History by the house
12 Rosemount rises from the ashes
This column is part 2 of “‘Villa Mona’mansion, now demolished, replaced by 12Rosemount” (October 3, p. 8).
The lovely Villa Mona mansion at 18Rosemount Ave., built by Mayor James K.Ward in 1874 as Westmount became a mu-nicipality, had become a rooming house inthe late 1950s, owned by André Duhamelsince 1949, and was then dwarfed by thesix-storey Westmount Terrace apartmentbuilding built at the corner of SherbrookeSt.
Israel Leblanc, who describes himselfin the deed as “menuisier” (carpenter, orby extension, building contractor) pur-chased Lot 343 from Duhamel in February1964, but the deed says nothing about 18Rosemount, which may have been demol-ished by then. Leblanc paid only $10,101.65to one Joseph Brasseur, basically paying off
a claim, with a promise to pay more oncehe resold the property.
Within two months Leblanc sold off theland for $40,000 to a company called May-fair Realties, headed by Saul Borrow ofNDG. Various transformations followedin the next few months: MarianJakubowski and Chester Krupa took titleby paying off various mortgages, includingone to Duhamel’s wife; then the lot wassold to Albert Vallée Ltée., a company runby a Town of Mount Royal resident. Al-most immediately, permits were issuedfor construction of four semi-detachedhouses. In June, the city issued buildingpermits for 12, 14, 20 and 22 Rosemount,resembling – but not identical to – semi-detached houses built across the street theprevious year by the Molson family (num-bered 9, 11, 19 and 21).
Barbara Mirman, wife of Ira George We-instein, paid $72,500 for the brand new 12Rosemount Ave. in October 1965. Ira We-instein was president of IOS Ltd., accord-ing to Lovell’s Directory; IOS establishedinternational mutual funds, which werethriving during the1960s but later fell into

The following article relates to offers to pur-chase Westmount residential dwellings thatwere reported by local real estate agents as
having been accepted in September 2017. Be-cause they are not final registered sales, the ad-dresses cannot be made public but give a goodidea of current trends in local real estate ac-tivity. The graph offers a picture of these trendsover time.
The summer hiatus in the Westmountreal estate market ended with a vengeanceas August moved into September. Housesnow are selling in a matter of days orweeks, mark-ups over valuation are in thedouble digits, inventory is going down,and business districts are booming.
Another four sales were added to theAugust list (published September 19, p.10) and 10 more that took place in Septem-ber were posted in the last month by localrealtors: the late August additions hadmark-ups ranging from 16 to 67 percent,and all but two of the September sales hadmark-ups ranging from 19 to 43 percent;four of the 10 were over $2 million and theaverage days-on-market was cut in half,from 81 days in August to 41 days inSeptember. Three of the houses sold inless than a week; only one took more thantwo months.
Prices ranged from $915,000 to$3,150,000; the latter sale represented theonly mark-down of the month, 7 percentbelow tax assessment, which moved the av-erage mark-up to 21.7 percent, up some 9percent from the August average. Highestmark-up was 43 percent, but four otherswere in the 30-percent range and one otherwas more than 28 percent.
Houses are coming on the market al-most as quickly as they are snatched up.The number available in mid-October was59, down slightly from 61 in mid-Septem-ber. Of the 61, only seven involve askingprices less than $1 million and 32 – morethan half – are over $2 million. Last year atthis time there were 111 houses on the
market.Condominium sales, on the other hand,
dropped off sharply in the third quarter of2017, with only six sales posted comparedto 23 in the second quarter, though mark-ups jumped to almost 13 percent from less
than 6 percent in the second quarter.September added 10 sales to the adja-

With three locations in Montreal,Greene Ave.’s contemporary art gallery, Ga-lerie de Bellefeuille opened a fourth loca-tion, this time in Toronto, on September23. It’s located at 87 Avenue Rd. inToronto’s trendy Yorkville Village.
The gallery, founded in 1980 by Helenand Jacques Bellefeuille, represents inter-national artists such as Jim Dine andChuck Close, as well as Westmounters Jen-nifer Hornyak and Yahoudi Chaki.
For Jacques Bellefeuille, “The new loca-tion provides an opportunity to enter theinternational market.”
Before leaving for Toronto, gallery di-
rector Martin Drolet said, “This is a newchapter for us, and I’m excited to representour artists in such a large and importantmarket.” Drolet, who has been with thegallery since 2013, is joined by TorontianZainab Al-Salihi, who trained on GreeneAve. in August. A recent graduate in con-temporary art, Al-Salihi mentioned that,“The new gallery is situated in an area ofhigh visibility.”
Despite its recent opening, “The newlocation attracts collectors from all overthe world and has surpassed our expecta-tions,” said Jacques Bellefeuille.
The official opening of the Torontogallery is to take place November 1.

Westmount Square, German modernistarchitect Mies van der Rohe’s iconic towercomplex, which has been a fixture in West-mount since 1967, was the subject of theWestmount Historical Association’s(WHA) monthly presentation at West-mount Public Library September 21.
Guest speaker Francine Vanlaethem isan emeritus professor of architecture atthe UQAM school of design. She has alsowritten extensively on modern architec-ture and was the founding president ofDocomomo Quebec, a group dedicated topreserving the province’s modern archi-tecture heritage.
Vanlaethem, who spoke in French, wasassisted by WHA board member LorneHuston. He read out portions of her pre-sentation in English.
Westmount Square was one of the lastprojects that Mies (as he is commonly re-ferred to) completed before his death inAugust 1969. It fulfilled his vision of jux-taposing a low-rise office pavilion with sev-eral high-rise residential and office tow-
ers. Earlier in his career, he had designedsuch buildings but as separate concepts.
As early as 1959, according to Van-laethem’s account, the city of Westmountwas beginning to develop plans for the re-development of part of its south-east sec-tor. Vanlaethem said the city ordered astudy to be carried out by the Montreal ar-chitectural firm Bland Lemoyne Edwards.
“At that time, even though it was an in-dependent city, Westmount could not getaway from the profound urban transfor-mation that Montreal was undergoing withthe modernization of its city centre and itstransportation network,” she said.
In 1960, Bland Lemoyne Edwards rec-ommended Westmount allow a large-scaleproject to be built either around VictoriaAve. and Sherbrooke St. or around GreeneAve. near St. Catherine St.
Between 1961 and 1963, after the city de-cided to go with the latter recommenda-tion, developer Irving Ransen bought upall the lots in an area bounded by GreeneAve., St. Catherine St., Wood Ave. andWestern Ave. (as de Maisonneuve Blvd.was known then). In 1964, he founded
Mondev International to spearhead the de-velopment of the Westmount Square pro-ject.

At least 21 buyers of Westmount prop-erties sold in the first six months of 2017started their married life in China, it wouldseem.
That is by far the largest group of buyersnot married in Quebec that could be doc-umented by studying the deeds of sale,which usually report the country in whichthe owners were married. This is impor-tant to establish the contractual relation-ship in the case of divorce, death,bankruptcy or various other events thatcould affect the status of a property and itsowner/owners.
Of 128 deeds, details of which have beenpublished in the Independent, there were68 that reported the country or province orstate in which the buyers were married(whether or not both of them were buyers).Of those, 33 – almost half – were marriedin Quebec, while 21 (31 percent) were mar-ried in China. The next-highest number isfour who were wed in various states of theUnited States, only three in Ontario, andone each in Belarus, Egypt, France, HongKong, Italy, Qatar and Vietnam.
Other deeds included 11 with corpora-tions or trusts as buyers, 21 with unmar-ried buyers (including eight deeds inwhich there were two unmarried buyers),and four divorcées. Another 24 deeds hadno information on the marital status ofthe buyer.
The Chinese-married buyers boughthomes in all parts of Westmount, forprices ranging from $665,000 to$2,800,000, evenly distributed within thatrange, and four condominiums, three ofthose at 4476 St. Catherine St.
The country of marriage, of course, hasnothing to do with citizenship or mothertongue, but does give a strong sense ofwhere a person began his or her adult life.Most buyers already had local mailing orresidential addresses before the purchasedate, and often they simply state that theirdomicile is the property they are movinginto, so information at the beginning ofthe deed identifying the buyer and seller isof little help in finding out where they arecoming from.
Immigration figures from the 2016 cen-sus will not be released until end of Octo-ber, but Statistics Canada produced a
breakdown of mother tongue, i.e. languagefirst learned. It shows that only about 565Westmounters – three percent – claimedvarious Chinese dialects as their mothertongue in the May 2016 census. The pro-
liferation of Chinese names on local saleslists is a fairly new phenomenon, but ofcourse it has already raised eyebrows inVancouver and Toronto.

selling to Mary Emily Bodman and Alexan-der Kenner for $94,000. By the time theysold it in 1979 to Charles Armstrong andMargaret Kyle, the price had grown to$152,000. The latter couple was moving to
Westmount from Edmonton; they weretransferred back to Penticton, BritishColumbia, in 1982 but could not sell thehouse immediately so it was taken over byEmployee Relocation Services (ERS) for astunning $320,000, based on market value.This was a time when soaring interestrates were driving down the price of realestate generally and particularly the highprices in Westmount.
Finally, in February 1983, ERS wasforced to unload the house to John Plaskonfor $200,000, despite its municipal valua-tion at the time of $255,100. Plaskon, whoworked for Wood Gundy at the time, livedthere until 1990, when he put it on themarket for $729,000 and finally sold it for$535,000. The new buyers, DavidMatthews and Mei Ying Chen, may nothave moved in before they got into a courtbattle with Plaskon, whereby the house re-verted back to him. He relisted it in August1991, for $595,000 and finally, a year laterin a falling market, accepted an offer of$377,500.
The new buyers, Abass Alghussein andHeyam Nussiebeh, apparently rented outthe house, mostly to Irving Tajfel of NeonClothing Corp. Alghussein died in 2002, atwhich time his widow sold the house to
the current owners, Peter Waldvogel andIrene Kozina, who purchased it for$520,000. Waldvogel is a chartered ac-countant while his wife is a commerciallawyer.
The current assessment of the propertyis $1,239,800.

also took into consideration that the At-water Metro station in Montreal’s subwaysystem would be located just a block east.
On December 2, 1963, Westmount citycouncil passed a by-law changing the zon-ing for the site from its then 6-storeyheight limit to more than 20 storeys. How-ever, by this time, resistance to the projectwas rising among some local residents.
“Certain residents were opposed to whatthey said was the excessive height of thebuildings and the increased densificationof population in their residential neigh-bourhood,” Vanlaethem said. “At the sametime, they were critical of the too-greathaste shown by the public authorities toapprove the new zoning by-law.”
Although they obtained a temporary le-gal injunction against the project, alleg-ing there was insufficient public consulta-tion, Vanlaethem said city council had no
problem passing an amended zoning by-law in late 1964. Around this time, the ini-tial architects withdrew, and Mies becameinvolved.
He submitted his first plans for West-mount Square in September 1964. Follow-ing three years of construction, which wascompleted ahead of schedule, Westmountmayor Michael Tucker was on hand to offi-cially open Westmount Square in Decem-ber 1967.
“Westmount Square offered the frame-work for a new way of life,” Vanlaethemsaid in summing up. “It was possible tolive there, while being entertained andwhile shopping, or swimming or taking ina movie, all under the same roof, in luxuryand elegance. It was the most exclusiveplace to live in Montreal and the ultimatecommercial location.”
