Nais ko pong ihain sa inyo ang isang panukalang batas, ang House Bill No. 6112, na nakapaloob sa Committee Report No. 340, ang panukalang may pamagat na, “An Act Mandating the Installation of Safety Monitoring Devices in Public Utility Vehicles and Providing Penalties for Violation Thereof.”

Nitong mga nagdaang araw ay nakita natin kung gaano kaepektibo ang paggamit ng closed-circuit television cameras o CCTV camera bilang proteksyon laban sa kriminalidad o masamang gawain at pagbawas sa mga insidente ng krimen sa mga pampublikong lugar at sa mga sasakyan. Ang CCTV ay nagsisilbing isang paraan ng proteksyon ng mga may-ari ng mga establisimyento kung kaya’t mapapansin natin ang mga karatulang nakapaskel na ang establisimyento ay protektado ng CCTV. Gayundin ang mga datos o electronic data na nasa mga kagamitan na ito ay epektibong nakatutulong sa pagkilala sa mga suspect sa isang krimen. Nagagamit ang mga video bilang ebidensya para sa pagsasampa ng kaso at paglilitis ng mga krimeng naganap. Mas mapapadali ang proseso ng imbestigasyon at anumang krimen o insidente para tukuyin ang mga salarin at sino ang mga may sala.

Maagap na nareresolba ang mga usapin o kaso, kriminal man o administratibo, at alitan sa mga nasasangkot sa isang insidente.

Isa pang technological innovation ay ang GPS tracker o ang Global Positioning System tracker. Sa pamamagitan ng GPS tracker, ang isang sasakyan ay epektibong makatutukoy ng kanyang lokasyon sa aktwal na oras o mga lugar na pinuntahan na naimbak sa storage device ng GPS.

Ang paggamit ng mga devices na ito tulad ng CCTV at ng GPS tracker sa ating mga pampublikong mga sasakyan ay mahalaga para protektahan ang ating mga mananakay laban sa kriminalidad at sa anumang paglabag sa ating mga batas. Magsisilbi itong proteksyon sa buhay, sa pag-aari at sa karapatan ng mga mananakay, pati drayber at operator ng pampublikong sasakyan o PUV. Proteksyon ito sa panig ng mga mananakay, drayber at operator laban sa anumang klaseng pang-aabuso ng sinumang panig. Ang panukalang batas na ito ay naglalayon na proteksyunan ang ating mga mananakay, drayber, operator, kapulisan at mga traffic enforcer upang sa gayon ay magkaroon ng kaaayusan at kaligtasan sa ating mga lansangan.

We have been advised that the Committee on Local Government, Sponsor of House Bill No. 2924, as well as its authors, has no objections to the amendments of the Senate to this measure.

So in accordance with our rules, Mme. Speaker, I move that we concur with the Senate amendments to House Bill No. 2924.
