• Following last years ‘Big Conversation’ and Full Council this February:– 41% reduction to budgets for NCC SEN Services– 100% delegation of SEN funding to schools
• SEN & Disability Green Paper:– Likely to turn ‘white’ this December– Current legislation timeline from May 2012 through to
September 2014

• Following last years ‘Big Conversation’ and Full Council this February:– 41% reduction to budgets for NCC SEN Services
• Educational Psychology• SEN Casework• Parent Partnership, Mediation, SEN&Disability Tribunal…and associated Management & Support
– Full Service Redesign• Web-based information & guidance• Legislative context• Educational Psychology & Specialist Support• SEN funding in schools… and associated need for change in culture, behaviours and expectations
across the SEN system

• Following last years ‘Big Conversation’ and Full Council this February: – 100% delegation of SEN funding to schools
• Total of £30million of School Specific Allocation (SSA) & Pupil Specific Funding (PSF)
• Total ‘pot’ from the overall DSG pays for School Action, School Action Plus and Statements of SEN
• The PSF element, approx. £16million, is the subject of current Fair Funding Consultation:
– Options 1 & 2, all SEN Funding via individual school budgets– Option 3, proportion of the SEN funding via school clusters– Option 4, the DSG to cover the £1.9million NCC funding reduction

• SEN & Disability Green Paper:– Likely to turn ‘white’ this December
• Possible to advise Cabinet in January of likely direction of travel…if timeframe is accurate
• Clarification regarding significant changes, for example personal budgets in education context

• SEN & Disability Green Paper:– Current legislation timeline from May 2012
through to September 2014• May 2012 reduction in the timescale for Statutory
Assessments, from current 26 weeks to 20 weeks• September 2014 - ending of Statements of SEN
and a new Single Health, Education & Care Plan age 0-25
• September 2014 – a single SEN category
