STANDING ORDER NO-03

BASIC TRAINING OF RECRUIT CONSTABLES

1. INTRODUCTION

This standing order lays down guidelines for basic training of Newly

Recruited Constables and Promoted Personnel of Puducherry Police. The

purpose of this training is to make them capable of discharging their duties

assigned to them and to make them disciplined, professionally competent and

physically fit. Their Indoor and Outdoor syllabi and subjects to be taught are

given in the Annexures. To make the Recruit Constables professionally skilled,

they are to be trained in subjects like Role of Police in Modern India, Police

Organisation & Administration, Criminology, Police Science, Indian Penal Code &

Criminal Procedure Code, Indian Evidence Act & Local & Special Laws, Police

Duties, Police Procedure, Computer Application and Human Rights & Ethics in

Police.

2. OBJECT The main objective of the basic training of Recruit Constables is

as under:-

(i) Intensive training of law i.e. IPC, Cr. PC, Evidence Act and Local

and Special Laws.

(ii) To impart knowledge of modern scientific investigation techniques and

police practical work.

(iii) To impart knowledge of Computer and its application.

(iv) To make the recruit Constables physically fit, they will be imparted training

of PT, Physical Endurance, Stamina Building, Parade, UAC & Weapon

Training.

(v) To give emphasis on simulated exercises of crime investigation and police

procedure.

3. DURATION The duration of the training will be of 12 months, including the Mid Term

Examination, Final Examination, Mid Term Break and preparation for Passing out

Parade.

4. PROCEDURE OF TRAINING

The subject to be taught and syllabus to be covered during the basic

training are detailed in the Annexures. A recruit shall not be passed into the

ranks/sent to the Districts/Units to which he is allocated for drawl of pay for any

purpose whatsoever, unless he has successfully completed the training and has

passed out of the PTS.

5. The Indoor and Outdoor Training shall be supervised by the Senior

Superintendent of Police (HQ) who shall be assisted by the Superintendent of

Police (PTS). The Superintendent of Police (PTS) shall be assisted by Inspectors

Indoor and Outdoor training. The training will be carried out according to the

prescribed syllabus for which regular weekly time table will be drawn. It will be

the responsibility of these officers to ensure that the instructional staff are well

conversant with their subject to teach the same properly ensuring that the

recruits imbibe the instructions and make satisfactory progress. Since a great

responsibility rest on instructional staff, their selection shall be made by the

SP/PTS, who will be over all in-charge of the PTS. The SP/PTS will exercise close

supervision over the training and he/she will ensure that recruits are fully and

comprehensively trained. The SP/PTS on the recommendations of the Inspector

(Indoor)/Training will also arrange for officers from other Units to be invited as

guests to deliver lecture or demonstration on topics of professional interest.

6. A trainee shall not be allowed to take final examination, until he/she has

successfully undergone a stipulated period of training at Police Training School.

90% attendance in Indoor as well as in Outdoor is compulsory (relaxable by 5%

in exceptional circumstances by SP/PTS), failing which he/she will be debarred

from taking the final examination. He/She shall be considered for termination of

service or ordered to further undergo training with the next batch in all such

cases, where the attendance falls short of 85%. However, the SSP/Training,

Puducherry can allow a further relaxation of 5% in deserving cases of short

attendance, on a representation from the individual trainee with the

recommendation of SP/PTS.

7. MID TERM EXAMINATION

A mid-term examination on the pattern of the final examination will also

be held on completion of 5 months training to assess the progress of the

individual trainee. The SP/PTS will carefully scrutinize the performance of

trainees in these tests and in all cases where it is found that any recruit is found

lacking, will be paid special attention so that he can be brought at the desired

level.

8. FINAL EXAMINATION

On completion of their training course, the recruits shall be examined by a

Board of Examiners, to be constituted by the DGP/IGP consisting of

SSP (Training) as chairman and four members of Superintendents of Police. The

exact strength of the board will be decided keeping in view the total number of

examinees. The board shall test all the candidates in Outdoor and Indoor

subjects. For the Indoor examination, the SP/PTS will arrange for setting of

papers and evaluation thereof.

9. The Board of Examiners will consolidate the marks and declare the results.

The examinees will be required to obtain at least 40% marks in each subject and

50% marks in the aggregate in order to pass the final examination. The board

shall further recommend whether any of the recruits failing in the final

examination is to be given a further chance, to relegate him to the next batch or

extend the period of his training for a specified period to be followed by a fresh

test. Recruits shall not pass-out from the PTS until they have successfully passed

in all subjects. Ordinarily, the services of those recruits who fail to qualify in the

final examination will be terminated by the SP/PTS.

However, maximum of two additional Chances, will be given to the

failed recruits and if he/she does not pass in all the papers even after availing

the additional chances, his/her services will be terminated (under Rule 5 of the

Central Civil Services (Temporary Service) Rules, 1965) by the SP/PTS. A trainee

obtaining 50% marks in aggregate and failed in one subject can be accorded 5%

relaxation by the SP/PTS subject to the condition that the performance and

conduct of such trainee has remained good during the training period.

10. INTER-SE- SENIORITY

The Inter-se-seniority of the trainees shall be based on the gradation

being done by totaling the marks obtained in the entrance examination and the

marks obtained in the training at the Police Training School.

11. AWARD OF ROTATION CUP AND COMMENDATION CERTIFICATE The recruits securing first position in each Indoor Law Subjects, Best in

Outdoor, Best in Firing, Best in Computer Application and the All Round Best will

be awarded a trophy each & Commendation Certificate/Roll with suitable cash

reward. The rotation cups shall be retained at PTS and replicas will be

given to awardees to retain.

12. A Passing out Parade and Oath Taking ceremony will be held before each batch

of the recruits is allowed to join the ranks of Puducherry Police.

13. In case a recruit is medically unfit to continue training, he should proceed on

medical leave with or without pay (as per his entitlement) and should

re-commence training with the next batch.

14. DISCIPLINARY ACTION/ TERMINATION OF SERVICE

The SP/PTS will initiate (if the recruit is still in the PTS) disciplinary action

against the recruits. He/She can also recommend the competent authority for

termination of the services of a recruits. In order to terminate an unsuitable

trainee from the force at the stage of his/her training itself, any one of the

following grounds will be sufficient :-

i) Frequent absence of the trainee from Outdoor/Indoor programme

leading to a conclusion that he is an un-devoted trainee and a

habitual absentee and is not likely to become a good Police officer.

ii) Submission of false Medical Certificate from any doctor for availing

leaves or light duty or rest.

iii) Gross misconduct with the Indoor/Outdoor Instructors or with

other trainees/staff.

iv) If he/she commits any mischief or any crime involving moral

turpitude during training.

v) If any information submitted by the trainee is found to be false,

fabricated or manipulated to gain employment.

vi) Any other ground which adversely reflects his/her behaviour and if

the trainee is otherwise found unsuitable for Police service.

15. No trainee shall be accepted/allowed for basic training at Police Training School

after 10 days of commencement of training except in exceptional circumstances

and that too with the prior approval of DGP, Puducherry.

16. WOMEN TRAINEES

The Women trainees will not incapacitate themselves on account of

pregnancy during the training. Women trainees who are pregnant will not be

allowed to join training.

17. APPEALS

A representation with regard to the results will be entertained only within

30 days of declaration of the results.

18. Similarly the guidelines for :

(a) Capsule Course for the Newly Promoted Sub-Inspectors for a period

of 3 Months,

(b) Induction Course for the Newly promoted Head Constables for a

period of 45 days,

(c) Refresher Course for Head Constables / Police Constables for a

period of 30 days and

(d) Basic Training for Home Guards for 64 Working Days are also

included in this Standing Order and the Indoor and Outdoor Syllabus

and their subjects to be taught are given in the Annexure enclosed

herewith.
