• “The finger on the pulse”- The primary channel between program and project on transition issues.

SSP/ Constellation Program Interfaces

• We are inviting Constellation participation in our emerging “Program Transition Control Board”

• We are active representatives to the “Constellation Program Control Board”

• We are active participants in their program and project level design reviews

• We are providing Shuttle background and lessons learned to key members of their leadership

• Constellation has named Scott Gahring as the liaison to the Shuttle and Station Programs

TPRCB Overview

• The TPRCB is formally established as a new board within the Shuttle Program Board Structure

• Chaired by Shuttle Deputy Program Manager (Lightfoot)

• Meets biweekly (2nd & 4th Weds., 10:30-12:30 CST)

TPRCB Authority and Responsibilities

a. Approve and baseline SSP transition requirements.

b. Establish and control baseline budgets and schedules for transition.

c. Disposition Space Shuttle Management Resource Transition Documents (SMRT)/transition-related decision packages.

d. Review and forward, to the HQ/Transition Control Board, SMRT/transition-related decision packages that exceed SSP budget authority and/or include issues/impacts that are external to the SSP and exceed its authority.

e. Conduct a quarterly Transition Program Management Review (QTPMR) that reviews the status of transition planning and implementation - including transition risks, issues and metrics.

f. Approve waivers, deviations and exceptions to program transition requirements.

TPRCB Status

• TPRCB will be formally chartered at the Shuttle PRCB– The charter change request (CR) is on the PRCB agenda for the

February 23rd

• One “unofficial” TPRCB was held on February 7th

– Agenda item was Environmental Assessment funding request• Action: further review required

• Next TPRCB is scheduled for February 24th

– Pending (not scheduled) agenda items include:• Environmental Assessment funding request• MOD cost sharing between programs• Santa Susana closeout decision package• Palmdale closeout decision package
