This plant has been declared a restricted area by authority of the Base Transition Coordinator in accordance with the provisions of the directive issued by the Secretary of Defense on August 20, 1954, pursuant to the provisions of Section 21 Internal Security Act of 1950. Unauthorized entry is prohibited. All persons and vehicles entering hereon are liable to search. 2. The scheduled dates for the 2010 NECD Deer hunt are as follows: Safety/security Briefing – 12:00 pm October 23,2010 Archery Hunt – October 30, 31 2010 Firearms Hunt – November 6, 7, 13, 14 2010 The safety briefing is MANDATORY and if any hunter fails to attend it, he/she will NOT be allowed to hunt. An Indiana State Police Criminal History Record is required to hunt on NECD and must be submitted to NECD Security upon arrival to NECD for the Safety/Security Briefing or he/she will not be allowed access to NECD. Both the hunter and their guest must attend the Safety/security briefing and have their completed Indiana State Police Criminal History Records or neither of them will be allowed to hunt. 3. Each hunter selected in the draw must bring one additional hunter with them. If the hunter is a Handicapped hunter a non hunting helper will fill this requirement. Each hunter must purchase all applicable licenses prior to hunting on the Newport Chemical Depot (NECD). The Military/Refuge Deer hunting license is mandatory for all hunters wishing to take an antlered deer on November 5 and 6.. Archery licenses may be used on October 30 and 31, and firearms licenses may be used on November 13 and 14 in lieu of military/refuge licenses, but animals harvested on these licenses count against the hunter’s state bag limit. Deer taken with a Military/Refuge Deer hunting License do not count against the Hunter’s State Deer Bag Limit. All hunters for both the Archery and Firearm hunts may use their state issued Bonus Antlerless Tags, but deer harvested on these licenses count against the state bag limit. All tree stands must be removed on the hunters last scheduled day to hunt. B. The U. S. Government and/Newport Chemical Depot Reuse Authority will not be responsible for any damage, loss, or theft of tree stands. C. No tree stands will be allowed in Eastern Black Walnut trees or White Oak trees. D. Using a full body harness and lanyard is REQUIRED for use in all tree stands. E. A fastener used in conjunction with a tree stand and a tree or pole climber which penetrates a tree more than 1/2 inch is prohibited. F. A tree stand must be legibly marked with the owner’s name, address, and telephone number. 5. The following items are not permitted on the Depot; therefore, please do not bring them with you: A. “Strike anywhere” matches. (Smoking is permitted only in specifically designated areas) B Firearms/bow & arrows - Except those allowed for hunting purposes and for any hunter who is actively employed as a paid police officer at the State, County, or City level who normally carries a handgun may bring their duty weapon on the depot, but it must remain in the vehicle and not removed at anytime while on Newport Chemical Depot property.

6. Vehicles entering the Depot will carry only the items necessary to perform the specified

deer hunt and vehicle tools. Firearms are only allowed to be brought onto the Depot on the scheduled hunt days.

7. All hunters are to park their vehicles in the parking area east of VG-1 while being

processed at VG-1. All hunters will be asked about contraband items and vehicles may be searched upon entry or exit

8. After processing through VG 1, hunters will drive to their parking area in their assigned hunt

area. A vehicle pass will be issued to put on the driver’s side dashboard of each hunter’s vehicle. Vehicles will not be parked on combustible material, such as dry vegetation.

9. Hunters may enter VG 1 starting at 6:00 a.m. Gate hours are from 6:00 am to 6:00 pm. All

hunters must leave their hunt area and exit the gate before 6:00 pm. (NO EXCEPTIONS) Hunters will be assigned their hunt areas during the safety briefing and will be allowed to

scout their areas and set up their Tree stands afterwards. 10. Temporary deer tag must be correctly marked and attached to the deer before reaching the

check station at VG 1. All deer will be checked at the VG 1 check station. 11. Discharge of firearms within 600 feet in the direction of roads separating hunt areas and

used only by hunters, hunters vehicles and Hunt Area boundaries is strictly prohibited. Discharge of firearms within 1,200 feet between hunters is strictly prohibited. Therefore hunters within the same Hunt Area MUST coordinate their hunting locations with each hunter prior to each hunt to ensure at least 1,200 ft. separation between hunters. Discharge of firearms within 1,200 feet in the direction of structures is also strictly prohibited.

12. Discharge of bows/crossbows within 300 feet in the direction of roads separating hunt

areas and used only by hunters, hunters vehicles and Hunt Area boundaries is strictly prohibited. Discharge of bows/crossbows within 600 feet between hunters is strictly prohibited. Therefore hunters within the same Hunt Area MUST coordinate their hunting locations with each hunter prior to each hunt to ensure at least 600 ft. separation between hunters. Discharge of bows/crossbows within 600 feet in the direction of structures is also strictly prohibited.

13. For those hunting near private property (i.e. Hunt Areas 13 and 15); Discharge of firearms

within 1200 feet in the direction of the Depot boundary and discharge of bows/crossbows within 600 feet of the Depot boundary is strictly prohibited. No trespassing or shooting of deer on private property is allowed. When departing/returning to vehicles, hunters MUST travel directly back and forth in order not to wander into an area where another hunter is still hunting.

14. Shooting from vehicles is not permitted. Shooting before arrival or after departure from

hunt area is also prohibited. 15. Gun hunters must wear at least one distinctly colored jacket or vest of International

Hunter’s orange as an outer garment (minimum of 400 square inches). Camouflage hunter orange garments do not satisfy the hunter orange requirement.

16. Archery hunters must wear one or more of the following articles that are solid orange in color: a vest, coat, jacket, coveralls, hat or cap. Camouflage hunter orange garments do not satisfy the hunter orange requirement.

17. Firearms/Archery Restrictions:

A. Shotguns must be 10-, 12-, 16-, or 20-gauge or .410 bore loaded with slugs or saboted bullets. Combination rifle-shotguns are prohibited. Rifled slug barrels are permitted.

B. Muzzleloading firearms must be .44 caliber or larger loaded with single bullet of at least .357 caliber. Saboted bullets are allowed provided the bullet is .357 caliber or larger. A muzzleloading firearm must be loaded from the muzzle. Multiple-barrel muzzleloading long guns are allowed.

C. Legal archery equipment includes long bows, compound bows or recurve bows and arrows. Bows must have a pull of at least 35 pounds. Arrows must be tipped with broadheads that are metal, metal-edged, or napped flint, chert or obsidian.

D. All handguns and rifles are prohibited at Newport Chemical Depot. E. Crossbows may only be used by handicapped hunters with a handicapped permit

during the archery season. 18. Guns WILL NOT be loaded EXCEPT while in an assigned hunt area during hunting hours.

All firearms will be secured in a case and transported in a manner that does not allow the hunter access to the firearm during transit.

19. A bow may be possessed in the field before and after hunting hours only if the nock of the

arrow is not placed on the bow string. It is illegal to have an arrow placed on the crossbow string outside of legal deer hunting hours while in the field.

20. Only one equipment (ex. shotgun, muzzleloader, or bow) per hunter will be allowed on the

Depot. 21. In case of an emergency, hunters will be directed (via cell phone) specific routes of travel

and assembly areas. Therefore all hunters must have a cell phone in their possession. If a hunter cannot be reached via cell phone, a continuous blast of a vehicle horn or siren will be the emergency signal to return to VG 1.

22. Travel only on designated travel routes as shown on the hunt area map. 23. Once you have left your hunt area and exited VG 1, you may not return for the remainder of

the day. Do not litter. Clean up the area before leaving. 24. All hunters will only hunt in their assigned hunt areas. The only exceptions will be to trail

the wounded and retrieve the kill. If a wounded deer goes into another hunt area or no hunting area report to VG 1 so that special consideration can be made to trail the wounded deer.

25. Tree stands will only be allowed for archery hunting; therefore, all gun hunters must hunt

from ground level. Blinds are allowed as long as no damage is caused to natural resources. (i.e. trees) Blinds must be removed on the last day the hunter is scheduled to hunt.

26. All hunters will hunt with at least 1 other eligible hunter. No more than 1 group of 2 to 5

hunters will be allowed in any Hunt Area, depending on the size of the Hunt Area. Hunters who have killed the limit will not continue to carry any equipment when hunting with a buddy. “Driving deer” is not allowed.

28. All physically handicapped hunters must follow the Indiana Department of Natural Resources (DNR) Guidelines for such, and must carry their DNR Handicapped Cards at all times. A non-hunting retriever is allowed to assist a handicapped hunter provided he/she is not carrying a weapon. A non-hunting retriever will not be required to pay a user fee.

29. The Newport Chemical Depot is a totally ceded Federal Installation, wherein Federal

authorities have exclusive jurisdiction in legal matters. Immediately obey orders or instructions given by NECD Security personnel. Violation of any instructions and Depot regulations will void an individual’s future hunting privileges.

30. The following hunt areas will be limited to archery only hunting: 6, and 7,

Shotgun/muzzleloader or archery (according to what is in season at NECD) hunting will be allowed in the following hunt areas: 1, 2, 3, 4, 5, 12, 13 and 15.

31. Above all, SAFETY is a must at all times. The opportunity to hunt at Newport Chemical

Depot is a privilege. Any hunter who is found in an unauthorized area or a hunt area other than the one which he/she is assigned, will be required to exit the Depot and will be prohibited from re-entry.

INSTRUCTIONS FOR OBTAINING AND SUBMITTING

INDIANA STATE POLICE CRIMINAL HISTORY RECORD FOR THE

2010 NEWPORT CHEMICAL DEPOT DEER HUNT 1. You may obtain a copy of your own Limited Criminal History (or Full Criminal History if under 18 years old) by either:

A. In person at the Indiana State Police Criminal Records Division, Room N301 at the Indiana Government Center North, 100 N. Senate Avenue, Indianapolis, IN. Business hours are 8:00 AM to 4:00 PM, Monday thru Friday. The applicant must bring a Driver’s License or State ID or original birth certificate and social security card. The applicant will receive their Limited Criminal History immediately. The Indiana State Police charge $7 (correct change required) for this service and they do not take personal checks or credit cards.

B. Via the Internet at http://www.in.gov/ai/appfiles/isp-lch/ .

1. Follow the instructions on the above webpage and click on “Start Search” at the bottom of the page.

2. Most applicants will answer “No” to the next three questions and

then click on “Search Now”. 3. Now complete all of the required personal information. Then check

the first box on the application, “Has applied for employment with a non-criminal justice organization or individual.” This will allow an individual to obtain their Limited Criminal History for their own purposes. Click “Continue”.

4. Now complete all of the required personal information. Click

“Continue”. 5. Enter the required Discover, MasterCard or Visa information for

payment. Your credit card will be charged $16.32 for this service. You will be able to print your Limited Criminal History immediately.

C. Via mail by printing and completing the form found at

http://www.in.gov/ai/appfiles/isp-lch/ . Click on “Request Form” and print.

1. Complete personal information and in “Reason for Search” box put

“Individual” and put your home address where the Limited Criminal

History will be sent. An “individual” Limited Criminal History CANNOT be sent directly to the Newport Chemical Depot from the Indiana State Police. A $7.00 certified check or money order, payable to the State of Indiana must be mailed with the form to the address at the bottom of page 2 of the form. It will take 7 -10 business days for the Limited Criminal History to be received in the mail.

D. For hunters who are under 18 years old (must be 16 by their

scheduled hunt day(s) to hunt with parent or legal guardian at Newport Chemical Depot), a Full Criminal History is required. This must be completed in person, at the Indiana State Police Criminal Records Division, Room N301 at the Indiana Government Center North, 100 N. Senate Avenue, Indianapolis, IN. Business hours are 8:00 AM to 4:00 PM, Monday thru Friday. The applicant must bring a Driver’s License or State ID or original birth certificate and social security card. The applicant will receive their Full Criminal History in four business days. The Indiana State Police charge $10 (correct change required) for this service and they do not take personal checks or credit cards.

E. Questions regarding the application criminal histories can be answered

by the Indiana State Police Criminal Records Division at 317/233-5424. 2. After obtaining your Limited (or Full) Criminal History, bring a copy with you to the Safety/Security Briefings. Note: It is recommended that you keep a copy for your records.
