1. GENERAL

Scope

This specification applies to portable three-pole earthing and short-circuiting

devices intended to be used in low-voltage distribution boards and cable

distribution cabinets equipped with Fuse-rails TYPE C for fuse-links with blade

contacts of size 00, 2 and 3 up to 500 V acc. to IEC 60269-2 (hereinafter

called: “the earthing and short-circuiting device”).

The Israel Electric Corp. Catalog no. is: 4570016

Remark: for components see clause 5.2.

2. THRESHOLD CONDITIONS

The threshold conditions are according to the Bid documents of the Supply

and Stores Division of the Israel Electric Corp. Ltd.

3. DOCUMENTS AND SAMPLES FOR THE PROPOSAL

3.1 Documents

For the technical evaluation, the Proposer shall submit to the Israel

Electric Corporation together with his offer the followings:

3.1.1 Type Test Reports pertained to the required earthing and short-

circuiting device, which shall include the tests, specified in clause

6.1 of this specification.

Alternative:

If the proposed earthing and short-circuiting device was not type tested,

the Proposer shall submit the following documents:

a) Type Test Reports of a similar earthing and short-circuiting

device in order to prove the ability of the Manufacturer to pass

successfully the required type tests.

(*) - Definition for “similar “: earthing and short-circuiting

device with different cable cross-section and/or length.

b) A letter signed by the Proposer and by the Manufacturer,

confirming that in case of award the required type tests will be

performed on the ordered earthing and short-circuiting device

and the type test reports will be submitted to the Israel Electric

Corporation for approval. The Type Test Reports shall be

submitted to the Israel Electric Corporation within 45 days

after notification of award (see also clause 10.2 in this spec.).

The I.E.Corp. will submit his opinion within one week after

the receiving of the Type Test Reports.

3.1.2 Drawing of the earthing and short-circuiting device, dimensions

of them, cross-section conductors and the earthing and short

circuiting devices raw material.

3.1.3 Description of the earthing and short-circuiting device (including

storage case) and catalogue which includes all electrical and

mechanical data.

3.1.4 Completed and filled-in Summary of Data –Appendix “A” of

this specification.

3.1.5 Manufacturer’s Q. M. S. certificates as required in the threshold

conditions of the Bid documents.

All documents shall be in Hebrew or English. If the original

documents are in other language they have to be submitted

accompanied with an authorized translation.

All the above documents shall be submitted in two (2) copies.

The Israel Electric Corporation reserves the right to reject any

proposal, which does not include all the above mentioned

documents.

3.2 Sample

One sample of the proposed earthing and short-circuiting device or

similar (*) (see also clause 3.1.1 a in this spec.) shall be supplied

within three weeks beginning at the technical Proposal submission day.

If the Proposer has already supplied the proposed earthing and short-

circuiting devices (without any change) to the Israel Electric Corp. in

the last two (2) years, the sample is not required. In this case a written

request (which shall indicate the type and the P/N of the proposed

item) shall be submitted to Israel Electric Corp. until the technical

proposed submission day.

The Israel Electric Corp. will replay to the above request within one

week beginning at the technical submission day.

The sample shall contain identification mark of the manufacturer.

Sample delivered by Bidders who are not successfully awarded the

contract/order will be put at the disposal of the Bidder.

Sample delivered by the successful Bidder will be put at the disposal of

the Bidder after the completion of the contract.

Sample not claimed within two months after award, will be disposed of

by the Israel Electric Corp.

4. STANDARDS

4.1 Unless otherwise stated, the earthing and short-circuiting device shall be

designed, manufactured and tested in accordance with the requirements

of the latest published issue of the following standards and all relevant

amendments:

4.2 Standards referred to in this Specification and in Supplements to this

Specification are integral parts of this Specification unless explicitly

stated otherwise.

4.3 The equipment, including all appurtenances and accessories, shall be

fabricated, inspected, tested and preserved in compliance with the

Standards as specified herein, unless otherwise indicated.

In the event that no reference to Standard is made herein, all

components and parts shall be fabricated, inspected, tested and

preserved, so as to ensure their fitness for designed use and purpose.

4.4 Bidder may propose Standards as alternatives for or additions to those

specified herein.

A copy of each proposed Standard, if any, shall be included with the

proposal. The I.E.Corp. reserves the right to accept or reject the

proposed alternative Standards.

4.5 If the present Specification contains requirements which differ from

those of the above mentioned Standards, the requirements of this

Specification shall take precedence.

5. TECHNICAL REQUIREMENTS

5.1 Environment conditions:

The earthing and short-circuiting device shall be suitable for a special

category of temperature definite as warm (W): temperature range

from -5 ºC to +70 ºC, according to Standard IEC/EN 61230 .

Tropical environment.

Maximum relative humidity: 90%.

Averages relative humidity: 70%.

Severe industrial air pollution, coal dust, sea salt.

5.2 The earthing and short-circuiting device shall consist of the following

components:

5.3 The current carrying capacity of the earthing and short-circuiting devices

shall be at least 14kA/0.5s (9.9kA/1s). The final temperature of the cable

shall not exceed 400ºC.

5.4 Earthing cartridges – fig. 1

5.4.1 The earthing cartridge must fit the LV-HRC fuse cartridges

(depending the size ), while one part of the blade must be made of plastic

red polyamide and the second part made of copper alloy tin plated 20 µm

minimum, according to IEC 60269-2 .

5.4.2 The insertion of the earthing cartridges into the fuse-base and pull

out from it shall be possible by using an Operating Insulating Pole

(Rod) – see clause 5.6.

5.4.3 The earthing cartridge shall be provided with a female thread in the

front of the cartridge, made of Brass or Copper alloy, minimum tensile

strength 571 MPa tin plated 20 µm minimum, for torsion-safe connection

to the short-circuiting cable, firm connected with the metal blade.

Remark: other copper alloy may be proposed – in this case the Proposer

shall submit for I.E.Corp. the type (name) of the material including the

mechanical and electrical properties.

5.4.4 All the others metal parts of the earthing cartridge shall be zinc-

plating protected against corrosion.

5.4.5 The Israel Electric Corp. reserves the exclusive right to decide if

the installation of the earthing and short-circuiting device (including

earthing cartridges) complies the safety rules of the company.

5.5 Earthing and short-circuiting cables – fig. 2

5.5.1 The cross section of the short-circuiting cables shall be 50 mm².

5.5.2 The cable shall be in accordance with IEC 61138 made of individual,

flexible E-Cu wires.

5.5.3 The sheath must be transparent and colorless.

5.5.4 The four short-circuiting cables shall be connected by a cluster

(junction block) made of brass, copper alloy or copper (galvanized

against corrosion) or stainless steel with a robust transparent cover

protection against electric-shock hazard which withstand the service

conditions.

5.5.5 The knot point must be made by:

- Pressing, jamming or by other similar cold work process. In this case the

cluster must be equipped with a molded, transparent and waterproof protection

cover and protected against kinking.

or

- Cable lugs - the joints of the connections must be protected by a transparent

and waterproof sleeve. In this case the cluster must be protected by a

transparent cover and the cables protected against kinking.

5.5.6 All the others joining points of the cables shall be made by pressing,

jamming or by other similar cold work process. They must be protected

with transparent waterproof sleeves and kinking protected.

5.5.7 Welding, soldering or screwed joining is not accepted.

5.5.8 The earthing cable shall be provided with an earthing clamp made of

reinforced brass or copper alloy, galvanized against corrosion, with

insulated handle, suitable for a clamping range up to 20 mm flat bus bars.

The earthing clamp shall be provided with a 2 position rotating handle.

5.5.9 In order to connect the phase cable into the earthing cartridge, the phase

clamp terminal must be equipped with a safety connection coupling

(screw) made of reinforced brass or copper alloy galvanized against

corrosion or stainless steel. The connection coupling shall be fitted by

using an Operating Insulating Pole (Rod) – see clause 5.6.

5.6 Operating insulating pole

The operating insulating pole for phase clamp shall be in concordance

with the IEC 61235:

Shall be made of (yellow) fiber glass reinforced epoxy resin.

Operating voltage: 1.0 kV;

Total length: 0.35m;

The length of the insulating section: 0.21m

The length of the hand grip section: 0.14m. At the end of the grip

section a protection guard (stopper) shall be provided.

5.7 The Israel Electric Corp. reserves the exclusive right to decide if the

installation of the proposed earthing and short-circuiting device

complies the safety rules of the company.

6. TESTS

6.1 Type test

The following type tests shall be carried out on the proposed/ordered

equipment (see also clause 3.1.1-Alternative).

a. Fatigue test on cable with end fittings.

b. Humidity penetration on copper cable with end fittings.

c. Pull test on cable with clamps.

d. Suitability of line clamp.

e. Test on clamps, fixed connection points and connections within

devices with respect to ability of standing connecting forces.

f. Short-circuiting current test.

g. Testing durability of marking.

h. Bending test on earthing pole.

i. Torsion test on earthing pole with couplings.

Any change in design, manufacture or material shall require new type

test, in accordance with Standard IEC/EN 61230 and this

Specification.

6.2 Routine test

The following routine tests shall be carried out on each earthing and

short circuiting device, by the manufacturer, in accordance with Standard

IEC/EN 61230 and this specification.

a. Check that the cables and the insulating elements are suitable for

the prescribed climatic conditions and fields of application.

b. Check material and cross-sections designations of conductors.

c. Check dimensions according to Manufacturer drawing.

d. Check of connecting methods.

e. Check that there are no bare parts of conductors.

f. Check fitting and removal forces of detachable couplings of

earthing poles.

g. Check of marking.

h. Check that the manufacturer’s instruction for use is delivered and

acceptable.

6.3 Sampling test

If the Israel Electric Corp. order is for at least 30 items, the sampling test is

required.

The following sampling test shall be carried out on a number of earthing

and short-circuiting devices taken randomly from the dispatch (according

to IEC/EN 61230:

a. Fatigue test on cable with end fittings.

b. Humidity penetration test on copper cable with end fittings (this test is

required if will be order 100 items and more).

c. Pull test on cable with clamps.

d. Testing durability of marking.

e. Bending test on earthing pole.

f. Torsion test on earthing pole with couplings.

g. Testing the chemical composition and thickness of coating (this

test is required if it will be order 100 items and more).

7. MARKING

The earthing and short-circuiting device shall be inscribed according to

IEC/EN 61230 clause 5.8.

The following are mandatory markings:

– Manufacturer’s name or trade mark (it will be legible and viable);

– Serial number (model or type reference for the earthing and short-

circuiting device).

– Cross-section in mm².

– Short circuit withstands.

– Year of manufacture.

8. PACKAGING

8.1 All the components of the earthing and short-circuiting device, including

instructions for use written in Hebrew (the translation in Hebrew will be

provided by I.E.Corp.), shall be attached inside to each storage case

made of metal painted against corrosion or aluminum, equipped with

foam lining (or equivalent arrangement). The storage case shall be

packed in a cardboard box.

8.2 The package shall be suitable for transportation and a prolonged storage

period.

8.3 Each package shall be clearly marked in print (large letter) with the

following:

Manufacturer name and trade mark.

Country of manufacture.

Contract and /or order no. (including no. of dispatch).

Date of production.

Israel Electric Corporation catalogue no.

8.4 The following labels shall be stuck on each earthing and short-circuiting

device (on the storage case):

- a label testifying the quality control carried out at the Supplier’s

plant.

- a label carrying contracts and /or orders no., including no. of

dispatch.

9. QUALITY ASSURANCE AND QUALITY CONTROL

9.1QUALITY ASSURANCE (Q.A.)

The Q.M.S. shall be according to the threshold condition of the Bid

Document.

9.2 Quality Control (Q.C.)

Bidder Q.C. System shall comply with the requirements of Spec. Quality

Requirements (Q-APP-02/4 03/2011) Appendix "B".

10. DELIVERY APPROVAL CONDITIONS

10.1 After notification of award and before delivery of the earthing and

short- circuiting devices, the contractor shall submit to the Israel

Electric Corporation 3 (three) copies of the sampling tests report (see

also the clauses 6.3).The report shall be in English, with testing date

marking and batch identification .

10.2 A copy of the routine test report shall be attached to each supplied

item.

IMPORTANT:

If during the technical stage of the BID it was required to perform Type

Test (see para. 3.1.1 and 6.1 in this spec.) after notification of award

and before production of all ordered equipment, the Contractor shall

submit the Type Test Reports for Israel Electric Corp. approval.

In any case, the CONTRACTOR shall not resume the manufacture

of the ordered equipment before receiving the Israel Electric Corp.

written approval for the TYPE TEST REPORTS.

The Contractor shall be responsible to conduct successfully all the tests

and to deliver to the Israel Electric Corp. the test reports in a manner

which will not interfere with, or delay, any of time schedules,

pertaining to any action or undertaking, required of the winning Bidder,

including, but not limited to delivered schedule.

Such responsibility shall include proper and reasonable advanced

notification to the Israel Electric Corp., prior to any action as required.

The Contractor shall cover all the costs of the tests as required to be

performed according to this specification.

The Contractor shall notify the Israel Electric Corp. at least three

weeks prior to the Type Tests .The representatives of the Israel

Electric Corp. shall be authorized to be present during the

performance of the Type Tests.

The Israel Electric Corp. reserves the right to cancel the

order/contract if all Type Tests will not be conducted successfully.

10.3 Acceptance Tests.

The Israel Electric Corp. reserves the right to test samples from each

delivered batch according to this Specification and to I.E.C. standard 61230.

If the samples fail in the Acceptance Test, the batch will be rejected.
