Superintendent—Keith Palmer March 2018 Our building could use a little work. The past three years, we have slowly been chipping away at some architectural and plumbing needs, but there is more to be done. Based on the District’s 2015 Building Condition Survey as well as more recent input from Board members, staff and students, there is as much as six million dollars’ worth of work that has been identified. Working with architectural/engineering firm, Clark

Patterson Lee (CPL), a comprehensive list of civil, architectural, plumbing, mechanical and electrical needs is being refined. A few of the bigger ticket items include: replacement of remaining “out-of-warranty” roofing, on-site bus parking, window replacement, HVAC for the cafeteria, abatement of basement floor tiles and upgrades to our playground. A couple of the original list items have already been addressed through our annual $100,000 capital outlay projects. This year, we were able to fix a few of the roof leaks near the auditorium and address some of our plumbing needs with the installation of a new hot water system. Next year, we are poised to replace high school lockers on the second floor and construct a secure walk-in vault to house state assessments. Qualifying technology items are being addressed through the Smart Schools Bond Act. Technology items will be purchased by the District and, in turn, receive 100% reimbursement from the State. The Elba School District has been approved for $547,789 worth of technology related upgrades and purchases that include new fiber, switches, servers, security cameras, access points, phone system and access controls. Our Smart Schools Investment Plan can be viewed at https://www.elbacsd.org/domain/29. As for funding a large scale project, we are working with BPD Financial Planning with the charge of “No Additional Taxes” to our community. Given our 87%+ Building Aid from the State and appropriately-funded Capital Reserve account, we are in a good position to meet this charge. For the time being, we continue to refine our scope and budget, making sure we have identified all of our needs and some of our wants. Once our priorities have been determined, we will conduct the required environmental quality review before an official resolution is presented to the Board. This project will ultimately require voter approval prior to submission to the State Education Department.

March 2018 Dear Parents and Loved Ones, Recently the staff and I discussed a few issues that are getting in the way of instruction and not providing students the optimal opportunity for learning; students carrying backpacks, non-clear water bottles, hats/hoods, and cell phones. Detailed below is what we are asking of our students:

1.) The only drink allowed in school is water in a clear water bottle or one that is translucent.

2.) Backpacks are allowed to be worn to and from school and after school hours but not during the school day and are to be stored in student lockers.

3.) Hats and hoods are not allowed to be worn during the school day; only before and after classes. 4.) Cell phones are allowed to be used at the following times:

Prior to 7:40AM After 2:30PM Between classes in the 3-minute time between bells

I recently shared these new/renewed expectations with students at an assembly with all 7-12 students and staff members. At the assembly we also discussed school climate and safety. I made a brief presentation in which I encouraged students to follow the idea “Because I care, I will share” related to the health, wellness, and safety of them-selves and others. I asked them to make looking out for themselves and others a priority. Lastly, I answered many student questions related to school safety and their ideas on how to make our school the safest it can be. I truly appreciated their ideas, opinions, and that so many shared because they cared. I encourage you to ask the Lancer in your life about the conversation we had this week at the assembly. ELEMENTARY PRINCIPAL— Carol Bush March 2018 Dear Parents and Guardians, It is hard to believe that, in just a few short weeks, the third marking period will be coming to an end. Where does the time go? As usual, Elba Elementary has been buzzing with excitement. The past few weeks have been filled with lots of learning and lots of fun. Most recently, we celebrated Read Across America Week. This is a week devoted to celebrating reading and corresponds with the birthday of famous children’s author, Dr. Seuss. During this week, the students enjoyed many different activities, from spirit days to door decorating and energetic

assemblies to “Seussical” morning announcements. They were even treated to green eggs and ham as a special lunch treat in honor of Dr. Seuss. Our students had the opportunity to engage in many different reading activities that showed them how fun reading can be. We also had some of our older students come down and read with our younger students. Overall, the week was a huge success!

In addition to the festivities of Read Across America Week, our Elementary Student Council has also planned several fun activities for our students. Perhaps the most notable is our Loved Ones Luncheon. This event is happening on Wednesday, April 18th, so mark your calendars. On that day, all of our elementary students will have the opportunity to bring a loved one to lunch with them. This might be a parent, grandparent, aunt, uncle, or any other loved one our students choose! Students love this event and look forward to having a special lunch with those that are close to them. This year, BEST will be hosting the Scholastic Book Fair on the day of the Loved Ones Luncheon. So not only will students get to eat lunch with their friends and family, but they will also have the opportunity to visit the book fair together. We are looking forward to a great event!

One more exciting event that I would like to mention is a field trip that our third graders will be taking on May 31st. This year, our third grade team applied for a grant from Walmart. This grant would provide funding for students to take an educational field trip to one of several predetermined locations. I am happy to say that our third grade team was selected as a recipient of that grant. They have decided to take our students to the Buffalo Bisons School Kids Day. This is an educational event focused on a specific theme and is the perfect combination of learning and fun! The Buffalo Bisons will be playing the Columbus Clippers and will make full use of the interactive scoreboard to teach important lessons. In the past, they have addressed topics such as proper health and nutrition, anti-bullying, and being smart online. This year, they will be focusing on Balancing Screen Time with Being

Active! Our third graders are very lucky to have this oppor tunity and I ’m certain they will enjoy them-selves. Last, but not least, I would like to extend my sincerest gratitude to BEST. Last year, they raised over $3000.00 from their sales at the Scholastic Book Fair. They have graciously donated that money back to Elba Elementary in the form of books. We were able to add over 400 books, of various levels and genres, to our “book room”! All K-6 students will have access to these books. THANK YOU BEST! Kindergarten Screening

Children who reside in the Elba Central School District and who will be five

years of age on or before December 1, 2018 are eligible for entrance to

Kindergarten in September of 2018.

New families in the school district should notify the school immediately if

they have a child that will enter Kindergarten in September. Parents may

contact the Elba Elementary office by calling 757-9967, ext. 1600.

Information may also be sent to the Elba Elementary School office,

PO Box 370, Elba, NY 14058.

Kindergarten screening for all children who are not currently enrolled in our Pre-K program will be held on

May 7th

, 2018 in the ECS library. Appointment information and screening packets will be mailed out by the

end of April. Parents should bring the child’s birth certificate, social security card and certificate of

immunization. All students entering Kindergarten are required, by law, to have a physical prior to starting

school. Parents of children new to Elba are asked to bring proof of residency to their screening

appointment. This can be a copy of a mortgage or lease agreement or a copy of a tax bill.

Pre-Kindergarten Class

The Elba Central School will once again have a pre-kindergarten class for

the 2018-2019 school year. If you have a child that will be 4 years old on

or before December 1, 2018, and are interested in sending your child to pre

-kindergarten, please contact the Elba Elementary Office at 757-9967

x 1600 ASAP. If your child’s information has previously been provided to

the school district, you should have already received the application

packet. Thank you!

Congratulations Jason! Mrs. Ellingham’s 5th grade students entered the New York State Missing Children’s Poster contest. Jason Rowe placed 2nd in all of New York for his poster. He received a $75 Amazon gift card and his artwork will be on display in May at the Empire State Plaza Concourse in Albany. Great Job to Jason and all the 5th Graders!

GWMEA All County Band 2018

The Elba Music Department is proud to announce that Alexandra Manley and Dante Grubb have been selected to represent the Elba Music Department in the GWMEA Middle School All County Band.

All County is being held at Attica High School this year and the All County Band will be performing a Concert on March 24th.

We would also like to remind everyone to mark your Calendars for Elba’s Spring Concert and Arts Festival on May 15th as the students are working hard to prepare a fantastic night of Music.

Congratulations to our Winter Athletes: The Elba Athletic Department would like to recognize and thank all the student athletes who participated in a winter sport this past season. Your teachers and coaches understand and appreciate the time, commitment, and sacrifices you make to be successful both in the classroom and on the athletic field. Parents of these student athletes, thank you so much for your efforts as well. Congratulations to our 2017-18 Genesee Region League Basketball All-Stars: Emily Reynolds, Maddie Muehlig, Jonathan Boyce, and Colton Dillon. Leah Bezon was recognized as a Genesee Region League Honorable Mention. Ben Pflaumer also earned honors as he was selected to play in the GR vs NO Exceptional Senior game. Maddy Cline and Ana Mateos were Elba’s Cheerleading All-stars this winter season. Great work to all of our Elba All-Stars! Emily Reynolds also received special recognition as she was selected as a Ronald McDonald All-Star and was also

selected to play in the GR vs NO Exceptional Senior game. Emily was also selected as the Genesee Region League

Player of the Year for the second consecutive year. Congratulations Emily!

Health Office News

NOTICE to all Parents:

As of 7/1/18 New York State Educational Law will be changing. NYS is requiring that all students entering a new school and/or grades Pre-K or K, 1, 3, 5, 7, 9, and 11 will need an updated physical. A physical can be completed by your own health care provider, or our school physician, Dr. Alan Barcomb. A letter from the health office will be sent home soon with further information. If we do not hear from you, the required physical exam will be completed at school. Please keep in mind that a physical is also required if your child plans on playing a sport in the fall. 2018-2019 is a transition year and any health exam form signed by a NYS Physician, Nurse Practitioner, or Physician Assistant may be accepted. In 2019-2020 only the NYSED form may be accepted to the health office.

Basic Nutrition Points

Eating well will help provide the nutrients needed to have energy, build strong bones, fight diseases and other

conditions. Pay attention to what and how much your kids eat. A change in eating habits may be an early warning

signal for other problems.

Snacks - Plan Them, Don’t Ban Them! Nearly one-fourth of kids’ daily energy intake comes from nibbling between meals. Much of this nibbling is on prepackaged

snack foods, which are high in calories and low in nutrients. But snacking itself isn’t necessarily bad.

Young children actually need snacks. Their stomachs are small, so they often can’t get all the nutrients they need in a day through

meals alone. It’s not always easy to persuade your kids to eat healthy snacks and their snacking habits aren’t going to change

overnight, but here are a few snack-time tips:

Offer similar choices. Instead of ice cream or pretzels, offer your child frozen yogurt or soda crackers. Provide variety. Be sure to select snacks from a variety of food groups so your kids won’t be bored with their snack choice. Be creative. Dress up fruits and vegetables – offer celery with peanut butter, or carrots with yogurt. Go for fresh and/or unprocessed foods.

Fruit Juice - Yes or No? Although juice does contain healthy nutrients, it’s high in calories and/or sugar and sodium depending on the juice and it may

contribute to tooth decay if consumed in excess. Juice also lacks the healthy fiber that whole fruit has.

Note: The American Academy of Pediatrics recommends that children drink no more than two 6-ounce servings of fruit juice a day.

Allergies Flu/Cold

Symptoms Allergies usually cause runny nose (clear discharge), stuffed nose, violent sneezing, wheezing, coughing, watery & itchy eyes.

Flu/cold usually includes runny nose (yellow discharge), aches and pains

sore and scratchy throat along with sneezing and coughing.

Fever There is NO FEVER with allergies. If you have a fever it is almost certainly a flu/cold rather than allergies.

When Anytime of the year: Spring, Sum-mer, Fall or Winter.

Usually appear in Winter, but are also possible in the Fall, Spring & Summer.

Warning Symptoms begin almost immedi-ately after exposure to allergens.

Usually takes a few days for flu/cold symptoms to appear.

Duration Symptoms last a long time, as long as you are exposed to the allergen. If the allergen is present all year long, symptoms can be chronic, not acute.

Flu/cold symptoms should clear up within a few days to a week. Rarely lasts more than 10days.

There are new immunization guidelines effective for the

2018-2019 school year. A letter from the health office will be sent home soon with further information specific to each grade level.

Sun Safety Tips:

• Avoid sun’s rays between 10am & 4pm

• Choose a sunscreen with “broad spectrum” on the label

• Zinc oxide good for nose, cheeks, tops of ears...

• Use Sun protection factor of at least 15

• Rub sunscreen in well & apply 30 minutes before going outside

• Use sunscreen on cloudy days too!

The Elba Sports Boosters recently honored our long time members and past officers, Larry and Patti Cassett and Lou and Colleen Vacanti, as they are retiring from heading the concession stands at home sporting events. They have been instrumental members of Sports Boosters since 2005 when the group was formed. They have put in countless hours of service in Elba to our community, our school, our Sports Boosters and our children. We thank each of them from the bottom of our hearts, as they have all been such a blessing to the Elba Community and ECS!

B.E.S.T. PTSA News Our Daddy Daughter Sweetheart Dance was held on February 3rd and was a wonderful night out for everyone. The PTSA has decided to forgo Sons and Muckers this school year and host each event (Sweetheart Dance and Sons/Muckers) on alternating years. So moms start your agility training for our Sons and Muckers Event Spring 2019! We look forward to hosting the BOGO Scholastic Book Fair on Loved One’s Luncheon day April 18th. Please share with your child’s Loved One to visit the library to purchase a book and get one for FREE! Thanks to families support with the Scholastic Book Fairs B.E.S.T. purchased $3,100 worth of books for elementary students.

Board of Education Member Petitions District Residents interested in serving on the Board of Education can pick up nominating petitions at the Elba Central School District Office on business days between 8:00 a.m. and 4:00 p.m. Candidates must file their nominating petitions, having at least 25 signatures of qualified voters with the District Clerk of Elba Central School, District Office, 57 South Main St., Elba, NY by 5:00 p.m. on Monday, April 16, 2018. This year’s election will be to elect one member of the Board of Education for a term of five years. Qualifications for membership on a School Board include:

Must be a qualified voter of the District Have been a resident of the District for a continuous and uninterrupted period of one year 18 years of age or older A citizen of the United States

Absentee Ballots Elba Central School District qualified residents can obtain and use absentee ballots for District elections. To obtain an absentee ballot, residents must submit an application and be unable to appear at the vote in person for one of the following reasons:

Patient in a hospital or unable to appear due to illness or physical disability; Occupation or business which will require an individual to be outside of the county or city of his or her

residence on the day of the vote; Absence from your voting residence due to confinement in jail awaiting action by a grand jury,

awaiting trial or is confined in prison after conviction for an offense other than a felony; Absence from the District on the day of the vote due to caring for a spouse, child or parent for any of

the above reasons; Anyone with a permanent illness or disability;

Applications must be received at the District Office at least seven (7) days before the election if a ballot is to be mailed to the voter. Absentee Ballots will be available on Wednesday, April 18, 2018. Completed ballots must be returned by 5:00 p.m. on the day of the vote. The Hall of Fame is hosting a Beef on Weck dinner on Tuesday May 15th, the night of the budget vote and the spring concert!

The menu will have Beef on Weck, salt potatoes, macaroni salad, baked beans, a drink and a cookie for dessert. Take outs will be available! Tickets are $8 and will go on sale April 2nd in the District Office. Presale tickets are encouraged but walk-ins are welcome the day of the dinner.

ECS Hall of Fame News The Elba Hall of Fame Foundation had a very successful spirit week with our Lancer students celebrating the inductions of Mr. Earl Roth, Mr. Charlie O'Geen and Mr. Nick Conley to the Hall of Fame. The Hall of Fame Foundation Committee would like to thank everyone who helped make the week a huge success including the inductees, our emcee of the pep assembly Laura Williams, our emcee of the dinner Mike Augello, both our principals, both student council bodies and advisors, BEST, Sports Boosters and many members of the staff and Elba parents that helped!

Do not forget that NOW is the time to nominate someone for next year's Hall of Fame inductions! You can nominate them right on the school’s website! All nominations stay current and are considered every year as a candidate. Do you know a Lancer who would be a great example of Elba Central's successes? Nominate them!

The Hall of Fame is excited to be putting together an Elba Alumni Basketball Game scheduled for March 23rd. Proceeds will be split with donations going to the Golisano Children's Center in honor of Jordyn (Torrey) Augello and the Elba Hall of Fame Foundation for scholarships. There will be fun for the whole family including a basketball tricks contest, 3 point contest, 50/50, Basket Raffles, Concessions and Elba Merchandise on sale!

Elba Fire Department News

The Elba Fire Department will be hosting a community wide CPR class in the near future. Look for an announcement on the date very soon. All the proceeds from the class will be donated to the Brayden Salvaterra fund. Anyone who is interested or questions to contact Mike or Mandy Esten at 585-813-2796.

The fire department will also be hosting an open house in the month of April.

Information for the Elba Onion Queen 2018 contest will be mailed to juniors at the end of May.

Village of Elba

Dear Friends and Neighbors,

For those who don’t know me, I graduated from Elba Central in 1975 and have lived on Mechanic Street with my wife, Laurie, for over 30 years. I was a Scout leader for Pack and Troop 17 for 20 years. I served on the Village Planning Board prior to being elected as a Village Trustee and was recently appointed mayor in December 2017 upon the resignation of Scott Schuler. As you all know we are currently in the middle of a major infrastructure project, replacing all of our very outdated water transmission lines. As with any major undertaking like this there will be some minor inconveniences. Upon the completion of replacing all Village owned water lines, your lawns and driveways will be repaired and trees, which were removed, replanted. Included in this restoration work is the replacement of street lights in the downtown area of the Village with decorative, upgraded, LED street lights. I would like to take this time to thank you for your patience with the Village during this project. I also would like to thank Village Public Works employee, Denis Rohan, as well as the Village Clerks Kathy Yungfleisch and Carol Simeone for the extra work involved in a project of this type. Lastly, but most importantly, we all need to thank former mayor Scott Schuler for his hard work with initiating this project, obtaining federal grant monies and a low interest loan and continuing to see this project through completion. He has spent many hours to help better the Village of Elba. This summer I will be retiring from my position with the Genesee County Sheriff’s Office. This will allow me the necessary time required to further improve the Village. Norman Itjen - Mayor
