He received his Degree (Laurea) in Economics in 2001 at Luiss Guido Carli University of Rome, awarded his MA in Ethics in 2004 at Pontificia Università Lateranense in Rome and finally his Ph.D. in History and Theory of Economics in 2006 at Luiss Guido Carli University, where he spent other four years as Research Fellow.

Mr. Chris GIBSON, Vice President, Geospatial Division, Trimble, USA

Christopher W Gibson is Vice President - Trimble's Survey, Geospatial, Geographic Information System (GIS), Infrastructure, Rail, Land Administration and Environmental Solutions businesses of Trimble Navigation Limited. Mr. Gibson received a BA in Business Studies in 1985 from Thames Polytechnic, now the University of Greenwich, and was admitted as a Fellow to the Chartered Institute of Management Accountants in 1994.

Prof. Cristina CAVACO Deputy General DG Territorio, Portugal

Born in Lisbon in 1973. PhD in Architecture with a thesis on suburban development (2009) by the Faculty of Architecture from Technical University of Lisbon, Master Degree in Contemporary Architectural Culture (2001) and Degree in Architecture (1996) by the same University. Serves since 2012 the Directorate General of Territorial Development as a Deputy Director General in charge of territorial development, spatial planning and urban policies issues. Has coordinated several projects, namely the proposal of a national strategy for Sustainable Cities 2020. She is also an Assistant Professor at the University of Lisbon and a member of the Research Center of Architecture, Urbanism and Design, where she develops research on urbanism and spatial planning. She is currently a representative of Portugal on the Monitoring Committee of both URBACT III and ESPON 2020, as well as an expert on the Expert Group of Territorial Cohesion and Urban Matters (EC).

Mr. Nigel EDMEAD Director of Training Thomson Reuters, UK

Nigel Edmead is Director of Training and Documentation at Thomson Reuters where he leads learning for Aumentum, a flagship solution for property registration, valuation and taxation. He has a track record in delivering tailored learning for land administration technologies including pro poor land tools and has been a guest lecturer at ITC in Enschede and TUM in Munich. He has also worked as a business analyst and project manager on land administration projects in Nigeria, Uganda and Zambia. He holds an MSc in Land Resource Management and is based in London.

Ms. Amie FIGUEIREDO Economic Affairs Officer UNECE, Switzerland

Amie Figueiredo is part of the Housing and Land Management Unit in the Forests, Land and Housing Division of UNECE and is the Secretary to the UNECE Working Party on Land Administration. She has previously worked at the Economic Commission for Latin America and the Caribbean (ECLAC) on issues related to sustainable development, Rio+20 and its outcomes and the Post-2015 development agenda. She has also worked in the NGO sector where she secured funding for a variety of conservation projects globally. In addition she has worked in the private sector and possesses chemical regulatory management experience in environmental health and safety, hazard communication, and environmentally sound management. She has experience in coordinating multiple inter-governmental, multi-sectoral meetings; servicing of inter-agency and expert group meetings/seminars; providing technical assistance and capacity-building workshops; assisting in the implementation of multi-disciplinary projects and inter-divisional initiatives on development issues and policies for intergovernmental bodies regarding sustainable development.

Mr. Brent A. JONES Global Manager - Cadastre/Land Records Esri, USA

Mr. Jones is the Global Manager, Cadastre/Land Records at Esri where he oversees worldwide strategic industry planning, business development, and marketing activities. He is a licensed professional engineer and professional land surveyor and is actively involved in the modernization of land records in the United States and in international activities designing and building cadastral systems. Based in Washington DC, he has extensive experience with cadastral and surveying systems worldwide utilizing GIS technology. Esri technology is used worldwide for all components of land administration systems including cadastre, addressing, registration, taxation/valuation, planning and development.

Ms. Rumyana TONCHOVSKA Senior Land Administration Officer – IT, Climate, Energy and Tenure Division Food and Agriculture Organisation (FAO) of the UN, Italy

Rumyana Tonchovska is a Senior Land Administration Officer – IT at the Food and Agriculture Organization of the UN. Rumyana is a key advisor to the Bank land team on the design, supervision and implementation of major IT systems for the land sector and building up Spatial Data Infrastructure. She is assisting the countries to streamline the implementation of the Voluntary Guidelines trough making best use of available technologies and data sets. Rumyana is currently working with the Bank land team on several innovation grants, aiming at building a local capacity for evidence based policy making in Agricultural sector. Approximately 65% of the $1.2 billion in Bank loans and credits to 23 countries in the Eastern Europe and Central Asia region has been utilized for IT systems and now all of the countries in the region have automated systems providing good quality, transparent services in registration.

Mr. Claudio MINGRINO Executive Director EMEA Hexagon Geospatial, Italy

Claudio Mingrino is the Executive Director for Europe, Middle East and Africa. He oversees the management and development of the Hexagon Geospatial (HGD) portfolio sales through the global Indirect Channel as well as developing strategic partnerships and alliances in Europe, Middle East and Africa for the growth of the Geospatial business of HGD in all the market segments.

Mr. Iain LANGLANDS GIS Manager Land and Environmental Services Glasgow City Council, Scotland

Iain Langlands has over 30 years of experience in land surveying, Geomatics and asset management. His work in the GIS and Asset Management business of Scotland's largest Local Authority affords Iain many opportunities to contribute to industry-leading initiatives. Iain is a passionate promoter of corporate and partnership working: his current employer being an ideal vehicle for this through e.g. Future Cities Glasgow, Commonwealth Games 2014. Iain previously has served several terms as Chair to the RICS Scotland Geomatics Professional Group and was a significant RICS contributor to Scottish Parliament consultations. Iain has served as an RICS Appointed External Examiner to the University of Glasgow and is a long-time supporter of education and training in the Geomatics sector.

Ms. Krista KAMPUS Head of the Baltic 21 Unit The Council of the Baltic Sea States, Sweden

Since September 2012, Krista is acting as the Head of the Baltic 21 Unit at the Council of the Baltic Sea States (CBSS) Secretariat in Stockholm. Krista provides analytical support and advice to the CBSS Expert Group on Sustainable Development – Baltic 21 (CBSS-Baltic 21) and coordinates the following strategic key areas: climate change, sustainable urban and rural development, sustainable consumption and production, innovation and education for sustainable development. Since 2013 Krista is a Leader of Horizontal Action “Sustainable Development” implemented under the EU Strategy for the Baltic Sea Region. Major accomplishments of her work include the establishment of the BSR Climate Change Dialogue Platform; and the initiation of the Report “State of Sustainable Development in the Baltic Sea Region”. She also initiated, facilitated and coordinated 15 transnational cooperation projects in the field of sustainable development, including the initiative „Baltic Sea Region Urban Forum for Smart Cities“. From 2003 she worked as the Deputy Head of Regional Development Department and from 2006 until August 2012 as the Director of European Territorial Cooperation Bureau at the Estonian Ministry of Interior being in charge for national coordination of cross-border and territorial cooperation policy, including the preparation and implementation of the programmes under the 2007-2013 European Territorial Cooperation Objective and European Neighbourhood and Partnership Instrument as well as the preparation the Estonian positions on the same programme for 2014-2020. She was also responsible for coordination the EU Strategy for the Baltic Sea Region and a member of the State Chancellery`s Coordination Council of EU issues.

Mr. Arnulf CHRISTL Director Metaspatial, Germany

Arnulf Christl is geospatial systems architect and provides consultancy for a diverse number of clients throughout the world including the United Nations, Ordnance Survey Great Britain, FIFA and the REWE Group. He is founder and Director of the consultancy metaspatial and provides agile project management specializing on geospatial Open Source, Open Standards and Open Data. Arnulf is President Emeritus of the Open Source Geospatial Foundation (OSGeo) and member of the Open Geospatial Consortium (OGC) Architecture Board. He is founding member of the OSGeo initiative GeoForAll and is adviser for the GLTN project Social Tenure Domain Model (STDM).

Ms. Kari Aina EIK - SESSION MODERATOR Secretary General Organization for International Economic Cooperation, Austria

Kari Aina Eik is Norwegian and the Secretary General of the OiER – Organization for International Economic Relations, based in Vienna, Austria. OiER is a global business platform facilitating cooperation between enterprises, investors, governments, international organizations and funding institutions, www.oier.pro. Focus of the work is also to initiate business partnerships for development, especially in frontier markets. Kari Aina Eik has 15 years of experience working for UN agencies as Senior Management Advisor to advice and plan multi-national and multi-stakeholder program development, fundraising and strategic communication initiatives.

Ms. Domenica CARRIERO Project Manager UNECE, Switzerland

Domenica Carriero is coordinating the “United Smart Cities” project at Housing and Land Management Unit in the Forests, Land and Housing Division of UNECE. She is also coordinating the UNECE project on energy efficiency standards in buildings. She holds a MBA in Sustainable Business, a Masters’ Degree in Foreign Languages and joined a PhD in English Philology. She has several years of experience in teaching, capacity building, marketing and communication, coordinating inter-governmental meetings and has served as a consultant for the private sector and start-ups. Domenica is specialized in marketing and communication, sustainability strategy and sustainable performance assessment. Her professional interests include corporate social responsibility, sustainable development, energy efficiency, and disaster risk reduction.

Mr. Andreas LITTKOPF Director International affairs Environment Agency Austria, Austria

Andreas holds a degree in agriculture (terrestrial ecology) from the Humboldt University in Berlin (1986) and a degree in business management (2000). He acted as Pre-Accession Adviser and Residential Twinning Adviser in Poland and Slovenia implementing environment related EU directives. Since 2007 he has led the European Topic Centre for Land Use and Spatial Information and from 2011-2012 the European Topic Centre for Spatial Information and Analysis. He also coordinated research activities of the University teams and was involved in several Research projects related to land management and spatial information. In July 2012 he started working at the Environment Agency Austria, where he is responsible for project development with European organizations and international financial institutions. He is currently coordinating a Central Asian project on environmental monitoring and sustainable urban development.

Dr. Jens BARTHOLMES

Policy Officer New energy technologies, innovation and clean coal Directorate-General for Energy European Commission European Commission, Belgium

Jens is a trained civil engineer with focus on energy efficiency of buildings. He holds a PhD in Hydrology - Physical mathematical modelling of environmental systems (carried out at University of Bologna, IT and Harvard University, MA, US) and works at the European Commission since 2004. He published more than 30 scientific articles on hydrology, hydro-meteorological probabilistic forecasting and decision support systems. During his time as researcher at the European Commission's Joint Research Centre (JRC) he co-developed the European Flood Awareness system (EFAS) which now runs operationally. At JRC headquarters he co-ordinated the overall Work Programme of the JRC with particular responsibility in the area of Energy. Since 2.5 years he works at DG Energy leading the Smart Cities team of the Directorate for Renewables, Research and Innovation, Energy Efficiency. His work is focused on the European Innovation Partnership on Smart Cities and Communities.

Mr. Tony MULHALL, Associate Director Royal Institution of Chartered Surveyors, UK

Tony Mulhall is an Associate Director at the Royal Institution of Chartered Surveyors (RICS), a professional body with over 100,000 members working internationally in the areas of land, property and construction. He is a Chartered Surveyor and Town Planner and has worked in a wide range of areas of planning and property in both the public and private sectors. In his current role he is responsible for the production of a portfolio of knowledge and guidance for practitioners in the planning and development sector. He is actively involved in promoting an understanding of development economics within the planning system and has given evidence to the UK House of Commons Select Committee on Town Centre Planning Policy. He represents RICS in a number of bodies including the International Federation for Housing and Planning (IFHP), and the UN Economic Commission for Europe (UNECE). He is Chair of the Inter-Institutional Flood Group which brings together the main professional bodies in the built environment in the UK engaged with flood risk. He has also been engaged as an adviser to the United Kingdom India Business Council in connection with programmes being developed in India and as an adviser to UK Department for International Development. He has given occasional lectures at a number of universities including Cardiff University, London School of Economics, Oxford University, Nottingham Trent University, University College London.

Dr. Catriona MANVILLE Senior Analyst RAND Europe, U.K.

Dr Catriona Manville is a Senior Analyst at RAND Europe, in the Innovation, Health and Science team. She was the first author on the 2014 study for the European Parliament ‘Mapping the Smart Cities of the EU’. Across the sectors that she works, predominantly health and higher education, Catriona is interested in the implementation of research to address and improve societal challenges. In particular, she has been heavily involved in the evaluation of the inclusion of impact in the assessment of research excellence in the UK. In addition, Catriona is seconded part time to the UK Department of Health where she works on business intelligence around the funding landscape. Whilst at RAND Europe, Catriona has also undertaken research, policy analysis and evaluation studies for clients in a variety of sectors including the European Commission and Parliament, pharmaceutical industry, public private partnerships, higher education institutions, and public health.

Dr. Elshad KHANALIBAYLI - SESSION MODERATOR Head of Department Deputy Head of Investment and Cooperation Department State Committee on Property Issues, Azerbaijan & Chair of UNECE Working Party on Land Administration

Dr. Elshad Khanalibayli, Chair of the UNECE Working Party on Land Administration, Head of Investment, International Cooperation and Strategic Planning Department of the State Committee on Property Issues, the Republic of Azerbaijan. Educated in Baku, Moscow and London, had been working as the Regional Sales Manager (Caucasus) of the Gillette International several years, before he began his career at the State Committee on Property Issues in 1999. He is involved as a Chair and/or a Project Manager in a number of projects like the management and privatisation of large-sized state-owned enterprises, creating of digital cadastre database, improving Real Estate Registration system, development of Address Register Information System in Azerbaijan, etc. He closely cooperates with both international organisations and national authorities of foreign states.

Prof. Miguel de CASTRO NETO Secretary of State for Spatial Planning and Nature Conservation Portugal

Miguel de Castro Neto was born in 1967. He has a PhD in Agronomic Engineering by the Institute of Agronomy of the Technical University of Lisbon. He has a Master in Agricultural Economics from the University of Évora and a Master extension in Statistics and Information Management by the Institute of Statistics and Information Management, New University of Lisbon. Has a degree in Agricultural Engineering by the University of Évora. Between 2010 and 2013 he was deputy director of the Institute of Statistics and Information Management, New University of Lisbon, where he served as Assistant Professor, with the responsibility of supervising the Master's Program in Information Management and Statistics and coordinated the Erasmus program. Between 1992 and 1997 he joined the Department of Business Administration, University of Évora, first as Research Trainee (1992-1995) and later as Research Assistant (1995-1997). He was a doctoral fellow of FCT (1997-2001) in the Institute of Agronomy from Technical University of Lisbon. He started and directed the company Agri - Science, Engineering Consultants, serving as a consultant in the area of systems and information and communication technologies. He was a member of the Platform for Sustainable Growth where he was the Rapporteur on Agriculture and Forestry on the Competitiveness Group. He joined the research unit Centre of Statistics and Information Management (CEGI) of the Institute of Statistics and Information Management, New University of Lisbon. His interests in the field of research include Business Intelligence, Knowledge Management and Social Computing. He is the author of several national and international communications and works in the field of information systems and technologies. He was involved in several national and international research

and development projects, in the public and private sectors, in the area of systems and information technologies in the field of agriculture and natural resources. He developed several cooperation activities with Portuguese speaking African countries, either as an expert or as a teacher, between 2009 and 2012. He is member of Section VII - Information Systems of the International Commission of Agricultural Engineering ? CIGR; was member of the Executive Board of the European Federation for Information Technology in Agriculture, Food and the Environment (EFITA) and created the Portuguese Association for the Development of Information Technologies and Communication in Agriculture. He was president of the National College of Agricultural Engineering of the Portuguese Engineering Association, from 2005 to 2010, and member of the Board since 2010.

Ms. Nune HARUTYUNYAN, Director Regional Environmental Center for Caucasus (RECC), Armenia

Ms. Nune Harutyunyan is an international development professional with 18 years of professional experience in international diplomacy, international law and environmental management, focusing initiatives targeting biodiversity conservation, climate change, sustainable management of natural resources, economic valuation of ecosystem services, strategic planning, organizational development and management. Ms. Harutyunyan has an academic background in International Law from Lund University (Sweden, 2001), MA in International Studies and Conflict Resolution from Korbel School of International Studies, University of Denver (USA, 2004), and has got a specialization in Green Economy from Dresden Technical University (Germany, 2013). After seven years of working for the Ministry of Foreign Affairs, Ms. Harutyunyan has been heading larger international and regional projects working for UNDP, Agribusiness Teaching Center (International Center for Agribusiness Research and Education), EU funded regional projects, she has been providing consultancy services to UNDP and UN agencies in a number of countries in CIS and Central Asia, South Caucasus. Since 2009 she is heading Armenian National office of REC Caucasus, and from 2011 Ms. Harutyunyan is Executive Troika Member from Armenia, Regional Director of REC Caucasus in Tbilisi, Georgia. Ms. Harutyunyan is currently managing Resource efficiency and cleaner production project in Armenia funded by UNIDO, and has been appointed Smart city focal point of the Ministry of Urban Development of Armenia.

Dr. Hartmut ROSENGARTEN Director Airborne Mapping EMEA Hexagon, UK

Dr. Hartmut Rosengarten is presently working as Director Airborne Mapping EMEA with Hexagon Geosystems' Geospatial Solutions Division (GSD). He has started his industry business career in 1989 as an Application Engineer for Photogrammetry at Carl Zeiss Oberkochen, Surveying and Photogrammetry Division and also held different positions in Sales with Intergraph (Deutschland) GmbH. Earlier he has been a Scientist at Cartographic Institute, Hannover University, In 1987, he graduated as Doctor Engineer (Dr.-Ing.) from Hannover University. Since 2004, he has been a member of BEV

(German advisory group for the international development in surveying, mapping and land information) and also the member of ASIIN Audit team for BSC/MSC university courses. He has held, more than 200 scientific and business presentations within the geospatial industry, to his credit. From 2007-2010 he has served as a Lecturer of Geomarketing at Stuttgart University of Applied Science.

Ms. Marcelle HATTINGH Director Corporate Geo-Informatics, City of Johannesburg, South Africa

Mr. Artem SEDOV Head of the Laboratory of Intelligent System Automation Moscow State University of Civil Engineering, Russian Federation

Mr. Sedov graduated and holds a PhD from the Moscow State University in Technical Sciences. He distinguished himself for his merits and was grated several scholarships and certificates for his achievements such as the Diploma of the Government of Moscow for the youth of the district competition, the Certificate of Merit for the development of scientific and technical creativity, Diploma of the State Duma deputy for the demonstration of innovative projects in the field of construction and more than 40 licenses of excellence in the field of energy efficiency in buildings, energy modeling, automatic adaptive control. From 2013 he is the head of the laboratory “Academic center for Intelligent systems and automation in construction”.

Ms. Lynne NICHOLSON Head of Data Products and Services HM Land Registry, UK

Lynne has worked for Land Registry England and Wales for over 30 years and has held a variety of positions. Most recently, Lynne led the commercial services product management team through the development of 17 products and services aimed at a wide variety of market sectors. In November 2013 she was appointed Head of Data Products and Services and her team switched priorities from the development of commercial services to releasing licensable datasets in order to support the Government agenda of driving economic growth through the publication of public data.

Mr. Andreas JAADLA Chairman Board of the Estonian Union of Co-operative Housing Associations (EKYL), Estonia

Andres Jaadla was born on 10 March, 1965. He graduated at Tartu University 1991 and acquired his Master’s degree in law. He held the position of Mayor of Rakvere from 2002-2012 and was member of the European Committee of Regions from 2009-2012. Since 1996 he has been the Chairman of the Estonian Union of Co-operative Housing Associations and member of the Board and since 2014 he has been a board member of CECODHAS – Housing Europa, the biggest housing organization in Europe. In 2012 he started to work at SA Virumaa Competence Center of Excellence (Estonian Smart city/house Competence Center, in Rakvere) as Director of development and education.

He has been a member of the Rakvere City Council since 1993 and one of the Covenant of Mayors initiators in Estonia.

Mr. Carsten ROENSDORF Practice Lead Future Cities, standards and 3D, Ordinance Survey International

Carsten Roensdorf is Head of Advisory Services for Ordnance Survey International, a subsidiary of Britain’s National Mapping Agency. He manages the Dubai office and provides geospatial and strategic advice to government agencies across the Middle East, specialising in in open standards, data sharing, 3D and future cities. A geodesist by training, Carsten has been at Ordnance Survey for more than 12 years and was previously responsible for developing and managing Ordnance Survey's core data asset, the National Geographic Database, managing the product engineering group and providing consultancy to geospatial data users in government and utilities in Great Britain. Being involved in geospatial 3D since 1996, he has been leading the standardization of the Open Geospatial Consortium’s City GML standard since 2007.

Mr. Bahaaeddin I Z ALHADDAD Business Developer, Starlab Ltd., U.K.

Bahaaeddin I Z Alhaddad was born in 1977. He received his BSc in architecture from Islamic University of Gaza (Palestine) and MSc in Space systems on Earth Observation (Application of Remote Sensing from Space) from Lecce University (Italy) in 2000 and 2002 respectively and PhD in Urban Management and Valuations from the Polytechnic University of Catalonia- UPC (Spain) in 2009. From 2004 to 2011 He became a staff member of the Centre of Land Policy and Valuations, UPC. He has been intensively involved in the cooperation projects for more than 7 years. He joined the Centre for Advanced Spatial Analysis at University College London (UK) to work on urban remote sensing and Smart Cities related projects, in 2011. He is currently working as a Business developer for the Start to Earth unit at Starlab Limited (Harwell Oxford, UK).
