Seoul, S. Korea, Oct 4, 2004: Mr.

Bibhuti Bikramaditya, an engineer

employed at South Korea based Chip

Design and Development company formed

online forum on yahoo called

“BiharBrains”([email protected]

om) on Oct 4, 2004 with aim to unite

educated people of Bihar living in India or

abroad who concern for the development

of state, come forward for establishing

R&D center and business houses, share

their views on different tech topics,

implement development projects and help

the scattered young brains for building their career strong.

He started group as “Scientific Forum”,

gradually took shape of “Real

Development Forum” for the state of Bihar in Indian Union

Seoul, South Korea, Oct 21, 2004: On

the occasion of Visit of Dr. Kartik Sahay,

Vice President of ACI Pharm (USA), first

BB meet at Hotel Centro in Seoul, Korea

was held between Mr. Bibhuti

Bikramaditya and Dr. Kartik Sahay.

After long discussion, both decided to

make this platform a forum for all Biharis

(Bibhuti (left) and Dr. Kartik (Rght) at

Hotel Centro, Seoul.

Main excerpts of the meeting

1. BiharBrains should work for helping

young talents of Bihar and encourage

them to go abroad for higher study

and for employment. Overseas

employment opportunities for young

talents should be advertised and

propagated through this forum. Dr.

Kartik announced his decision to help

those who want to pursue their career

in USA.

2. Scholarships Schemes should be

started for needy talents.

3. BiharBrains should release its own

website as soon as possible.

4. BiharBrains should start collecting

database of Biharis who has done a

great job in national and international

forum from ancient times to present

5. Membership Drive: Both felt need to

start membership drive for BiharBrains

and was decided to start contacting

educated people of Bihar living in India

and abroad.

6. The idea to organize All Bihar Project

completion was mooted in the

meeting.

7. BiharBrains should have its own set up

at Patna for executing projects of

BiharBrains.

New Delhi, NOV 23, 2004: BiharBrains

organized its first meet at New Delhi. The

meeting was convened by its city

representative Mr. Ujjawal Jyoti and was

presided by Dr. Kartik Sahay (Vice

President of ACIPHARMA Inc USA).

a. Strategies on BiharBrains, goal and

mission

Members identified education as the root

cause of social and economic deprivation

of the people of Bihar. The first step in the

direction could be helping the deprived

and providing scholarships to the needy ones based on merit.

This can have two dimensions:

1. Helping those who do not have access even to the basic primary education, or

2. Supporting the highly motivated ones

financially so that they can achieve their

desired goals.

It was suggested that we can achieve the

above two goals by having a trust that is

maintained by the NGO. Though he was

critical of the fact that this NGO/Trust to

be funded by members or generous

donors. Dr. Kartik proposed a unique and

effective way to have a parallel Private

Limited Company which would be a profit

making organization (Refer below to the

proposed services of the company). All the

profit of the company would thereby go to

the NGO making their combined efforts a self-financed and self-sufficient one.

The Services proposed by the company can be:

1. Consulting Services - Help aspiring

students for higher education getting

admissions and scholarships in the foreign

universities. In lieu of the services

rendered, the Private Profit making

organization would charge them financially.

Dr. Kartik was kind enough to suggest

that he, with his academic and business clout, to ensure the same.

2. Distant Education Services - These

services can be provided by the educated

members of Bihar brains via the website,

Biharbrains.com. The revenue thus

generated would then be diverted to the

NGO.

3. Advertisements - Revenue can be

generated from the advertisements appearing on the website Biharbrains.com.

b. Searching out Efficient Biharis

Attempts would be made by existing

members to bring like-minded motivated

Biharis under the flagship Biharbrains. It

was suggested that, to start with, for now

we could have core teams for all the

prominent cities in the country. As the

membership grows, we can even think of

expanding further to all the districts of Bihar.

c. Web site contents

This can start with having the member list,

the services, mission, and goals of

Biharbrains. It was suggested to have an

open balance sheet on the site, which

shall provide details of all the revenue generated and expenses.

d. Discussion on become self

employer and give employment for

many in Bihar."

Dr. Kartik suggested that the Profit

making Organization could provide loans

to the motivated Biharis, who are not risk averse, on easy terms and conditions.

e. Discussion on the proposal of

Aryabhatt chair for R&D at Patna

The attendees welcomed the idea but had

a slight reservation about the Name of the

Chair being Aryabhatt. It was suggested

that the Chair should be named after

noted and distinguished scientists or

scholars hailing from Bihar. Dr, Kartik

suggested name of Vashisht Narayan

Singh, prominent mathematician and scientist.

f. How to make contacts and build

good relation with consultants,

companies in India and abroad to

increase employment opportunities

It was suggested that the members of

group are capable enough of realizing the

cause should come forward and help those having aspirations of Biharis.

between Mr. Bibhuti Bikramaditya and

he will continue to pursue his research interests actively with Govt. Support.

AryaBhatt Chair will also award a Gold

Mission a SCHOLASTIC CENTRE will be

opened where there will be 5 Computer

Nodes. Immediately current journals of

Singh, a CD containing the DATABASE of

organized its First Bangalore Meet, on Dec

6, 2004. The meeting was convened by Sajal kumar.

BiharBrains should find out somebody at

Patna who can actively work for the

organization and will execute the plans for

the upliftment of youth by providing

training. Members gave assurance to help

BiharBrains in its goal and mission by their own means.

Abudhabi, UAE, and Dec 16, 2004:

Bihar Brains organize its first BB meet in

UAE on Dec 16, 2004 at India Islamic

center with a huge gathering. Mohd.

Sajjad Ahmad and Mohd. Shakeel ahmad

took responsibility to organize this meet

at UAE.

Main Agenda of the meeting:

1. Possibility of having a Local Forum of

Biharis in UAE

2. Affiliation with Indian Association in

Dubai, Abu Dhabi, or Sharjah

3. Mode of NGO: a. National Level or

Regional Level b. Office at Patna or

Delhi

4. Fund raising for Biharbrains and

other Activities. Extent of

contribution and modus operandi

5. An Awarding scholarship to Mr.

Shuvam, an Indian child genius from

Muzaffarpur

6. Technical group building at Patna for

Projects By establishing company

under NGO named as “Tech brains

Co. Ltd” company for development

of outsourced Projects, local

projects

7. Increasing Recruitment drive in UAE:

Strategies and planning

8. Strengthening membership for

biharbrains and its resources.

Inviting members’ active support in

all respects, for the noble cause.

9. Discussion on local concerns, and

any other possible activities.

10. Frequency of meetings. Next

meeting.

Main excerpts of the meeting:

Mr. Sajjad Ahmad, country representative

of Biharbrains for UAE welcomed the

attendees, and thanked them for their

overwhelming response. He urged them to

contribute to the objectives of the

biharbrains in whatever way they could,

and spread the word around to far and

wide so that it gains strength financially

as well as physically with membership of

the group continuously increasing.

The attendees then introduced themselves.

Mr. Shakeel Ahmad made a PowerPoint

presentation on the vision, mission, goals

and objectives of the biharbrains group,

and extended a formal invitation to all

those present to join the group. The

presentation is attached with this Email.

A discussion session of about an hour

followed the presentation. Immediately

afterwards, in order to maximize the input

from the attendees, and to instill a sense

of transparency, an opinion survey was

conducted that could be completed within

10 minutes. Those present also filled a

form to provide detailed information about

them that would ultimately be part of a

future database (already uploaded to the

yahoogroups – partly – in the database

section). The decisions and opinions that

emerged from the survey and the

discussions are summarized below:

1. The Bihari NRIs residing in UAE

congratulate Mr. Bibhuti and all those

who have made the biharbrains

happen, and resolve to extend their

fullest support in making the dream of

a technologically developed Bihar

come true as soon as possible.

2. The UAE team resolved that in order to

function without violating the local

rules and regulations, it should try to

affiliate with the Indian Association in

Dubai or in any other emirate.

3. In order to achieve the goals and

objectives of biharbrains, and fulfill

local aspirations of the UAE residents,

a separate fund should be established.

4. For the resolution in item-4 to succeed,

a joint account shall be maintained in

UAE. Modalities for the same shall be

finalized in subsequent meetings.

5. Depending upon the local aspirations

of UAE residents, as and when a

consensus on the same emerges in the

form of goals and objectives and if

they happen to be different from those

of biharbrains, affiliations may also be

sought with other organizations in

India that are expected to fulfill

additional aspirations, if any.

6. However, the UAE residents resolved

that there is no need to form any

forum separate from Biharbrains,

unless otherwise mandatory due to

local legal considerations.

7. The UAE residents resolved that the

biharbrains NGO should be established

at Patna, and not at Delhi or any other

place.

8. The above NGO should have an

executive committee elected every

year by the biharbrains members, if

there are no legal constraints.

9. The monthly contribution to the

biharbrains fund should be Dhs 50

(fifty) per month by all those who

choose to be members of the group.

10. The biharbrains executive committee

in UAE must meet at least every

month.

11. The local chapter shall have no formal

structure but shall have just an

executive committee for carrying

further the cause of the biharbrains as

well as the local aspirations of UAE

residents.

12. The decision-making for all matters

concerning biharbrains should be

vested in an executive committee

constituted of 5 (five) members.

13. Attendees were asked to suggest

names for the above executive

committee, but a majority of those

present and voting felt it really difficult

to do so because they felt more time

was needed to interact and exchange

views with each other in order to be

able to choose the best persons for

this job.

14. It was suggested by some members

that biharbrains should strive towards

helping the 2nd and 3rd level students

instead of the top level students

because the top-rankers are able to

make their own way easily. No voting

could be taken on this aspect. But, the

inspiration that rewarding a top-ranker

conveys to the student community was

well recognized, as was the

importance of career guidance for all

the students.

15. It was suggested that NRIs visiting

India should coordinate with the local

chapter to conduct training camps for

the budding students, for taking the

suggestion in item-14 further.

16. Suggestions were made to invest in

vocational training centres, and in

institutions similar to ITIs, to help the

unemployed youth who are unable to

carry their education further. At the

same time, suggestion was also

forwarded to help reduce drop-outs at

the matriculation (Xth) level.

17. The proposal for providing consultancy

for education and employment was

very well supported.

18. Members generally supported (at least

did not object to) the biharbrains

proposal, e.g., awarding of scholarship

to Shubham Prakhar, launching of

Aryabhatt centre for R&D at Patna,

technical group building at Patna for

Projects, launching of Projects

competition, etc.

19. Everybody agreed on the need to help

each other in getting better and better

employment through concerted efforts

with a professional approach.

20. Attendees resolved to become

members of the virtual group

(yahoogroup), as well as the real

group, and spread the message further.

21. Strictly local matters would be

discussed in the yahoogroup, called

“biharuae”.

22. Next meeting would be organized

within a month, preferably in Abu

Dhabi, after discussions within the

group on its modalities and the agenda.

The main session concluded with the

closing notes from Mr. Salman Ahmad, the

senior most Bihari present in the meeting

in terms of presence in UAE and also in

terms of experience in social service. He

provided the participants with lots of

inspiration to work together and pursue

the cause of technological development

wholeheartedly. He cited benefits from the

group efforts and exhorted everybody to

join hands together to help the society

reach its well-deserved top slot, soon. He

congratulated everybody on the launch of

biharbrains, and thanked all those

involved. He thanked the attendees and

the organizers for making this meeting

happen, and urged to keep the tempo

high.

The organizers have requested Mr.

Salman to forward the full text of his

speech to the group so that full benefits

can be availed from it.

The meeting concluded with dinner, and informal chats between the attendees.

Patna: January 15, 2005

Mr. Bibhuti Bikramaditya, an engineer of

Bihar descent employed at Seoul, South

Korea, in order to unite all the technical

brains of Bihar under one large umbrella, has formed what is called 'the BiharBrains'.

Bikramaditya, who is also the moderator

of 'BiharBrains', started this organization

on Oct 4, 2004 with certain objectives to

unite all educated people of Bihar residing

in India and abroad who are concerned for

the development of the state. On January

9, he called a first global chat meet and

formed an executive committee to shape

the organization efficiently and

professionally. Before this meeting, he

had organized several meetings at Delhi,

Bangalore, Remembering Patna Meet

(with large gatherings) at Hotel Samrat,

and UAE meet, details of which are

available in the website http://www.biharbrains.org.

BiharBrains has taken off the ground in a

very impressive manner and is fast taking

shape of a real development forum for

Bihar by including a host of noted

scientists, engineers, professors,

Chartered Accountants, lawyers,

economists, R&D professionals, CEOs and

young mass brain under its wing.

Mr. Sugriv Barnwal of USA will be global

in-charge of the NGO Formation

Committee who has been involved with

similar activities for many years in USA

holding as the General Secretary, Bajana,

North America (www.bajana.org), Indian

Association at USA (www.iacaw.org) and

charitable organization for poor and

underprivileged for Bihar and UP

(www.kamladevi.org). He will be assisted

by Mr. Bikramaditya. Mr. B. K. Sharma

will be meeting President at Patna.

of Alumni association of Patna science

college News magazine.

UAE Chapter organized its first meeting at

Indian Islamic center, ABUDHABI on may

5, 2005 in a grand way Mohd Shakeel

event.

bhawan to discuss on the issues of

funding and helping local talents. The

meeting was convened by Dr. B. K.

from OXFAM, CARE and some such groups;

that the students who are assisted must

knowledge in fighting backwardness,

poverty and illiteracy of our country, India;

(5) Society should run GRE/GMAT/TOEFEL

center as a self study center where the

books and CD's will be available and

students under the guidance of some

resource person will make preparations on their own;

the issues related to monetary help and

individual contribution, inauguration of

BBSC and its development as center for

founder members should contribute

their amount as soon as possible.

2. Members were happy to know about

the inauguration of scholastic

center to be scheduled in Patna on

30th July.

3. There should be some alternate

source of funding for the scholastic

center so that it does not depend

wholly on the members contribution.

The following are the some of the

suggestions of the members

regarding raising money by alternate resource

• Ask for sponsorship fee from

entities (i.e. coaching center,

computer center etc) who are

interested in advertising (like

putting up banners or distributing

pamphlets) in some functions of

the scholastic center (like

inaugration function.

• Requesting contribution from

guests who come for some

function in the scholastic center.

• Members take classes on their

specialized subjects for the

interested students on some fees

and contribute the income to the center.

July 23, 2005: BiharBrains Mumbai

chapter organized its first meet at CIFE

which will be remembered for huge crowd.

Around 40 scientists of IIT, Mumbai and

CFRI gathered and take active

participation in the discussion on following

agenda: fishery project feasibility

submitted by group of IIT and CIFE

researchers, Fund raising by members for

the society, BiharBrains welfare schemes

and indirect means of fund raising etc.

and Science for society. For the

popularization of science among children

in a new and different approach: Mr.

Bibhuti Bikramaditya signed on the

MOU on behalf of Bihar Brains along with

its counterpart Dr. S.P.Verma Gen Secy , Science for society.

Main points of MOU

(1) BiharBrains will hitherto be known as

BB and Science for Society will hitherto be

known as SFS;

(2)BB and SFS will always maintain

fraternal relationship and assist each

other in their respective aims and

objectives;

(3)BB and SFS will together device ways

and means for identifying eager students

amongst economically deprived society

and nurture them bloom from cabbage

into cauliflower;

(4)BB and SFS will together identify

development and much needed projects

for filling up the very important

infrastructural gaps and pursue these

projects to fruition and maturity;

(5)BB and SFS will together work for

building up a strong, economically prosperous and principled India;

inaugural function held. It was

inaugurated by Dr. Rajmani Pd. Sinha, VC

Mithila University. Dr. Jaggannath Thakur

was the Chief Guest of the Inaugural

Function. Mr. Bibhuti Bikramaditya

gave talk (PPT Presentation) on Bihar

Brains and its activities in front of around

100 distinguished guests and youngsters.

Dr. B.K Sharma presided over the function

and Sri Amalendu Narayan Sinha gave his

lucrative speech and give vote of thanks to the guests.

A Debate competition on “Standards of

Education in Bihar” was organized by

“Facon De Parlour”: A renowned debating

society of Bihar located at Rajendra Nagar,

Patna. Sri Vijay Sinha, Director Of the

“Facon De Parlour” was present in the

debate competition and chaired competition.

Winners were awarded by Dr. Rajmani

Sinha and Certificates were distributed

among the participants of VLSI

Orientation Program by Dr. J.Thakur.

at Indian Coffee House, Connaught Place

to discuss on following agenda;

Development of BBSC, VLSI program and overall events at Patna.

The meeting overall was very good, with

ideas pooling in from all members, also a

reflection of series of events, and the

opening ceremony of Bihar brains

Scholastic Center at Patna. It has been an

achievement for all of us, to open our

center in Patna successfully and we look

forward from all our members to contribute towards its growth.

Following were the issues/ concerns discussed at the meet.

1. The membership of the scholastic

center is open to students and

faculties. Membership fee for the

Scholastic center was decided to be

Rs 51/- (fifty one) per month and

the annual membership is fixed at

the rate of Rs 500/-(five

hundered).

2. Bibhuti Bikramaditya successfully

conducted the VLSI orientation at

the Scholastic center and seeing

the amazing response to it from

students, there we may extend a

proposal to start a course in VLSI,

chip design and fabrication at

Patna University.

3. Mr. Bibhuti informed that Science

for Society is ready to sign a

memorandum of understanding

with Bihar brains

4. Individual sponsorship scheme for

villages and needy students will

carry on; members are encouraged

to apply this, in the villages they

belong to.

5. Members opined that there has to

be representation/ representative

of Bihar brains in every district

of Bihar.

6. The need of the hour is sufficient

funds for the Scholastic center, and

for this purpose there are donation

coupons designed of Rs 50 and Rs

20 denomination promoting Bihar

as a contributory state in

development of the Nation.

As the group is increasing its strength

Issues rising: Issue related with Bihar

Brains must be raised time to time by

members and give suggestion so a sit

could run properly at Patna. We have

decided that we build our Patna scholastic

center strong and then move towards

other centers to build confidence in ourselves/ Bihar Brains/ Group.

Mr. Bibhuti also pointed out that rarely

members are giving suggestions and

comments on the issues related with

ongoing projects. New ideas projects and issues must be discussed on group mails.

Above all members feedback/ comments/

brainstorming is important for Groups

overall progress.

Group interaction and discussion on new projects and issues should be increased.

Bihar Brains will be one year old on 4th of

October this year. To celebrate we are

brainstorming on activities that can be

done as part of our celebrations.

of the view that to run organization, it

should generate fund by themselves, it

cannot run successfully always on

donations.

view that formula for investment is the

best possible option for the development

of BiharBrains Scholastic Center, BBSC.

Individual opinion, opinion from various

chapters were taken during 7 days and

then following final modification were

done in the proposal for BBSC which were

unanimously accepted

1. BBSC should be developed as self

sufficient unit.

2. The one who is putting money in

the development of BBSC and of

any projects will be termed as

SPONSORS.

3. Any individual can become sponsor

In all BB projects; BB members will

be given priority for investment.

4. 50% amount of the earned money

from BB scholastic center will be

used for the development of BB

Scholastic center and 50% will be

distributed among SPONSORS.

5. After certain period, when sponsors

gets his money back, BBSC or any

project under this scheme will be

run completely by BB management

system . The period will be decided

on the projects. During the

gestation period, it will be

monitored by sponsors and founder

members of the organization.

6. ON Bibhuti Visit to India: All

members present gave wishes to

him for his present visit to India.

was decided that member of BB can

use this space 11-5 to trained the

fund to maintain our day to day

Bibhuti has organized debate and

various competitions at middle school

Janipur.

He has appointed a teacher at 1500/-

Organized meeting in Janipur on Aug 18,

2006.The main agenda was to develop

school in the village.

1. Mr. Bibhuti Bikramaditya announced his

decision to support his school where he

studied.

2 Tirpal for the kitchen where khichadi for

students cooked. This is without shade

and whenever rain comes, no khichadi is

provided to those students

3. Desk /benches: 6 desk and benches

one sweeper for cleaning school class

rooms and surroundings

4. Two needy and poor students got

scholarship from biharbrains: 100 rs per

month against notebook and pen for 6

month for each 6 month, scholarship for

those students will be reviewed if the

performance of the student is not good.

5. In the month of November or

December, school has planned to organize

following programs:

1. Essay completion, 2. Debate

competition, 3. Cultural program among student, 4. ganit daud etc.

Prizes will be given by BiharBrains.

And his contributed amount will be

paid back to him within 5 max years.

1. Sources of Income: Establishing

CDAC Authorized Center, Center

for personality development and

Placement and consultancy centers

are the main source of income for

BB.

2. Director: One dynamic and

experienced person from Bihar will

be director of the institutes and he

will be directed by BB main body.

Scholastic center may be run by

board of directors from BB local

members and staff members.

3. Every body was in agreement for

this kind mechanism for the

Scholastic center where huge fund

is required. After long discussion,

we felt that there should be one

more meeting on this issue in

which participation of more

members from our main body is a

must. We all were in agreement

that legal issues and financial

maters should also be taken care

of very carefully.

Singapore chapter organized its first meet

at Singapore. The main agenda of the

meeting was to discuss regarding

cooperation and support of Bihari’s

towards organization. The meeting was

convened by Mr. Amit singh, Singapore

representative and was presided by Sri

S.B Rai.

All the members were of the view that we

should help people hailing from Bihar,

especially the students who wish to

pursue a career overseas.

S. B. Rai – He has agreed to take

students from Bihar who is interested in

doing internship from his company in

Singapore.

Nilesh Sharma – In the past he has

offered many young software engineers

from Bihar who are working in India to

come to Singapore. He is also willing to

sponsor them so that they can come here

and attend interviews, but no one has

shown interest as of now. They want the

appointment letter delivered to them

before they come to Singapore.

Venugopal – Though he is not from Bihar,

but he can understand the difficulty faced

by youngsters in starting a career. He has

agreed to keep 2/3 candidates in his Apt

at a time so that they stay here and look

for a job.

Avnish Kumar – He is head of operations

in a local IT company. He is also a

Nanyang Fellow. He is seriously thinking

of promoting the BB activities in

Singapore and South- East Asia. He has

agreed to work on FUND RAISING for BB.

He will come out with some concrete plan

in a few days.

Vimla Pandey – She thinks that women

from Bihar should actively participate in

BB activities and share their views. She is

willing to assist in logistics/VISA for

people who want to make a career in

Singapore.

Amit Singh – I am always willing to help

my friends, but they must take initiative.

NO MORE SPOON FEEDING. I will charge

small fees from the candidates.

All the members were of the view that

they do not want any publicity. BBSC or

1. We have extended the date of

submission of articles to 31

December, 2006. The expected

date of publication will be 26

January, 2007.

2. We are preparing pamphlets for

Manthan and documents for

website. These will be finalized in a

couple of days. We will send

pamplets to all the Institute and

Universities of Bihar and Jharkhand

for wide publicity.

3. We are requesting members to

Delhi, Dec 24, 2006: BB Delhi Chapter

organized a meeting on the arrival of Sri

Bibhuti Bikramaditya. The main agenda

was the presentation of model of the

project of Alok Kumar Bihari, a member of

BiharBrains in Delhi in presence of all local

members of Delhi. The meeting was called

by Sri Dhirendra kumar, Delhi

representatives of BiharBrains.

1. In the meeting he put his idea of

project whatever he did so far and also

showed his live demo at his house.

2. As per Scheme, the whole idea is to

remove present “Nala” Drainage system.

He presented his model for solution which

will also protect river water to become

dirty as well as stop water level

decreasing tendency.

3. After long discussion, we decided to

support his model worldwide.

4. BB will arrange meeting with CWRS,

Patna (a unit of NIT for central water

research) to know the authenticity of his

project which will help us to know about

the feasibility of his project.

5. His demo was already published by all

newspapers and news channel “Aaj tak/

Aankhon Dekhi/ Zee news etc. we decided

that Mr. Ranjeet and Mr. Dhirendra will

hold once again meeting with fellow man

for taking his interviews on video on

second week of Jan, 2007. His video will

be uploaded into Bihar Brains website.

Scientist of CWRS, we can think about the

model of this project in Delhi and we will

organized workshop on Science

communication through cultural events on

Dec 24, 2006 at Sri Krishna Science

center at Patna in which Mr. Bibhuti

The chief of this function was Hon’ble

Minsiter for Science & Technology. Dr. Anil

Kumar. Scientists of Dept of Science and

technology, Govt of India and director of

Srikrishna center were also invited guest.

Mr. Shakeel Ahmad kakvi head of this

foundation gave key note address. In this

workshop, students of various schools of

Gaya district were participated and

showed their project models. Mr. Bibhuti

advised students to develop scientific

electronics toys and other products.

Development

Third Issue of magazine Manthan will be

released on 18 February, 2007. Manthan

website will also be launched within this

time frame. A report on the registration

process of magazine is anticipated by the

B. Development of BBSC

BB will focus on this mega project:

For Investment in BBSC, proposal has

already been submitted to Govt of Bihar in

Global Meet and also Investment

proposals are open for all NRIs/ NRBs/

any other organizations/ Societies/ any

individual. Separate website is already up

for the BBSC, i.e. www.bbscindia.com

It was decided that BBSC, Patna will

organize two fixed programs every year:

1. SciTechFest: in the middle of year: Performa for SciTechFest is being

discussed among active members and

representatives. This year,

SciTechFest will be organized in the

State Level in which the participation

of industry will be focused. In the

students category Researchers,

Budding researchers of all streams of

science and technology will be

participated and will be giving demo

of their project/product which will be

open for visitors for three days.

2. Career Counseling Program: at

the end of year: Career counseling

Program will be conducted on the

lines of last years career counseling

program every year in the last week

of the Dec.

Regular Program at BB: There is

proposal from BB local event management

Committee that to speed up the inflow of

students at the center, we should focus on

regular career building courses and

regular events at BBSC. A series of

training program for GRE/ C++, project

handling may be conducted.

Change of OFFICE Space for BB: BB is

looking for a suitable place to change the

location of BBSC office. One computer will

be purchased this month for BBSC, office.

We are requesting Professors and

academicians to conduct seminars on

regular basis at BBSC.

Monthly contribution by Korea

Members: All Korea members have

decided to give their one month extra

contribution to BB office for purchasing

one more computer at Office.

B. Demand of IISER: To speed up the

process for the demand, there is need to

take effort by all members. Our demand

has already been reached to DY CM of

Bihar, now very soon our delegation will

meet to CM of Bihar. Prof Husnain

(MEMBER OF Scientific advisory council of

Prim Minister of India) and VC of

Hyderabad Univ has suggested that We

should form delegation of all party MPs

team who will sign over the Draft of the

Demand of IISER and any MP will

represent the team to meet Prime Minister

of India along with representative of

BiharBrains. We are working on this

process. Prof. SP Verma is drafting text

for the MPs for the demand of IISER in

Bihar. Meanwhile because of bad health

of Sri Arjun Singh, Our delegation could

not get time to meet HRD Minister at New

Delhi. We do hope that very soon meeting

with HRD minister will be organized.

One MP will lead the team.

C. Outcome of Global Bihar Meet

Global Bihar meet was very successful

event. BB formed 18 member team led by

Dr. BK Sharma at Patna. Very soon, a

detailed report on Global Meet will be

posted by Mr. Ranjeet Kumar, New

Delhi. All members present gave thanks

to our local event management team

coordinated by Sri Ravindra Kishore for

their good coordination with BB members

and Organizers of Global Bihar Team. This

event was successful and this will help in

branding image of Bihar in the national

and international fora.

“Bihar Brains Talent Search

Scheme". We discussed bout

selection procedure and criteria, all

members agreed on the criteria of

poor + talent. Eligibility should be

poor and selection criteria will be

talent. Mr Shatrughan suggested

that selected candidates will be

admitted to any residential school

and the scholarship amount will go

to the school authority rather than

going directly to the candidates or

their parents. Scholarship will be

continued to another year following

the satisfactory progress report of

the candidate. All the procedure for

this scholarship will be finalized

after getting inputs from all

members.

3. Sci Tech Fest, 2007 A. A meeting of Patna local members

is scheduled on 13 March, 2007 to

discuss and finalize the date of

forthcoming Sci Tech Fest.

B. A group of students at NIT Patna

will develop website for Sci Tech

Fest. Website work will be finished

by the end of March.

C. Dr. Manis Jha showed his interest

to convince CSIR office at Patna to

organized a meet held at Hotel Mamta in

Patna. The meeting was convened by Mr.

Bibhuti Bikramaditya and was presided by

Prof S. P. Verma.

Main excerpts of the meeting:

1. Regular course/ prog by BBSC:

BB local members feel regular

course/programs by BBSC to attract

students at our BB office and also to

continue flow of members to visit our

office to avail all facilities by BiharBrains.

It was decided that BBSC will organize its

regular course on computer (one month

certificate course in MS office/ internet

Technologies) for students/ teachers and

professors. The idea is to start computer

literacy program. The fee will be very

minimal (Rs 500/-). This will be organised

regularly in BB office from May (probably)

after registration of the society in the new

place for BB office.

2. Office set up: BiharBrains office

should be immediately shifted from the

existing space, to other location. BB

should have good infrastructure setup.

3. Scholarship Yojna:

a. BB will start district wise selection

procedure. Means Dist officials will be

given

Intimation for this yojna, they will send 10

poor students from each dist. then one

Common exam should held for all poor

students from each district to finalize 15

Students for scholarship.

b. As BB has less time to start the process

of selection, 10 most poor districts of

Bihar will be selected for this year and

also one common advertisement will be

given in the newspaper.

c. BB will take help from Science for

society, Bihar with its district coordinators

and DEOs (District superintendent officers)

of that district. They will select by District

level exams and send list of poor talents

to us.

d. Final rules and regulation for the yojna

and selection procedure will be announced

e. The selection process for the next year

may be altered.

4. SciTech fest:

Govt can be the only supporter of this

event.

5. IISER Demand:

In the month of April, BB may organize

in the district of Motihari on April 25 in a

function at Town Hall, Motihari. On this

occasion local dignitaries’ of Motihari,

Motihari has become first district chapter

take the form of registered society in the

name of “BBrains Development

Society” for NRIs/NRBs and all other

educated people who concerns for the

development of the state in the month of

May, 2007. Since its inception on 2004,

BiharBrains has become successful in

establishing 18 chapters in all across the

world and uniting NRIs/NRBs of Bihar for

the productive discussion on Yahoo groups

(more than 1045 members and more than

200 offline members) and then execution

of ideas project in the state of Bihar.

He requested youngsters to take part

in BB activities on career counseling,

orientation programs, and

seminar/symposiums. He also spoke

about Saheed Anil Kumar Singh Yojna

for poor Brains which is going to be

started by BB in the month of Aug for

which process would be started from the

month of May, 2007.

He thanked Dr. S. P. Singh for

organizing the event and gathering such a

large no of audience from various colleges

of Motihari bound areas.

Delivering his keynote address on

“Revamping education system in

Bihar”, Dr. J. thakur (Ex-Vice Chancellor,

PATNA UNIVERSITY) called upon the

masses for applying scientific approach

and developing scientific temperament in

our daily life. He also stressed the need

for changing educational system from

theory based learning to practical oriented

learning along with providing good

teachers who can spread complete

knowledge to the masses.

In India, various courses of science and

technologies has been started by the

central government, state government

and the private institution but the

percentage rate of getting employment

after such courses is not satisfactory. This

is because of not only the poor

infrastructure but also lack of skillful

teachers. He also emphasized that the

teacher should be assessed by the

institute management and student of

institution. He said except IITs/IISC and

few other institutions, no other institution

of India is fit for the practical based

training and paying attentions to Research

and development. Govt should pay much

attention to that. Many committees has

been formed in post independence era for

improving quality of education and

improving R&D in India but none of the

committee has become operational in true

sense.

He said that students of Bihar should

improve in:-

1. Communication and writing skill in

English.

2. Mathematical & reasoning ability.

3. Knowledge of computer and IT 4. Managerial aptitude

He thanked BiharBrains to come up the

excellent idea filling the gap between non

skilled academicians and skilled corporate

by providing knowledge of cutting edge

technologies and giving proper guidance

to youngsters to excel their career all over

the world.

Sri Amalendu Narayan Sinha, ex-

editor Hindustan times in a well versed

manner said the audience that BiharBrains

is largely for the student masses of Bihar.

Students should avail all facilities and

guidance provided by BiharBrains time to

time. He also clarified that BB doesn’t

charge money for the consultancy.

While delivering key note address, Sri

Ajay Thakur emphasized the need for

revamping technical education in Bihar

agencies. He announced that Bihar Govt is

in the process of establishing Knowledge

Park with the help of ICICI bank and other

investors. He also put his point for the

formation of Technology vision group

under PPP (Private partnership Program)

program in which all private agencies will

be invited for the establishment of

Technical institutions in association with

govt of Bihar.

He also announced that Bihar Govt is now

taking matter of the establishment of

IISER (Indian Institute for Science

Education & Research) in Bihar for which

BiharBrains started a campaign. He

3. On SciTechFest, 2007:

During fours hours local BiharBrains,

BB meet, members decided to organize

Three days State level SciTechFest 2007

from Nov 23-25, 2007 in which 100 local

researchers from graduate level to

Research Level will show open demo of

their projects and 100 companies of India

and abroad will be invited to install their

stalls to show their product demo. Prof

Santosh Kumar, EX-HOD CWRS, NIT will

be the co-ordinator of this event.

4. On Late Anil Kumar Singh Yojna

BiharBrains is also going to start Late Anil

Kumar singh yojna for needy talent in

Gaya dist of Bihar. As per this scheme, 15

students of class 6 will be selected

through dist level test examination and

will be given Rs 250/- per month till the

completion of their matriculation (Class

10th). This scheme will be launched in the

distt. of Gaya on June 4, 2007 on the

occasion of the death anniversary of Sri

Anil Kumar singh. Scholarship will award

on Nov 10, 2007 on occasion of his birth

day. This was decided in presence of Mrs.

Manju Singh, wife of Late Slain DIG who

died while fighting bravely with criminals

in a train at Rajendra Nagar Terminal,

Patna, a year ago.

this project and will submit his budgetary

report and discuss with BB members and

Mrs. Manju Singh very shortly to finalize

Janipur (Sitamarhi), June 9, 2007:

Janipur local member organized a meeting

on 3rd June, 2007. In this meeting

members decided that a district level

middle school competition will be held in

the month of November, 2007. For this

program a 21-members team has been

made and Sanjay Mandal will be

coordinator of this program. Its estimated

budget will be Rs. 25,000.

BiharBrains has completed journey of

almost 2.5 years before it gets registered

1) The core Scientific Committee will

stream of science will have no more than

three members. 10 more members

(preferably 2 from each stream) from

foreign countries will be a part of this

committee.

2) The core committee will be presided

by Dr. J. Thakur (Physics Dept, Patna

University).

3) The selection of the other commiittee

members will be done in the next global

chat meet after discussing with the

president of the committee.

4) The minimum educational

qualification decided for the core

committee members is a PhD. However,

non-PhDs will also be considered based on

their academic profile, interest in the

pursuits of science and commitment to

work for creating a scientific research

environment in Bihar.

5) The names of the selected final core

members will be finally approved in the

3rd or 4th week of November in the

Science Congress going to be held in

scientific foresight and SciTechFest into

one and following decisions have been

taken in a conference call meeting:

1. The name remains "Scientific

Foresight". The basic reason is that we

have some technical institutions which

have taken decision on paper for the

name.

2. The Organizer of this "Scientific

Foresight" is "BBrains Development

Society in association with all Bihar based

e-groups (One Bihar, Cool Bihari and all

Bihari) and NRIs/ NRBs organizations".

3.The web site www.scientificforesight.org

will be updated with this information in

next few days.

4. All literatures and publicity materials

will be merged and will be made as

common professional quality documents.

5. The organising committee of both the

groups will be merged.

6. The scheduled date is now Dec 22-24,

2007 at Patna. Event place will be same.

Singapore, they are not interested. They

take interest for only cultural events. Mr.

Bibhuti reported that we have already

sent proposal to bajana and talked to sri

sugriv jee. We are hopeful from bajana

and waiting for response.

About Bihar Anjuman, Mr. Shabi Hashmi

said, BA Anjuman is ready to associate

with this event and will write mail to all BA

members just after few initial things get

finalized. However talks with Bihar

foundation/Bihar parishad is going on for

association, as reported by bibhuti. Sri

Shailendra jee said, he would like to talk

to Bihar chamber of commerce and other

Bihar based organization to support and

associate. DST, Bihar has already been

informed for this and talks are going on to

be supported by Bihar govt. One meeting

has already been organized with hon’ble

minister and his two directors including Sri

Ajay thakur jee, Principal secretary, DST,

Bihar.

About bringing scientific foresight

organizer Mr. Ramraj, Mr. Bibhuti

informed that both discussed on chat

about making one event instead of

making two events. Mr. Ramraj was ready

to work under BB with few conditions and

Mr. Bibhuti has mailed him for the

confirmation. At last we decided to wait till

Monday for his mail. As we don’t have

much time, we can not wait long.

2. Sponsorship from companies: it

was informed that taking sponsorship and

collection of fund has started and we do

hope, we will meet the target. One

member from Mumbai has sent message

to us that he will be talking to all major

companies Nokia/Intel and others from IIT

to make this event successful. We all

decided to continue talk on this issue next

day Sunday.

Patna, Nov 7, 2007: A delegation of

BBrains Development society commonly

known as ‘BIHAR BRAINS’, a registered

society of academicians, scientist of Bihar

living in India and abroad met a

delegation of Bihar Foundation UK arrived

in Patna on Nov. 7th 2007 and hold talk

on the strategies to be adopted for all

around development of Bihar particularly

in the field of education and health.

Members attended had discussed on

several issues related to the subject and

have agreed to extend their hands for

cooperation to each other for fulfillment of

their mission. In few days, a MOU is going

to be signed by highest authorities of

Bihar Brains and Bihar foundation for

working together on the areas particularly

education, R&D and health sector.

The meeting was hosted by Dr. Rajay

Narain, general secretary Bihar

Foundation at his residence of Arya kumar

road, Patna who welcomed the guests on

this occasion.

The meeting was presided by Dr. Murali

sinha (President, Bihar Foundation

UK). Dr. B. K. Sharma (President,

BiharBrains) was leading his team from

BiharBrains. Other prominent members

who attended meet were Dr. S. P. Verma,

promoter Bihar Brains (EX-HOD Physics

Patna Science College) and Sri S.N

Sandhwar, Manager Operation,

BiharBrains and EX-AGM SBI, Patna.

Dr. Murali sinha gave thanks to

BiharBrains for their work in the field of

awareness building on education and

creating environment for research and

development in Bihar.

In the meeting, it was also decided to

work together for bringing British Library

once again to Patna to fulfill the demand

of elite & educated class of Bihar,

particularly patnaites who have been

devoid of such facilities of British Library

in Bihar. Dr. B. K. Sharma expressed his

views on reopening of British Library at

Patna and put all matter related to this

which he did earlier for bringing British

library to Patna. In a discussion, it was

finalized that both will send letter of

request to British High commission and

discussion will be started in this direction

with highest authority of British High

commission very soon.

In a meeting, Bihar Foundation gave

positive signal for assistance in the event

of scientific foresight, 2007 organized by

Bihar groups including Bihar Brains.

The meeting was hosted by Dr. Rajay

The meeting was presided over by Dr.

while Dr. B. K. Sharma, President,

BiharBrains, represented his organization.

Among others who were present on the

occasion included Dr. S. P. Verma,

promoter Bihar Brains and the former

Head of the Department, Physics, Patna

Science College, S. N. Sandhwar, Manager

operations, of the BiharBrains and the

former AGM, State Bank of India, Patna.

Besides holding discussions on various

projects, the office-bearers also discussed

their desire to bring back the British

Council Library in Patna that wounded up

its operation in the lack of adequate

membership and poor management nearly

six years ago.

Attempts would be made to contact the

British High Commission to discuss the

possibility of bringing back the library

again in Patna, Dr. Sharma said.

Seoul, S. Korea, 24 Nov, 2007: BB

organized its monthly Korea meet at Seoul

at the house of Mr. Bibhuti Bikramaditya.

The main agenda of the meeting was to

discuss on the issue of BB involvement in

Patna Book Fair. The meeting was

convened by Dr. Abul farah.

Main Excerpts of the meeting: A. BiharBrains has booked a stall in

Patna Book Fair going to be held from 8-

17 December, 2007. Patna Book Fair Cost

will be shared by some members of

executive council and steering committee.

An exhibition of BB Projects and activities

and focus on increasing membership will

be the main issue. B. BB will print 100 copies of a

supplementary issue of Manthan

comprising selected articles from all four

issues published till date. Cost of

Magazine will be decided later on the basis

of printing expense. Magazine will be sold

after some discount.

C. In addition to printed version, BB

will make CD of all the 4 issues of

manthan for sale: charge is Rs. 25/-. Dr.

Manis Jha has purchased 50 CDs in

advance. He will use these CDs for

publicity of Manthan in Jamshedpur.

3. Materials on VLSI and book Aag aur

Pani will be only 10 copies to be displayed

for sale. Another book, ASIA ON FOOT will

be displayed for Sale.

4. BB presentation CD will be distributed

only to those who take interest in

membership of BB development society.

Canada/Korea, Dec 10, 2007: BACA

(www.baca.ca) is an organization formed

by people of Bihar and Jharkhand in

Canada. This organization has been

established to for o bringing all people of

Bihar and Jharkhand in Canada in one

platform, do cultural activities and start or

help to start some development project in

Bihar and Jharkhand. After discussion,

both organization decided to join hands to for the below mentioned purpose.

Purpose of the association:

1. To start various development projects

in association with BACA, particularly in the field of education and Research.
