Introduction
Space Applications Centre (SAC) plays vital role in space technology development
and applications. Scientists and Engineers need the help from state of art IT
technology to perform their day to day work effectively and efficiently. SAC is
planning to use Cloud Technology for effective IT resource management with ease of
use.
The implementation will be carried out in the phased manner. In the first phase, we
are planning to implement
1. Server Cloud
2. Desktop and Workstation Cloud
For that, two Requests for Proposals (RFPs) are prepared that mention requirements
as well as requirement specifications. Both RFPs are included with this Exploration
of Interest (EOI).
The RFPs provide the minimum required specifications for the proposed
solution/infrastructure. If vendor feels that any of specification is inadequate, they
can add on with remarks and supporting document.
Note:
Though EOI is single, the vendors may submit their interest along with the
technical proposal for either or both RFPs.
No commercial offer should be provided with this EOI.
Vendor should provide their expression of Interest along with the technical proposal.
The technical proposal should be complete in nature and as per the format requested
in the RFPs. It should include the complete details like compliance with
specifications, make, model, version, datasheet, supportive documents etc. Incomplete
proposals will be rejected.
In this EOI, we are looking forward to the interested vendors who have sufficient
experience in installation, commissioning and providing operational support for such
infrastructure. As an outcome of this EOI we will finalize the qualified interested
vendors and raise limited tender for procurement. The Vendors will be qualified based
on the proposed solution strength, vendor strength, Original Equipment Manufacturer
(OEM) strength and the compliance and qualification criteria mentioned in the
respective RFPs.
SAC reserve the rights to procure partial or complete solution of the RFP. Rights to
decide appropriate solution and qualified vendors for the given RFP are also reserved
with SAC.
The RFPs of Server Cloud and Desktop & Workstation Cloud are as attached.

REQUEST FOR PROPOSAL
For
VMware-based Server Cloud
1.0 Introduction
SAC provides various types of IT services like Web, FTP, and Anti-virus updating
etc. to their employees on Intranet. At present, 2 physical servers are deployed in
High Availability (HA) mode to provide an individual service with due quality of
service. SAC wants to migrate to state of the art Cloud infrastructure in a phase
manner.
In the phase 1, we would like to implement the 2 VMware-based Server
Virtualizations under the umbrella of Platform as a service.
1. For 15 IT services on Intranet
2. For 10 IT services on DMZ
For the purpose, we are seeking proposals from the vendors who have sufficient
experience in installation, commissioning and providing operational support for such
infrastructure. In this RFP, we have provided information for items which SAC
already has. Any other item required to complete the solution should be explicitly
mentioned in technical offer.
Note: Apart from the one time procurement item list, this RFP also includes Rate
Contract for 3 years to scale up this solution based on the future need.
The requirement specifications are as provided below.
2.0 Requirement Specifications
Following are the minimum required specifications for the proposed
solution/infrastructure. If vendor feels that any of specification is inadequate, they
can add on with remarks and supporting document.
Vendors should confirm compliance with each of the specifications/ in the respective

3.0 Installation and Commissioning

5 SAC will provide DAS Storage for Backup. The Make and model is Dell PowerVault MD3000i, 7 TB usable storage capacities (13X750GB SATA 7.2K RPM). SAC has no separate

backup software available for virtualization environment. As VMware product has built in backup software, vendor should use that.
6 Delivery within 8 weeks from date of purchase order, Installation and commissioning should be carried out within 2 months or earlier from date of delivery. After installation and data migration, first phase of Acceptance Test will be completed by SAC committee. The system will then be tested in real environment and during which performance will be observed. Vendor will need to carry out tuning on performance test. Final acceptance decision will be taken based on the tuned performance test.
7 Upgrades to new versions released should be implemented during Warranty and AMC.
8 New version should be operationalized at SAC preferably within 10 days and maximum of 30 days from an operationally stable release.
9 Notification about the new released versions (Alpha, Beta and final) should be intimated to SAC immediately after release date.
4.0 Operational Requirements

7 Technical offer should contain make, model and datasheets of all the components of the solution offered.

6.0 Training and Documents

7.0 Warranty and AMC

The warranty will start from the date of successful Acceptance Testing and operationalization at SAC. During the warranty period, vendor is required to install upgrades, new releases and handle the faults/problems at no extra cost.
2 In case of the hard disk failure, Vendor should replace it. Faulty hard disk will not be returned.

iv. Vendor’s designated personnel should put signature with stamp on each page.
v. Complete masked Bill of material (un-priced BoM). vi. Technical & commercial terms and conditions if any from

REQUEST FOR PROPOSAL
For
Desktop and Workstation Cloud
1 Introduction
SAC wants to establish private Desktop Cloud Infrastructure which will be accessed
through thin clients over its private Network (SACNET).
1.01 Background
At present, SAC end users are already using HP thin clients to access Internet via
UTM appliance. The thin clients model no are HP t505 and HP t620. Windows-7 OS
is installed on both the thin clients. Users are given centralized downloading area
through Microsoft AD on SAC Internet LAN. The downloaded data is copied from
there to SACNET Microsoft AD. It takes place automatically using our proprietary
solution as SAC Internet LAN and SACNET are not connected to each other as per
the organization policy. Users map the SACNET AD folder on their existing desktop
machine and access the downloaded data.
The same thin clients will be used to access Desktop and Workstation Cloud on
SACNET as well as the Internet through Internet LAN using toggle switch
mechanism to switch between SACNET and Internet LAN.
1.02 Desktop Cloud
In the current model, each user has his own physical desktop machine at his location
with standard configuration and software. The complete responsibility of
administration and management of that desktop along with the data is currently lying
with the user.
SAC want to migrate to the state of the art Desktop Cloud infrastructure in phased
manner. In this model, the IT team will provision the Virtual Desktop to the user from
the central pool with standard configuration & software and offer Desktop as service.
User will connect to Intranet Desktop Cloud through his thin client (as per details
given above). Data will be stored and backup up at the central place in a secured
manner. IT team will administer and manage the Desktop Cloud infrastructure along
with the data.
1.03 Workstation Cloud
SAC has various specialized workstations having costly licensed software installed on
it. At present, it can be accessed only from their physical location.
SAC wants that Workstation Administrator can publish his workstation to a central
location and other uses can discover it. Interested users can request to the workstation
administrator. Once the request is approved the user may use the workstation from
remote using his thin client through SACNET. The IT team should able to generate
report on the workstation usage.

1.04 Proposal for Phase-1
In the phase 1, SAC plans to implement Desktop as a service for 900 users and
workstation as a service for 15 workstations.
The Desktop as a service for 900 users is further planned in 3 sub-phases. In phase
1.1, it will be implemented for 300 Users. Based on the experience phase 1.1,
acceptance by end users and demand, phase 1.2 will be implemented for another 300
users. Based on the experience phase 1.2, acceptance by end user and demand phase
1.3 will be implemented for another 300 users.
So the tendering will be done for 900 Desktop users however the first procurement
will take place for 300 users only.
The virtualization software solution should support following Desktop Virtualization
Models.
1. Full Virtual Desktop Infrastructure (VDI)
2. Full Server-based Non-Shared Desktop
3. Full Server-based Shared Desktop
4. Hybrid Server-based Non-Shared Desktop and Shared Desktop
5. Hybrid Full VDI, Server-based Non-Shared Desktop and Shared Desktop
In phase 1, SAC will adopt Hybrid Desktop Virtualization Model no 5. Bifurcation of
user will be as follows:
Full VDI (5%),
Server-based Non-Shared Desktop (45%) and
Server-based Shared Desktop (50%).

Vendor is expected to address the above in its technical proposal. Vendor should give
exact details about end user performance parameters like CPU cycle allocation,
Memory allocation, Disk space allocation, etc for 300 users by offered technical
solution on Hardware demanded by SAC. The technical offer should give clear
justification of arrived parameter by mean of sizing calculations, solution overheads,
etc. 1.05 Scalability
Apart from the one time procurement item list, this RFP also includes Rate Contract
for 3 years to scale up this solution for phase 1 as well as phase 2.
If Phase-1 is successful, SAC aims to scale the solution up to 1800 users using the
rate contract. Hence, vendors are requested to provide complete offer by means of rate
contract. Although SAC is asking for 3 times supply for 300 users, technical

comparison will be carried out for 1800 users. SAC confirms procuring phase 1.1 and
reserve rights for procuring additional virtual desktop infrastructure based on the
requirements, implementation experience and user acceptance. SACNET has 1Gbps connectivity between end user points and Data Centre which can
be used for the solution. SAC cloud infrastructure will be completely private i.e. on
Intranet. This infrastructure will not have Internet connectivity by any means.
For this, we are seeking the proposal from the vendors who have experience in
installation, commissioning and providing operational support for such infrastructure.
In this RFP, we have provided information for items which SAC already has. Any
other item required to complete the solution should be explicitly mentioned in
technical offer.
The minimum requirement specifications are as below.

3 Installation and Commissioning

6 Delivery within 8 weeks from date of purchase order, Installation and commissioning should be carried out within 2 months or earlier from date of

delivery. After installation and virtual and remote desktop creation & configuration, first phase of Acceptance Test will be completed by SAC committee. The system will then be tested in real environment and during which performance will be observed. Vendor will need to carry out tuning on performance test. Final acceptance decision will be taken based on the tuned performance test.
7 Upgrades to new versions released should be implemented during Warranty and AMC.
8 New version should be operationalized at SAC preferably within 10 days and maximum of 30 days from an operationally stable release.
9 Notification about the new released versions (Alpha, Beta and final) should be intimated to SAC immediately after release date.
