1. TIME, PLACE, AND WEATHER CONDITIONS IN BUENOS AIRES
The Beach Volleyball tournament at the Buenos Aires 2018 Youth Olympic Games will be held from 7
October to 17 October 2018, at the Beach Volleyball Venue of the Green Park. A total of 128 athletes,
64 men and 64 women, will take part in the competition with two players per team.
Daily high temperatures increase by 6°F, from 66°F (°C 18.8) to 72°F (°C 22), rarely falling below 59°F
(°C 15) or exceeding 80°F (°C 26.6).
In Buenos Aires, during the Beach Volleyball Competition, the length of the days will be the following:

2. VENUE & FACILITIES
The Beach Volleyball venue is in the Green Park. With Healthy Lifestyle and Sustainability concept,
Green Park is oriented towards taking care of our bodies and of the environment. Activities related to
environmental care, healthy habits, active life, art and culture will be carried out in Green Park.
The Beach Volleyball Venue will have 1 Centre court, 1 side court and 2 warm-up courts. A temporary
arena will be built for the competition with capacity of 1660 spectators for Centre Court.
Beach Volleyball, Cycling, Equestrian, Futsal, Tennis, Triathlon are in Green Park.

Venue Layout
The two warm-up courts at Beach Volleyball venue of Green Park are located next to the side
competition court. The warm-up courts will be equipped with the same sport equipment as the
competition court.
Changing rooms
Separate male and female changing rooms, showers and toilet facilities will be available for ITOs
(International Referees) and NTOs at the venue.

FIVB facilities
Each IF will be provided with a working space in their respective competition venue. The office space
will be equipped with adequate working space furniture and have access to printing facilities and
internet cable connection.
FIVB will share the room with Event Management and VIS.
ITOs and NTOs will have a working and resting room with lockers.
In alignment with the Event Manual, IF Representatives, will have access to user pay services for
Meals, Snacks and Beverages.
Sales points will be available in all competition venues, open during operational hours of
parks/venues.
Additionally, Meal Vouchers to access the service of the Workforce Dinning Hall will be available at all
parks/venues. Training venues will only have Meal Vouchers available.

3. FIVB CONTROL COMMITTEE AND BAYOGOC COMPETITION
MANAGEMENT
FIVB Control Committee and Neutral Referees
22 International Technical Officials will be assigned to the Buenos Aires 2018 Youth Olympic Games.
This consist of one (1) Event Delegate, six (6) Technical Sub Committee, three (3) Referee Sub
Committee and 12 International Referees. Two (2) International Referees from Argentina will be
assigned as NTO to perform duties of 1st and 2nd referees.
A total of 28 National Technical Officials will be appointed jointly by the Argentina Volleyball
Federation to perform as Line Judges and scorers.

4. COMPOSITION OF THE DELEGATION
In Beach Volleyball, each team will be composed of two (2) players. A NOC representative is requested
to attend the Preliminary Inquiry and the General Technical Meeting together with the players in
accordance with the schedule.
5. PRELIMINARY INQUIRY
3rd October 2018: 12:00 – 17:00
4th and 5th October 2018: 09:00-17:00
Location: Sports Information Desk Room, Beach Volleyball Arena, Green Park (TBC)
The preliminary inquiry will be conducted in accordance with the FIVB General Regulations and the
established schedule. The schedule will be based on the arrival information of each team listed at the
BVB-02 form received from each delegation and will be provided by the FIVB Beach Volleyball Control
Committee and BAYOGOC upon the arrival of the delegations. A NOC representative and both athletes
from each team must attend the preliminary inquiry in accordance with the schedule. The schedule
for each participating country delegation at the Preliminary Inquiry will be provided at the sport
information desk upon team’s arrival.
During the preliminary inquiry, teams are required to present to the FIVB Beach Volleyball Control
Committee the following documents:
- Valid Passports
- Completed BVB O-2 form
- Three sets of team uniforms in different colors, with a sample of training suit, accessories,
warm-up shirts and uniform to be worn in the event of cold weather
- All accessories listed on the BVB O-2 form, including bags and drinks containers.

- Technical video camera, with agreement duly signed by an NOC delegate (forms will be
provided at the preliminary inquiry if needed)
A verification of the athlete data (i.e. first name, last name, date of birth, etc.) will be made during the
Preliminary Inquiry. All athletes participating must be borne between 1 January 2000 and 31 December
2003 and shall meet the eligibility requirement set force in the Qualification System approved by IOC.
6. GENERAL TECHNICAL MEETING
Date: 6th October 2018 Time: 10:00 – 11:30:00
Location: Dining Hall, Close to the Green Park
A NOC representative and both athletes from each team (as indicated on the BVB-02form) must be
present at the general technical meeting, which will be carried out in accordance with FIVB general
regulations.
Competition management staff will check-in athletes and NOC representatives as they enter the
meeting room and will direct people to their seats. Members of the media will not be invited to the
meeting, but FIVB photographers will be attending.
All parties involved in the competition will be introduced, including key members of BAYOGOC
competition management and venue management, and personnel from FIVB and BAYOGOC will
explain the competition organization and regulations.
The estimated maximum total number of people attending the general technical meeting will be
approximately 250.

10. COMPETITION FORMAT
Competition format
There will be a total of 32 teams per gender taking part in the Beach Volleyball competition.
The Youth Olympic Beach Volleyball competition will consist of a Preliminary Round and a Single
Elimination Phase, for both genders.
The total number of matches will be 128, comprising of 64 boys’ and 64 girls’ matches. A total of 48
matches will be played for each of the boys’ and girls’ competition in the pool phase to determine the
pool ranking. A total of 24 matches per gender will be played in the final phase.

Preliminary phase
- Eight (8) pools of four (4) teams (in a round robin format) will be formed in the Preliminary Round.
Every team will play the three other teams in their pool.
- Allocation of teams in each pool will be in accordance with the FIVB regulations through the 1st
drawing of lots at the General Technical meeting.
- A total of 48 matches will be played for each of the men’s and women’s competition at the pool
phase in order to determine the pool ranking.
- At the completion of each match during pool play, 2 points will be awarded to the winner, 1 point
will be awarded to the loser, 0 points will be awarded to the forfeited team. The ranking of teams
within their pools will be determined by the total number of match points.
- The first three (3) ranked teams from each pool advance to the round of 24 in the Single Elimination
Phase, for both genders.
- Ranking in pools will be determined by the total number of match points, with the following points
awarded per match to each team:
In case of a tie in the total number of match points during the pool play, the following rules will
apply:
Between two (2) teams:
• The team with higher rally point ratios in the matches between all teams in the pool, is
ranked higher;
• If a tie still exists, then the teams have the same position in ranking.
Between three (3) teams:
• If three (3) teams have a tie in the total number of match points, their ranking is determined
by the rally point ratio in the matches between the three (3) tied teams;
• If still tied, then the tied teams are ranked by the rally point ratio between all teams in the
pool;
• If still tied, then the teams will have the same position in ranking.
Between four (4) teams :
• The ranking is determined by the rally points ratio between all teams in the pool;
• If still tied, then the teams have the same position in the ranking.

In case of a tie in the total number of match points after the completion of pool play, the following
rules will apply:
Between two (2) teams:
• The team with higher rally point ratio in the matches between all teams in the pool, is ranked
higher;
• If still tied, then the winner of head-to-head match is ranked higher.
Between three (3) teams:
• The ranking is determined by the rally point ratio in the matches between the three (3) tied
teams;
• If still tied, then the teams still tied are ranked by the rally point ratios between all teams in
the pool;
• If a tie still exists then the teams still tied are determined by the tournament seeding
established at the General Technical Meeting (the better seed of the tied teams ranked higher,
i.e. seed 15 is ranked higher than 18).
Single Elimination Phase-Round of 24
- Seeding of the teams after the Preliminary Round will be in accordance with the FIVB regulations
and will be established in the 2nd Drawing of lots after the completion of the Preliminary Phase.
- The Round of 24 will be played in a single elimination format, to qualify sixteen (16) winning teams
for the Round of 16.
Single Elimination Phase-Round of 16
The Round of 16 will be played in a single elimination format, to qualify eight (8) winning teams for the
quarterfinals.
Single Elimination Phase- Quarterfinals
The four (4) winners of the quarter-finals will then advance to the semi-finals by single elimination
format.
Finals
Two (2) losers of the semi-finals will play the bronze medal match to determine the bronze medal and
the fourth place.
Two (2) winners of the semi-finals will play the gold medal match to determine the gold and silver
medals.
Coaching
No coaching is permitted in the Beach Volleyball Competition of the 2018 Youth Olympic Games.

11. DRAWING OF LOTS AND DISTRIBUTION OF TEAMS IN THE POOLS
As of 31 August 2018, the following 32 Boys’ teams and 32Girls’ teams (1 team per NOC per gender)
qualified to the Beach Volleyball Tournament at Buenos Aires 2018 Youth Olympic Games and
confirmed their participation to the tournament.
Principle of 1st drawing of lots:
As currently there is no specific FIVB World ranking points system for the junior and youth beach
volleyball players, following principle will apply for the Buenos Aires 2018 Youth Olympic Games:
• #1: Host country
• #2: U19 WCHs winner
• #3-#7: Draw 1 between five (5) 1st ranked teams from Confederations
• #8-#12: Draw 2 between five (5) 2nd ranked teams from Confederations
• #13-#17: Draw 3 between five (5) 3rd ranked teams from Confederations
• #18 - #22: Draw 4 between five (5) 4th ranked teams from Confederations (if any)
• #23 - #27: Draw 5 between five (5) 5th ranked teams from Confederations (if any)
• #28 - #32: Draw 6 between five (5) Universality places
• In the case there are quota places reallocated from the continental qualification pathway
and/or Universality places, the available positions of respective draw(s) will be reduced
accordingly. And the teams reallocated will join in the Draw 6 with the universality
places. For example, the Draw 4 might be for seed #18 - #21, Draw 5 for seed #22 - #25,
Draw 6 for seed #26-#32.
• Maximum tow (2) teams from the same Confederation in the same pool. However, the
second team from the same Confederation can be drawn only at the last draw (Draw 6) .
• If an error is made, then the drawing will only be revised back to the point where the error
was made and not from the beginning of the draw.

12. SINGLE ELIMINATION
An additional drawing of lots will be organized by FIVB and BAYOGOC at the Beach Volleyball venue,
after completion of the preliminary phase, in order to determine the seeding of the teams in the Round
of 24, in accordance with the FIVB regulations.
• The 1st, 2nd and 3rd ranked teams of each pool after the completion of the 1st phase advance
to the 2nd phase of 24-teams bracket in single elimination format.
• A drawing of lots shall be organized after the completion of the last pool play match of each
gender (possibly within 30 minutes) to establish the 24-teams bracket.
• The best ranked teams from each pool after the completion of the 1st phase, will advance
directly to Round of 16 and automatically be seeded as #1 - #8, as following:
Seed #1: best ranked team from Pool A; Seed #2: best ranked team from Pool B;
Seed #3: best ranked team from Pool C; Seed #4: best ranked team from Pool D;

16. RULES OF THE GAME
The Beach Volleyball competition at the Buenos Aires 2018 Youth Olympic Games will be held in
accordance with the FIVB Beach Volleyball Official Rules, 2017-2020
(http://www.fivb.org/EN/BeachVolleyball/Document_Refereeing/FIVB-BeachVolleyball_Rules_2017-
2020-EN-v05.pdf ) and the Olympic Charter, in force at the time of the Buenos Aires 2018 Youth
Olympic Games.
In case of disagreement on the interpretation of these regulations, the English Version shall prevail.
17. FORFEIT
In case of an injury forfeit of a team (team is at the court on time for the start of their match, however
cannot start the match due to injury), the winning team will be awarded 2 points for the win, and a
score of 2-0 (0-0, 0-0). The forfeiting team will be awarded 1 match point, and a score of 0-2 (0-21, 0-
21). The score sheet however will reflect a score of 2-0 (0-0, 0-0). Match duration should not be
considered.

18. PROTEST AND APPEALS
On court disputes shall be resolved under FIVB Regulations as per Protest Protocol directives. The
Game Jury shall decide if the protest will be initiated, rejected or accepted at Level 1. The TD/CC
will be in charge of resolving any on court protest confirmation at Level 2.
Disputes shall be resolved under FIVB regulations. The Control Committee shall decide on matters
in accordance with the present FIVB regulations. All protests and appeals must be lodged with the
FIVB Control Committee in writing no later than sixty minutes after the end of the match.
Protests based on the rules of the game will be studied and resolved by the referee delegate and
passed on to the FIVB Control Committee, accompanied by its resolution, no later than six hours
after the protest is submitted. final verdict will be given by the jury no later than twelve hours after

the protest is submitted, or at the latest before the start of the following match of the team
concerned.
FIVB Control Committee members of the same nationality as the team making a protest will be
excluded from the deliberations when the protest is being studied.
19. SANCTIONS
Players not complying with the Eligibility Rules defined of the FIVB General Regulations for
International Competitions (please refer to the 2018 FIVB Beach Volleyball Sport Regulations) and
refusing to undergo a medical examination will not be allowed to compete. Teams presenting uniforms
not complying with the FIVB regulations for Olympic Games will be subject to potential fine.
Misconduct during the competition:
Players who refuse to undergo the anti-doping test will be automatically disqualified. The team
concerned will lose the match to its opponent by forfeit. A team's voluntary withdrawal despite its
prior formal entry will be fined by the FIVB and obliged to reimburse the organizer with damages and
expenses to the amount determined by the FIVB Board of Administration.
Voluntary forfeit of a team entails its exclusion from the competition with the following consequences:
- from that moment the team must cover its own expenses;
- damages and other sanctions may be decided by the FIVB Board of Administration;
- Should a voluntary forfeit occur during a match, the team will lose the match in question by forfeit.
Withdrawal of teams/athletes entered in the Pool Phase is not allowed unless in case of "force
majeure" or player’s injury. In such cases, a Medical Certificate or a declaration of good faith must be
provided. In case of withdrawal of teams/athletes entered in the in the Pool Phase without any
Medical Certificate or declaration of good faith, the FIVB and BAYOGOC will then automatically
disqualify this teams/athlete.
Teams not respecting the colour of uniforms as per the Uniform allocation Form issued by BAYOGOC
and FIVB Control Committee the day before their matches, will be subject to a potential fine.
Negligence in providing the FIVB with the required documents and sample of uniforms at the
Preliminary Inquiry will be subject to a potential fine.

21. WARM-UP AND MATCH PROTOCOL
In principle one warm up court will be dedicated to the men’s competition and another one to the
women’s competition. However, based on the daily match-up, the Organizing Committee may
generate on the daily bulletin a detailed schedule for the exact use of the two warm up courts.
Only competing athletes and duly accredited NOC Officials of the teams concerned will be allowed on
warm-up courts. When the team winning the first set will reach 15 points at the second set, or when
any of the competing teams will reach 10 points at the third set, teams will be escorted to their
competition area court, where they will wait for the completion of the previous match. Matches will
commence as per the published match schedule, unless the scheduled start time has passed. If this
will occur, the match will start ten (10) minutes after the conclusion of the previous match.
Teams will be escorted by their Athletes Service Attendant onto the competition court for the
commencement of the official eight-minute pre-match protocol, accessing the competition court from
the warm-up courts only via designated entry/ exit points. Both teams must be ready to march onto
the field of play at the latest when the 10 minutes protocol is ready to start.
Athletes must wear their official playing uniform at all times. Teams are required to deliver their
accreditation passes to Control Committee desk upon arrival at the competition court.
If a match finishes earlier than the scheduled match time and for the 1st match of a session, one or
both teams may enter the Match Court up to 20 minutes before the scheduled match time. This will
be coordinated by the FOP Supervisor and the FIVB Control Committee members. The official match
protocol (10 minutes) will start 10 minutes before the scheduled match start time.
If a match ends after the scheduled start time for the 10-minute match protocol, then the 10 minutes
match protocol will commence immediately after the previous match has concluded.

22. LATE ATHLETE REPLACEMENT (LAR) POLICY and LATE REALLOCATION

22.1 Late Athlete Replacement (LAR)
This policy will apply to athletes of National Olympic Committees attending the Youth Olympic Games
Buenos Aires 2018 (YOG).

The deadline for the Final Entries list of participating athletes in the Youth Olympic Games Buenos
Aires 2018 (sport entries deadline) is 23:59 Buenos Aires time (GMT-3) 31 August 2018.
After the sport entries deadline, where there are medical conditions preventing participation of an
athlete, proven Anti-Doping Rule Violation (ADRV) or other exceptional reasons, the IOC, after
consultation with the relevant International Federation (IF) and IOC medical expert (when deemed
appropriate by the IOC), may authorise a permanent replacement of an athlete by another athlete only
in the same sport and discipline and event.
This policy is only applicable for those sports/disciplines where the quota place has been allocated
to the NOC and not to an athlete by name.
Applicable sports: Diving, Swimming, Archery, Basketball 3x3, Canoe, Cycling, Equestrian, Futsal, Golf,
Gymnastics, Beach Handball, Hockey5s, Rowing, Rugby Sevens, Sailing, Shooting, Taekwondo,
Triathlon, Beach Volleyball, Weightlifting and Wrestling.
For those sports/disciplines in which the quota place is allocated by name to an athlete please refer to
the Buenos Aires 2018 Late Reallocation policy.
Late Athlete Replacement (LAR) is possible only provided that:
- The replacement athlete meets the eligibility conditions and qualification criteria to take part
in the YOG, as stipulated in the “Qualification Systems – Youth Olympic Games Buenos Aires
2018” per sport/disciplines published in 2016, and regularly updated by the IOC on the
NOCnet;
- The NOC of the replacement athlete had applied successfully for accreditation for the athlete
prior to 24 May 2018 (accreditation application deadline). As such, the replacement athlete
has been registered by BAYOGOC in the “NOC's athlete Accreditation Long List”; and
- No doping control issues are pending concerning the replacement athlete
In addition, the procedure outlined below must be followed and the required forms submitted within
the timeframe stated in this policy.
- The “Late Athlete Replacement Form” and “Sport Entry Form” must be completed and a valid
medical certificate or supporting document for the replaced athlete must be submitted by the
relevant NOC, for the athlete being replaced and the replacement athlete using the eLAR tool
found in the YOMS Sport Entries module;
- The “Conditions of Participation” including the “Parental / Legal Guardian Acknowledgement
of Consent for Minors” form must be completed and submitted by the relevant NOC for the
replacement athlete. The NOC must submit a scanned copy of the “Conditions of Participation”
electronically and bring the original, signed and stamped to Youth Olympic Village Welcome
Centre – Accreditation Centre;

The IOC and the relevant IF may make a LAR, subject to their joint consent and at their discretion.
It is important to note that BAYOGOC cannot guarantee should the replacement athlete require a
visa, that the application will be processed and approved in time for the scheduled departure of the
substituted athlete to Buenos Aires.
The latest a Late Athlete Replacement may occur and must complete no later than 23:59 GMT-3, 29
September 2018.
In exceptional cases, LAR may occur up to the time of the first Team Managers’ Meeting/Technical
Meeting for the relevant Sport/Discipline or at such other later time as the IOC and the relevant IF
agrees is deemed necessary.
In such cases, the NOC must contact the YOV Welcome Centre – Accreditation Centre in order to allow
for accreditation entitlements to be transferred from the withdrawn athlete to the substitute athlete
(subject to the permission of the IOC as referred to above). Following the transfer, the YOAC of the
substituted athlete shall be cancelled.
All documentation and queries regarding this matter should be addressed to BAYOGOC Accreditation
and Sports Entries. NOCs may submit a Late Athlete Replacement Application with all relevant
documentation by using the eLAR tool found in the YOMS Sport Entries module.
Applications with missing information will not be processed.
This policy is subject to further change by the IOC for exceptional circumstances.
22.2 Late Reallocation Policy
This policy describes action to be taken by the relevant International Federation (IF), International
Olympic Committee (IOC) and the Buenos Aires 2018 Youth Olympic Games Organising Committee
(BAYOGOC) for the Youth Olympic Games (Buenos Aires 2018) in the event of a late reallocation of a
quota place.
The deadline for the Final Entries list of participating athletes in the Buenos Aires 2018 Youth Olympic
Games (sport entries deadline) is 23:59 GMT-3, 31 August 2018.
After the sport entries deadline, this policy comes into force, and will be strictly enforced. Late
Reallocation may only occur up to 23:59 GMT-3, 29 September 2018.
From 23:59 GMT-3, 31 August 2018, the relevant IF in consultation with BAYOGOC and the IOC may
authorise a reallocation of a quota place. Only in specific cases as listed below - a reallocation of quota
place may occur:
• A withdrawal of an athlete whose quota place has been allocated to the NOC is injured or
unable to participate due to urgent medical problems or in other exceptional circumstances
and does not have a replacement after the sport entries deadline.

• A withdrawal of an athlete whose quota place has been allocated to the athlete is injured or
unable to participate due to urgent medical problems or in other exceptional circumstances. Applicable sports: Athletics, Badminton, Boxing, Fencing, Judo, Modern Pentathlon, Table Tennis, Tennis, Breaking, Karate, Sport Climbing and Roller Speed Skating.
• An athlete is declared ineligible by the IOC due to a proven Anti-Doping Rule Violation (ADRV)
after the sport entries deadline;
• An athlete is declared ineligible by the relevant IF due to a proven Anti-Doping Rule Violation (ADRV) after the sport entries deadline;
• An athlete is declared ineligible by the IOC after the sport entries deadline;
• A ruling from the Court of Arbitration for Sport, which takes place after the sport entries deadline;
In all above cases, the quota place will be reallocated by the relevant IF in accordance to the respective
Qualification System and the Reallocation process and in consultation with BAYOGOC and IOC up to
23:59 GMT-3, 29 September 2018. After this, no reallocation will be allowed.
The reallocation of a quota place is only possible provided that:
• The next eligible NOC that is receiving the reallocated quota place had applied for accreditation
for its athlete prior to the application for accreditation deadline on 24 May 2018. As such, the
quota will only be attributed to an athlete that has been registered by BAYOGOC in the “NOC’s
Athlete Accreditation Long List”;
• The athlete utilising the reallocated quota place is eligible, to take part in the Buenos Aires
2018 Youth Olympic Games as stipulated in the “Qualification System – Youth Olympic Games
Buenos Aires 2018”, per sport/disciplines published in 2016, and regularly updated by the IOC;
and
• No doping issues are pending for the athlete utilising the reallocated quota place.
The following additional procedures must also be carried out:
• The “Sport Entry Form” must be completed and submitted by the NOC that receives the
reallocated quota;
• The “Conditions of Participation” including the “Parental / Legal Guardian
Acknowledgement of Consent for Minors” form must be completed and submitted by the
relevant NOC for the athlete who is occupying the reallocated quota. The NOC may
submit a scanned copy of the “Conditions of Participation” electronically and bring the
original, signed and stamped to the Youth Olympic Village Accreditation Centre - Welcome
Centre.

23. ACCREDITATIONS
All accredited participants of the Summer Youth Olympic Games Buenos Aires 2018, except
Argentinian citizens, must possess a special entry visa type “24-H” to be able to enter the country
and participate in the event.
All participants who are not Argentinian citizens, registered in the accreditation system from 5 March
2018 to 24 May 2018, except international volunteers and contractors, are eligible to receive a Pre-
Valid Card (PVC). The PVC, presented together with the holders’ valid travel document at a port of
entry, acts as a special entry visa into Argentina and is valid for 90 days from the first day of arrival.
The PVC is valid as a special entry visa into Argentina until 18 October 2018. PVC holders must ensure
that their travel documents are valid until 18 April 2019. The valid travel document used to enter
Argentina must match the travel document information provided in the accreditation application.
A Pre-Valid Card (PVC) is a Youth Olympic Accreditation Card that has not yet been through the
Games time validation process. After a completion of the data verification, BAYOGOC Accreditation
will produce PVCs and send them to the IF headquarters before its accredited members leave for
Buenos Aires 20108 YOG. Presented together with the holder’s valid travel document at a port of
entry, the PVCs act as a special entry visa into Argentina.
Lost, Stolen or damage PVC
If a PVC is lost, stolen or damaged before or after entry in Argentina, IFs should inform the BAYOGOC
immediately so that the card can be cancelled in the system. The cancelled PVCs will no longer be valid
for entry into Argentina, even if the card is later found. Accredited clients without a PVC must request
an invitation letter from BAYOGOC to obtain the special entry visa type “24-H” and make their own
immigration arrangements at the nearest Argentinian Foreign Representation. BAYOGOC will confirm
the exact entry visa process and potential costs at a later stage.
Using the Pre-Valid Card as an entry document to Argentina
The Pre-Valid Card (PVC) will act as a special visa type “24-H” to enter Argentina. BAYOGOC, in
cooperation with the relevant Argentinian government authorities, will inform airline carriers and
airport representatives around the world about the PVCs and their function as an entry visa and its
importance for the participants travelling to Argentina for the Summer Youth Olympic Games Buenos
Aires 2018.
Individuals using their PVCs as an entry visa to enter Argentina must ensure that the identification
documents are valid until at least 18 April 2019. The identification documents used to enter Argentina
must match the information provided on their accreditation applications.
Upon entry to Argentina, Pre-Valid Card holders must present a valid passport (or a valid government
issued photo identity document for Mercosur members) and a PVC.
The PVC does not function as a transit visa for any country. If transit visas are required for countries
through which an individual IF delegation member will travel on his/her way to Argentina, he/she is
responsible to obtain the transit visas before leaving his/her country of origin.

Pre-Valid Card Validation When presented with a valid identification document at a Buenos Aires 2018 Accreditation Centre, the
PVC will be validated and become a Youth Olympic Accreditation Card (YOAC). PVCs must be validated
in person at one (1) of the locations outlined below to access any park and venue. An individual will
not be able to access any park and venue until he/she has completed the validation.
IF Presidents, Secretary Generals, Accompanying Associates, IF Associates, Athlete Role Models are
encouraged to validate their PVCs at the Urban Park Accreditation Centre located at the Hilton Hotel,
Puerto Madero.
IF Event Delegates and IF Representatives are encouraged to validate their PVCs and collect their
uniform at the Uniform and Accreditation Centre (UAC) located at CENARD, Av. Miguel B. Sanchez
1050.
For late applications that failed to meet the deadline of application for accreditation, BAYOGOC will
not be able to guarantee that the applicants receive their PVCs before their departure. In such case,
the applicants must follow the normal immigration procedures to apply for their entry visas to
Argentina. The purpose of accreditation is to identify and accredit persons that apply for participating
in the YOG and to issue them the Accreditation Cards and/or other additional access passes with
appropriate rights and entitlements ensuring them access to the YOG venues to perform their
functions at the Games.

24. TRANSPORTATION FOR ATHLETES
Transportation from the airport to the YOG village and between the YOG Village and the competition
venue will be provided by BAYOGOC. The BAYOGOC Transportation Division will provide all athletes
and team officials with the relevant transport information through the transport desk located at the
airport and through the SIC at the YOG village. Athletes will be transported to the competition venue
via a sport-specific shuttle bus service. Bus service for different sports athletes will operate from YOG
Village to YOG competition venues during competition times.
25. TRANSPORTATION FOR OFFICIALS
The YOG Transport System will include a Common Shuttle Service (CSS), Pre-Planned Transport
Services (PPS) and Public Transport (PT).
The transport system will be free of charge for all accredited clients with presenting the YOAC,
according to their entitlements.
a) Common Shuttle Service (CSS)
The Common Shuttle Service will be the main transport service and will work as non-stop
service with

defined routes and frequencies, linking the YOV to all official locations. The CSS will consist in
2 distinct routes:
• Urban Park – Official hotel zone – IBC – Green Park – Tecnópolis Park
• YOC– Official hotel zones – IBC – Tecnópolis
These routes will work as a circular line stopping in each of the mentioned venues. The CSS will use
the dedicated corridors available exclusively to the BRT of the city of Buenos Aires. The CSS will be
accessible only to accredited clients, subject to the presentation of their accreditation in each
transport hub.
b) Pre-planned transport services (PPS)
The Pre-planned transport service is designed to complement the CSS in transporting clients to certain
venues not covered by the CSS and will work as a pre-booked service by BAYOGOC with pre-determined
schedules between designated points at designated times.
The PPS will connect the YOV and the official hotel zone to all Stand-Alone Venues. The PPS will also be
used for Arrival and Departures, liking EZE and AEP airports to the YOV and official
hotel zones (refer 5.3: Arrivals and Departures).
The PPS will use the dedicated corridors available exclusively to the BRT of the city of Buenos Aires.
The PPS will be accessible to all IF Accredited clients, including IF President, IF Secretary General,
Accompanying Associates, IF Representatives and IF Associates, subject to the presentation of their
accreditation in each transport hub.
c) Pool Vehicle Services (PVS)
Pool Vehicle Services are a pool of cars available to accredited clients upon request. More information
will be provided in a later stage.
d) Public Transport
All accredited clients will be entitled to use Buenos Aires’ public transport system within the city and
its province, free of charge, from September 30th to October 22nd, 2018.
The public transport system includes city buses, subway, trains and tram and can be accessed at any
time by accredited clients presenting their YOAC. Public transport in the city works from 5.00am until
11.00pm, except buses, which run 24h.
e) Taxi services
Each Park and Stand-Alone Venue will have an official taxi stop, where clients will be able to request
the city’s taxi services.
f) Drop-off and Pick-up points
Transport Hubs, are the loading zones where the pick-up and drop-off of accredited clients take place,
will be located in each park and venues, outside of the security perimeter.
Although the transport hubs are strategically located so that accredited clients walk less than 500m to
reach the competition or training venue, each accredited client will have to pass through the PSA to
get inside the venue.
ARRIVALS AND DEPARTURES

During Soft Opening and Games Time the service will be based on the information of arrivals and
departures provided by each group of Clients.
During peak days, the service will be 24 hours.
BAYOGOC will provide arrival and departure services to all international clients of Buenos Aires 2018,
at the official ports of entry of EZE and AEP between 30 September and 22 October 2018.
As a rule, all clients will receive the same service level and will be treated with the same courtesy at
the airport.
Arrival Services The purpose of the Arrival Service is to provide assistance and guidance through points of control of
the POEs and the designation of the transportation of the clients to their respective official
accommodation.
Customers arriving before September 30 will have to plan their own transportation on arrival at the
POE.
On peak arrival days, all services will be provided 24 hours a day. The operation will be based on the
arrival times collected and provided by the Official Travel Agency (OTA) together with IF Relations &
Services.
The IFs will have transport service from the Official Ports of Entry to the official hotels provided by the
Functional Area of Transport of BAYOGOC. It will include pre-planned services, based on the arrival
data of the flights.
Presence in points of control at POEs During the entire period of operations, customers must make their own way from their arrival at the
port of entry, through passport control, baggage reclaim and Customs control. The AAD team will be
at your disposal to guide and facilitate contact with the corresponding entity in case of any
inconvenience within the public and secure areas of the airport.
As a first point of contact and reference for groups, BAYOGOC will be present at the Welcome Point,
which will be clearly located before the passport control area.
In the Baggage reclaim area, BAYOGOC will provide support for any baggage enquiries with airline
representatives. This will be in case of delayed or damaged baggage to carry out its follow-up. Each
client must manage the process personally, as well as keep the voucher of the claim that contains the
tracking code provided by the airline.
All clients will be responsible for picking up and handling their baggage at the baggage reclaim area,
and their subsequent transfer to the transport area. The POEs have free trolleys for their use.
A help desk will be available in the international arrivals hall, close to the customs control exit. The
AAD staff will register the accredited clients and will ensure that they are directed to the corresponding
area for their transfer to official accommodation.
All clients must contact the Help Desk in order to be registered and confirm their corresponding
transfer to the assigned accommodation.
Departure Service The purpose of the Departure Service is to assist international accredited clients in the hall of the POEs and
to instruct on their transport.
The departure services will be provided from 6 October to 22 October 2018. Peak of departures is
expected between 17 and 22 October 2018.
Clients will have a pre-planned transport service to the POEs. AAD together with TRA will organise the
corresponding vehicles based on the confirmed schedule of the games.

The AAD staff will assist in the departure areas, guiding the route to the check-in area and airlines
check-in desks. Each client will check in their personal baggage.
After satisfactorily completing the check-in, the Airport Security and passport control processes,
clients will have to address any further enquiries with the airline directly BAYOGOC will be available
to provide location and schedule information to customers who request it.
26. Board & Lodging
Athletes and Head of delegations
During the 2018 Buenos Aires YOG, all athletes and team officials will reside in the YOG village. The
YOG village will open on 2 October 2018 and close on 18 October 2018.
Officials
The Officials will be staying at NH Florida 4* Hotel. This hotel is located in a hotel zone in the heart of
downtown Buenos Aires, at a maximum distance of 500 meters from public transport and the official
routes of YOG transport, thus improving the access of clients to the different competition venues.
The hotel zone and all the selected hotels are located within an area filled with restaurants, ATMs,
shops and a wide variety of cultural offerings.
Food
IF Representatives, will have access to user pay services for Meals, Snacks and Beverages.
Sales points will be available in all competition venues, open during operational hours of parks/venues.
Additionally, Meal Vouchers to access the service of the Workforce Dinning Hall will be available at all
parks/venues. Training venues will only have Meal Vouchers available.
Beverage
Hot beverages and water will be available for free for IF Representatives at their respective
competition venue. Hydration (water and isotonic drinks) will be available at fields of play and warm
up fields of play for free in
all competition venues, for all Technical Officials in operation.
Meal Voucher
There will be Meal Vouchers available for IF´s to be purchased in advance for lunch in all competition and
training venues, and exceptionally for dinner (according to the park operating hours). Lunch and Dinner Meal
Vouchers will be sold separately and will be valid for each park independently.
In principle, the meals will be provided in the Workforce Dining Hall at each park.

The price of the Meal Voucher will be AR$250.
27. PER DIEM & TRAVEL ALLOWANCE
The Per Diem for the ITOs (Control Committee and Referees) will be paid by the FIVB.
Per diem: CHF 125 Meal allowance per day: CHF 125 Travel allowance: CHF 200
The per diem will be transferred to the bank account of the official before the ITOs departure to
Argentina.
28. TEAM VIDEO CAMERA POLICY
Each team is allowed one video camera (hand held) provided that it does not utilize a tripod. Teams
can film from the reserved area in the Sport stand in the Center Court and side competition court,
dedicated for teams competing at the Olympic Beach Volleyball Competition.
A booking system will operate through the Sport Information Desk at the Olympic Beach Volleyball
Centre, with priority given to teams competing in the same pool. During the preliminary inquiry, each
team has to sign a letter in which the players confirm to respect the conditions for the use of the video
established by the IOC.
For each NOC filling the proper forms for filming, will be issued a special label sticker to put on the
video-camera they will bring at the Preliminary Inquiry. The volunteers controlling the access will only
check the label. The personnel that brings the video-camera with correct label will be permitted access
to such position, no matter if the personnel carry an accreditation or even the ticket.
29. CLOTHING, EQUIPMENT AND ACCESSORIES
Concept
Beach Volleyball athletes compete in a beach and open air environment and are required to project a
healthy image to audience, media, partners, etc.

Sun, sand and also sea (whenever applicable) are critical elements in every competition and forces to
be dealt with. In order to cope with a sunny and sandy environment, the FIVB has established uniforms'
standards which are featured in this document based on the recommendations of its medical advisors,
inputs of its athletes, advice of its officials. Please note that following information is based on the IOC
guidelines.
General Principles
An Authorised Identification may only be used in compliance with the terms of the Olympic Charter,
the present Guidelines or as further approved in writing by the IOC.
The IOC reserves the right to prohibit the use of any Authorised Identification on any given Item in
order to ensure the spirit of the principles of the Olympic Charter and these Guidelines are
respected.
Unless specifically mentioned otherwise hereinafter (in particular in the “Sport Specific
Implementation” section (please refer to the IOC Guidelines Regarding Authorised Identification)) or
unless otherwise indicated in writing by the IOC, the following general principles shall apply:
No use of any Identification of the Manufacturer may be made in a conspicuous way and no Item may
be used for advertising purposes. An Item is in particular considered to be used for advertising
purposes when the identification on such Item is not in relation to sport or is only featured or used for
the purpose of conspicuous exposure during the Youth Olympic Games.
No identification other than an Authorised Identification may appear on any Item.
Only one Identification of the Manufacturer per Item shall be permitted.
Where the Identification of the Manufacturer is not a Sports Brand, such identification shall not be
permitted, except for Clothing, for which the Identification of the Manufacturer may be that of a
Clothing Brand.
Participants must refrain from contributing to or participating in any conspicuous advertising within
Youth Olympic venues and sites, and in particular on the field of play.
The men and women athletes' uniforms should correspond to the guidelines herein indicated. These
guidelines are based on the IOC’s Guidelines regarding Authorized Identifications.
Guidance on Placement
No Authorised Identification may appear on the neck or the collar or on the body (e.g. tattoo) of any
person participating in the YOG.
No Identification of the Manufacturer may appear in combination with any other Authorised
Identification.
Authorised Identifications may not appear close or adjacent to each other, in order to avoid a
composite logo effect or a repetitive effect. This applies also in case of several layers of Items worn by
the same person or for one-piece body suits.

Items That Must Remain Unbranded
Certain items, due in particular to their potential for abuse in the context of product placement or
advertising on the Field of Play (FOP), should at all times remain unbranded and/ or not feature any
Identification (by covering any existing Identification) if brought by the participant on the FOP or in
camera view. As a consequence, the following Items may not feature any Identification of the
Manufacturer: headphones, water bottles, umbrellas, towels, bandages, contact lenses, earplugs,
mouth guards and nose clips. This list is an exemplary and non-exhaustive list and may be amended
and completed by the IOC when necessary.
Third Party Identifications
No third party reference or name, including the names or nicknames of participants or any other
persons, designation, trademark, logo, URL, social media account, hashtags, corporate design or colour
scheme (including, but not limited to, those of sponsors, National Federations, public or governmental
authorities, and clubs) or any other distinctive sign (whether direct or indirect, such as QR codes or
barcodes) may appear on any Item.
No Item may feature any identification that relates to a product, service or in any other way does not
comply with the principles of the Olympic Charter.
The use of certain Authorised Identifications (such as IF Identifications, the Buenos Aires 2018 Emblem
or the Buenos Aires 2018 Wordmark) is limited and restricted to certain Items only and may not be
used otherwise as specifically indicated herein.
All Items must be those which are normally worn or used by a participant in the Youth Olympic Games.
NOC Emblems and National Identity
NOCs are encouraged to use their national colours, name, flag and emblems, as well as NOC Emblems
(hereinafter “National Identifications”), in order to visually enhance the national identity of their Items.
NOCs have the right to choose the National Identification(s) which will be used by their delegations on
Clothing (for instance, NOC emblem or national flag).
No Item may feature the wording or lyrics from national anthems, motivational words, public/ political
or religious messaging or slogans related to national identity.
NOCs, in particular the NOC of the country hosting the Youth Olympic Games (in the present case, the
Argentina Olympic Committee), may not use the “Look of the Games” in any way which creates
confusion between the BAYOGOC Workforce and the athletes and delegation officials of their national
Olympic Team.
International Federation Identifications
As per the Olympic Charter, IF Identifications are only authorised for use on uniforms worn by IF
officials; this includes all categories of IF staff as well as technical officials.
For Clothing worn by IF officials, one IF Identification per Item shall be permitted, with a maximum size
of 30cm2.
Homologation Marks

If any identification is necessary for safety reasons and is prescribed within IF rules and regulations
(e.g. “CE” or a similar non-commercial certification logo) and included within the Sport Specific
Implementation section, such identification will be permitted on the Item, in a location that allows
technical verification by officials.
Use of Buenos Aires 2018 Emblem and Buenos Aires 2018 Wordmark
NOCs and IFs may enhance the Olympic Identity of their uniforms (Clothing only) by using the Buenos
Aires 2018 Emblem or Wordmark on a limited basis, provided the following conditions are observed.
In general, the Buenos Aires 2018 Emblem and the Buenos Aires 2018 Wordmark must:
- be sourced directly from BAYOGOC or the NOCnet and used in accordance with the Buenos Aires
2018 Marks Usage Guidelines;
- not be used for any commercial purposes including, but not limited to, licensed and replica
merchandise;
- only be used once per item of Clothing, with a maximum size of 30cm2;
In particular,
- When used in conjunction with the NOC Emblem or IF Identification, the Buenos Aires 2018
Wordmark should be positioned under the NOC Emblem or IF Identification with a distinctive gap
or separation between the images or separated by a small dividing line. It is forbidden to associate
the Buenos Aires 2018 Wordmark with an Identification of the Manufacturer. The Buenos Aires
2018 Wordmark can only be reproduced in its entirety as defined in the Buenos Aires Marks Usage
Guidelines or in a generic font.
- The Buenos Aires 2018 Emblem must not be used on competition clothing (unless no Identification
of the Manufacturer appears on the same Item) and must absolutely appear alone. It is forbidden
to associate the Buenos Aires 2018 Emblem with any other Authorised Identification (such as an
Identification of the Manufacturer or an NOC Emblem or IF Identification). The Buenos Aires 2018
Emblem can only be reproduced in its entirety as defined in the Buenos Aires 2018 Marks Usage
Guidelines.
Victory Ceremonies
Victory ceremonies will be conducted in English, French and Spanish, and occur at all competition
venues, as per the date and time indicated in the sport competition schedule.
NOCs are responsible for bringing appropriate uniforms for the medal-winning athletes.
Medal-winners are required to dress in their official team uniform with proper footwear during the
victory ceremonies (slippers and sandals will not be allowed).
It must comply with the third-party trademark identification guidelines regarding clothing and
accessories worn during the victory ceremonies.
Medal-winners must also remove any headgear such as sunglasses, hats and caps when receiving the
medals, during their national anthem and raising of flags.
Please refer to the Ceremony Uniform Guidelines for more detailed information. This document will
be published soon by the IOC.

No Sports Equipment or Accessories may be brought to the flower or victory ceremony. This applies
also to interviews, with the exception of the mixed zone when used as an exit from the competition
area, or if the Sports Equipment is worn by the athlete (e.g. helmet).
No personal accessories, including but not limited to mobile phones, water bottles, national flags and
POV camera devices, are permitted on podiums.
The official men's uniform for the Olympic Beach Volleyball tournament consists of:
- A TANK TOP and SHORTS
- Eventual ACCESSORIES
The official women's uniform for the Olympic Beach Volleyball tournament consists of:
- A TOP and BRIEFS (Option 1) or A ONE PIECE (Option 2), or other options (Diagram 1, 2, 3).
- Eventual accessories
Athletes from the same team must wear identical uniforms (style, fabric and colour).
For further information regarding the rules applicable to uniforms worn by athletes during flower and
victory ceremonies, please refer to the Ceremony Uniform Guidelines.
Athletes must not alter the uniforms in any way or cover the identification of official athlete's number,
athlete`s last name (or nickname), country code and flag, manufacturer's logo, and no other third party
name, logo, corporate design may appear on any equipment or clothing.
Uniform Requirements
The FIVB requires 3 sets of uniforms of clearly contrasting colours and recommends having a total of 6
uniforms available (2 of each colour) for each athlete.
Opposing teams have to wear uniforms of clearly contrasting colours and to avoid the use of dominant
white colour as recommended by the Olympic Broadcasting Services (OBS) and the FIVB. Before each
match, the Control Committee will verify and approve the colours of each team. If the FIVB Technical
Delegate deems that the colours of the two opposing teams might lead to confusion, or prove
unsuitable for television, on-site audience and photos purposes, they must be changed. A toss of the
coin will determine the team that will change uniform in order to comply with the above requirement.
A clean uniform must be used for each match. FIVB recommends that athletes have 2 sets of identical
uniforms available for each match.
Athletes` Safety
As per the FIVB Official Beach Volleyball Rules, athletes are forbidden to wear any objects that may
cause an injury to an athlete, such as jewelry, pins, casts, bracelets, etc.

Player’s Uniforms
Men’s Uniform
The TANK TOP must fit closely to the body and the design must be with open arms, respecting the
space for the required placements of the manufacturer trademark, athlete number, country flag,
country code and eventual NOC logo, also respecting the place for the athlete’s name. All information
featured on an athlete`s TANK TOP must be clearly visible once (which is strongly recommended by
the FIVB) the TANK TOP is tucked into the SHORTS.
The SHORTS must be in accordance with the enclosed diagram and not be baggy. For all athletes the
bottom of the shorts must be a minimum of 10 cm above the top of the knee cap.
Women’s Uniforms
Style (see diagram Women Athlete`s Uniforms)
The TOP (as per Option 1) must fit closely to the body and the design must be with deep cutaway
armholes on the back, upper chest and stomach (2-piece), respecting the space required for the
manufacturer logo, athlete number, country flag/country code, and the place for the athlete’s name.
The BRIEFS (as per Option 1) should be in accordance with the enclosed diagram, be a close fit and be
cut on an upward angle towards the top of the leg.
Fabric
The tank top must be made of elastic material, preferably Lycra or a combination of Lycra/cotton, or
other similar good quality synthetic material. Due to severe weather conditions that athletes may face
during the competition, the FIVB recommends the manufacturers concerned using breathing
materials.
Colour
The tank top and shorts should possibly be of bright and light colours. The use of white dominant
colour is not recommended by the Olympic Broadcasting Services (OBS) and the FIVB.
Colourful designs of the uniform may be allowed, provided that it does not compromise the visibility
of the Athlete`s Number, Country Code, Flag and Athlete`s Name. It is recommended to use colour
and/ or design recalling the country`s flag of the participating teams.
General guidelines and design on uniforms (see diagram)
Size and Frequency of Authorized Identifications
a) Manufacturer's Logo
One Identification of the Manufacturer per clothing item will be permitted, to a maximum size of
30cm2.
One additional Product Technology Identification will be permitted per clothing item, to a maximum
size of 10cm2.

b) Athlete's Number
The athlete’s number must be printed on the front and back of the athlete’s top with the maximum
size of:
For women: 4cm (height) × 2.5cm (width) with a stripe at least 0.8cm wide.
For men: 4cm (height) × 6cm (width) with a stripe at least 1.6cm wide.
The athlete’s number must also be printed on the headgear, on either of the sides and to a maximum
size of:
4cm (height) × 2.5cm (width) with a stripe at least 0.8cm wide for caps.
3cm (height) × 2cm (width) with a stripe at least 0.6cm wide for visor and headbands.
The athlete’s number must also be printed on the headgear, centrally on the front and to a maximum
size of:
4cm (height) × 10cm (width) with a stripe at least 0.8cm wide for caps.
3cm (height) × 7.5cm (width) with a stripe at least 0.6cm wide for visors and headbands.
c) Country Code, Flag and eventual NOC logo
For women:
The NOC code must be compulsorily printed, embroidered or woven on the front and the back of the
top, the one-piece bodysuit, the long sleeve top, the half sleeve top, or the no sleeve top, on a total
surface of a maximum of:
4cm (height) × 10cm (width) on the front with a stripe at least 0.8cm wide.
3cm (height) × 7.5cm (width) on the back, with a stripe at least 0.6cm wide.
The national flag and/or NOC emblem may be additionally printed, embroidered or woven on the
front of the top, the one-piece bodysuit, the long sleeve top, the half sleeve top, or the no sleeve top.
The national flag must have the maximum size of 5cm (height) and 7cm (width) and the NOC emblem
a maximum size of 18cm2.
For men :
The NOC code must be compulsorily printed, embroidered or woven on the front and on the back of
the tank top, on a total surface of a maximum of 8cm (height) × 20cm (width) with a stripe at least
1.6cm wide.
The national flag and/or NOC emblem can be printed, embroidered or woven on the front of the tank
top, with an approximate size of 35cm2 (for national flag the maximum surface will be 7cm [height] ×
10cm [width]).
The athlete’s number must also be printed on the headgear, centrally on the front and to a maximum
size of: 4cm (height) × 10cm (width) with a stripe at least 0.8cm wide for caps.
3cm (height) × 7.5cm (width) with a stripe at least 0.6cm wide for visors and headbands.
d) Third Party Identifications (Athlete's Name)

The athlete’s name (i.e. last name or nickname if this latter is authorized by the FIVB) must be included
on the back of the athlete’s top below the NOC code, in a colour contrasting with that of the playing
uniform. Letters must be between 2 and 3cm high (for women’s uniform) and between 4 and 6cm high
(for men’s uniform), depending on the total number of letters in the athlete’s name. Frutiger Extra
Black Condensed font is recommended, but other fonts are permitted as well provided that the
information is clearly visible to the onsite audience, and for television and photo purposes.
e) Recommended Font
For the Athlete`s Number, Athlete`s Name and Country Code, the FIVB recommends Frutiger Extra
Black Condensed font to be used to gain better visibility. Other fonts are permitted as well, provided
the information is clearly visible to the onsite audience, television and photo purposes.
f) One-piece body suit
Where one-piece body suits are used in competition, one Identification of the Manufacturer and one
Product Technology Identification shall be permitted above the waist and below the waist, in
accordance with the maximum size noted above, however these identifications shall not be placed
immediately adjacent to each other.
g) Knee pads
One Identification of the Manufacturer per item will be permitted, to a maximum size of 6cm2.
h) Armband/Wristband
One Identification of the Manufacturer per item will be permitted, to a maximum size of 6cm2.
i) Therapeutic support braces for knee/elbow
One Identification of the Manufacturer per item will be permitted, to a maximum size of 6cm2.
j) Towel /Squeeze bottle/ Kinesiology Medical tape
No Identification of the Manufacturer will be permitted.
k) Headgear (sun-visor or cap or hat or headband)
One Identification of the Manufacturer per item will be permitted, to a maximum size of 6cm2 and
placed above either one of the ears.
l) Athletics socks
One Identification of the Manufacturer per item will be permitted, to a maximum size of 6cm2.
Note: The use of athletics socks can be permitted only by the control committee or/and by the
referees.
m) Eyewear
May carry the Identification of the Manufacturer as generally used on products sold through the retail
trade during the period of 6 months or more prior to the YOG, with no Identification of the
Manufacturer permitted on the lenses.
n) Bag

One Identification of the Manufacturer per item will be permitted, not greater than 10% of the
surface are of the item, to a maximum size of 60cm².
o) Shoes
All footwear items may carry the Identification of the Manufacturer as generally used on products
sold through the retail trade during the period of 6 months or more prior to the YOG.

Other Uniforms Options and Uniforms for Cold Weather
The following three uniform options (Diagram, 1, Diagram 2 and Diagram 3) may also be used by
women athletes, whereas the LONG SLEEVE TOP and LONG PANTS (Diagram 1) is recommended to
be used in case of cold weather conditions (below 16 °C).
The LONG SLEEVE TOP (as per Diagram 1) must fit closely and the design (see diagram) must feature ¾
sleeves and a recommended collar of 4 cm height.
The LONG PANTS (as per Diagram 1) must be in accordance with the enclosed diagram, be a close fit
and the design must feature a minimum of 90 cm pants length and a recommended waistband of 6-7
cm wide.

The HALF SLEEVE TOP (as per Diagram 2) must fit closely and the design (see diagram) must feature
neck line depth (front) of 12 cm and neck line depth (back) of 8 cm, the shoulder width of 9-10 cm and
the bias tape at the neck line of 0.7 cm.

The KNEE LENGTH PANTS (as per Diagram 2) must be in accordance with the enclosed diagram, be a
close fit and the design is recommended to feature total length of 47 cm (from waistband) and 3 cm
above the knee, and a waistband of 6-7 cm wide.
The NO SLEEVE TOP (as per Diagram 3) must fit closely and the design (see diagram) is recommended
to feature neck line depth (front) of 12 cm and neck line depth (back) of 8 cm, the shoulder width of
5-6 cm and the bias tape at the neck line of 0.7 cm.

The SHORTS (as per Diagram 3) must be in accordance with the enclosed diagram, be a close fit and
the design is recommended to feature total length of 26-28 cm (from waistband) and 26 cm above the
knee, an a waistband of 6-7 cm wide.
Training and warm-up suits
Each NOC will be responsible to provide to their respective athletes training and warm up suits. In this
document, the FIVB is giving some recommendations to the parties concerned.

During the opening/closing and awarding ceremony, athletes are allowed to wear the NOC's official
uniform which may be different from the Beach Volleyball official uniform. This uniform will conform
to Bye-law to rule 50 of the Olympic Charter (Version in force during the Buenos Aires 2018 Youth
Olympic Games). No hats and sunglasses can be worn during the awarding ceremony.
Training and Warm-up suits consist of a JACKET and PANTS.
General guidelines and design on uniforms (see the below picture)
Any elements placed on the uniform should not overlap each other or be placed directly adjacent to
each other. All elements placed on the uniforms should maintain certain distance as per available
space.
a) Manufacturer's Logo
It can be printed or embroidered or woven on the front of the JACKET and on the PANTS as per the
enclosed diagram on a total surface of 30 cm².
One identification of the manufacturer per clothing item will be permitted.
a) Country flag The country flag may be printed, embroidered or woven on the front of the JACKET as per the enclosed
diagram on a maximum surface of 4 cm (height) and 7 cm (width).
b) NOC’s logo
The NOC’s logo may be printed, embroidered or woven on the front of the JACKET and on the PANTS
as per the enclosed diagram.

Accessories
Athletes are authorized to use the following access ories: • Headgear (i.e. sun-visor or cap or hat or headband)
• Eyewear (sunglasses)
• Therapeutic support braces for knee/elbow (with approval of the Control Committee)
• One (1) wristband (please note that an athlete may not wear both and armband and a
wristband on the same arm.)
• One (1) watch
• One (1) armband (maximum width: 10 cm) or one (1) temporary tattoo, not both. The
armband or temporary tattoo must be located on the upper arm only. No commercial
temporary tattoos and tattoos representing religious, political or racial propaganda are
allowed.
• Footwear and/or athletic socks (with approval from referees)
• Bag
• Squeeze bottle
• Kinesiology medical tape (with approval of the Control Committee)
Style (see diagram Athlete`s Accessories)
The organizers will provide towels to all athletes. Should an athlete use his/her own towel, it could
have only one (1) manufacturer's logo of maximum 6 cm². One identification of the manufacturer per
accessory will be permitted on the eyewear, placed on one of the arms and to a maximum size of 6
cm2; alternatively, two identifications of the manufacturer will be permitted, placed one on each arm
and to a maximum size of 3 cm2 each.
The accessories shall not be placed immediately adjacent to each other.

Approval Procedure
Uniforms` Approval Process
Each NOC/NF is responsible for providing their respective athletes with uniforms from manufacturers
which have been approved by the FIVB. The FIVB will be involved in the approval process of the
athletes’ uniforms/accessories, but it will not apply any approval fee for the service.
NOCs/NFs are requested to send to the FIVB ([email protected]) the layout of the uniforms in 3
colours featuring all brandings and 1 sample (possibly branded) of each piece of the uniforms (to FIVB,
Edouard-Sandoz 2-4, 1006 Lausanne, SWITZERLAND; att. Beach Volleyball Department) by 14th
September 2018 the very latest, for FIVB`s approval. The FIVB will accept also samples featuring only
the manufacturer`s logo if accompanied by a comprehensive layout in hard copy featuring all featured
elements.
Teams` Entry List (BVB – 02)
Each respective NF is required to fill in the Team`s Entry List (BVB-02) for each qualified team and
submit to FIVB ([email protected]) the scan copy by 16th September 2018 while bringing the
original copy to the Preliminary Inquiry.
Preliminary Inquiry and FIVB`s Approval
Athletes and their NOC representative must submit their uniforms that will be worn during the
competition, warm-up training uniforms, and accessories (including: sun-visors, caps, hats, headbands,
sunglasses, armbands, wristbands, temporary and permanent tattoos, bags, towels, watches, squeeze
water bottles, warm-up training suits, therapeutic support braces, Kinesiology medical tape and
footwear, etc.) at the Preliminary Inquiry for FIVB`s approval.
During the Preliminary Inquiry, the FIVB Control Committee will check all presented items as per the
guidelines/ regulations set in this document.
After the Preliminary Inquiry, once uniforms and accessories have been checked and authorized by the
FIVB Control Committee, and unless specifically authorised in writing by the FIVB, athletes are not
allowed to modify their uniforms and accessories. Uniforms and accessories will also be checked by
BAYOGOC Competition Management and the FIVB Control Committee before the Athletes enter into
the field of play.
Duties of the Athletes
Athletes must wear the uniform approved by the FIVB and checked by the Control Committee at the
Preliminary Inquiry and be properly dressed during matches, on the field of play, during warm-ups and
during post-match interviews in the mixed zone. Athletes are requested to wear clean uniforms in the
media / press area and during the awarding ceremony.
Warm-Up Sportswear and Cold Weather Uniforms

Upon request of athletes, the Technical Delegate may authorise them to play with warm-up
sportswear (same colour and same fabric of the uniforms and tight fitting in exceptional weather
conditions such as cold temperature below 16° C). The same branding rules as per Bye-law to rule 50
of the Olympic Charter (Version in force during Buenos Aires 2018 Youth Olympic Games) will apply
for such items.
The cold weather uniform shall be composed of a tight shirt with long or short sleeves and/or long or
short length tight pants. This uniform must be tight to the body and consistent in style, length and
colour for both athletes.
Women athletes may choose to either wear branded uniforms following the diagram or A LONG
SLEEVE TOP and LONG SLEEVE PANTS (Diagram 1) or wear a tight cold weather uniform under the
chosen uniform option free of any manufacturer logos or country codes, or country flags, or NOC logos,
or Athlete`s Name, or Athlete`s Number.
Infringement of the IOC rule 50
Any identification of the Manufacturer (including, in particular, any usage of Exclusive Identifiers)
infringing upon the IOC shall be removed or covered in accordance with the instructions given by
representatives of the IOC, NYOGOC, FIVB to the athlete concerned.
Sanction
Any breach of the IOC and FIVB Manufacturer Identification Guidelines may lead to a sanction, in
accordance with the decision of the IOC Executive Board and FIVB Technical Rules.
The NF of the athlete concerned may be also fined up to USD 1,000 for other type of noncompliance
of the regulations established having received the FIVB/ IOC approval at the Preliminary Inquiry.
30. MATERIAL & SPORT EQUIPMENT
All the material, which BAYOCOG provides for the competition venues, warm-up areas, and training
venues, will comply with FIVB rules and regulations.
Mikasa Ball Type VLS-300 will be the official ball for the Youth Olympic Beach Volleyball tournaments.
The net posts, post protections, net antennae, nets (made of 10 cm square mesh), lines, and referee's
chair will be provided by Senoh in accordance with the FIVB Regulations.
The sand of the playing courts, warm-up courts and training courts for the Youth Olympic Beach
Volleyball competition will be in accordance with the 2017-2020 Official Beach Volleyball Rules. The
FIVB official sand laboratory in Canada has defined and approved the sand to be used for the Beach
Volleyball tournament at the 2018 Youth Olympic Games with the specifications of the mix as per the
sand specification.

The National Health Care System in Argentina is public, universal and free of charge.
During YOG time, the Public Health System of the City of Buenos Aires will be warned of the YOG and
involved in emergency attendance.

Doping Control Station
The IOC Medical and Scientific Commission (MC) is responsible for supervising the Doping Control
Programme in compliance with the IOC Anti-Doping Rules applicable for the Summer Youth Olympic
Games Buenos Aires 2018.
BAYOGOC will be responsible for launching and carrying out the Doping Control Programme under the
authority of the IOC Medical Commission and in compliance with World Anti-Doping Code, the WADA
International Standards and the IOC Anti-Doping Rules applicable for the period of the Games. The
WADA Prohibited List for 2018 is published on WADA official website.
BAYOGOC will be the exclusive service provider for all doping control tests in the Doping Control
Stations (DCS) assigned for that effect, and will be responsible for establishing the necessary
infrastructure and operational provisions to implement the Doping Control Programme, including the
sample collection, storage and transport to the WADA accredited laboratory for the corresponding
analysis.
The doping controls will be separated into two parts: doping controls “out of” competition (before)
and doping controls “in” competition (during), following the rules of in and out of competition testing.
These will comply with the Doping Control Protocols determined by the IOC, WADA, the IFs and
BAYOGOC. Urine and blood samples will be collected from the athletes during the period starting with

the opening of the YOV on 2 October and ending with the Closing Ceremony on 18 October 2018,
inclusive.

32. MEDALS & DIPLOMAS
Medals and diplomas will be awarded in each event in accordance with the IOC Olympic Charter (Rule
56: Victory, Medal and Diploma Ceremonies) and the IOC Protocol Guide (Article 5.4).
Victory diplomas will be given to 1st, 2nd and 3rd place medallists.
All athletes will be given participation certificates, which will be available as from 6 October 2018.
Victory diplomas, medal boxes and participation certificates must be collected by the CdM or a Proxy
Card holder at the Front Desk at the FAs Helpdesk at the NOC Services Centre. Each delegation shall
choose when and where to present the participation certificates to their athletes.
The Diplomas will be available for collection up to 48 hours after the Victory Ceremony, with exception
for the events held on the 17 and 18 October. The deadline to collect them is on 18 October, before 6
pm.
33. SPORT INFORMATION
YOG Village Information Centre (EIC) and Sport Information Desk (SID)
The Event Information Centre (EIC), the Head Office of sports information, is located in the
Residential Zone of the Youth Olympic Village across from the NOC Services Centre.
EIC is organizing in 5 spaces:

• Urban Park + Stand Alone Venues Desk

Access to the EIC is limited to Chefs de Mission, Team Officials and Young Change-Makers. Only Chefs

The EIC will also be in charge of booking and monitoring unofficial training sessions during Games-
Time. It will also provide information about other sports activities, such as Sport Initiation and Sport
Showcasing.
CEP desk will provide news and information on all CEP activities, including recommended CEP
schedules by sport. It will also serve as a help desk to answer all queries relating to CEP activities and
will provide information about Learn and Share activities in the Parks.

Soft-opening: 30 September to 01 October, from 08:00 am to 08:00 pm
Games Time: 02 October to 18 October, from 08:00am to 10:00 pm
Post YOG/ Closing: 19 October, from 08:00 am to 12:00 pm
The Sport Information Desk (SID)
The SIDs, located in each competition venue, coordinate the distribution of results and sport-specific
information to NOC representatives, in accordance with IF/IOC requirements. SIDs can be doubled up
for those sports/disciplines of short
It also distributes official lists and information concerning climate and transport.
Those who do not belong to NOC representatives, will be assisted with respect to their concerns and
referred to the relevant places.
In case of losing something, NOC and IF representatives should be directed to the Sport Information
Desk to report the item/s.
The SID will be open at least one-hour prior to the first training or competition of the day and remain
in operation until one hour after the conclusion of the final training or competition.
34. Exceptional Situations Handling
For any of the following exceptional situations, the FIVB Event Delegate or designated person from the
Control Committee may request production of the output and they will provide the appropriate text
to be used.

Schedule change The following event statuses are applicable to an event or event unit (match).
Delayed A delay may occur if a match does not start as scheduled, but should start within the current ticketing
session. The new start time is unknown. If the delay exceeds the current ticketing session, the status
will be changed to postponed, rescheduled or cancelled.
Postponed A match did not start as scheduled and has been postponed to a later ticketing session. The new date
and start time is unknown. The status will subsequently be changed to rescheduled or cancelled.
If an interrupted match cannot be resumed within the current ticketing session and the new date and
start time is unknown, the status will be changed to postponed. The status will subsequently be
changed to rescheduled or cancelled.
Interrupted A match may be interrupted if it is stopped after the start. The time of resumption is unknown. If the
match cannot be completed within the current ticketing session, the status will be changed to
postponed, rescheduled or cancelled.
If the interruption(s) do not exceed four (4) hours in total the match will continue.
Rescheduled A match may be rescheduled if it cannot be held at the originally scheduled start date/time. The new
date and start time are known. If it is impossible to reschedule a session or phase of competition within
a certain time frame, the status may be changed to cancelled. Should a match be stopped (once or
several times) during play (due to weather conditions, etc.) for more than four (4) hours in total, the
match will be rescheduled and played again. Any scores up to that point in the match will not be
included in the cumulative totals for the tournament.
The OC Competition Management will be responsible for communicating changes to OC Technology in
order to update the Competition Schedule and Daily Competition Schedule.
Cancelled A match which cannot be rescheduled prior to the Closing Ceremony of the Youth Olympic Games is
cancelled. In such a case the IOC and the FIVB will decide what effect the situation would have on the
tournament and what actions should be taken.
Disqualification or suspension of an individual player If an individual player is disqualified for one or more matches or is suspended from the remainder of
the tournament, the team will lose all these matches by forfeit with a score of 0-2 (0-21, 0-21). If a
disqualification takes place in the preliminary round; the concerned team will not be awarded any
match points. Match duration should not be considered.
