The west end of Edmonton ishost to one of Edmonton’s bestevents. Dogapalooza is a largeoutdoor family – friendly dogevent that also acts as a largefundraiser for local animalrelated charities that do notreceive government funding.

There is a lot of good going onbehind the scenes in Edmontonthat citizens should be aware of.

JILL BLADONOn Saturday, September 11th,Dogapalooza brought together the community to celebrate everything related to animals. Thisyear participants were able tomeet dogs, cats and even ferretslooking for new fur-ever homes.“There are plenty of rescuegroups operating in Edmontonwithout a central adoption facilty,that rely entirely on volunteers tohelp adopt out their animals.Combined, these groups rehomemore animals than the EdmontonHumane Society, so it is hard not

to want to showcase their effortsand help them along the way”says Jill Bladon, owner of Tailz andorganizer of Dogapalooza.

This year there was a lot of community involvement andassistance offered to help achievethe goals of Dogapalooza whichincluded educating the public andcreating awareness. They offeredplenty of information includinghow to identify backyard breed-ers, a large and unfortunatelycommon problem in society, how

to identify legitimate breeders,dealing with common canineproblems, and nutrition.

Those in attendance had plenty ofattractions to take in including akids zone complete with facepainting, a jumpy tent and theAdventure Bus, agility demonstra-tions, daycare area, and doggames. In addition, the organizersof this year’s Dogapalooza addeda few new features including acaricaturist, pet photographer, the

As readers of the SPURR you areprobably used to hearing about thefuture - revitalization, renewal,opportunities for the future. I believethe future will be a bright one for ourcommunities, and the efforts of residents and local volunteers willdrive that. When looking for ahouse, a community, a place to callhome, one of the first things welook at is the environment and localamenities. With that thought, I’d liketo take some time to talk about our own backyard.

The Way We Move is the City ofEdmonton’s transportation masterplan. It is a guide to how we’ll traverse our city in the future. Inour backyard, we have Stony PlainRoad, the top corridor into ourdowntown core, and a premiumtransit service based out of JasperPlace transit centre to get there.We’re mere minutes away from awealth of retailers, doctors, dentists, and supermarkets, localbakeries, meat shops, restaurants,convenience stores, and mechan-ics. We’ve got a great multi-usetrail connecting our communities

to the river valley, and designatedbicycle paths weaving through ourneighbourhoods.

If we need help, it’s not faraway. Fire stations are nearby inthe communities of Meadowlarkand High Park. EMT’s come andgo everyday from the Glenwoodambulance station, just downthe road from the EdmontonPolice Service’s West DivisionHeadquarters.

Skate or swim? You only need to head down 163st to the community of West Meadowlark.We have playgrounds and neigh-borhood schools, dance schools,martial arts, and great music.

Our neighborhoods haveCommunity Leagues, and theopportunities provided by localrevitalization. Some great piecesare here, the question is, wheredo we go from here? We lobby forthe pieces we need, from plan-ning guidelines and neighborhood

renewal, to streetscapes andcommunity policing. We connectwith each other, whether it’sknowing your neighbors, joining aworking group, or setting up anactivity at your local communityleague hall. We learn from thepast, the mistakes made in thetransition from a small town onthe outskirts of a growing capitalcity, to mature communities within it, and move forward knowing that the “Jasper PlaceRevitalization” is a wonderfulopportunity, but ultimately ameans to an ending written by us.

STONY PLAIN ROAD AND AREA UPDATE

It was a beautiful night! Themoon and stars were out, not a cloud in the sky, the tempera-ture was 20C. It was 11:00 pmand four brave souls met behindthe St. Laurent Building toembark into an adventure thatcould be perceived as risky.

Their mission: To determine thesafety risks and crime that existson Stony Plain Road and AreaBusiness Revitalization Zone afterdark. That’s right; the time hadcome to see for ourselves exactlywhat goes on between the hoursof 11:00 pm and 3:00 am.

The partners in crime were DonCalder – Orbit, Dan Allen – TheEco Store, Mark – MustangInvestigations, and DianeKereluk - Executive Director.Fortunate for us Dan managedto borrow a van from his sisterand this was a good thing, thenight was going to be long andwe would have been veryuncomfortable in my Aveo orDon’s smart car.

Our first stop, ESSO gas stationon 157 and Stony Plain Road,the purpose, to pick up a coffee.To our surprise the drivethrough was closed. We didn’trealize it at the time but this was our first clue to how eventful theevening was going to be. Beingthe determined bunch that wewere, we decided to head westtowards 170 Street and our firstscouting, the Algonquin MotorLodge. The motel was busywith many guests howeverthere was not much going onoutside. From there we ventured south to 100 Avenueto check out the alley behind thebusinesses located on thesoutheast side of 100 Avenueand 170 Street. Nope, nothinggoing on here. We were just atthe beginning of our journey sowe had great faith that theevening was young and wewere soon to come acrosssome action. We decided thento pursue the extreme east ofthe business revitalization zone

which was 140 Avenue andStony Plain Road. Noting thelimited number of cars and people on the street on our waydown we were a little surprisedat how quiet it was, however,telling ourselves the whole timethat the night would pick up.

Once we arrived at our destination we drove down thevarious back alleys. Nope, nothing going on here. We madeour way back West through theshort strip of residential and proceeded through the backalley’s between 149 and 150street north side of Stony PlainRoad. We heard rumors earlierthat this might be a secludedlocation that enticed trouble.Nope, nothing here. Ah, but thenight was still young, at thispoint we were approximately anhour into our venture, certainlywe would come across troublesoon. We decide to drive weston Stony Plain Road and checkout the main street as we weregetting a little anxious to seesome movement on the streets.Up until now it was very quiet. Aswe proceeded west we zigzagged through the backalleys. We did not want to miss astreet or intersection or backalley. Two hours into our excur-sion, we were getting desperate.There was hardly anyone or anyvehicles on the street.

Our next move was to touraround the bottle depot on 167as certainly there would besome vagrants maybe loiteringor causing some problem. A suspicious looking limo wasunloading bottles. Trying not tobe obvious, we did not want tospend a lot of time sitting andwatching and decided to moveon, however, the situation

caused one of the team members concern, so we madea back track to the bottle depotonly to realize that the limo driver was only doing a gooddeed, dropping bottles off thathad accumulated in the limo.

Oh well, two o’clock was soonapproaching and we knewoffenders would soon spill out of the bars and pubs so wemoved on to Plan D, (not reallykeeping track here but must beon Plan D or E by now) whichconsisted of parking in the vacantpark lot behind the JP Hotel.

Yes, there were people outsidethe hotel and a few walkinghome or to their next destiny butto be honest; we looked more suspicious sitting there in a vanstaring into the quiet night. It isamazing that no one reported usas suspicious characters.

Needless to say, we carried ournight out till 3:00 am and realizedthat there was not a whole lotgoing on and that if anything thealleys and the main strip was quieter and cleaner than wecould have imaged and safetydefinitely was not a concern.

Conclusion: this was a Fridayand we needed to check out aSaturday night and having a keener in the group (Don) a perfect Saturday presenteditself. Yes, once again, weagreed to rendezvous up anddown the Stony Plain Road business area. This time wewere prepared. We had choco-lates to go with our coffee.One of the thoughtful partici-pants (Don) brought chocolateswith him from the friend’s wed-ding he had attended earlierthat day. (Yes, everyone, we

do have a life). Now beingskilled at this venture, ourroute was preset.

Start at the far East end of theBRZ, through the alleys, downthe main strip to the west, backaround and repeat. Once againthis went on for four hours. Aquick summary of the activities,we may have witnessed somesmall time drug trading goingon, possible a prostitute wait-ing for her next customer,maybe a thief caught in the actof trying to steal some liquor,we could not say for sure, butwhat we can say is it was onceagain pretty quiet.

I don’t think we would ventureto say that there is no concernfor safety and security, but whatwe would agree to say is ourperception of what we thoughtgoes on and what we saw go on,the latter is a lot tamer.

Fall has arrived which hasbrought a flurry of activity to all of the Jasper PlaceRevitalization (JPR) Committees,both internal and external.

Firstly, let’s welcome, KailaTipton, our new Acting BylawEnforcement Officer, who is temporarily replacing AndrewJabs while in an acting position. Please read Kaila’sarticle in the SPURR. Thankyou, to both of you for all ofyour hard work in supportingcleaning up the properties inthe JPR area. Kaila will beattending our Jasper PlaceRevitalization Feeling Safe inOur Community, WorkingGroup meetings this fall.

The Dogapalooza event washeld on Saturday, September11, 2010 in the fields atWestlawn Jr. High School.Thank you, to the organizer JillBladon, owner of Tailz, and allof the magnificent volunteerswho held an extremely wellorganized event for dog lovers.If you wanted tips on how tonourish your pooch and/orimprove your dogs behavior,then this was the event foryou! Dogapalooza was support-ed by the NeighbourhoodRevitalization Matching Grantwith The City of Edmonton.

The Jasper Place RevitalizationInternal Strategic Team mem-bers, who represent City depart-ments meet monthly to sharetheir work plans that contributetowards the implementation ofthe strategy. As you are allaware, with the announcementof the West LRT in 2009, theurban design plans for the StonyPlain Road corridor had to bedelayed until decisions are madewith the future alignment and timelines of the LRT.Management are now reviewingall of the infrastructure plans inthe Jasper Place Revitalizationarea and are working towardsmaking decisions to continue tosupport the Jasper PlaceRevitalization Strategy.

What is the current status ofthe West LRT? West LRT Keeps MovingForward; The Project Team isFinalizing the Concept Plan.

The City of Edmonton is nowreviewing the input collected following the West LRT OpenHouses. On September 7 and 8,the project team met with peo-ple and businesses located alongthe approved West LRT route.

“We presented a draft ConceptPlan scenario”, says AdamLaughlin, Director, Facility andCapital Planning. “We discussedhow the LRT tracks could be positioned along the route,where stations could be locatedand how all of this would impactaccess within the community”.

“The information presented was a follow-up to the workshop sessions held in May”, saysLaughlin. “At that time, we presented and received input ona range of options. Over thecourse of the last couple months,we’ve used that feedback, com-pleted additional engineering,and reviewed with our overall pol-icy goals to develop the draftConcept Plan. The feedback weheard from the September ses-sions will be used to refine the

plan so it can be presented toCity Council later this year”.

Over 660 people came to theOpen Houses. Many of themprovided some feedbackthrough a survey.

“We appreciate the local knowl-edge and passion people havebrought to this process”, saysMichelle Chalifoux, PublicInvolvement Project Manager,Transportation Planning. “LRThas some significant impacts onthe community, and we need tounderstand those impacts tomake the best and mostinformed decisions.”

The recommended ConceptPlan will be presented inNovember to the community.On December 8, it will be pre-sented to City Council, followinga public hearing.

The West LRT construction timeline has not been deter-mined. The West and Southeastlines have been identified by CityCouncil as the next priority after,or concurrent with, the NAIT line.Studies are underway to evaluatefunding and construction methodoptions, but no funding has been approved yet.

Fall Gardening Tasks

Leaves are a gardener's "gold";spread under shrubs and overexposed soil. They will degradeover the winter, and worms willturn them into fertilizer.

Get a head start on Spring - take achance and throw hardy annualseeds into your beds includingdelphinium (larkspur), poppiesand cosmos. Don't forget toplant your spring bulbs now -tulips, daffodils, crocuses, etc.Squirrels can "read" the disturbedsoil and marks you leave whenplanting their favorite snack oftulips and crocuses. Outsmartthem by concentrating bulb plant-ings in large groups (gives a greatvisual impact), and disguisingyour marks by flooding the soilsurface with water. Then coverwith an inch of leaves topped

with some leftover shrubbybranches from pruning.

Remove summer annuals andcompost. Clean up your perenni-als and cut back to about 4 inches,leaving the clumps of ornamentalgrasses for attractive winter dis-plays, and as food and shelter forthe birds. Save the heads fromyour sunflowers, putting them outas food for the birds during thewinter months.

Autumn is the only time to moveclematis or honeysuckle. If thevines are large, cut back by halfand they will take off in the Spring.

The rule of thumb to prune trees isto prune only in months with an"R" in them, so September andOctober is a good time for thischore. Consult a gardening bookor internet site as to what type oftrees should be pruned when - inFall or Spring.

DO NOT tightly wrap burlaparound trees or shrubs as it doesthem more harm than good bypotentially holding ice crystalsagainst their tissues. To protect

from winds or dryer vent emis-sions, set up "stake-and-burlap"barriers fastened with clothes-pins or large safety pins, to breakair currents. Bamboo stakeswork well for this - use theweather beaten ones you usedduring the Summer.

Fall is a good time to plant ever-green trees and shrubs. Theevergreens' root systems pumpwater all winter, so water wellbefore the ground freezes.Don't hesitate to purchase decid-uous trees and shrubs in Fall atdiscounted prices, planting assoon as you can after gettingthem home. I saved a bundle bydoing this a couple of years ago,getting several trees, shrubs andperennials for a fraction of theiroriginal cost. They may look abit beaten up but they are goinginto dormancy, and will springback to life in the Spring. The gar-den centers do not want to holdthem untll Spring, so haggle withthe price.

Wait until the soil has frozenbefore mulching any fall-installed plants.

Now is a good time to thoroughlyclean and refurbish your garden-ing tools. Sharpen any dullblades. Sand and paint or varnishany wooden handles (I like hotpink, as it is easy to spot in thegarden when its time to put awaythe tools at the end of the day).You will thank yourself comeSpring when you are too busywith other chores.

Health consultation report available to AlbertansGene Zwozdesky, Minister of Health and Wellness, hasrecently received a report summarizing a four-month longconsultation process with Albertans regarding the develop-ment of new health care legislation. The report was preparedby Fred Horne, MLA, Edmonton-Rutherford, and an eight-member advisory committee.

The first part of the report, Putting People First -Recommendations For An Alberta Health Act provides 15recommendations that cover areas such as guiding princi-ples, a health charter and public engagement. The secondpart, Putting People First - A Summary of Views, provides acomprehensive summary of input provided by Albertansthrough community workshops held across the province, apublic survey and written submissions.

Recommendations outlined in the report include:

• establishing principles in the Alberta Health Act thatclearly put people first;

• mandating a Health Charter that acknowledges thathealth and health care are a partnership between individuals, families, communities, health providersand the government;

• establishing a Health Advocate; and• new approaches to public engagement on health leg-

islation, regulation and policy matters.

The consultation is part of the vision to ensure that Albertahas the best publically-funded health care system in Canada.This means providing Albertans with the right service, in theright place and at the right time, as well as enhancing accessto high quality services. CANORA PARK WATCH

We would like to extend a huge"Thank You" to everyone that hashelped in any way with all of ourevents this year. It takes a lot oftime and effort to pull theseevents together and every bit ofhelp is very much appreciated.

We have no more events plannedfor the balance of this year but areopen to suggestions for events ateither St Anne Park, 153 Streetand 102 Avenue, or the CanoraGreenspace along 149 Street from102 Avenue to 107 Avenue.

After my first meeting as yourMunicipal BRZ Bylaw Liaison withthe Jasper Place RevitalizationIntegrated Services Team andSafety Working Group, I wasimpressed that your communityhas so many incredible people com-pletely invested in making yourneighborhoods the best that theycan be. The City of Edmonton’sCommunity Standards branch isdoing their part to make the neigh-bourhoods clean and safe.

This summer, bylaw officersinvestigated almost 900 messyproperties in the BRZ area alone.Of those properties, approxi-mately 175 tickets were issued. Iwould like to extend a big thankyou to all the property ownersand tenants who keep your yardstidy, and the more than 80 percent of owners who cleaned uponce they received a notice fromtheir area officer.

“PARTY IN THE PARK” and Membership Drive A HUGE SUCCESS ONCE AGAIN!

Well, we did it again! Glenwood’s wonderfulresidents came out en masse for a great afternoon of food and fun and another amazing fireworks show! Despite the coolertemperatures this year, we distributed evenmore memberships than last year – and hadmore people out on their decks, steps andsidewalks around the neighbourhood watch-ing the fireworks display. We managed tofeed everyone, the kids had a great time playing games, getting their faces painted,jumping in the bouncy castles, and playing inthe video gaming truck. People of all agesenjoyed the fantastic music. A great bigthank you to all our volunteers for helpingshuck corn, flip burgers, hand out food, make popcorn and sell tickets. Extra special thanksto the Glenwood Grizzlies Hockey Team forhelping out all over from start to finish, and tothe Glenwood Community League Executive(especially Shannon) for all their hard work!
