New ACA Numbers to be Released

Census Bureau will be releasing their first count of public exchange participants on September 16th

Release will be part of a larger National Health Interview Health Survey (NHIS) report

NHIS report is shorter version (covering January-March) of full report (Jan-June) to be released in December

Numbers Expected to be Released:

Number of people that bought health coverage through

a public exchange

Data on individuals with high deductible coverage

US Department of Labor (DOL) & Department of Health and Human Services (HHS) recently updated the COBRA

Important Changes to COBRA

COBRA Update #1:

New COBRA model general notice form and COBRA model election notice Docs have been modified to

incorporate ACA-related language

Forms now notify employees about option of enrolling in federal public health insurance exchanges and that may be a cheaper option*

COBRA Update #2:

Clarifies Special Enrollment Periods in relation to federal public heath care exchange Individuals eligible for

COBRA will be eligible for enrollment in exchange either when they become eligible for COBRA or after their COBRA coverage runs out

CHIPRA Revised

Changes have been made to the Children’s Health Insurance Program Reauthorization Act (CHIPRA)

Individuals not eligible for Medicaid or Children’s Health Insurance Program may still be eligible for coverage from the federal public exchange

CHIPRA notice must be provided annually in advance of a new plan year
