President’s Report by Pat Grandmaison

As I write this article we are preparing for the contract ratification meeting and the

upcoming state convention and elections. I am looking forward to

seeing how many people will turn out for the contract information meeting to learn about the details of the proposed contract and ask questions of Joey Johnson. It is a perfect example of Bill’s article from the last issue of the Doins’. The union is providing access to an education. How many will take advantage of that access? Why aren’t you? What more can we do?

Since that issue when Bill asked for your feedback we have not heard from anyone. We are still in a position of trying to guess what you need, what you want, when and where you want it.

We are planning your State Convention. What do you want to learn, what do you want us to present for you. Clifford Dailing will be our speaker from National. What information do you want him to bring to you? We’ve provided the date of the meeting, have you marked it down? Are you making plans to attend? If not, why not? We’ve heard people say they don’t have time, but it’s only twice a year. How do you not have time twice a year to learn about your Union, your benefits, your rights?

Will adding more meetings make it easier to make it to one? If we change to other locations, will more of you come? These are all questions we seem to ask year after year, and while we get a few more people to come it is not the turnout we’d like. We feel like we are spinning our wheels sometimes, but until we get some direction from you, we will continue to do the best that we can.

We will be attending Eastern States Conference the end of the month. Unfortunately because of election deadlines, we can’t hold up printing the Doins’ in order to provide a report on the events being held there. I will see if we can get something on the website. Tasca has been doing a great job keeping it up to date and providing the latest information.

As previously reported there is little to report legislatively at this time. The focus is still on the Presidential race and little is being accomplished on the Hill.

Have you heard the price of stamps will be going down in April? The last increases were due to exigent circumstances and were intended to be temporary. Congress has decided that those circumstances no longer exist and the rates need to be reversed. It will be interesting to see how this reduction in revenue affects the other Unions who have yet to negotiate their contracts. We can only hope that Congress can now focus on fixing the Pre-funding issue that keeps the Postal Service from showing a true profit instead of a debt situation. Lord knows they need to have the funds freed up to invest in new vehicles.

In closing I hope you will have taken advantage of your Union rights and vote on the contract. I hope you will

follow that up with returning your ballot for the state elections and delegate selection. And finally, I hope to see you at the State Convention the last Sunday in April.

What have you done for your Union lately? Every day, I hear members and non-members alike complain about their jobs, or their Union. I see it in postings on several postal forums and always ask myself if these workers are taking an active part in making any changes or just complaining. I think, by the numbers of our own members that are not pro-active, that it is mostly just complaining. You have access to many different sources that you can use to make a difference and educate yourselves; you just have to make the choice to do it. That may sound harsh, but it’s the truth and can be very frustrating for those of us who try to provide you with accurate information and knowledge. So make a good choice and become an ACTIVE member, come to the meetings, the State Convention, read your ballots and vote in the upcoming elections, it is your Union and we are only as strong as you CHOOSE to make us. I’d like to take a moment to thank all those that do regularly participate and provide us with ideas and information that we can use to better our craft and our Union.

Moving on to the MDD’s or scanners. People, they are equipped with GPS and they know where you are, how long you are there, whether you are following your line of travel, etc. If you are stopped for more than ten minutes, they signal your postmaster or supervisor. Yes, they do that. In most instances, the stops are for re-loading, a customer with a question, receiving incoming pre-paid packages and the like, but there are those that take long lunches, breaks, naps, etc. Please be sure to record the right times in the lunch period column of your 4240. These scanners are an excellent tool for our customers. As you all know, the parcel business has exploded and many customers receive updates as to the whereabouts of the packages they so anxiously await. On the other hand it can also be used as a tool by management for discipline. Unfortunately there are carriers out there that dump mail, deviate way off their routes without authorization, grossly extend their break times, etc. These carriers could be and probably should be disciplined. Then there are those that take the time to deviate to retrieve a package that may have been miss-delivered or overlooked because we all make mistakes on occasion. These are honest mistakes and most reasonable managers know that. There will always be those managers that look for any small reason to discipline so protect yourselves and don’t for any reason falsify your 4240’s, and remember that if you are called in for discipline for any reason, ALWAYS have Union representation. Also know that District has access to all this information as well and your Postmasters and Supervisors also have a job to do. For those of us who do our jobs right, there shouldn’t be a problem.

On March 1st, Congressman Jared Huffman (San Rafael), David McKinley (WV), Jose Serrano (NY), and Evan Jenkins (WV) introduced the Stop Postal Closures Act of 2016. This is intended to end the closure and consolidations of processing centers across the country. The closures that have already happened have had a huge effect on seniors, vets, and those that live in very rural areas and rely in the postal service for delivery of their prescriptions, paying their bills and other services. There is still a large demographic of people who do not use the internet. Even though the USPS had suspended the closure of more plants, they could begin again in the spring of 2016.

This legislation would:• Put a moratorium on current closures and consolidations;• Establish a framework

that any future closures must be approved by the PRC;

• Create a list of criteria and data that the USPS must analyze including impact on small businesses, vote by mail voters, and unique geographic situations;

• Require a robust public notification and comment period so stakeholders views are a part of the PRC review;

• Reinstate the July 1, 2012 mail delivery standards of the 1-3 day delivery that was eliminated by the USPS in 2015; and

• Empower the PRC to set annual performance benchmarks.

Legislatively there is not much else happening as the Presidential Elections are forefront, and yes, the political mail will be coming back.

Some things may not be posted to the site, but we can use some notifications to be placed in the next issue of the Doin’s.

A new QWL/EI, sort of. For those that remember or were involved

with the former process this is the latest effort to improve things

as an employee, please consider getting your ideas out there. In the USPS news link it was announced that the United States Postal Service is seeking ideas to improve workplaces. “Our employees spoke loudly and clearly,” said Chief Human Resources Officer Jeff Williams. “Our employees told us they wanted a method beyond the survey to communicate their feedback, and these three channels offer them the opportunity.” Beginning January 5, 2016, the Postal Service is offering three channels for employees who want to share recommendations to improve engagement. Employee engagement describes employees’ involvement, enthusiasm, and positive contributions to the organization. I hear from rural carriers all the time that the Postal Service should do this or do that, it would make things so much better. Well here is your opportunity to get involved to better your workplaces. Telephone: Call 844-303-6424 to record a message describing your idea. Email: Send your comments to [email protected]. Online: Go to LiteBlue to submit your feedback. The suggestion box is on the home page in the upper left-hand corner and is titled “Employee Engagement suggestion box”. All feedback will be considered by the employee engagement team, they will consider the suggestions and seek ways to enact them when appropriate. Some feedback may be forwarded to other parts of the organization for an appropriate response. Anonymity will be honored if you request it, except when the feedback describes conditions that warrant notifying other authorities.

Being an RCA isn’t an Easy Job!Being an RCA that postmasters depend on and Regulars can look to when they need that last minute fill in request is about coordinating your life to flex with the job. Most RCA’s that I know have another job on the side and don’t work enough to leave their schedule completely open for that last minute call. To make this work communication is the key. You have to be clear with your supervisor or postmaster about what your other job is and that your post office work comes first. However, if you have committed yourself to being unavailable, fill out a leave slip and have it approved. It’s not required in most offices, especially with multiple subs but, if you are truly not going to be available, fill out the paperwork and make it official. This prevents confusion and gives everyone a clear picture of your commitments. The schedule is one part, relationships with your co-workers is the other part. The regulars that I work for are excellent people but they all have a few quirks about the way they handle their case or their mail that makes them unique. In these differences are different expectations of me as their sub and representative on their route. I have

some who expect me to take everything everyday and others who say well, if you work to evaluation, I can’t expect much more than that. I have to say that I like the differences and I respond to each regular with whatever expectation they have of me and try to communicate with them after each covered day to update them with what I experienced on that day and information that they need to know to give the customer the best continuity of service that we, as a team, can provide. This is how I handle the job and it has worked very well for me. Not all offices are the same. You must do what works best for you and try and learn what your regulars and supervisors want from you and adapt to that. This job is not for everyone.

Have a smile when you go to work every day. Remember that you represent your regular carrier and your office when you are out there on the street and do what you can to be the best RCA you can be.

2080 Postmasters must report all rural hours on a daily basis and

the district, determined not to pay any carrier any additional overtime,

has started to harass postmasters to address their carriers’ work hours. Never mind that at this time of year and very few carriers have taken any time off, the work hours must be addressed. Carriers should be keeping track of their actual hours. These can be found on PS form 4240 in the top right corner. The cumulative hours should be completed and updated by the postmaster or supervisor every time the PS 4240 is replaced with a new one. If your postmaster is not updating these figures every time a new form is placed at your case, as well as filling out the top of the 4240, you should bring this to their attention, in writing if necessary. Additionally, make certain that your postmaster is continuing with efforts, locally, to hire relief carriers. It is your contractual right to have a relief carrier assigned to your route and the postal service’s responsibility to provide one. Make them do their job and if necessary file a grievance

Automated Bidding Process Since August 28, 2010 all regular rural route bidding has been either by telephone or computer. All rural carriers should thoroughly understand the process and ask for clarification of any questions that are not fully explained. In order to place a bid employees must have their Employee Identification Number (EIN) and the PIN number to access the automated bidding process. If you do not know your PIN number you may request it to be mailed to you. It is imperative that the seniority list in each office is correct. Offices should have verified the seniority of all rural craft employees and submitted the list to the District Office. The seniority list should be posted in the office. If you have not been asked or were never asked to verify your seniority date, ask the manager to post the office seniority list to insure accuracy.

All time frames and contractual language pertaining to rural route bidding still apply. The change is the method of bidding. With the implementation of the automated bidding process a REGULAR CARRIER

who wishes to bid on a route (either the posted routes

or any route that may become vacant as a result of the posting) must list the routes in the order of preference. The vacant position/route should only be listed as a choice if the regular carrier will accept that route. If the vacant position/route is not listed as a preference on any regular rural carrier’s bid, then no movement or changes of other regular routes will occur because no other regular routes will become available. Regular rural carriers will not be able to decline a position/route that they have listed as a choice after the close of the 10 day posting period.

If the carrier wishes to change the order of preference or wishes to withdraw a bid, they must submit a change prior to the closing of the bid. (Please note that all postings will close at 11:59 PM Central Time)

Part-Time Flexible Rural Carriers (Designation 76) cannot decline conversion to regular status. Therefore

it is not necessary for a PTF rural carrier to submit a bid. However, if there are multiple vacancies, PTFs may submit a

bid with preferences. Positions assignments will follow the contractual procedure. Without a bid indicating preferences, placement will be by management. RCAs who are eligible to bid and will accept any regular rural route in the office will need only to submit a bid and should “bid all”. If an RCA submits a bid, but does not indicate preferences when multiple vacant routes have been posted, the RCA will be assigned a residual vacancy without the benefit of a preference.

Then there are RCAs who would only accept a regular position dependent upon a certain route(s) becoming available. In this situation, the RCA, should list in the order of preference only those routes that would be accepted if the route(s) becomes available. To change or withdraw a bid the carrier must indicate their decision to withdraw from the bidding process or change preferences previously submitted. An RCA who withdraws from the bidding process will not be considered for routes associated with the vacancy notice. The withdrawal or change to the bid must be accomplished prior to the closing of the bid. For example, in an office with 12 routes and a RCA listed the routes in order of preference and failed to list ONE particular route and that is the route that became available, the RCA would not be awarded a route due to that route not being on the list of preferred routes.

is posted in accordance with Article 30.2.A.3, eligible substitute rural carriers and RCAs are simply bidding to be converted to a career status PTF. The specific route assignments are not to be included on the posting notice. When an office posts more than one PTF position, the eligible substitute rural carriers and RCAs will need to submit a bid for each position by the individual position identification number to be considered for each assignment. All bidding must be listed by the job position number and not route number. The telephone and computer bidding will be accessible 24 hours a day/7 days a week during the posting timeframe. The posting notice will include, for every regular rural route in the office:• Official position identification number • Route number• The day of the week of the authorized relief day• Whether a USPS vehicle will be provided• Route length• Classification• Number of boxes• Number of stops• Volume factor• Whether the route is a seasonal route• Physical and other requirements including:

possession of a valid State driver’s license, and, if necessary, a certificate of vehicle familiarization and safe operation.

Finally, do not wait until the end of the posting period to submit a bid. If there is a problem with bidding, a resolution may not be as forthcoming as it may have been if the problem was addressed earlier in the process. One last point, if for any reason carriers are unable to bid, either by phone or computer and or do not receive a confirmation number call someone and let someone know about the problem before the posting closes. Then submit a manual bid to their supervisor, make sure it is date stamped, and keep a copy for your records again, prior to the closing of the posting.

I am excited to be running again for the office of Executive Committee. I was honored this past year to fill the position vacated by Tasca as she moved to Vice President. Each year as a Board Member I look forward to working with our members to grow our Union so we can be as strong as we can be. I have enjoyed attending each National Convention and local trainings like the Eastern States Conventions where we have the opportunity to meet one on one with our National officers. In addition to developing fraternal friendships we are able to bring forward your concerns and suggestions to help build a better Union. From here we bring home the newest info to keep our members best informed on what is coming up. I am asking for your support so I may continue learning the most I can to help keep NH strong. I believe when we come together not only as co-workers but also friends and families we can accomplish all we strive for. Your voice matters, let it be heard. Terry Grant

For those of you who don’t know me, my name is Kathy Randall and I am happy to have been nominated to be re-elected as an Executive Committeeman. I hope that you have been happy to have me as one of your board members for the last few years. I have been to all of the National Conventions and work hard to bring you the information that I receive from these meetings on these long weeks that we have. As most of you know I am also the NH PAC Chair and was able to raise money to help our cause in keeping six-day delivery. Your contributions helped. I love being able to help our organization in any way that I can and work hard to help make it better. As a board member I am looking to the membership to help better our organization. I look forward to bringing as much information as I can and would love to get feedback from the members.

I also enjoy being an Academy Instructor. I am committed to work hard at everything that I do and take all of my jobs very seriously. I hope to have many more years on the board to help keep this organization going strong. As a rural carrier of 15 years, I have seen a lot of changes to the postal service and our craft has survive a lot. My job on the board means a lot to me in that I give it my all.

GUIDELINES FOR THE SELECTION OF THEOUTSTANDING MEMBER OF THE YEAR

Method of Selection:

Nomination of candidates for the award must be made in writing.The name of the candidate should be submitted, with a brief résumé of accomplishments to the Selection Committee.

Eligibility for Award:Any member of the Association may be nominated for the Outstanding Member of the Year Award. State Association Officers should not be arbitrarily selected for the award, nor should they be prohibited from consideration. Officers have been chosen to lead and serve, but it is frequently demonstrated that their services go far beyond the routine duties of the office and, thus, may be worthy of selection.

Criteria for Selection:The primary consideration for selection shall be:• The service rendered by the candidate to the New Hampshire Rural Letter Carriers’ Association.• Attendance and participation in State and/or National Meetings.• Willingness to accept responsibilities and dedication in performing those duties.• Fraternal attitude to others in the Rural Carrier Craft.

BIOGRAPHICAL SKETCH OF

CLIFFORD D. DAILING, SECRETARY-TREASURERNATIONAL RURAL LETTER CARRIERS’ ASSOCIATION

Clifford D. Dailing of Missouri was re-elected as Secretary-Treasurer of the National Rural Letter Carriers’ Association in Reno, Nevada, on Friday, August 21, 2015. Currently, the Association represents over 106,000 members and has an annual operating budget of approximately 30 million dollars.

Clifford began his Postal Service career at Thompson, Missouri, being hired in 1982 as a Rural Carrier Relief (RCR). He was converted to the status of Rural Carrier Associate (RCA) on April 11, 1987. On June 18, 1988, Clifford was appointed as a regular carrier on Rural Route 3 in Fayette, Missouri, after having been the successful Management Sectional Center (MSC)- wide bidder 31 miles from his home of Centralia, Missouri.

Clifford served the Missouri Rural Letter Carriers’ Association in several offices from Local, District, and State Secretary-Treasurer, Vice President, plus Local and Assistant State Steward.

Clifford pursued his committed desire to work for the members of the NRLCA by seeking and being elected to the position of Secretary-Treasurer of the National Rural Letter Carriers’ Association at the 1996 National Convention in Charleston, West Virginia.

Clifford comes from a Postal family and a rural Missouri community of approximately 4,000. He now resides in Arlington, Virginia, as one of the NRLCA Resident Officers with his wife, Kelley.

Clifford and Kelley have 3 sons and a daughter-in-law, Brandon and Chantal live in Geneva, Switzerland, Taylor and Trenton live in Auburn, California.

Happy spring everyone! Despite the fact that our winter was not as harsh as recent winters past, it is still nice to welcome the spring and all the fresh air and beautiful blooms it brings.

For those of you who counted, you should have received your 4241 on Thursday, March 30th for your review. You had two days to review the entries before you signed it. If you did NOT agree with the mail count you hopefully did not sign the 4241 certifying the count to be correct. IF there was a dispute you should have then submitted detailed written comments explaining the reason(s) and the exact nature (number of pieces, dates, and type of mail, dimensions, address, anything to back up why you are disagreeing) of the error or the omission. This disagreement sheet must be turned in with the 4241. The effective date for your new evaluation from this count will begin on May 14, 2016. PLEASE remember this is YOUR paycheck!

OWCP & GrievancesBy the very nature of our jobs, the risks that we are subjected to each day we recognize that rural carriers will have on-the-job injuries. While all of us do our best to avoid and/or minimize the occurrence of on-the-job injuries, we also recognize that they are inevitable.

Fortunately there is a law designed to protect us from the adverse financial consequences of injuries. The law is known as the Federal Employees’ Compensation Act or FECA.

The FECA establishes the Office of Workers Compensation, or OWCP, and tasks that agency with deciding all matters relating to claims of on-the-job injuries by Federal Employees. OWCP decides whether an injury is job-related, whether compensation is payable and, if so, how much, and whether a limited duty job offer is medically suitable.

Mistakes made by management often cause legitimate claims to be delayed or even denied. These mistakes also

violate the law, as well as Postal regulations and the National Agreement.

Some of the mistakes made by management that you would be able to grieve are:

1. Failing to provide a CA-17 (Duty Status Report) 2. Providing a CA-2a instead of a CA-1 or CA-2 3. Failing to provide a receipt for a submitted CA-1 or CA-2. 4. Delaying forwarding of a CA-1 or CA-2 to OWCP. 5. Failing to provide a completed copy of CA-1 or CA-2. 6. Contacting a carrier’s physician in person or by phone. 7. Failing to provide a copy of written contact with physician to carrier or OWCP 8. Failing to provide employee notice of controversion and challenge information. 9. Failing to advise carrier of the right to select a physician of his or her choice.

10. Delaying forwarding of a CA-7 to OWCP. In any of the aforementioned situations, make sure that you document and make copies for your own files of all paper

transactions you conduct in regards to your OWCP claim. Well established elements always help the success of any file. If you have any questions in regards to your OWCP, please feel free to contact me.

I hope that many of you will have attended the Ratification meeting for our new contract that was held on Sunday March 13, 2016 at the Holiday Inn and let your voices be heard. Don’t sit on the sidelines and complain how the union does nothing for you, yet you do nothing to help the union help you. Also, please make a point to attend the State Convention on April 24, 2016 at the Holiday Inn in Concord, NH. Remember everyone that we are only as strong as our voice, if we do not attend meetings and let our voices be heard, we cannot expect miracles. It is only two meetings a year and I realize that when you work 6 or even 7 days a week, those two days may be the only ones you get to relax, but remember THIS IS YOUR PAYCHECK.

Why should I be a member???While in the break room talking to a fellow carrier about being a member, I tried explaining to her that the union will help her out if she ran into issues on her job. Her response was “I will become a member when that happens.” Her response saddened me and not knowing what to say just sat and shook my head, thinking it is her choice to make. However then it got me thinking, about the union and why it is important to be a member. How do I better explain the importance of being a member to my fellow coworker??

By definition a union is a group of workers joined together in a specific type of organization for the purpose of improving their working conditions as well as to help promote the common interests of the group.

I like to think of the Union like job insurance. When you purchase a vehicle you also get automotive insurance…. Why??? Insurance in case of an accident you are covered… someone is there to help you recover your losses. The union works in the same way if something happens on the job and I am faced with disciplinary action, the union is there to help me and answer any questions……

Further thinking how important each member is, we have officers of the union who speak for us as a whole, they are there for contract negotiations and meeting with politicians giving us a voice in the Washington….. But if there were no members there is no reason to send these people in to negotiate and speak on our behalf…. I am sure that without the union we would be fine, the postal service would fairly compensate us for the job that we do…. And there is no need for us to have a voice in Washington DC, the politicians who have no clue what our job is or entails, they surely can make laws and regulations

pertaining to our job, without input from the members. As a member we support our officers because they speak for us. The fewer members who belong to the organization, the less impact these representatives have. Think of a union of 10 members vs. a union of 600 members. If I were to say “Hi I am from NH and I represent 10 members” or If I were to say “ Hi I am from NH and I represent 600 members” Which one has more impact, which is more likely to be heard?? The more members we have the stronger our union is, the more likely we are to be heard when represented by our officers…. Even if you are a member and you never throughout your entire career file a grievance your membership is just as important as the individual who had 30 grievances over the life of their career…. YOU are the union, without you our members there is no union! Without members there is no reason to have officers, no reason to send them to Washington to be heard, and no reason to provide support to members in need of assistance when there is discipline. So many times you hear “the union doesn’t do anything” or “why do I want to pay for that?” If you are a member and you are unhappy with the union I invite you to do one of two things

1. Speak up…… come to union meetings, tell your representatives what you want, ask questions, and …. Get answers.

2. Step up ……. Become an active member take part in the whole process, what can you bring to the table??

Why should you be a union member???? Because without YOU there is no union!!!!!!!!

Has spring really arrived? Even though we were blessed with a mild winter the arrival

of spring still brings a sense of renewal and cleansing. Snow

washes away to bring fresh green and the bright colors of crocus and daffodils. Birds return and brighten our days with song. As each day grows longer we spend more time with friends and family enjoying the outside. We can also benefit from a cleansing and renewal inside. Many members will celebrate their spiritual connections, taking time to renew their faith in their personal beliefs. Others reconnecting with those close to them or perhaps reaching out to someone who has been absent. Each day offers us opportunities to review the quality of our lives and make choices to enjoy the positives or improve on the negatives. Do you approach each workday with a sense of dread or anticipation? What could you do to improve your workday? Does your workspace need a facelift? Here are a few things you might review and update:*Do you have an accurate and current route map showing your line of travel?*Do you have an accurate 4003?*Is your case up to date with current case labels?*Are all the mailboxes on the route labeled with the house number on the outside?*Are the boxes within height regulations?*Do you have a system to identify vacant or “DEAD” boxes?*Could your delivery vehicle benefit from a freshening up? Whether you’re driving your POV or a postal LLV, a good sweeping and dusting will give you a fresh feel as you go out to deliver.

As an Academy Instructor, I find that there are things that the new RCAs do not learn on the job or are not taught correctly. I understand that it is not the easiest thing to train an RCA with everything there is to this position. My lesson for this article will be how to fill out a 3821. There are many carriers (regular and RCAs) who are not implementing this in their daily work habits.

In the morning, we sign out for our accountable mail. We handle accountable mail on a daily basis and must always clear them at the end of the day.

Right now, until the evaluation changes, this form pays you 2 minutes for every day that you have accountables.Instructions on filling out the form as follows:

Enter the town you are working in and the date on the first line. Beneath that enter your name. In the left column, note that it asks for registered items. This is where you will enter the US registered numbers ONLY. You do not put any other articles in this column. Enter whether you delivered or returned the article. Then put the amount in the column. For example, if you had two registered articles, you put both numbers in the left column, determine what you did with them and enter them as return or delivered. The amount of registered will be put

in the total. When it comes to certified, Express, etc, write in the amount of delivered and/or returns. You must enter the total for each set of accountable. In the COD, enter the number in the section of check or cash, which ever was collected. Underneath that, write the amount that was collected. You must fill out a separate form for each COD that you collected.

Make a copy of the 3821 in duplicate for a COD that you sign out for. Keep the COD record for three months. For any other accountable, you keep the 3821 for two years. Give the 3821 along with the accountable mail you are returning to the clerk. The clerk will then sign it and return it to you. If you do not use the 3821, you have not cleared yourself of the accountables you signed out for in the morning. Also get a 3821 for Arrow Keys even if there is no other accountable mail.

Remember, this process MUST be done EVERY day you sign out for accountable mail. IT IS PART OF YOUR JOB!

Slow down and pay attention only to what’s occurring right now. This helps you see the impermanence of negative thoughts—which don’t define you. Let them go!

If you find that your thoughts have wandered into self-criticism, worry or daydreaming, simply note this, and redirect yourself to sensations of the present.

With greater awareness of each sight, sound and touch, you’ll be more engaged in your activities. Plus, you’ll reduce anxiety, depression and stress.

Just breathe! Take a few still moments to focus your attention on every breath as it flows in and out. This helps you relax and perceive the present moment clearly.

Survivor annuities are not paid automatically. They must be applied for.

everyone enjoyed a safe winter.

For those of you counting I hope you were able to attend one of the count schools and get the necessary information to support you through this process. If you have any questions make sure you document everything and get your answers.

Did you take the time to attend The Ratification Meeting held on March 13th? If not, why not? Do you not agree that you are paid a good wage, benefits, have job security, and feel a sense of protection provided by your union? I believe that this job is what makes much of life happen, for without it we would not experience many of the daily enjoyments we have. So what are you waiting for?

Spring meeting is coming up in April please make sure to attend. This is your opportunity to learn and get answers to your questions.

If you haven’t heard it yet, the fight is again on to save the jobs of rural letter carriers from losing six day delivery. The White House’s FY 2017 budget is again recommending that the Postal Service reduce the frequency of delivering mail from six days to five days a week. The White House is proposing a trigger that if mail volume falls below 140 billion pieces of mail for four consecutive quarters, it could reduce the delivery frequency. This recommendation comes as the postal service again has an extremely successful holiday season out-delivering the UPS and Fed Ex. In talking to some of the new RCAs going to the Rural Academy, I recently spoke to an RCA who use to work for Fed Ex and one who worked for UPS. They had both talked of how the UPS had NINE (9) tractor trailers full of packages that did not get delivered on time.

Net income for the first quarter was $307 million. Stamp prices are expected to drop 2 cents which could cause a budget shortfall. I believe this could bring in more income with customers knowing that their postage will drop rather than rise.

Paul Swartz, of the NRLCA, has stated that the majority of the House members believe the Postal Service should take appropriate measures to maintain six day delivery. Due to elections, there is a shortage of legislative session making it difficult to pass the postal reform. As I have

said in the past, we must keep in contact with our senators and congressmen to voice our thoughts to protect the six day delivery. With your help, we are able to speak and meet with our senators and congressmen to preserve six day delivery and we have been successful. Let’s keep this fight up as long as we need. In order for us to do this, we need to raise money. Fortunately, we have some amazing raffle items this year. Pat Grandmaison has made another one of her beautiful quilts and we also have a NASCAR racing experience.
