1.0 Declaration of opening The Chairperson opened the meeting at 7.03pm. The Chairperson suspended Standing Orders at 7.05pm. Item 8.1 was brought up the agenda for discussion. 8.1 Shortage of sporting and recreational space for Primary School children in Margaret River

Please find attached media release

Eloise Jarvis from the Margaret River Primary School Board addressed the committee about a potential opportunity for an additional sporting field to be constructed in Rapids Landing. It is expected that Margaret River Primary School will exceed 1,000 students in 2017 which will compromise the delivery of services including the provision of green space and sporting fields for students. In August 2015 the Education Department will meet to make a decision on where the next four schools in the state will be built, opening in 2018, with Rapids Landing ear-marked as one of the potential sites. The developers of Rapids Landing have an allocated area for a sporting ground within their plans and have indicated that if the Department of Education select Rapids Landing as one of the next schools to be constructed they will proceed with the construction of the sporting ground. The Margaret River Primary School Board have been communicating with the Department of Education, the Minister for Education and petitioning everyone within the decision making process to ensure they are aware that there is a genuine need for an additional school within the community and to proceed with the construction in Rapids Landing. Additional support from the community either as a group or individual sporting groups may assist with Margaret River being selected as one of the sites for a new school. The committee discussed providing letters of support for Margaret River Primary School and the construction of the new school to proceed in Rapids Landing as this will provide an additional sporting field to the clubs and for sporting/social groups within the Shire. Jeff Bevan moved a motion in support of the school being constructed in Rapids Landing.

MOTION That the Sports and Recreation Advisory Committee write a letter of support for the Margaret River Primary School to the Department of Education for the proposal to build a second primary school in Margaret River and the associated playing fields.

Jeff Bevan spoke for the motion. There has been a shortage of playing fields for training and competition for many years in particular there has been pressure on junior cricket and junior football to use the playing fields at the school. The growth of the school with the increase in students and the addition of transportable buildings to accommodate them has impacted on the availability of space for playing fields. It is no longer possible to utilise the green space

due to the closeness of the buildings. An additional field would take some pressure off the constant fight for space.

Gary Gibbon spoke for the motion. When I started at the school there were 285 kids, 2 football ovals and 1 hockey oval. There is now 850 kids, almost a football oval and the cricket oval has been squeezed out totally. Martin Keen spoke for the motion. The High School is experiencing the same thing, the school is encroaching on the playing fields. An additional benefit of the new school being built will be the removal of the transportable classrooms to a new location as the student body population will drop. This will also allow the reclamation of some of the playing fields at the Margaret River Primary School.

MOTION/RECOMMENDATION That the Sports and Recreation Advisory Committee write a letter of support for the Margaret River Primary School to the Department of Education for the proposal to build a second primary school in Margaret River and the associated playing fields. 8.2 Concept Plans for the Margaret River Mens Shed on Gloucester Park The Concept Plan was distributed prior to the meeting. Submission discussed

Terry Hutchings provided a brief on the concept plans distributed to the committee members prior to the meeting. The proposed building is based on the existing Mens Shed in Busselton and is anticipated that the construction and fit-out will be around $750,000. $50,000 provided by the Rotary Club, approximately $300,000 of donations and free works with the balance to be provided by Lottery West. All planning and building requirements will be met before construction. The committee discussed the concept plan provided by the Rotary Club. The main issue raised about the plan was the placement of the car park on the southern end of the site and the possibility of car headlights disrupting player vision at night time. Terry advised that they had already looked at the site and this area has significant screening from existing trees however should any night meetings occur which may impact the vision of players a metal fence could be erected behind the current tree line if it was a real issue. Nick Dornan tabled the Standing Orders and questioned/challenged the legality of Council’s decision relating to the Mens Shed made at the Ordinary Council Meeting held 24 June 2015 and wanted to know if a Council decision could override a previous recommendation of the committee.

RECOMMENDATION That the Sports and Recreation Advisory Committee would like to retain Gloucester Park for sporting groups and reject the introduction of a Mens Shed on site. ALTERNATIVE MOTION/COUNCIL DECISION CR EARL, CR SMART OM2015/140 1. That Council receives the minutes of the Sports and Recreation Advisory Committee

meeting held 3 June 2015. 2. That Council requests Rotary to provide a concept plan for a proposed Men's Shed, to be

located immediately south of the water tower (Site 5) at Gloucester Park, that addresses key site issues, at the next Sport & Recreation Advisory Committee meeting.

REASON: It would be difficult for the Sport and Recreation Advisory Committee to make an informed decision without viewing a concept plan from Rotary.

Standing orders need to be checked however it was considered that Council were asking the committee to reconsider the Mens Shed on Gloucester Park following the provision of concept plans for the nominated site by Rotary and not directing them to revoke a previous recommendation.

Colin Clark spoke against the motion. The main reason the tennis club were against the Mens Shed being on Gloucester Park is that they are not a sporting club. Should the project progress as a club we would like to meet with Rotary and or the Shire when it comes to get the lease done so we be a part of the discussions relating to the hours of operation. Terry thanked the committee for their consideration. Terry Hutching left the room and Standing Orders reinstated 7.47pm.

2014 Following confirmation from the committee that the internal roads for Gloucester Park will remain private, they have requested that the roads be sign posted with approved names. Committee further advised that in the original precinct plan, an internal map was going to be displayed to assist visitors with orientation within the precinct. ROM to liaise with Technical Officer Assets and Administration in relation to having the roads sign posted. 4/6/14 ROM discussed with Technical Officer Administration and Assets (TOAA). TOAA will forward some options for ROM to discuss with subcommittee. Subcommittee to decide what option to progress. 6/8/14 Will be finalised while ROM is on leave in the next month. 3/12/14 Johan to follow up – approvals pending from Landgate? 4/2/15 Met with Infrastructure and Landgate. • Installation of new Recreation Centre roof harness points completed • Asbestos has been removed from the wall on court 3 and new wall has been

8.0 General Business

8.3 Closing of Road in Gloucester Park adjacent to the Football Club and Bowling Club

Background • The car park immediately south of the Recreation Centre and Shire offices

has a high level of pedestrian use resulting in conflict and pedestrian safety concerns. Some near misses have been observed.

• The current Gloucester Park Masterplan proposes to close the road between the Bowling Club and the Football Oval immediately north of the Bowling Club.

• The Shire completed the western access road in 2013-14 which provides a greater level of access to Rugby/Nippers Oval, Western Oval and Tennis Club.

• Key upgrading priorities focus on the provision of an additional sporting field over the next couple of years and then completing the internal road system, the first priority being the connection between the eastern and western access roads south of the Bowling Club.

Proposal • Closure of the road between the Bowling Club and the Football Oval by

installing removable bollards (this will allow full use of the road in emergency situations or events).

• Painting and installation of one-way signage at the car park immediately south of the Recreation Centre and Shire offices (this will improve pedestrian safety and vehicle circulation).

• Install appropriate signage at entry of the three accesses off Wallcliffe Road to direct traffic via the appropriate entry roads to specific venues (will benefit visitors in finding the relevant venues).

Options There are two road closure options:

1. At a location south of the Bowling Blub Advantages

Disadvantages

Reduced traffic through carpark south of Shire offices resulting in improved pedestrian safety

Departs from existing masterplan and would require access for deliveries to the Footy Club and Bowling Club via the western access road

2. At a location south of the proposed future car park for the Bowling Club

Advantages

Disadvantages

Aligns with existing masterplan and allows access for deliveries to the Footy Club and Bowling Club via the western access road

Less reduction in traffic through carpark south of Shire offices compared with Option 1

The committee discussed improving traffic flow to make safer. Bollards to redirect and restrict traffic. Spreading the traffic through Gloucester Park so it is not all coming in the same access points.

The safety of the dirt track to the side/behind of the bowling club was also discussed if traffic is going to be redirected to another entrance. Upgrade works is already scheduled to take place once the drainage works on the oval are complete.

Jeff Bevan left room 8.11pm and re-entered at 8.12pm.

RECOMMENDATION That the Sport and Recreation Advisory Committee supports:

1. Amending the current masterplan to include installation of bollards as per Option 1; and 2. The installation of directional signage at the entry to the western and eastern access roads.

8.4 Volunteers for ‘Adopt-a-Spot’ program

Purpose To seek nominations for volunteers to participate in the Shire of Augusta Margaret River ‘Adopt-a-Spot’ program for cleaning roadsides.

Background The Augusta Margaret River Shire previously received requests from the local community and businesses to reduce the amount of litter on the verges of Bussell Highway. Main Roads WA, who is responsible for maintaining the verges along the

Bussell Highway, previously advised the Shire that it is unlikely that the desired frequency of verge clean-up would occur due to budget constraints. As a result of limited resources to achieve cleaner roadside environments, several state and local governments around the world have engaged their local communities and businesses to deliver roadside clean-ups through programs such as ‘Adopt-a-Road’. In Australia, several local governments have put similar programs in place through the Keep Australia Beautiful Council WA’s ‘Adopt-a-Spot’ program. The program involves individuals, community groups and businesses to volunteer a few hours to contribute towards achieving a cleaner environment. The Keep Australia Beautiful Council WA provides resources and insurance cover to volunteers as well as an Adoption Certificate. The Shire has allocated $5,000 in its 2015-16 budget to assist with the coordination and promotion of the program. Main Roads WA has also been consulted and is supportive of the program. The following key sites have been nominated to commence the program:

• 50km/hr zone area located to the north and south of Cowaramup • 60km/hr zone located to the north and south of Margaret River (the Shire

has appointed a contractor to undertake clean-up in this area, however more frequent clean-up are required)

• 60km/hr zone north of Augusta • 90km/hr zone to the north and south of Karridale

Further sites can be explored subject to the uptake of the ‘Adopt-a-Spot’ program. Requests were also received to clean up the road sides along Bussell Highway in the 100km/hr and 110km/hr speed zones. The Shire is currently discussing this request with Main Roads WA.

Once the Shire has received nominations from local residents, community groups and businesses a date will be set for the first clean-up. The number of clean-ups per year would be determined based on the number of volunteers participating in the program.

RECOMMENDATION That sporting organisations seek nominations from their members to participate in the Shire of Augusta Margaret River ‘Adopt-a-Spot’ program for cleaning up road sides along Bussell Highway.

The committee agreed it was a great idea and would try to put it through the clubs to see if some volunteers could be sought although volunteers are in high demand in all clubs. It was suggested that the schools could be approached however the Shire, Schools and Main Roads are not keen on children being next to the road especially in 100km zones.

8.5 Hawks Cricket Club - Installation of a hard wicket with a roll on cover As previously raised at the meeting on the 1 April due the expansion of the school we have lost 2 cricket pitches in Margaret River. We now only have access to 1 in Margaret River, 1 in Cowaramup and 1 in Augusta. Gnarabup Oval is too small for junior and senior cricket. Michael Earl has been researching hard cricket wickets with a roll on cover so it can be used a multi-use ground and has met with stakeholders about location of the pitch. Should the Western Oval development go ahead rugby will need to share the main oval at Gloucester Park for one season. Michael has also drawn up potential fixtures on how all sports can be accommodated during this period. The product investigation have shown that two city Councils (City of Rockingham and the City of Cockburn) have this product installed on their ovals with both junior and senior football is played and there haven’t been any issue. We would be aiming to

install something that has negligible impact. There is evidence at the above Councils that both junior and senior AFL teams have been playing on it for years and there has been no negative impact on the multi-use field. The main issue that the cricket club can see is the capacity of Gloucester Park to cope with the addition of rugby while western oval developed. They will require support from the Gropers Committee and are also seeking support from the juniors. Mark Heyink - The Gropers Committee are not keen to play on a hard wicket covered with roll on turf. We would also like a guarantee of a playing field to go. When will the Lower Western Oval be developed? Annie Riordan – The Shire has submitted a grant application for the Lower Western Oval however there is no guarantee it will be awarded. If the grant application is not successful the development will not go ahead. Neil Mattinson – The soccer club have discussed and our usage of the Nippers oval is very low impact so we have no issue with the product. A question was raised about the integrity of Gloucester Park if everyone is using it. Where does everyone go if overuse turns it into a mud pit? Shane Bacskai – We will maintain it as best we can and make it as strong as we can. We could perhaps look at over-seeding the main corridor. We should be able to get through. When you do get a new sport field you will need to establish a root system. Usage would need to slowly build up to full use over 2 years. The biggest risk will be large scale events coming into town. Concerts, motorbike racing etc.

8.6 Updates from clubs 8.6.1 Margaret River Netball Association

• Netball going strongly • 150% increase from last year • 50 registrations • Increase in lower primary • All divisions going well • Thank you for the Mudfest fundraiser opportunity we were involved

with Hockey 8.6.2 Margaret River Hockey Club Inc

• Really enjoyed initiatives coming out of this committee to become sustainable – thank you for joint Mudfest fund raising opportunity

• Hockey is going towards finals now • Great numbers • More juniors have joined mid-season to come and play • Higher profiled • Looking stronger and stronger

8.6.3 Margaret River Gropers Rugby Club

• Thank you to Michael and the Mudfest opportunity and for helping everyone get involved in fundraising

• Clarification on cricket pitch. Fully in support of cricket club trying to expansion. Don’t want it to come at the cost of another sport

• Travelling quite well • Colts doing well • End of season • Few fund raisers coming up

8.6.5 Margaret River Senior High School

• Change over 2 months • Mudfest saw a significant number of students, parents and teachers

participating. The event was very well organised 8.6.6 Margaret River Basketball Association

• New committee - getting use to function • Decline in numbers and we are looking to increase • Clashing with cricket • Low on volunteers • Advertising next week, five weeks out from registrations so everyone

is aware it is coming up • We are also now on Facebook to increase profile • Introducing grading system to make competition as even as possible • Hope to increase numbers so if anyone can help please do

8.6.7 Arts Margaret River

• This Saturday we have kids concerts at 10am and 2pm • Earths dinosaur petting zoo • Next weekend there is a film fund raiser happening – Off road cycling • There has been an influx of groups looking at fund raiser movies and

we are happy to help out 8.6.8 Margaret River Roller Debry

• We had a bout last weekend with Kalgoorlie • Spectator numbers were down • We lost by 12 points in the last couple of minutes • It was a fun night and the after party at the Footy club went well • The next bout is on the 5 September – Kwinana • We are holding a cake stall fund raiser outside IGA for St John

Ambulance as they volunteer at our bouts – come along and support the fund raiser and get some yummy home baked goods. We have lots of chefs in the derby team

8.6.9 Margaret River Recreational Surfers

• Southern high coming down great surfing weather • Mega swell advertised by media resulted in a great influx of numbers

there was standing room only • On a sad note lost one of our surfers recently

8.6.10 Margaret River Tennis Club

• Off season • State juniors 12-15 year olds to come down to use our facilities • We are known for having the best facilities • Tour will be coming back in February 2016 • We have had a couple of small break ins

8.6.11 Shane Bacskai

• Dry winter has been good for the grounds • We are changing practices and will be aerating to accommodate

growth

8.6.12 Margaret River Karate

• Third term has started well • Participation is going well • We are fundraising for the trip to Japan • Scope of works for busy bee coming up end of month • Tournament with state body coming up to prepare us for our trip to

Japan 8.6.13 Margaret River Underwater Hockey Club

• No direct involvement with Underwater Hockey club anymore but still the current committee representative

8.6.14 Football Margaret River

• Junior and senior men and women soccer going well • All age groups finish at the end of September • Strong representation in the upcoming Country Week which will be

held in Spearwood the next school holidays • The coordinators of Country Week this year are members of the

Soccer club. Doing our bit for the sport • A former member will take up scholarship in the US to study and play • Thanks to Shire for the great condition of the fields

8.6.15 Margaret River Junior Football

• Preparing for end of year finals • Year 9 side will make association finals • All games on this weekend Saturday and Sunday

8.6.16 Margaret River Bowling Club

• Not much happening as most members are travelling up north • Friday and Sunday morning bowls are on

8.6.17 Augusta Golf Club

• Fairway on course are in tremendous condition • Numbers up this year • Enjoying the competition this year • Thank you to the committee and the Shire for the interest free loan -

the drainage is now working brilliantly and filling the dams • If any Augusta sporting clubs have any issues I am happy to represent

them and bring their issues forward 8.6.18 Margaret River and Districts Agricultural Society

• We are currently organising entertainment for show • New cladding is up • Fences up are up • Lost Royalties for Regions funding - free admission to shows • There have been initial discussions about a tractor pulling event at the

show • Cricket club - please leave copies of proposed fixtures while pitch and

cover are potentially installed 8.6.19 Director Corporate and Community Services

• Please provide feedback through the meeting or by email about the concept plans for Lower Western Oval redevelopment.

• The plans show lighting at 100 lux as this is all DSR will fund however we are looking at prices of 250 lux for Hockey and the associated long term running costs
