The global economy may unravel too rapidly for Narendra Modi to take steps in 2016. It may also be too late for re-election. Reactions in financial mar-kets in recent days have confirmed what they think of China’s currency devaluation. They think of it as the first instalment of many moves that are coming and that China is getting ready to export its defla-tion to the rest of the world. A deflationary world is one in which corporate earnings would struggle to grow, if at all. For emerging economies, it is a bad situation, especially if they are commodity ex-porters or have large foreign currency liabilities, or both. Since 2009, dollar borrowings by non-dollar economies have gone up by 50%. Most of them are among emerging economies and in the Asia-Pacif-ic. Capital outflows from emerging economies have exceeded already $1 trillion in the past thirteen months. The fragile economic recovery in the US is now in its seventh year, when the average is around three years. It has built up several economic imbal-ances and is due for a recession. Global trade was effectively in recession in the first half of the year. According to a Standard & Poor’s survey, capital expenditures by businesses are set to contract into 2017. No surprises that the price of crude oil (West Texas Intermediate) is down to around $40 per barrel and gold has rallied. China may have inadvertently declared open the commencement of the end game for liquidity-driven stock markets around the world. There is a high risk of the bottom giving away for the world economy. Is India prepared? Indian stocks might have dropped in the last one week in sympa-thy with others, but it has escaped the worst carnage that has been reserved for other emerging market (EM) heavyweights. By the end of July, the Invest-able Market Index (IMI) of Morgan Stanley Capital International (MSCI) had a price-to-earnings ratio of 25.1 times and a forward price-earnings ratio of 17.9 times. The benchmark EM index comparable ratios of 14.3 and 11.3 respectively. Similar is the story with price-to-book ratios and dividend yields. In short, investors are treating India as though it were a safe haven. Does India deserve this status? On the face of it, the answer is yes. India has a stable and a nominally functional government. Its current account deficit is low and the inflation rate has de-clined. India has ample foreign exchange reserves and its short-term external debt ratios are low and manageable. It is attracting both foreign direct and portfolio investments. Its central bank has ample scope for a substantial reduction in the policy rate, which, we hope, it will use in the months and year ahead. But, look under the hood. India ticks many of the boxes on economic distress that China ticks. India’s gross domestic product growth statistics are suspect. Indian banks have non-performing loans on their books which they are yet to recognize. Indian companies have not adequately deleveraged. Many sectors suffer from excess capacity.

Asian stocks slumped to three-year lows on Mon-day as a slide in Chinese equities gathered pace, hastening an exodus from riskier assets as fears of a China-led global economic slowdown hit markets. The fall spanned every corner of the market, with small-cap growth stocks and state-owned blue chips declining at roughly equal rates, reported Reuters. Losses appeared limited only by China’s emergen-cy brake that limits individual shares from declining over 10% in a single day, and by the fact that a sub-stantial number of stocks remain suspended from trading. The drop came after Beijing failed to make a strong policy move over the weekend to support stocks, as was widely expected after an 11% plunge last week. Many investors had expected the People’s Bank of China (PBOC) would over the weekend cut the amount banks have to keep in reserves, which could boost stocks by increasing market liquidity and address weakness in China’s vast manufactur-ing sector.

Ever wondered how Facebook determines what you see in your news feed every time you log in? The social networking site has actually devised different algorithms for it. Apart from things like where you live and the pages you follow, it pri-marily looks for two broader signals - Topics that are being mentioned a lot and topics that suddenly seen an increase in mentions, Re/Code reported. For example, singer Justin Bieber is mentioned often on Facebook. So the total volume of men-tions is always high and is not a good indicator of whether or not he is part of a trending topic. So, Facebook would look for a hike in mentions relative to the normal prattle around Bieber. “This means that things that trend are not just the most highly mentioned people or topics, they have to be tied to some kind of relevant event,” the report said. At least six people, in-cluding two officers were injured in a major fire that broke out in the atmospheric unit II of Koyali plant of Gujarat Refinery on Saturday midnight. The incident occurred while the pro-cess of shutting down the plant was underway. Company officials said the cause of the fire is yet to be ascertained. While locals said that they heard about six blasts, company spokespersons said that only fire broke out and there were no ex-plosions. Minutes within the fire broke out, locals and contractors gathered

immediately at the spot. “Just after midnight, we heard a loud explosion. It was followed by five more explosions. Con-tractors gathered near the gate to find out about their employees, howev-er, there was no infor-mation about how many people were affected by the fire,” said Abdul Patel, a resident of Gor-wa, who rushed to the plant site. The company said in a statement said that the fire broke out at around 12.03 am. ‘A fire occurred in the atmo-spheric unit II of Gujarat Refinery which was un-der an approved planned shutdown process. The

fire was brought under control by Gujarat Re-finery firefighting team with the help of mutual aid partners by 1.30 am,’ said the company. The company spokesperson said that four victims suffered burn injuries, one had fracture and one from other injuries, and added that their condi-tion is stable. “Investi-gations into the reasons behind the fire have been initiated. Also we are assessing the dam-age caused to the unit due to fire. The unit was in process of shutting down so no process-ing was underway,” the spokesperson.

The government has op-posed in the Supreme Court a plea to bring po-litical parties under the ambit of the RTI Act, saying this would ad-versely impact their inter-nal working and political functioning. Submitting an affidavit, the Depart-ment of Personnel and Training (DoPT) has said that the Central Informa-tion Commission (CIC) erroneously ruled in June 2013 that political par-ties are public authorities under the RTI Act and, hence, are accountable under the transparency law. “If the political par-ties are held to be pub-lic authorities under the RTI Act, it would ham-per their smooth internal working, which is not the objective of the RTI Act and was not envisaged by Parliament. The groundwater was salty and could not be used for drink-ing. “We were approached by the Coastal Salinity Pre-vention Cell (CSPC) and Aga Khan Trust. We de-cided to go in for rooftop water harvesting. A tank with 15,000 liter capacity was constructed and the rainwater was channelized into the tank. During ev-ery monsoon, the tank gets filled to capacity and the water collected is adequate to meet the needs of our five-member family,” said Priyanka.

Patidars are traditional landowners and consid-ered wealthy. The two Patel groups – Kadva and Leuvas — common-ly go by the surname of Patel, and together con-stitute nearly 20 per cent of Gujarat’s population. Gujarat already has 146 castes and communities on its OBC list, defined by their socially and edu-cationally backward sta-tus. The Patidar Anamat Andolan Samiti (PAAS) led mostly by youth lead-

ers — largely business-men – want the inclusion of Patels in the OBC list to avail 27 per cent res-ervation in professional colleges and government jobs. However, to be in-cluded in that category, they would have to fit into the definition of “so-cially and educationally backward” which will be decided by the OBC commission. The best that the Anandiben gov-ernment could do is to release the data of the so-cio-economic and caste census of 2011 to deter-mine where exactly the Patels stand and propose a formula to take care of the “poor, backward Pati-dars”. The Patidars argue that one section of Patels

— the Anjana Chaudhary Patels mostly of north Gujarat who are agrari-an — have OBC status, so they should get OBC reservation. Their cam-paign, run mostly on so-cial media, appeals more at the emotional level than technical. Two days ahead of a mega rally called by the Patel community to press their demand for OBC status, Gujarat Chief Minister Anandiben Patel today ruled out any reservation for them citing the Con-stitution and Supreme Court judgements. The chief minister also urged the members of the said community to end their ongoing agitation. “As per the Constitution and judgements of Supreme Court, we cannot make any changes in the struc-ture of reservations for SCs, STs and OBCs, nor can we give reservation beyond 50 per cent,” she said today in a print and video message to the people of Gujarat. “Vari-ous state governments at different points of time

The state govern-ment can announce any other package for them,” said Rakesh Prajapati, leader of Prajapati com-munity.

Com-plaining non-compli-ance, applicants Subhash Chandra Aggarwal and Anil Bairwal of the Asso-ciation of Democratic Re-forms (ADR) approached the CIC which, in March this year, directed the DoPT to take necessary action. ADR and Aggar-wal moved a PIL in the Supreme Court, seeking a declaration that political parties are public author-ities and should manda-torily disclose details of income and expenditure for public scrutiny.
