Sustainable housing key to overcoming challenges: PM • Premier calls on world nations to re-prioritise focus on development to accelerate recovery

HRH the Prime Minister yesterday called on the international communi-

ty to adopt “easy and relaxed” stimulus programmes to help COVID-19 affected countries achieve Sustainable Develop-ment Goals (SDGs).

Developing “strong housing, health and educational infra-structures” are the key to over-coming these challenges, Prince Khalifa told World leaders, cit-ing the Kingdom’s success in fighting the COVID-19 pandemic.

The pandemic, HRH Prince Khalifa bin Salman Al Khalifa said, brings to the forefront the need to re-prioritise focus on development to accelerate the recovery of economies around the globe.

The call came in HRH Pre-mier’s message to the world on the occasion of World Habitat Day 2020 observed on October 5 every year, which this year has

the theme “Housing For All: A better Urban Future”.

COVID-19 pandemic, Prince Khalifa said, has proved to the world that “strong housing, health and educational infra-structures” are crucial in facing the new challenges.

“In Bahrain, we are proud that we put in place urban and housing programmes decades ago by diagnosing reality and anticipating the future.”“Our works followed the awareness that housing is crucial to ensur-ing sustainability and providing the citizens a decent living,” the Premier stressed.

The US President Donald Trump, now at a military hospital as a precaution-

ary measure, has been treated with an experimental antibody cocktail for COVID-19.

T h e p r e s i -dent’s physi-cian, Dr Sean Conley, said in a statement that Trump “remains fa-tigued

but in good spirits” after receiv-ing an intravenous dose of Re-generon Pharmaceuticals Inc’s dual antibody.

Trump was also taking im-mune system boosters zinc and vitamin D, aspirin, and other generic drugs.

Trump, 74, has a mild fever, according to a source familiar with the matter.

White House press secretary Kayleigh McEnany said the President would work in a spe-cial suite at the hospital for the next few days as a precautionary measure.

Meanwhile, in an 18-second video recorded inside the White

House and released on Twitter, Trump broke his silence, saying he was being hospitalised, but “I think I’m doing very well.”

“We’re going to make sure that things work out,” he said, adding that First Lady Melania Trump -- who also contracted the virus -- was “doing very well.”

Roughly 17 hours after he made his diagnosis public, Trump got admitted to Walter Reed National Military Medical Center in Bethesda, Maryland.

Bahrain has launched a new electronic service for trading endangered

species like Falcons, Owls, Deer, Monkeys, Flamingos, Ostriches, Tauraco, Bustards, Cockatoos, Grey Parrot, Amazona, Macaws, and some rare Lovebirds.

The service launched by the Supreme Council for Environ-ment (SCE) says the platform is also for trading “some large mammals such as Elephant, Lion, Leopard, Tiger, Fox and Wolf etc.., even if they are mum-mified or in the form of fur, or some parts of them such as the jaw, canine, or claws.”

Turtles, LizardsThe tradable list also includes

rare reptiles such as Turtles, Iguanas, Monitors, Lizards, Crocodiles or large Snakes, even if in the form of raw skins or product such as shoes, bags or belts.

Dugongs, DolphinsMarine species like Seahors-

es, Dugongs, Dolphins, and Sharks included, even if they are only in the form of fins. Corals and caviar extracted from the rare sturgeon are also allowed.

Cactus, Cycas palmsWhen it comes to plants, the

allowed list includes Cactus, Cy-cas palms, Orchids, Red sandal-wood, and Agarwood in many forms ( chips, Oud oil, etc.)

The Trade in Endangered Species (CITES) service is for “importing, exporting and

re-exporting all endangered species, listed under the Con-vention on International Trade in Endangered Species of Wild Fauna and Flora services,” SCE Chief Executive Officer, Dr Mo-hammed Mubarak bin Daina, said.

Cows and chickensHowever, for trading domes-

ticated and domestic animals like cows and chickens, those interested should approach Ag-riculture and Marine Resources Affairs at the Ministry of Works, Municipalities Affairs and Ur-ban Planning.

datory norms to be followed to avail of the service. One amongst them says the trade in live species for personal pur-poses should not exceed two specimens.

For agarwood, the SCE said, “Personal import or export is excluded from CITES certificate if it does not exceed 1 kg.”

Trade-in for Oud oil is for 24 ml.

Participants are also required to procure a health import per-mit issued by the Veterinary Department of Agriculture and Marine Resources.

Shipments will follow laws of the International Air Transport Association (IATA).

BD23.4 m ‘Future Generation Reserve Tower’ deal signed

Works Ministry an-nounced signing an agreement for the

construction of the Future Generation Reserve Tower in the Gulf of Bahrain.

Minister of Works, Munic-ipalities Affairs and Urban Planning Essam bin Abdullah Khalaf signed the BD23.4 million deal awarded to Al Ghan-ah Group.

Expecting com-pletion in the fourth quarter of 2022, the project with an over-all construction area of 63,000m2 and plot area of 12,000m2 in-

cludes 38 floors of office ac-commodation and various ser-vice facilities. The project, the first financial investment tow-er in Bahrain, will be designed to receive the Leadership in Energy and Environmental Design Certification (“LEED”), an internationally recognised green building standard.

The architect of the project is Mohammed Salahuddin

Engineering Consulting Bureau, MSCEB, a lead-ing national engineering practice.

The project is expect-ed to revitalise the local economy by attracting more local and interna-tional investments and create top quality job op-portunities for Bahrainis.

Work honoured Dr Kawthar Al Eid, Member of the Board of Directors of the Bahrain Red Crescent Society (BRCS), as one of the pioneers of vol-untary work in Bahrain among the national cadres on the front lines of the fight against COVID-19 pandemic.

Dr Al Eid was one of the 19 prominent volunteers hon-oured for their voluntary work who had contributed to pro-tecting the health and safety of citizens and residents and combating COVID-19 pandem-ic.

The Bahrain Red Crescent Society congratulated Dr Al

Eid for being honoured with this prestigious award, ex-pressing pride in all its mem-bers who exert tremendous efforts in various fields of vol-untary work.

Three more COVID-19 relat-ed deaths took Bahrain toll

from the coronavirus pandem-ic to 258.

Bahraini men aged 90, 81 and 48 years are the latest vic-tims.

Health Ministry also an-

nounced new 507 coronavirus cases and 629 new COVID-19 recoveries.

The ministry also carried out 9,735 tests yesterday, taking the overall number of tests to 1,468,655.

There are currently 5,239 active cases in the Kingdom, of which 5,183 are stable.

Imposing travel ban is a sov-ereign decision of Bahrain and a purely internal matter

on which Iraq will not interfere, an AlAyam report quoting a top Iraqi embassy official said.

The Chargé d’Affairs of the Embassy of the Republic of Iraq to Bahrain, Muhammad Adnan, was responding to the report that entry is denied for Bahrai-nis citizens to Iraq via Bahrain International Airport over pan-demic concerns.

Muhammad Adnan said Iraq respects the principles of na-tional sovereignty and would not interfere in Bahraini decisions.

“It’s a sovereign matter of the Kingdom of Bahrain, in which the Iraqi authorities do not in-terfere,” Adnan told AlAyam.

The Chargé d’Affairs said Iraqi authorities have started issuing visas for the Arba’een pilgrim-age, which takes place forty days after the day of Ashura. The event commemorates the martyrdom of Husayn ibn Ali, the grandson of Muhammad, who got killed on the 10th day of

the month of Muharram.The official said that some

Bahraini citizens obtained visit visas to Iraq, with prior- approv-al from the official authorities in Iraq.

AlAyam report said the em-bassy of Iraq has started issuing visas for the “fortieth-day” visit which falls this year on October 8 on a quota basis.

“The embassy is receiving applications through tourism offices authorised to organise religious trips, and not directly through individuals,” AlAyam report quoted the embassy offi-cial as saying.

The decision follows a direc-tive from the Iraqi government to issue a limited number of vi-sas, 1,500 visas for each country, on October 1.

Arrangements are in place to receive travellers for the Ar-ba’een at airports at the Baghdad and Najaf. The city of Karbala in Iraq is the centre of the proceed-ings which many pilgrims travel miles on foot to reach.

The Iraqi embassy resumes the issuance of visas after a hi-atus of several months since the start of the Coronavirus (COV-ID-19) pandemic. Earlier, Iraq

has banned entry to travellers coming from Bahrain, China, Iran, Italy, Japan, Kuwait, Singa-pore, South Korea and Thailand in March.

In early September, the Ira-qi embassy had also distanced itself from advertisements by travel and tourism agencies on organising trips to Iraq, AlAyam report says.

Iraq had recorded more than 372,000 cases of COVID-19, over 9,000 deaths since the pandemic began to spread, according to statistics.

Viral social media clips helped police catch two

men who were selling intox-icating drinks in the A’ali re-gion.

The accused, aged 30 and 35 years, police said, are in cus-tody now and will face legal action.

The Director-General of the Northern Governorate Police Department the accused were both Asians by nationality.

Police, acting on a tip-off, formed a team to investigate the matter.

Officer soon identified the suspects and approached

them. Upon searching, officers

found from them intoxicating drinks banned in the Kingdom.

Police also seized undis-closed amounts of cash from them, which they received from customers.

Public Prosecution will take further legal actions.

Bahrain has no plans to temporarily lift the ban on

travel to Iraq and Iran or any other countries having a high prevalence of COVID-19, an Al Ayam report confirmed.

The decision is to support the effort of the National Com-mittee to combat the Coronavi-rus pandemic.

The report said the deci-sion is in the best interest of the safety and health of cit-izens and residents in the Kingdom.

The ban would help relieve the pressure on medical per-sonnel who are fighting at the frontline to reduce the spread.

“There is a need to set the right atmosphere for them to

follow up on current cases and provide them with medical ser-

vices in the best way possible,” the report said.

adopt a National Frequency Plan, is set to issue the update the plan as a digital book for effective use of spectrum and resources.

The move also reflects the outcomes of the World Radi-ocommunication Conference

(WRC), held in Sharm el-Sheikh, Egypt in November 2019, is ex-pected to help attract invest-ment with clear and flexible radiocommunications plans and regulations.

Information & eGovernment Authority (iGA) Chief Execu-tive, Mohammed Ali Al Qaed said this during a meeting of

the 3rd Spectrum Strategy and Coordination Committee held remotely and attended by rep-resentatives of nine government organizations.

The digital booklet, Al Qaed said, will help improve the qual-ity of mobile and satellite com-munications and other radio services in the Kingdom and

serve as a reference for other countries.

An outline for the national dissemination of frequencies has been adopted and will pub-lish via the iGA corporate web-site and the National Portal, bahrain.bh.

The National Frequency Plan allocates land, air, and mari-time satellite spectrums locally in line with radio regulations issued by the International Telecommunications Union (ITU).

BD23.4 m ‘Future Generation Reserve Tower’ deal signed

construction of the Future Generation Reserve Tower in the Gulf of Bahrain.

Minister of Works, Munic-ipalities Affairs and Urban Planning Essam bin Abdullah Khalaf signed the BD23.4 million deal awarded to Al Ghan-ah Group.

Expecting com-pletion in the fourth quarter of 2022, the project with an over-all construction area of 63,000m2 and plot area of 12,000m2 in-

cludes 38 floors of office ac-commodation and various ser-vice facilities. The project, the first financial investment tow-er in Bahrain, will be designed to receive the Leadership in Energy and Environmental Design Certification (“LEED”), an internationally recognised green building standard.

The architect of the project is Mohammed Salahuddin

Engineering Consulting Bureau, MSCEB, a lead-ing national engineering practice.

The project is expect-ed to revitalise the local economy by attracting more local and interna-tional investments and create top quality job op-portunities for Bahrainis.

As a country with the a rich heritage of education, it is no surprise that the Kingdom of Bahrain Bahrain has been

ranked as the top destination in the Arab world after the UAE and 46th globally

in the latest edition of the World Bank’s annual Human Capital Index released last week. The list makes interesting reading because it shows that access to resources and wealth or size are not the key factors in how a country shapes its human capital. After all, Singapore, which took the first place globally, is much smaller than the USA or Canada and has almost no natural resources to boast of. Still, the Asian island nation, often seen by our Crown Prince HRH Prince Salman bin Hamad Al Khalifa as a benchmark for Bahrain, tops the chart when it comes to people’s health and education - the report focuses on the knowledge, skills and health that a child born today would ac-cumulate by their 18th birthday.

T h e b a s e l i n e f o r t h e s t u d y was drawn from pre-pandemic data and undoubted-ly, the COVID-19 health disruption has shattered pro-gress everywhere. Nowhere is this seen more clearly than in the progress of women and dis-advantaged groups. The shift to work and education on-line platforms has widened the digi-tal gap globally and has also impacted a whole genera-tion socially. I look around and am aghast that we are so casually bring-ing up a generation o f s q u a r e - e y e d children addicted to passive stimuli from their laptops and phones.

And where are they learning it from? From the best – or is it worst? – teachers: their adult role models. Parents, guardians..all adults.. are guilty of taking the easy way out and encouraging chil-dren to get hooked to the digital babysitters: television, computers and phones. Instead of making the pandemic an excuse for letting our children’s minds grow flabby through un-deruse and their bodies get stunted from being couch potatoes, we adults must take it up as a challenge to be innovative and encourage new ways of engaging with them.

Are we spending more time with them, talking to them and explaining why their world has changed so much? Are we making time to structure physical exercise and play time outdoors under careful supervision with social distancing? Are we encouraging them to articulate their experiences so that they learn to express themselves and build a bank of memories and feelings to navigate the fu-ture world?

These are the pointers we must work on, now that we know where we stand. The next report of the index must see an even better and brighter Bahrain.

I have long suspected that the endless undoubtedly boring Eu-ropean summit meetings are so

turgid for a reason. It is easy to get lost in the byzantine complexities of false agreements that actually solve nothing. And that is how the EU likes it: For us to have little idea that it is a paper tiger, so much less than meets the eye in terms of its geostrategic power.

But crises clarify. And there is absolutely no doubt that the coro-navirus has made crystal clear that the old model governing the EU has finally, after a brilliant 70-year run, entirely run out of steam. The sup-posed deal over emergency Europe-an coronavirus funds pledged last week to the plague-ravaged south, far from being a concord, has ex-posed the EU’s haplessness for all to see.

First, if you are brave enough to wade through the actual agreement reached, it becomes palpably clear that it is full of policy holes. The Eurogroup of finance ministers has recommended using the European Stability Mechanism (ESM), estab-lished in the wake of the 2008 Great Recession, to meet the southerners’ needs.

A basic problem with this is that the ESM was set up in the wake of an asymmetric shock — the par-ticular economic follies of Greece and possibly other southern econ-omies — rather than the symmetric shock of a global pandemic. In other words, there can be no doubt that Greece was largely to blame for its own parlous situation. The same

cannot now be said of the Southern European states ravaged by a global pandemic. The basic issue of fairness is in real question.

Italian Prime Minister Giuseppe Conte rightly calls the proposed €540 billion ($587 billion) rescue plan “a trap.” The accord is there to only deal with the immediate impact of the virus. However, over the much larger rescue efforts necessary to revive the Italian and other south-ern economies necessitated by the debilitating lockdown, normal con-ditionality will be imposed.

This is understandably political-ly toxic in Italy, where it is seen as surrendering basic sovereignty to the uncertain mercies of economic overlords the EU, the International Monetary Fund and the Europe-an Central Bank. No Italian leader could accept such colonization and survive. In true Kafkaesque fash-ion, no country in the south that truly needs the ESM can politically accept it. These design flaws have become so obvious that the deal has unraveled almost immediately upon delivery.

This amounts to more than Eu-rope’s glaring inability to behave as a union when it truly counts; it also illustrates the limits of the guiding philosophy of the EU. The “Monnet method” — functionalism — is a pol-icy strategy based on the advocacy of small, technocratic, apolitical agree-ments being agreed to precisely be-cause they seemed secondary, or technical, eventually amounting to decisive movement toward a con-federated European state.

In the 1950s, rather than talking about grand visions of European

union (a Valhalla that had far less than majority support), it was better to discuss seemingly inoffensive coal and steel union, even as the latter led to further economic union, and then to a degree of political union. Large political questions were to be pur-posefully avoided in favor of getting to large political answers (always in the direction of ever closer union) through the backdoor of technical, apolitical initiatives. Over decades, functionalism met with the great-est of success, as a broadly united Europe emerged, all without ever answering the basic question of what sort of political construct was truly being created.

While this seemed clever and it worked for a long while, in actuality, functionalism has stored up a great deal of trouble for Europe, which has come home to roost since the Great Recession of 2008. The founders of the EU wanted a powerful Hamilto-nian Brussels without ever having their Hamiltonian moment..

This means they were broadly advocates of a federated (or confed-erated), centralized European state, without ever having the necessary political debate that raged in the US in the 1790s between the advocates of centralism (Alexander Hamilton) and decentralization (Thomas Jef-ferson). In the end, the federalist ad-ministration of George Washington opted for Hamilton’s centralizing vision, won overwhelming re-elec-tion and a popular mandate for the national government to assume state debt, while at the same time estab-lishing a powerful national Treas-ury, brilliantly headed by Hamilton himself.

Due to an overly clever function-alism, present European leaders (with the honorable exception of President Emmanuel Macron of France) shied away from this diffi-cult argument in the happier times that preceded the coronavirus. But the failure of functionalism over the past 70 years to decisively answer the question of what sort of union Europe was to become is now fatally handicapping basic and necessary efforts to combat the coronavirus — the political risk event of our gen-eration.

The result is an EU built only for sunny weather, which trundles along nicely in good times, but is fatally overmatched in bad ones. A political union that no one really believes in and whose members are not willing to make the basic sacrifice of blood and treasure for is a union only in name. And, without the Hamiltoni-an moment in these times of crisis, Europe will be increasingly unfit for purpose.

In just 24 hours, these parties, led by the example of HH Shaikh Nasser bin Hamad Al Khalifa, have raised over BD 21 million to help people and business-es struck by the impact of the virus. The funds, under the project ‘Feena Khair’ (There is Good in Us) will be used for business support and medical support as well as humanitarian food and clothing aid.

The Bahrain Chamber of Commerce & Industry also provided its spacious and centrally-located old premises for use by the COVID-19 task force.

In the midst of our peculiar con-dition of isolation, social dis-tancing and despair, we must rejoice in this stream of com-passion that has sprung from amidst us to counter the harsh reality of the crisis. It is praise-worthy of the big businesses to have come forward to sup-port the vision of the leaders of Bahrain and keep the hu-manitarian consideration as the first priority in this crisis.

Long after the dust has set-tled around the world, those who will be remembered are leaders who led from the heart. Undoubtedly, the response of Bahrain’s lead-ership will shed a beacon of light on our historic response. Inspired by His Majesty, our Crown Prince and First Dep-uty Premier guided the gov-ernment in the crucial early days to approach the sensi-tive themes of quarantine and treatment with compassion. When he returned from his

sojourn abroad, our beloved Prime Minister immediately galvanized the Cabinet and government officials, displaying his admirable energy and crisis management in managing the situation.

I am sure you will all agree that this has inspired our business houses and individuals to donate so generously and tap the vein of goodness within us and reach out to help fellow-residents of Bahrain. The days are challenging but when we have great leaders, we all rise to the occasion and to greater heights of goodness than we ourselves thought possible.

Yes indeed. There is good in us all..

India to waive certain interest levies on loans

The Indian government has told the Supreme Court it will waive cer-

tain interest levies on loans up to 20 million rupees ($272,888) under a COVID-19 support plan, a legal filing showed, in a move that will bring relief to millions of borrowers.

While the government did not disclose the impact on the banking sector, an analyst at credit ratings firm ICRA esti-mated it will cost New Delhi a maximum of 50-70 billion ru-pees ($682 million-$955 mil-lion). “We expect the impact to be minimal on profitability of lenders,” said ICRA’s Anil Gupta.

An Indian optician from Agra had challenged the plan which allowed skipping repayments for six months but levied an ad-ditional “interest-on-interest” on delayed payments which borrowers called unfair.

Other borrowers, including real estate companies and pow-er utilities, also challenged the plan.

In a filing on Oct. 2 with the Supreme Court, the govern-ment said it had decided to waive the compounding inter-est component on small-busi-ness and some other loans re-lated to education and housing, and credit card dues.

“The government bearing this burden would naturally have an impact on several other pressing commitments being faced by the nation, including meeting direct cost associated with pandemic management,”

the filing added.If the government were to

consider a complete waiver of interest payments over a six-month moratorium period, as some had sought, it would cost 6 trillion rupees ($82 billion), the filing said.

The Indian government’s fil-ing said that all borrowers will benefit from the decision, irre-spective of whether they opted for the moratorium or not. It was not immediately clear how such relief will be provided.

India’s finance ministry did not immediately respond to a request for comment.

Gajendra Sharma, the Indian optician who filed the first case in the Supreme Court, applaud-ed the decision.

Nangarhar province yesterday, killing at least 15 people and wounding dozens, according to provincial officials, as violence continues in the war-torn nation despite peace talks taking place in Qatar.

Attaullah Khugyani, a spokes-man for the provincial gov-ernment, said the number of casualties, most of whom were civilians, could rise and that dozens of people were also in-jured by the blast in Ghani Khel district.

Five people, including four young children, were killed

in a suspected family dispute outside Paris yesterday, as French police investigate what sparked the violence.

The dead, reportedly from a family of Sri Lankan origin, were found together in a room at a property in the eastern Paris suburb of Noisy-Le-Sec.

The child victims were be-tween two and 14 years old, a police source told AFP.

Three more people were found badly injured at the property after what the local prosecutor’s office said ap-peared to be a violent family disagreement.

The source said it appeared the victims had been stabbed to death, adding that the line of enquiry involved a family dispute “whose circumstances have still to be determined.”

“They were an ordinary, ex-emplary family. I can’t believe it,” said Olivier Sarrabeyrouse, the local mayor who had pre-viously taught some of the victims.

The three injured -- includ-ing a potential instigator of the violence -- were hospitalised, the prosecutor’s office said, adding that two adolescents were also slightly hurt.

A local cafe proprietor told AFP that police had gone to the family’s home only last week after a dispute.

British Prime Minister Bo-ris Johnson and EU chief Ursula von der Leyen yes-

terday asked their negotiators to “work intensively” to over-come differences to secure a post-Brexit free trade deal.

The two leaders spoke via video-link after the last of nine scheduled rounds of talks be-tween London and Brussels ended Friday with both sides saying significant obstacles to an agreement remained.

The intervention by the pair, who last held Brexit talks in June, is seen as crucial to find-ing a breakthrough in the stalled negotiations, with time running short to ratify a deal by an end of the year deadline.

Britain is due to end nearly five decades of economic and political integration on Decem-ber 31, and fears are growing of travel and trade chaos if an agreement is not struck.

Johnson’s office said in a statement that both leaders had “agreed to speak on a regular ba-sis on this issue” as their teams try to find compromises for the thorniest issues.

“They endorsed the assess-ment of both chief negotiators

that progress had been made in recent weeks but that signifi-cant gaps remained,” a Downing Street spokesman said, adding fisheries, so-called level playing field provisions and governance issues were proving most prob-lematic.

“They instructed their chief negotiators to work intensively in order to try to bridge those gaps.”

Britain formally left the Euro-pean Union in January but has

remained bound by most of the bloc’s rules during a transition phase that ends on December 31.

Both sides have pinpointed a European summit on October 15 as the latest an agreement could be reached for it to be rat-ified in time for it take effect by then.

Britain’s head negotiator Da-vid Frost promptly said on Twit-ter: “That work begins as soon as we can next week.”

Mexico deploys military to block migrant caravan

Mexico ordered the mili-tary to deploy along its

southern border to block a mi-grant caravan that President Andres Manuel Lopez Obra-dor suggested was linked to the US election.

Thousands of mostly Hon-duran migrants were traveling through Guatemala, heading for the United States via Mex-ico, just weeks before a tense US presidential vote in which immigration is a key issue.

“It seems very strange to us. It’s very strange that this car-avan leaves on the eve of the election in the United States,” Lopez Obrador told reporters.

“It has to do with the elec-tion in the United States. I don’t have all the elements but I think there are indications that it was put together for this purpose,” he added.

The migrants, mostly young men, surged across the border from Honduras into Guatema-la on Thursday despite restric-tions linked to the coronavirus pandemic.

Many were not wearing masks to protect against the spread of infection.

Some returned to their country after the Guatemalan government ordered them to

be detained and deported.Mexico will deploy hun-

dreds of military and immigra-tion personnel to its border to prevent the caravan entering the country, a senior govern-ment official said.

“They’re not going to cross,” Francisco Garduno, the head of the Mexican migration au-thority, told reporters.

Garduno said the migrants must “respect the immigration law.”

Lopez Obrador, however, said that Mexico wanted to avoid a confrontation with the caravan.

In recent years, thousands of Central American migrants traveling in large groups have crossed into Mexico, with the aim of reaching the US border.

A long-delayed flood bar-rier system successfully

protected Venice from a high tide for the first time yester-day, bringing big relief to the lagoon city after years of re-peated inundations.

“Today, everything is dry,” mayor Luigi Brugnaro said on Twitter. “Pride and joy.”

The network of 78 bright yellow barriers that guard the entrance to the delicate Venetian lagoon lifted from the sea bed as the tide, driven by strong winds and rain, started to climb.

City officials had forecast a tide of 130 cm (4.27 ft), well

below the devastating the 187 cm tide that battered Venice last November, but enough to leave low-lying areas deep un-der water.

However, when the expect-ed peak came shortly after midday, the famed St. Marks Square, one of the first places in Venice to flood, remained largely dry.

The multi-billion-euro flood defence system, known as Mose, was due to come into service in 2011, but the project was plagued by corruption, cost overruns and prolonged delays.

It was finally tested in July and engineers deemed it was ready to use in bad weather.

India’s Prime Minister Naren-dra Modi yesterday inaugu-

rated the strategically impor-tant, all-weather Atal Tunnel in Himachal Pradesh that con-nects Manali to the Lahaul-Spiti valley and reduces travel time to Leh (in the Union Territory of Ladakh) by up to five hours.

He was accompanied by De-fence Minister Rajnath Singh, Chief of Defence Staff (CDS) General Bipin Rawat and Army Chief General MM Naravane, as well as Himachal Chief Minister Jairam Thakur.

Describing the moment as a “historic day” and one that her-alded the realisation of former Prime Minister Atal Bihari Va-jpayee’s dream - the tunnel has been named after him - PM Modi said the tunnel would strength-en India’s border infrastructure.

“The Atal tunnel will give new strength to India’s border in-frastructure. It is an example of world-class border connectivity. There have been demands to improve border infrastructure but, for a long time, such pro-jects either couldn’t get out of the planning stage or got stuck midway,” the Prime Minister said in his inauguration speech.

“This tunnel is not only im-

portant to Himachal, but also because it facilitates a connec-tion to Ladakh. People who live in the mountains would know the significance of cutting down travel time by four or five hours,” the Prime Minister added.

He also used the occasion to take several swipes at the Con-gress (although without naming the opposition party), declaring that defence interests had been compromised under its rule.

The Prime Minister cited a number of projects, from the tunnel to the air strip at Daulat Beg Oldi in Ladakh, and claimed they had been either delayed or forgotten. He questioned the “compulsion” or “pressure” that might have been beyond the delays.

“There was no political will. I can talk about dozens of pro-jects that are important from the strategic point of view, but

for years they were neglected,” he said, adding, “Nothing is more important to us than pro-tecting the country... the nation has seen an era when defence interests were compromised.”

Described as the longest high-way construction of its kind in the world (above 10,000 feet), the 9.02 km-long Atal Tun-nel is built to “ultra-modern specifications” at an altitude of 3,000 metres (10,000 feet) in the Pir Panjal range of Himalayas.

It is a horse shoe-shaped, single-tube, double lane tunnel with a roadway of eight metres and has an overhead clearance of 5.525 metres, the Prime Min-ister’s Office said in a statement.

The tunnel has been designed for traffic density of 3,000 cars and 1,500 trucks per day, each of which can travel at a maximum speed of 80 kmph.

lashed southern France and northern Italy, with roads and bridges damaged or destroyed and thousands left without power.

Torrential rain of up to 50 centimetres (20 inches) and high winds crashed into the border area between the two countries in the latest in a string of strong storms in recent years.

Storm Alex barrelled into France’s west coast on Thurs-day bringing powerful winds and rain across the country be-fore moving into Italy, where regions across the north suf-fered an onslaught throughout yesterday.

Switzerland was also battered with record rainfall in some ar-eas and powerful gusts, forcing the closure of roads and moun-tains.

A volunteer firefighter died in Italy’s Aosta Valley and a man

was killed after his car was washed away in the river Sesia, about 100 kilometres (60 miles) further east.

Eight people were recorded missing around the French city of Nice and 22 more in Italian border areas.

Dozens of firefighters were trying to reach one Italian vil-lage by train after the road was shut.

In France, the army and hun-dreds of rescuers have been de-ployed to search for the missing, including using helicopters to bring aid and evacuate people where possible.

But rescue efforts have been hampered after sections of roads collapsed.

“You can also see a few hous-es that are perched above the void because the riverbed has washed away the road,” a fire

Castex, who inspected the dam-age around Nice by helicopter, said there were eight people officially designated missing but a great many more who were out of contact.

“I do not hide from you our deep concern about the final

“The situation is catastrophic in some communes,” regional lawmaker Eric Ciotti told AFP.

Authorities in the southern Alpes-Maritimes region had been placed on alert Friday and around 12,000 people in three valleys to the north of Nice were without power yesterday after-noon.

“We are thunderstruck. We saw the (river) Vesubie burst its banks -- everything was swept away, including part of the old iron bridge,” Roquebilliere res-ident Serge Franco, a resident of Roquebilliere, some 50 kilo-metres (30 miles) north of Nice, told AFP as rescue helicopters hovered overhead.

Hamdan Al Maktoum, trained by John Gosden and ridden by Jim Crowley—produced a de-termined late challenge to beat Half Light and Cloak of Spirits by a length-and-a-half and a neck.

Nazeef ’s winning time was one minute 42.21 seconds. She had capped a winning sequence of six successive races after she struck for the first time at the top level over the July Course in the Falmouth Stakes three months ago.

That was over this same dis-tance of a mile, before she twice came up short at 10 furlongs in the highest grade at Goodwood and Deauville.

But the four-year-old ap-peared to relish rain-softened conditions on her return to Newmarket, challenging in-side the final furlong to see off

the runner-up, who had been supplemented for the race by French trainer Henri-Alex Pan-

tall.Gosden said: “They had a 100

millimetres of rain in Deauville and it was like an ice rink—she couldn’t get her foot in, so Frankie looked after her. She came out of the race well and we were able to come here back to a mile.

“I think she gets a mile and a quarter, but she got confused and lost her balance a little com-ing down the hill in the Nassau to run on late and be third. She is a grand filly that is very brave.

“For Newmarket this is soft, it is quite testing by our stand-ards here. I think she asserted well in the last 50 yards. She is

a tough filly.“She was in handicaps last

year. She won a handicap in great style at Chelmsford last backend. We decided then, with permission of her owner-breed-er Sheikh Hamdan, to keep her in training to win a Listed race, which she did immediately in the Snowdrop.

“She then went on to the Duke of Cambridge, then the Falmouth and then the trainer got carried away, but she will get a mile and a quarter, and then to win this one her.

“It has been a fantastic year for her. I think it was a career best. In the Falmouth it was heads and necks and she bat-tled by a neck. She is gritty and an assertive filly.”
