Federal Special Education Annual Child Count and Least Restrictive Environment (LRE) Reporting

Student’s age, disability category and least restrictive environment codes are calculated as of the count date as compared to birth date, regardless of when the data is submitted.

This federal count is for student’s ages three through 21. Birth through two students are not counted on this particular report.

Serving Districts report this data, not the Resident District. UNLESS the two districts have an agreement that says otherwise.

If the student is a “Choice” student make sure that element is filled out in CEDARS

Must mail in original Certification Page—keep a copy in your district.

Federal Special Education Annual Child Count and Least Restrictive Environment (LRE) Reporting

Only count students eligible on the count date of 11/2/2015 SERVED by your district

Submit data on or before the due date. Don’t wait until the last day. Due date this year is 12/14/2015.

Make sure you have access privileges to EDS—if you do not or do not know, please contact your District Security Manager to have access assigned.

Incorrect or missing LRE, Disability Codes or Race/Ethnicity Codes will result in errors in the record for that student will not be able to be validated.

After validating and locking the district’s data, a confirmation will be sent back to the email address submitting the report within three business days.

Using the Special Education November Federal Child Count Application

Federal Special Education Child Count and Least Restrictive Environment (LRE) is an annual data collection specific to special education students enrolled and served within a district. The Special Education November Federal Child Count Application was created within the Education Data System (EDS) to assist school districts in reviewing and certifying their data before it is submitted for state and federal reporting. Where appropriate, current year district CEDARS data is used to generate the data in this application.

 

This application has three sections for districts to review or complete:

Validation Tab – ERROR Records

To edit a student’s record in the Special Education November Child Count Application:

1. Request permission to edit a record by selecting the icon next to the record that needs correction. A dialog box will appear on the screen to confirm the student name, SSID and age of the student that you want to edit.

2. Select the button. This sends a message to the OSPI Special Education Administrators for review.

3. The OSPI Special Education Administrators will approve or deny the request to edit. An email will be generated notifying the requestor of the status of their request.

4. After the requestor receives permission to edit, an Edit button will appear next to the Student’s Record on the Validation sub-tab.

5. Select the Edit button and choose the appropriate LRE Code or Disability Category. 6. Save the record. Saving automatically validates the record.

Validation Tab – missing records – Student Validation List Business Rules

How to determine why students do or do not display on the Special Ed Federal Child Count Validation list:

Counted students must be age 3-21 as of the November count date. Students older or younger will not be included on this report.

This report displays students who are served in your district. If they are resident students, but served in another district, they will not be on this list.

Check the CEDARS Exceptions Report and correct any exceptions about the student. To be able to validate a student on the Federal report, the student's CEDARS data cannot be a submission exception. The student also cannot be shown an error on the Validation list.

Verify the student was enrolled and being served in your district on the November count date.

Make sure the student is reported as Primary School = Yes in your district OR that the student is reported as Part-time Private School = Yes or Part-time Homebased = Yes in CEDARS.

Check the status of the last CEDARS submission. If the submission exceeded the logical delete threshold, the district security manager will need to review and either allow the submission to proceed or resubmit a new set of files.
