Business Manager’s Message
Alan Golden - Business Manager - [email protected] - X231 Happy 2019, the new year started off in
spectacular fashion. On January 14th, Organizer
Brad Williams and I attended the Governor’s
Inauguration. It was a very proud moment for
our Local Union and all the labor movement,
knowing what has gone into ridding ourselves of
such an anti-union legislator.
We really enjoyed watching (and I love to say
this next part) former Governor Bruce Rauner
sat on stage with his arms folded for three
hours with no emotion in him. His goal was to
eliminate unions from the State of Illinois, it
seems he came up a little short of his goal. Best
of luck to him in ruining whatever he and the
Republican Party can get him involved with. It
just won’t be working families in the great State
of Illinois.
On January 15th, Governor Pritzker started off
his tenure as the 43rd Governor of Illinois. His
first executive order was to direct state
agencies, boards and commissions to
immediately review their compliance with
statutory mandates and come into compliance
with data transparency laws, as well as review
potential voluntary disclosures that would
improve transparency and provide plans to
address all audit findings of the past four years.
Governor Pritzker has made it clear that his
priority will be to get back to the basics, and to
focus on serving the public.
Michael Carrigan, President of the AFL-CIO in
Illinois has said the next 6 months should be
extremely busy in the Illinois House and Senate,
as we work towards restoring order in Illinois.
On January 16th, President Michael Carrigan
informed the officers of the IBEW State
Conference that he would be retiring at this
year’s end. President Carrigan has been on staff
with the AFL-CIO for nearly 19 years and he
has always been there when IBEW, Local Union
364 needed any help. Michael is a former
Business Manager of IBEW, Local Union 146 in
Decatur, IL. Over the years IBEW, Local Union
364 has taken on and will always continue to
operate on a we, not me identity here in our
Local and it is Brothers like President Carrigan
that helps us to always continue to move
forward in the great State of Illinois. We would
like to thank President Carrigan on a job well
done and wish him a healthy and prosperous
future.
Over the past 6 months or so here at the Union
Hall we have been preparing for the solar work
that was coming in the next couple of years.
Within the next month or so, the credits from
the state will be awarded and the solar picture
will become crystal clear at that point.
We had informed you all that the carpenters
had intentions of performing the rack and
stacking of the panels and that Fosler
Construction was looking to do this work. I
have been very clear with all trades that this
work is work of the IBEW and will remain in
the hands of the IBEW.
We are proud to announce that Fosler Solar
has signed a contract with IBEW, Local Union
364 for IBEW members to perform this work.

During the month of January, we
completed picketing Carroll Electric
at the Monroe clinic in Durand, we
picketed Eagle Point Solar in
Freeport, Masterdent Group at
Burch Dental in Rockford and JP
Electric at a new Athletico Physical
Therapy in Rockton.
On Thursday, January 3rd I attended
the Illinois Statewide Organizers
meeting in Champaign. All the locals
in attendance reported on their
work situation as well as organizing
efforts and targets. This monthly
meeting gives the organizers from
across the state an opportunity to
discuss organizing efforts in their
jurisdiction as well as coordinate
our efforts on non-signatory
contractors that work in multiple
jurisdictions.
As we look further into 2019 we
will be meeting with our organizing
committee in February and our
COMET training for the first and
fifth year apprenticeship classes
tentatively in April.
Calls continue to come into the hall
regarding non-signatory activity
within the jurisdiction and we would
like to thank those who have taken
the time to call in. Please continue to
do so, the more eyes we have out
there the better.
In Brotherhood Brad Williams
With the holiday season now finished and
the coldness of January upon us, work has
slowed down, and other projects are
finishing up.
FPM Heat Treating in Belvidere has begun
cleaning up and starting to get plans together
to re-build their facility on US. Highway 20
after a furnace fire in October. Building
Systems is the GC on the project and Special
Power has the preliminary electrical
contract. The main contract to replace the
middle section of the building along with the
furnaces & equipment inside is still being
designed and must go out for bid.
OSF Saint Anthony Hospital is going to have
an Air-Handler Replacement Project coming
up. Huen Electric from Local 461 has this
project and stated that it will take
approximately 6-months to fully complete
and would possibly need to hire 1-2
Wiremen.
The Jimmy Johns in Machesney Park will be
remodeling/upgrading their facility in early
February. P&H Electric is performing this
work which should only take 1-week to
complete.
The Walmart location at 3902 W. Riverside
recently started a front end & pick-up
location remodel. W.A. Randolph Inc. is the
GC, Climate Pros (LU 701) was awarded the
electric, & Seico Security Systems (LU 34)
has the low voltage. The Sam’s Club on
Walton Street has also begun a similar
remodel and is using both Climate Pros &
Seico to perform this work as well. Other
Walmart locations will also have similar
remodels in the coming months throughout
the jurisdiction.
The interior bid package for the new
100,000sq’ Quantum Designs facility in the
Park 90 Industrial Park was awarded to Engel
Electric. Electrical Systems has the shell and
Landmark is the GC.
In Byron, Konecranes is now 100% complete
with the Turbine Crane Control
Replacement Project. John Burns
Construction has an Electric Car Charging
Station project that should begin in the next
month. Exelon is having a total of (6)
charging stations installed in their parking lot.
P&H Electric has this work.
Loescher Electric has work at the former
Newell Rubbermaid Distribution Building in
Freeport on S. Lincoln Drive. This building is
about 500,000sq’ total and is being divided in
half to accommodate (2) separate companies.
Three different GC’s have contracts for this
work but Loescher has all (3) electrical
contracts.
Both CVS Pharmacy locations in Freeport on
W. Galena Avenue & W. South Street will be
having remodel projects starting this Spring.
The GC bids are in and we should know
soon which GC will be awarded these
projects.
We would like to thank Brothers Dave
Wedwick & Jason Erb for a great job
representing the Brothers & Sisters of Local
364 as Stewards at the Byron Powerhouse
and General Mills projects. We would also
like to thank Brother Chris Myers for a great
job in his continued role as Steward at the
Berner Foods project in Afolke.
Finally, I would like to congratulate Business
Manager Alan Golden on being Unanimously
nominated for Recording Secretary of the
IBEW State Conference in Springfield. This is
a big position for the IBEW in the State of
Illinois, and a great honor for the members
of Local 364 to have one of our own sitting
at the table as one of the top leaders in the
IBEW and Labor Movement in the State.

Boone - Jo Daviess - Stephenson - Winnebago Counties
In DeKalb, the Aldi’s on DeKalb Avenue,
behind Starbucks, is going to move across
the street into the old JC Penny’s store in
Northland Plaza. Also, at Northland Plaza a
new, yet to be named fitness center will be
moving in as well. At the old St. Mary’s
Hospital on Fisk Avenue, a new 35 – 40
room boutique hotel is in the planning
stages. This would be a nice project for
DeKalb, we will keep you informed on this
project in future reports. In downtown
DeKalb on Lincoln Highway, Finney’s
Electric is working on a buildout for the
Indian food restaurant Jamrah.
In Sycamore, the new Twenty-One-million-
dollar Waste Water Treatment Plant has
been awarded to Leyden Electric from
Local 461. This job will start in the spring
and has a Fall 2021 competition date. At
the intersection of Peace and Plank roads,
right under the Sycamore water tower;
Finney’s Electric is working on the new
DeKalb County History Center which is
scheduled for completion in March. It
appears that the long-awaited Meijer store
will become a reality this summer. The
Northwest corner of Peace Road and
Route 23, kitty corner from the
Walgreens will be the location.
In Ogle County at the December 18, 2018
County Board meeting, the Six-month
Solar Energy moratorium, enacted in
August of this year, was lifted for a few
hours so the Ogle County Board could deal
with Nine proposed solar projects that
were in the pipeline before the
moratorium was enacted. The outcome
was that all the highly contested solar
projects in Ogle County failed to gain
County Board approval, while the
uncontested projects won County Board
approval. The remodel at the McDonald’s
in Oregon is on track to begin mid-March.
Contractor information will be coming
soon. In Rochelle, Special Power should
complete the work at the new Kennay
Farms Distillery Rick House in February.
In Lee County, the new addition to
Jefferson School in Dixon is moving right
along. Special Power has the work with
completion set for this Summer. The new
Lee County Jail on East Progress in Dixon is
closed in for the winter work. Engel has
the work and they have four members
onsite. The expected completion is August
of this year.
In Sterling: you may have noticed the old
Best Cobb building on Wallace at the
Avenue B intersection being taken apart
piece by piece. The Greater Sterling
Development Group is having it
dismantled and moved to the
Meadowlands Business Park, where it will
be reassembled and used as a business
incubator. More information on this
project in the coming months. At the
Whiteside County Health Department in
Rockfalls, Complete Electric is working on
two small additions. Complete is also
working on various projects at Westwood
Fitness and Sports Center.

On jobs requiring a Foreman, workmen are
not to take directions or orders, or accept
the layout of any job from anyone except
the Foreman. On a job not requiring a
Foreman, workmen may take direction from
the contractor, his qualified representative,
or by means of written instruction.

There are 5 Inside Apprentices off work at this
time.
We are gearing up for the Northwest Illinois
Building and Construction Trades Career Expo
that will be held at the Carpenter’s Training
Center the week of February 11th. There will be
over 700 students from 15 area high schools in
attendance. All of the organized construction
apprenticeship programs will be there to
demonstrate their trade.
We will be hosting students from Freeport High
School at our training center on Wednesday,
February 20th.
We will be participating in a career day event at
Belvidere North High School on Monday, March
4th.
We attended a Senior EMITT Academy event at
Auburn High School on Thursday, January 24th.
We had 25 job seekers apply to our program in
January. Our total for the 2018 application year
sits at 245, sixty more than last year.
Our next aptitude test is scheduled for Saturday,
March 23rd.
The 2nd year and 4th year Inside classes have
finished Welding Classes that started on Saturday,
January 5th and ran for 4 consecutive Saturdays.
The classes were taught by Brothers Ed Ebens, Sr.
and Ed Ebens, Jr. and were held at Rock Valley
College - Samuelson Road Campus.
We are looking at scheduling an IMSA Level 1
Fire Alarm Class in the spring provided there is
enough interest in the class. So far, we have 3
signed up for the class.
We have new CPR and AED training equipment
courtesy of the Safety Committee. We will be
scheduling First Aid and CPR training courses in
the springtime. These classes will be held
separately as both classes are 3 to 4 hours in
length. At this point, we only have 4 signed up for
this class.

On January 14th JB Pritzker was sworn in as
Illinois 43rd Governor of the state of Illinois. On
January 15th, he immediately made changes
directed towards unions and working families in
the state of Illinois.
Both are winners for unions and working families
throughout the state of Illinois.
If there was any question as to where Governor
Pritzker’s loyalty lies, it was answered the first
day in office. This is a complete reversal of our
previous Governors ideology and can only
strengthen working families throughout Illinois.
Beginning
his first day
in office with union friendly legislation is a great
way to start his first term and we can finally start
looking forward to rebuilding Illinois with a
collaborative effort between the state of Illinois
and the Building Trade Unions.
Hopefully the positive news will continue to flow
from Springfield. So far we’re off to a great start.
