A Surprisingly Intense Race for Governor

The races and issues we’re following at OPB

Abortion, Immigration, Groceries Top Ballot MeasuresOregon voters will consider five ballot measures this fall:

Measure 102 would change the state constitution to give cities and counties more leeway in how they spend affordable housing bond money. It would allow them to use the money to help pay for privately owned projects.

Measure 103 is a constitutional amendment that would ban any new taxes on groceries, including food and soda. It’s essentially a preemptive attempt to block future taxes, including the types of soda or sugary drink taxes adopted elsewhere.

Measure 104 would amend the state constitution to expand the kinds of revenue-increasing measures that require a three-fifths vote of the legislature.

Measure 105 repeals Oregon’s three-decades-old sanctuary state law, which forbids state resources from being used to enforce federal immigration law.

Measure 106 would prohibit public funds from being spent on abortions, a change that would impact lower-income Oregonians who receive public insurance and the insurance plans of state employees. ★

Republicans haven’t held the Oregon governor’s office since Vic Atiyeh moved out of Mahonia Hall in 1987. But this year, they think State Rep. Knute Buehler stands a solid chance of beating incumbent Gov. Kate Brown despite a national political mood that seems more favorable to Democrats.

Buehler is an orthopedic surgeon in Bend and a self-described moderate, at least compared to where the national Republican Party has gone in recent years. He’s taken out campaign ads declaring himself pro-choice and in support of same-sex marriage. He also supports a ballot measure overturning Oregon’s sanctuary state law, though he says he agrees with the general notion that local law enforcement should not actively assist with federal immigration enforcement.

Brown, a former state legislator and child advocate lawyer, has been a low-key leader for Democrats since being elevated from secretary of state when Gov. John Kitzhaber resigned amid scandal in 2015. Brown was elected in her own right in 2016, and has helped push through a statewide minimum wage law, paid sick leave for most workers and a massive transportation funding package that will bring seismic upgrades and other road and transit improvements.

She says she still has work to do on such pressing problems as Oregon’s comparatively low graduation rate, and she accuses Buehler of opposing measures to curb gun violence and failing to support money to help low-income Oregonians get health care and ensure abortion rights in Oregon. Buehler says she’s had ample opportunity to fix the schools and curb rising homelessness and housing prices and has failed.

The race has attracted national attention – and a lot of money, including big donations to Brown from Emily’s List. ★

A Historic Race in PortlandThe race to replace Dan Saltzman on the Portland City Council is historic, no matter who wins.

Portland voters will choose between former state legislator and civil rights activist Jo Ann Hardesty and Multnomah County Commissioner Loretta Smith, a longtime aide to U.S. Sen. Ron Wyden.

Either candidate would be the fi rst woman of color elected to Portland City Hall.

Hardesty, who fi nished fi rst in the May primary, is the most liberal of the two. She is promising to change the way Portland Police offi cers are trained and to return the city to community-based policing, more tenant protections to prevent rising rents from forcing people out of their homes and a renewed attempt to limit the size of campaign contributions in city elections.

Smith is term-limited out of her seat on the county commission. At City Hall, she says she would push to build more affordable housing and open more shelter beds for people experiencing homelessness – she has called for turning the abandoned Wapato Jail into a shelter. ★

Growth and Party Politics Dominate in Deschutes RaceA housing crisis, aging roads and bitter fi ghts over land use — these are just a few of Central Oregon’s growing pains, and in two races for the Deschutes County Commission they’re being debated through the lens of shifting party lines.

Deschutes is one of just a few counties in Oregon where commissioners run in partisan primaries. That means about 40 percent of county voters can’t weigh in on candidates in Republican or Democratic primaries.

And that’s exactly where a major upset played out in May, when the county’s GOP chairwoman and vocal supporter of President Trump ousted her own party’s moderate incumbent. Now, Patti Adair faces James Cook, a Democrat and Redmond Planning Commissioner. Cook’s campaign has drawn money and endorsements across party lines. For another seat’s race, incumbent Republican Tony DeBone faces Democrat and former hospice nurse Amy Lowes.

The outcomes of these races will determine policy in the state’s fastest growing region for years to come, and set the tone for how local and party politics collide in the age of Trump. ★

Metro Asks Voters for a New Housing ApproachVoters in Multnomah, Washington and Clackamas counties will decide whether to let the Metro regional government borrow $652.8 million for affordable housing.

Metro oversees a host of basic public services, including running the Oregon Convention Center and Oregon Zoo, overseeing regional garbage and recycling services and managing how the three-county area grows.

Measure 26-199 represents a more proactive approach on that last topic, and it’s a response to research Metro staff did that showed that rising home prices and rents and the rise in homelessness regionally are directly

linked to a dramatic lack of housing.

If approved, the bond measure would add 24 cents per $1,000 of assessed value to property taxes on the Oregon side of the Portland region, or $60 a year for the owner of a home with an assessed value of $250,000.

The bond measure would create affordable units that could house between 7,000 and 12,000 people in the three-county area. ★

Second AmendmentVoters in at least three Oregon counties – Coos, Wheeler and Wallowa – will consider what proponents are calling “Second Amendment preservation ordinances,” ballot measures that would allow Oregon counties to essentially ignore future gun laws a county sheriff deems unconstitutional. These measures are, in part, a response by guns rights activists to efforts at tightening gun laws statewide after the school shootings earlier this year in Parkland, Florida.

Will Portland Tax Corporations?Portland voters will decide whether to tax large corporations to create a new clean energy fund. The tax is a 1 percent surcharge on the business income taxes paid by retailers with annual revenues of more than $500,000 in Portland and more than $1 billion nationally. Measure 26-201 would raise about $30 million a year to be used on job training and energy efficiency projects, with an emphasis on helping communities of color and lower-income Portlanders.

Bend’s Mayoral RaceIn Bend, six people are running in the city’s first modern mayoral race. Bend residents voted in the spring to make their mayor a directly elected position, rather than a more honorary role awarded by the Bend City Council to one of its members. How and where Bend grows has been the biggest topic of debate in the race.

House Members Up for ReelectionAll five of Oregon’s U.S. House members are up for reelection this fall, but the toughest race for an incumbent may be in the 2nd Congressional District. Rep. Greg Walden is the state’s only Republican in Congress, and he’s drawn hits within more progressive parts of his district for his close relationship with the Trump administration. Still, voter registration suggests Democratic challenger Jamie McLeod-Skinner faces a tough road to unseating Walden; though Bend has grown more Democratic in recent years, the bulk of the 2nd District, which stretches across

most of central and eastern Oregon, remains solidly Republican.

Limiting Campaign ContributionsPortland voters will also consider changing the city charter to prohibit campaign contributions from corporations and limit contributions from individuals and political committees to $500 per candidate. Measure 26-200 would also limit campaign spending. It’s similar to a ballot measure approved by Multnomah County voters two years ago. That’s been tied up in a court challenge. ★
