REGARDING THE ANNUAL ELECTION OF SSCTA BOCES’ BOARD MEMBERS AND THE VOTE ON THE 2019-2020 ADMINISTRATIVE BUDGET
The Schuyler-Steuben-Chemung-Tioga-Allegany Board of Cooperative Educational Services has designated the following dates as required by law:
♦ March 18, 2019 - Nomination for Board membership must be received by the close of
the business day (4:00 p.m.). Nominations must be in the form of a board resolution and transmitted in writing to my office (a sample nomination form is attached). The terms of Neil Bulkley (Corning-Painted Post), Mark Lemmon (Waverly), Tom Phillips (Watkins Glen), and Matt Maloney (Bradford) will end on June 30, 2019. There are four (4) vacant seats to be filled, all three-year terms extending from July 1, 2019 through June 30, 2022.
♦ March 19, 2019 - A ballot containing the slate of candidates for BOCES board membership
will be mailed to each component school district, along with a notice of date, time, and place of Annual Meeting and copies of tentative 2019-2020 budget summary.
♦ April 2, 2019 - The Annual BOCES meeting will be held as follows in Building #7 at the
Coopers Education Center: Reception from 5:45-6:30 p.m., Annual Meeting begins at 6:30 p.m. All Superintendents and Board Members are invited to attend.
♦ April 24, 2019 - Date designated for each component district to vote on the BOCES
Administrative Budget and elect members to the BOCES Board of Education.
♦ April 25, 2019 - Component districts to notify BOCES of Administrative Budget vote and Board election results.

Qualifications for Serving as a BOCES Board Member
A BOCES board candidate must reside within the boundaries of a component school district.
A candidate need not be a member of a component district school board. However, no employee
of a component district is eligible to be elected to a BOCES board membership, and a BOCES
board member cannot accept employment in a component district. On the other hand, a BOCES
employee may serve on a component school board.
Process for Adopting the BOCES Administrative Budget
The BOCES Board President designates a day, between April 16 and April 30, for component
districts to vote on the BOCES administrative budget and elect BOCES Board Members. Ten
days prior to the BOCES annual meeting, which is held on a date between April 1 and April 15,
a tentative administrative budget is provided to the component districts. On the day between
April 16 and April 30 previously designated by the BOCES Board President, the component
districts hold a public meeting, either a regular or special meeting, to adopt a resolution either to
approve or disapprove the BOCES tentative administrative budget. This resolution approving or
disapproving the administrative budget must be transmitted to the BOCES no later than one
business day following the vote.
Process for Electing BOCES Board Members
BOCES Board Members are elected by their component member boards. By February 1 of each
year, the BOCES Board President must set the date of election in each component district. It is
the same day designated for the vote on the tentative administrative budget, between April 16
and 30. All component school boards meet on that same date, except for central high school
boards, which must hold their meetings the next business day.
The BOCES clerk then must mail an election ballot to each component district at least 14 days
prior to the election. On the date designated for the election, each component board is entitled to
cast one vote per vacancy, but no more than one vote per candidate. BOCES Board Members
are elected by resolution of the component boards on the ballot prepared by the BOCES clerk.
Each component district must mail or deliver its completed ballot to the BOCES clerk no later
than one business day after the election.

1. Student Liaison to the Board Levi Mickelson – The Snow Ball is January 26, collecting St Jude donations and the class with most donations wins the Snow Ball court. Students will be visiting Lockheed Martin , BorgWarner and the airport for career day.
2. Administrative Reports Jane Bradley – 19/20 first budget meeting is Monday night, January 14. Tina Lampila – Conference Day Jan 28, 20 afternoon workshops for staff including full day workshops and a new staff orientation for staff who started after Opening Day. Missy Jewell – Guest speaker, Retired US Bankruptcy Judge John Ninfo II, talked to students in Personal Finance class about credit card debt and finances. Robin Ott has been bringing in guest speakers twice a month. Getting ready for January regents. Casa Trinity is partnering with SADD to discuss the dangers of e-cigarettes at an assembly. Brandon Foley – Parent Info night handout. December’s attendance has increased over the past 2 years - Dec 2017 we had 320 absences, Dec 2018 we only had 210, we are asking students what will get them into school more. Matt Stroup – Tomorrow we are welcoming Tri City Opera with Goldilocks and the 3 Bears. Next week we have the 3rd & 4th grade musical. Literacy initiative supported by Spencer Agency. Everyone is excited about new pre-k room opening the end of January. Jim Howey – Modified basketball and volleyball have finished. About 20 students on modified girls basketball teams and 10 on Modified Wrestling. Boys varsity basketball team is ranked 18 in the state for class C. Wrestling team has a match next Saturday in Waverly.

3. Superintendent’s Report Diahann Hesler – Jane Bradley and I reviewed all RFP’s and would like to recommend Hogan, Sarzynski, Lynch, DeWind & Gregory, LLP as our new school attorney. Met with Kai D’Alleva from Watkins Glen and Eric Knolles from Waverly to review BOCES ROTC program. Cost is minimal since the Army takes care of most expenses. Transportation Supervisor interviews next week. We had a raise of the minimum wage to $11.10/hour. Received first draft of our policies from Erie 1 BOCES, so policy committee meetings should start soon. Completed our second round of strategic planning today. With the new NYS Sexual Harassment policy in place, all staff will train on conference day.
4. President’s Report Negotiations are going well. We have one more day before completion. Tonight’s message: We need to continue our focus on students and keeping them involved and connected with our staff, school and community.

held in the Library, Elementary School in Van Etten, New York at 7:00 p.m. at which a
quorum was at all times present and acting. There were:

HEREBY GIVES NOTICE that at the district meeting of the qualified voters of
said School District will be held at the High School, Spencer, New York on the 26th day
of March 2019 at 12:00 p.m. for the purpose of voting by paper ballot upon the
proposition hereinafter set forth. Polls for the purpose of voting will be kept open
between the hours of 12:00 and 8:00 p.m. The proposition is as follows:
Shall the Board of Education be authorized to expend a sum not to exceed $365,500 to
purchase two (2) 72-passenger buses and one (1) 66-passenger bus with wheelchair
capability, and so much thereof as may be necessary, shall be raised by the levy of a tax
upon the taxable property of said School District and collection in annual installments as
provided by Section 416 of the Education Law, and, in anticipation of such tax,
obligations of said School District shall be issued?
