in the Application for Registration. The tank(s) shall be designed to withstand the pressures to which it will be subject to. The tank(s) and all pipe penetrations, risers, and other connections to the tank shall be watertight.

    6. Each system must be delivered with an installation manual and owners manual for both the

    Hoot Aerobic Treatment Tanks and Salcor 3G UV disinfection unit. Each unit must be installed in accordance with the manufacturers installation manual.

    7. For Models H-500-A and H-600-A, one Salcor 3G UV disinfection device is required to

    achieve Treatment Level A. For Models H-750-A and H-1000-A, two Salcor 3G UV disinfection devices are required (in parallel or in series?) to achieve Treatment Level A. Each UV disinfection device shall be alarmed in the event the UV unit (including the bulb) malfunctions.

    8. This treatment product is a Minnesota-registered product for Type IV systems. Effluent

    loading rates to the soil, method of distribution, and vertical separation requirements shall meet the minimum requirements contained in Minnesota Rules Chapter 7080.2350.

    9. All systems shall be designed and operated with a suitable alarm(s) should the treatment

    device and its components malfunction.

    10. As a Type IV system, the system must be constructed and operated under the required local permits.

    11. The level of maintenance required for Hoot Aerobic Treatment Tanks and UV Disinfection

    Unit(s) for Treatment Level A registration shall be as specified in the products Operation and Maintenance Manual. This includes, but is not limited to, maintenance every 6 months.

    12. As specified in known limitations of the product, specified in the Declaration of Warnings

    in the Installer and Homeowners Manuals, backwash from water softeners and other unsuitable wastes must not be discharged to the Hoot Aerobic Treatment Tanks. The manufacturer is responsible to provide a listing of other known limitations, made available on the companys website or other means.

    13. Training shall be provided to practitioners in the proper application and use of Hoot

    Systems registered for use in Minnesota. Please be advised that this registration expires December 31, 2011. Manufacturers desiring to continue product registration beyond this date must obtain MPCA renewal according to the requirements in Minnesota Rules Chapter 7083.4080. If the product has changed or is retested according to the protocol required for registration, renewal shall be based on the most recent test results.
