The 2002 Friends of Scouting Campaign is off to a great start!

At the March 13th report meeting, Dana Raynes, Family FOS Chairman for theLone Bear District, reported in at 103.7% of goal. At the April 3rd report meeting,Debra Howell, Family FOS Chair Chairman for the Trailhead District, reported inat 100.4% of goal. Not too far behind are the Northern Tier District, FOS Chair-man Christy Hall, at 95% of goal, and the Twin Rivers District, FOS Chairman BudBurris, at 84.4% of goal.

Since the very early days of Scouting, Com-missioners have been there, behind the scenes,helping unit leaders succeed. For the experi-enced unit leader, often all that is needed is justa friendly word of encouragement or a note ofappreciation.

For the brand new leader, the commissionercan be a very welcome oasis in a desert of newjargon, unfamiliar procedures, and high expec-tations. No matter what the experience, unitleaders can find themselves challenged by prob-lems that can best be worked out by thinkingthem through with a friend and mentor. One ofthe tenants of leadership is to use the resourcesof the group. Part of that group is your unitcommissioner. He or she is there for you -- notto do it for you -- but to help you find theanswer.

Unit commissioners come in all shapes andsizes. Many of them have walked in the shoes ofthe unit leader and have “been there and done

Every unit has a commissioner. Every unithas a leader. Every unit has youth members whodeserve the best program we can deliver. Foreach and every one of those youth members, Iencourage unit leaders to welcome your com-missioner into your unit and take advantage ofthe help they can provide!

When: Sporting Clays tournament will be held starting at 9:00 a.m. on Saturday, May 11 th . Shooting timeswill be assigned toeach entrant. Prizes will be awarded at approximately 2:00 p.m., participants must be present to win.

Adult Leadership Requirements

There must be at least two adult leaders with eachtroop in camp at all times. The unit leader or person serv-ing as unit leader (Camp Scoutmaster). The second adultmay be a registered Scouter 18 years or older. Troops canshare a campsite and leadership to meet this requirementwith the approval of their unit committee and charteredorganization.

Leaders are encouraged to complete the Basic LeaderTraining program including the outdoor session beforeattending camp. There will be pre-camp planning andtraining meetings also for adult and youth leaders. TheCamp Leader's Guidebook will be available at the CampScoutmaster Orientations in March.

Any unit adding a Scout or leader on or after May 5, 2002 must give the camping services depart-ment a specific name. This policy is intended to assist us in planning our food, supplies and equipment orders in advanceof your arrival.

REFUND POLICY There will be a $100.00 BARTLE CANCELLATION FEE and a $75.00 NAISH CANCELLATION FEE (includes$20 non-refundable deposit) May 4th or after for any camper (Scout or leader) not attending. There will be a $10.00PER DAY PART-TIME LEADER CANCELLATION FEE. (Units may fill the slot internally. Scout and leader slots areinterchangeable.) THIS CANCELLATION FEE IS ASSESSED FOR EQUIPMENT, FOOD, AND PROGRAMPURCHASES MADE PRIOR TO CAMP, WHICH CANNOT BE CANCELED DUE TO ABSENCE OFCAMPERS. After cancellation fee is accessed, all funds are refundable.

If a Scout or leader becomes ill while attending camp and is sent home by the camp medical staff, they are eligible for apro-rated refund (by day) of the “balance of fee.” ($20 deposit is non-refundable). If a camper leaves without being senthome by the camp medical staff, there is NO refund.

All refunds and overpayments will AUTOMATICALLY be processed after each camp session has been balanced by theCouncil Service Center Program Department.

The rules for the draw are as follows:1. A maximum of six (6) spaces will be available per

2. Each participant entered in the draw must be repre-sented by a completed application and be ready to presenta non-refundable deposit of $75.00 the night of thedraw.(Example: 6 participants - 6 forms - 6 checks)

3. Boys in the draw must not have been to PhilmontHigh Adventure Base in the last two years.

4. All participants will attend a parent's meeting inFebruary 2003, an itinerary selection meeting in March2003, a 1-day shakedown in March 2003, and a 3-dayshakedown in April 2003 - specific date TBA.

5. A stand-by list of alternates will be established, willgo through all the training with the contingent and will beprepared to substitute for any of the 48 members anytimeup to departure date should someone have to withdrawfrom a crew. These alternates will be guaranteed a positionwith the following years contingent.

6. No other waiting list will be kept.7. Applications for the Council's Philmont Contingent

Bartle Scout Reservation – Tribe of Mic-O-SayThe Tribe of Mic-O-Say was conceived to intensify the aims and ideals of the Boy Scouts of America. The purpose and

ideals will carry over into a Scout's life wherever he may be, but the basic program is for the Bartle Scout Reservation. It isa boys' program. Leaders are brought into the Tribe so they may interpret and encourage these principles in the lives ofboys. The requirements for Mic-O-Say should not be discussed with Scouts. To do so could mislead Scouts by thinkingthey will be called because they have met what they perceive to be the minimum requirements.

CALL NIGHTThe fourth night of each session is a general campfire call night for the Tribe of Mic-O-Say. The call night portion of

the evening is a ceremony to be witnessed by Tribesmen and registered Scout and adult campers. In adherence to thecamp visitors' policy, as stated in this summer camp leader's guide, visiting hours are 10:00 a.m. to 5:30 p.m.

We Salute Troop 299 for their Dedication and Loyaltyto Helping their Community

Saturday, three days after ice, in a housestill dark and cold, the Senior Patrol Leaderof Troop 299 called the Mayor of Prairie Vil-lage. “What can my Troop do to help ourcity recover from this disaster?” was the ques-tion posed. The mayor, not sure how toanswer, said he would call back with a plan.While waiting, the church that sponsors theTroop was contacted with a similar requestand responded with a list of three house-holds that needed help with yard clean up.

Last Saturday 20 Scouts and 8 adultsarmed with chain saws, rakes, trash bags,and clippers responded to the call. Theeffort was contagious. One house becamethree, then another and another. TheScouts marveled at the outpouring of grati-tude as people who could not do the workwatched young men at their best. In all tenyards were cleared of debris. The city ofPrairie Village has responded by placingTroop 299 on their Emergency Responselist so people who need to can call for assis-tance. The calls are already coming in.

Do a good turn daily? “Yes we can!” isthe response from the Scouts of Troop299.

New WebsiteWe are proud to announce that the

We have formed a partnership withthe Learning Exchange here in KansasCity. This organization has been

working in education for over the past20 years, bringing skill and careerawareness to schools and its studentsin and around Kansas City. We will beworking together to reach the youth ofKansas City, to introduce them toLearning for Life and Exploring. TrainingIn order to be successful with any

youth program, adult leader training isessential. Specialized courses havebeen developed to give every ExplorerPost Advisor and every Learning forLife teacher the required tools to helptheir young people to get the most outof the program. Training Courseshave been reconstructed to last 30-45minutes after which you will be muchbetter equipped to handle the pro-gramming ahead.

Spring RecruitmentRecruiting new scouts is a year round

process. We concentrate on membership inthe fall, but this does not mean that boyscan’t join throughout the rest of the year. Inorder to help reach year end requirementsfor Quality District, a benchmark; ChiefScout Executive’s winner’s Circle requires usas a district to have a 2% increase in mem-

bership June, 2001 over June, 2002. Springrecruitment not only brings new boys intothe program, but it also helps us bring backboys who may have become inactive at theend of last year. It may only take an invita-tion to these boys for them to rejoin the pro-gram.

Cub Scout Day CampThe 2002 Big Muddy Cub Scout Day

Camp will be held on June 3rd through the 5that Odessa Hills Campground, located north ofOdessa on Route 131. If you are not yet signedup, it’s not too late; but please sign up as soon aspossible. You and your Cub Scouts will notwant to miss out on this great event! Atten-dance at Day Camp excites the boys and helpskeep them active for another year. We have agreat Day Camp staff this year with CarolBrooks returning as the Director, and EdithGray as the Program Director. No doubt thatthis year’s Day Camp will be as great as last year;if not better! A lot of hours of hard work andplanning goes into Cub Scout Day Camp, solet’s show our support for Carol, Edith and therest of the staff by getting your boys registeredto camp this summer! Living The MottoIn the eyes of one Independence family,

Scoutmaster, Gene Pittman, of Troop 1492 wasdefinitely in the right place at the right time.After the ice storm of late January, the Lackeyfamily was outside cutting down fallen and bro-ken tree limbs. When one limb fell on the leg ofCarolyn Lackey, panic and fear set in. Luckilyfor Carolyn, Pittman just happened to be dri-ving by and noticed that the family was in trou-ble. Carolyn, who suffered from a compoundfracture, could have experienced more severeinjuries without Pittman’s knowledge of what todo in an emergency situation. “He knew whatto do because of his Scouting background,” saidLackey. “He knew not to move me, as well as,how to keep my parents calm. We later foundout, if I had been moved, I could have sufferedfrom shock.” Pittman claims he did not thinkthat his actions were out of the ordinary. Hesimply said that he was following the Scoutmotto, “Be Prepared”, and tries his best to liveby it every day. Other leaders within Pittman’stroop say that he truly does follow the Oath andLaw of scouting like no other.

In November of 2001, Pittman celebrated30 years of service as a Scoutmaster. He washonored with the Silver Beaver award, and wasrecently elevated in the Tribe of Mic-O-SayCouncil as the Keeper of the Wampum. He hastraveled to Philmont and always camps with histroop wherever they go. He is a fine example ofleadership within a unit, but also encouragesother leaders to get involved in events and rolesoutside of the unit. In addition to Pittman’s 30years of service, the troop itself celebrated its30th anniversary in February 2002. Hats off toGene and all of the other leaders and youth thatgive Scouting a fine and reputable name.

In-School Unit Sucess StoryIn-school units are an important method for

reaching the youth of our community in everyway possible. These units meet once a weekafter school. Youth have the opportunity to par-ticipate in the Scouting program without everhaving to leave the school. In-school units arerun by a program aid, which provides the lead-ership for the boys. Within the Blue Elk dis-trict, one unit in particular, Pack 4143 withThree Trails Elementary, has been experiencingwonderful success. Under the leadership ofMisty Lewis, the unit has turned into a fullyoperating pack. Lewis and her cub scout havebeen participating in community service pro-

jects, working on activities to achieve advance-ments, and holding courts of honor to recog-nize those advancements. The unit itself hasexperienced growth in numbers through bothboys and parents, with increasing parent partic-ipation along the way. Thank you to Misty forall of her hard work to make this in-school unitgreat!

American TreasuresCamping season is almost here! Blue Elk

cub scouts have the opportunity to go to the“American Treasures” Day Camp held atGeorge Owens Nature Park, June 10-14. AtDay Camp, scouts get the chance to work onCub Scout belt loops and Webelos Scout activ-ity badges. They sing songs, learn aboutnature, play games and more. It also helpsunits earn the Quality Unit and SummertimePack Awards. Cub Scout Day Camp is for boyswho have completed Kindergarten through 4thgrade. You must be registered with a pack as anactive Cub Scout. Day Camp is also for alladults who want to have a good time with theirscout. They can serve as a “Walking Leader”for one day or the entire week.

Walking Leader T-shirt orders are dueMay 2nd at the May Roundtable. The Walk-ing Leader Training at George Owens NaturePark will take place on Saturday, May 18th.Den Home set-up day is Sunday, June 9th.Camp is just around the corner, so start get-ting geared up and ready to go! Youth Protection TrainingYouth Protection training is required for

adults wishing to participate as Walking Lead-ers at Cub Scout Day Camp, and it is stronglyencouraged that all unit leaders complete thiscourse. Trained leaders build a safe programfor our youth in scouting. There are stillopportunities for those adults needing thistraining in the month of May. Please see theEvents Calendar for specific times and loca-tions. Community Service DayOn Saturday, April 20, 2002, the youth of

the Heart of America Council participated in anapproved local community service project.Thanks to all of those units who helped servetheir communities by collecting food, pullingbrush for the elderly, or completing variousother good turns.

Take the Boys to CampSummer is right around the corner and

now is the time to make sure that all yourboys have the opportunity to go to summercamp. The Heart of America council runsa wide range of summer camp programs forthe boys of the Lone Bear District. TheDistrict Day Camp for Cub Scouts will beheld July 8th – 12th at the park in Clinton,Missouri. Boy Scouts are able to attendcamp at the Theodore Naish Scout Reser-vation or the H. Community Service DayUnits all over the Lone Bear District

participated in the Council Good TurnProject this year. This year’s program wasdifferent in the fact that it was much morethan a food drive. There were units doingall types of service from painting to trailwork along with the traditional food drive.The Lone Bear District completed hun-dreds of hours of community service in avery short time and all of our communitiesare better for it.

Spring SurvivorsThanks to everyone who helped us sur-

vive the spring camporee at Knob KnosterState Park. Special thanks go out to Troop509 who sponsored the successful event.

“Tot Lot”This year we are going to attempt to

have a “Tot Lot” at the Lone Bear District

Day Camp in Clinton. The Tot Lot will beavailable for all staff members and walkingleaders only. The program will include ages2 (out of diapers,) to 13 years old. Therewill be a fee for this service, which has notyet been determined. It will probably be inthe range $5.00 to $7.00 per day. This feecovers the insurance for the childrenthrough BSA, and snacks and materials forthe activities during the child’s stay at theTot Lot. We are hoping this will allowmore people to attend Day Camp withtheir children as walking leaders or staffmembers. To make this program work weneed some wonderful people to step up andvolunteer to help us with this new andexciting adventure. We also have to have asignificant number of people willing to usethe program. The positions we need helpwith are program director, registrar, andgeneral staff members. Super Saturday TrainingOn May 4th, the district will pre-

sent a Super Saturday training free ofcharge at the Olathe ChristianChurch. This day of training willinclude Youth Protection, Health andSafety, Safe Swim Defense, SafetyAfloat, and the possibility of BikeSafety. Come and take one training or

stay and make a “productive” day of it.Please take advantage of training,
