Pasco FCAT 2.0 and EOC Overview
The Florida Department of Education released results of the FCAT 2.0 Grades 4-10
Reading, Grades 4-8 Mathematics and Grades 5 and 8 Science, as well as End-of-Course (EOC)
assessments in Algebra 1, Geometry, Biology 1 and U.S. History. Grade 3 Reading and
Mathematics and Grades 4, 8, and 10 Writing were released earlier. The District School Board of
Pasco County students outperformed the state on Biology, Geometry, and U.S. History end-of-
course exams while matching the state passing percentage in Algebra.
Districtwide, student achievement on the FCAT 2.0 Reading increased in grades 3, 5, 6,
and 10. For FCAT 2.0 Mathematics, student achievement increased in grades 3-8. Overall, fewer
students scored at level one on elementary and middle school math, reading, and science and
more students scored at high proficiency levels (level 4 and 5) in science and reading.
Eleven of 14 high schools (79 percent) showed improvement on the Grade 10 FCAT 2.0
Reading, and nine showed improvement or held steady in 9th
grade. Sixty-five percent of schools
increased 4th
grade reading proficiency percentages, and 61 percent of schools increased fifth
grade reading proficiency percentages.
Fifth graders showed the most improvement on FCAT 2.0 Math, improving by three
percentage points, followed by sixth grade with an overall two percentage point increase. Third,
fourth, seventh, and eighth graders increased proficiency by one percentage point each.
District eighth graders outperformed the state by one percentage point on the FCAT 2.0
Science exam.
Overall scores on Biology and History end-of-course exams exceeded the state by two
percentage points. The district outperformed the state on Geometry end-of-course exams by one
percentage point and matched the state on the Algebra EOC.

FCAT 2.0 Writing
Grades 4, 8 and 10
Florida has transitioned from the Florida Comprehensive Assessment Test® (FCAT) to
the FCAT 2.0 to align with new academic standards. The FCAT 2.0 measures student
achievement of the Next Generation Sunshine State Standards (NGSSS), which specify the
challenging content Florida students are expected to know and perform. During the next two
years, Florida will transition to the Common Core State Standards in English Language Arts and
mathematics. As part of this transition, Florida will replace the current FCAT 2.0 and Florida
End-of-Course Assessments currently being administered in Writing, Reading, and Mathematics
with new assessments that are aligned to the Common Core State Standards. FCAT 2.0 Reading
and FCAT 2.0 Writing will be replaced by one assessment in English Language Arts (ELA).
In the 2012-13 school year, FCAT Writing became FCAT 2.0 Writing to indicate
changes to the assessment. Higher scoring expectations were implemented in 2011-12 and
students were given an additional 15 minutes to respond to the writing prompt in 2012-13. The
increase from 45 minutes to 60 minutes was provided after 2012 FCAT Writing comment forms
showed that Florida educators observed students needed more time to respond to writing prompts
and to satisfy higher scoring expectations.
The scoring requirements for the FCAT 2.0 Writing assessment are the same as those
implemented in 2012, which differ from prior years’ FCAT Writing assessments. These changes
include judging the student’s essay in terms of predefined criteria of focus, organization,
support, and conventions with expanded expectations regarding the following: (1) increased
attention to the correct use of standard English conventions, and (2) increased attention to the
quality of details, requiring use of relevant, logical, and plausible support. For additional

There is not a state required “passing” score for FCAT 2.0 Writing that is used for
promotion. However, FCAT 2.0 Writing scores are used in the calculation of school grades.
Students receive scores on a scale of 1.0 (lowest) to 6.0 (highest). Two trained scorers
independently score each student response. The score reported is the average of both scorers’
scores. The percentage of students scoring at 3.5 and above is used as a component to calculate
school grades, which was approved by the State Board of Education on December 19, 2012.
Note: On December 19, 2012, the State Board of Education established that the standard for the
writing performance component of school grades is the percentage of students scoring 3.5 and
above. In 2011, the standard used for the writing performance component of school grades was
the percentage of students scoring 3.0 and above. This increase in the standard used for the

writing component of school grades should be considered when comparing proficiency data from
2013 to 2012.
Overall, Pasco’s students scored higher in writing in 2013 than in 2012. For Florida’s
students in grades 4, 8 and 10, the percentage scoring at 3.5 and above increased. In 2013, 55
percent of students in grades 4, 8 and 10 were performing at 3.5 and above on FCAT 2.0 Writing
compared with 58 percent of students statewide. This is an increase from 48 percent in 2012.
Overall, Pasco’s students in grade 4 scored higher in writing in 2013 than in 2012. In
2013, the performance of Florida’s grade 4 students scoring at 3.5 and above and at 4.0 and
above on FCAT 2.0 Writing increased in comparison to 2012. For grade 4 students, the
percentage of scoring at 3.5 and above increased by 12 percentage points and the percentage
scoring at 4.0 and above increased by 11 percentage points. In 2013, 53 percent of students in
grade 4 were performing at 3.5 and above on FCAT 2.0 Writing. This is an increase from 41
percent in 2012. In 2013, 33 percent of students in grade 4 were performing at 4.0 and above on
FCAT 2.0 Writing. This is an increase from 22 percent in 2012.
Overall, Pasco’s students in grade 8 scored higher in writing in 2013 than in 2012. In
2013, the performance of Florida’s students in grade 8 scoring at 3.5 and above and at 4.0 and
above on FCAT 2.0 Writing increased in comparison to 2012. For grade 8 students, the
percentage scoring at 3.5 and above increased by 1 percentage point. However, the percentage
scoring at 4.0 remained the same as 2012. In 2013, 48 percent of students in grade 8 were
performing at 3.5 and above on FCAT 2.0 Writing. This is an increase from 47 percent in 2012.
In 2013 and in 2012, 28 percent of students in grade 8 were performing at 4.0 and above on
FCAT 2.0 Writing.
Overall, Pasco’s students in grade 10 scored higher in writing in 2013 than in 2012. In
2013, the performance of Florida’s students in grade 10 scoring at 3.5 and above and at 4.0 and
above on FCAT 2.0 Writing increased in comparison to 2012. For grade 10 students, the
percentage scoring at 3.5 and above increased by 6 percentage points and the percentage scoring
at 4.0 and above increased by 7 percentage points. In 2013, 63 percent of students in grade 10
were performing at 3.5 and above on FCAT 2.0 Writing. This is an increase from 57 percent in
2012. In 2013, 62 percent of students in grade 10 were performing at 4.0 and above on FCAT 2.0
Writing. This is an increase from 60 percent in 2012.

Students in grade 10 must achieve an FCAT 2.0 Reading scale score in Achievement
Level 3 or higher to meet the graduation requirement. The student does have the opportunity to
retake the test up to five times prior to graduation. Students in grade 3 must achieve an FCAT
2.0 Reading scale score in Achievement Level 2 or higher, or show good cause, to be eligible for
promotion. A description of the Achievement Level definitions that apply to FCAT 2.0 Reading
and Mathematics are provided below, along with the cut scores that define the Achievement
Levels:
Level 5: Students at this level demonstrate mastery of the most challenging content of the Next
Generation Sunshine State Standards.
Level 4: Students at this level demonstrate an above satisfactory level of success with the
challenging content of the Next Generation Sunshine State Standards.
Level 3: Students at this level demonstrate a satisfactory level of success with the challenging
content of the Next Generation Sunshine State Standards.
Level 2: Students at this level demonstrate a below satisfactory level of success with the
challenging content of the Next Generation Sunshine State Standards.

Overall, Pasco’s students scored slightly higher or maintained proficiency on the FCAT
2.0 Reading in 2013.
In 2013, 59 percent of students in grade 3 were performing at or above Achievement
Level 3 (Satisfactory) on FCAT 2.0 Reading. This is an increase from 57 percent in 2012. In
2013, 18 percent of students in grade 3 were performing at Achievement Level 1 on FCAT 2.0
Reading. This is equal to 18 percent in 2012. In 2013, 59 percent of students in grade 4 were
performing at or above Achievement Level 3 (Satisfactory) on FCAT 2.0 Reading. This is a
decrease from 62 percent in 2012. In 2013, 62 percent of students in grade 5 were performing at
or above Achievement Level 3 (Satisfactory) on FCAT 2.0 Reading. This is an increase from 59
percent in 2012.
In 2013, 60 percent of students in grade 6 were performing at or above Achievement
Level 3 (Satisfactory) on FCAT 2.0 Reading. This is an increase from 59 percent in 2012. In
2013, 58 percent of students in grade 7 were performing at or above Achievement Level 3
(Satisfactory) on FCAT 2.0 Reading. This is a decrease from 61 percent in 2012. In 2013, 55
percent of students in grade 8 were performing at or above Achievement Level 3 (Satisfactory)
on FCAT 2.0 Reading, which is the same as 2012.
In 2013, 54 percent of students in grade 9 were performing at or above Achievement
Level 3 (Satisfactory) on FCAT 2.0 Reading which is the same as 2012. In 2013, 56 percent of
students in grade 10 were performing at or above Achievement Level 3 (Satisfactory) on FCAT
2.0 Reading. This is an increase from 51 percent in 2012.
Several schools demonstrated significant improvement on the FCAT 2.0 Reading in 2013
compared to 2012. See Appendix for summary tables of school proficiency by grade and
content. The following elementary schools reported increases of at least 10 percentage points or

Overall, Pasco’s student scored slightly higher on the FCAT 2.0 Mathematics in 2013,
increasing the percentage of students performing at or above Achievement Level 3 by at least 1
percentage point in comparison to 2012.
In 2013, 51 percent of students in grade 3 were performing at or above Achievement
Level 3 (Satisfactory) on FCAT 2.0 Mathematics. This is an increase from 50 percent in 2012. In

End-of-Course Exams
The Florida End-of-Course (EOC) Assessments are designed to measure student
achievement of the Next Generation Sunshine State Standards for specific courses, as outlined in
the course descriptions. These assessments serve the purpose of increasing student achievement
and improving college and career readiness. The first assessment to begin the transition to end-
of-course testing in Florida was the 2011 Algebra 1 EOC Assessment. Biology 1 and Geometry
EOC Assessments were administered for the first time in spring 2012. The U.S. History EOC
Assessment was administered for the first time in spring 2013, and the Civics EOC Assessment
will be administered for the first time in spring 2014.

Overall, Pasco’s students scored slightly higher on the EOCs in 2013 in US History,
Biology, and Geometry compared to the state. This is the first year for the new achievement
levels to be applied to the Biology and Geometry EOCs, so comparisons to last year are not
possible as t-scores were used (retrofitted scores will be available later this month). In 2013,
58% of Pasco’s students passed the Algebra EOC with level 3 or higher, which is the same
