• The behavior of material stored in a shared repository is determined by the institution storing it. That behavior, however, is managed according to the collectively determined protocols of the repository.
• The behavior of material in a shared collection is, itself, collectively determined. In addition, that behavior is managed per collectively determined protocols.

SHARED COLLECTIONS
BECS:::2010.05.06 SoRe LAUC Non-Assembly
“The University of California shared collection consists of information resources jointly purchased or electively contributed by the UC libraries. Such resources are collectively governed and managed for the purpose of maximizing access to the widest audience of both current and future members of the UC community.”

THE UC SHARED COLLECTION
BECS:::2010.05.06 SoRe LAUC Non-Assembly
• … is a Distributed Shared Collection (DSC).
• … involves many more trust relationships than do individual or even shared collections.
• … like decision making in the DSC, is more complicated because of all those relationships.

WEST: PROJECT OVERVIEW
GoalDevelop a shared retrospective journals
repository among research libraries in the Western Region of the United States
Objectives• Develop selection criteria incorporating risk
management principles• Establish standards for low-level validation
and disclosure of holdings• Design business model, including operating
plan, governance structure, and financial model

WEST: PROJECT TIMETABLE
Planning phase: October – December 2009 – Communicate with potential participants– Develop background documents for participant
review Meeting 1: January 2010
– Explore risk management and validation standards– Select preferred business model(s)– Identify work teams to develop further details
• Design Phase: February – May 2010– Develop selection and validation criteria– Analyze print holdings across participating institutions– Refine the business model(s)
• Meeting 2: early June 2010– Select final business model– Approve policies and standards embodied in MOU– Endorse initial title list for archiving
• Final Report: June 30, 2010
BECS:::2010.05.06 15SoRe LAUC Non-Assembly
WEST: PARTICIPANT DISCUSSIONS
• Calls to potential WEST participants during November and December 2009 to learn institutional goals and priorities, and operational considerations
• Near-universal comment: “We need more space, ASAP!”
• Concern: many libraries have not significantly drawn down print journal volumes, even for JSTOR– Deterrents include: cost, other priorities,
concerns about access and validation• Other concerns:
– May be harder to justify financial support for archiving widely-available digital materials
– May be difficult to afford significant validation– May need to consider de-duping storage facilities

ALDP 2007
• PREMISE– “A library service and its future
are only as assured as the people offering that service.”
• QUESTION– “What kind of staff will be needed
to offer the services our communities will find indispensable and fundamental for their teaching and research?”
BECS:::2010.05.06 20SoRe LAUC Non-Assembly
“Today’s library staff …
… must include people who see themselves as active contenders in a race for relevance, regard, and resources. Some of its members must have strong technical skills and an ability to identify specific areas in which technology can advance the institution in fulfilling its academic mission. Library staff must be capable of working effectively in partnership with faculty members to enhance the strength of teaching and research. … Library staffs in general must become more agile, more highly attuned to, and more aggressive in proclaiming just how different the world of knowledge has already become.”
— “Changing Roles of Academic and Research Libraries”
ACRL Tech Summit (November 2006) BECS:::2010.05.06 21SoRe LAUC Non-Assembly
Top Ten Assumptions for the Future of Academic Libraries per
ACRL
1. There will be an increased emphasis on digitizing collections, preserving digital archives, and improving methods of data storage and retrieval.
2. The skill set for librarians will continue to evolve in response to the needs and expectations of the changing populations (student and faculty) that they serve.
3. Students and faculty will increasingly demand faster and greater access to services.
4. Debates about intellectual property will become increasingly common in higher education.
5. The demand for technology related services will grow and require additional funding.
6. Higher education will increasingly view the institution as a business.
7. Students will increasingly view themselves as customers and consumers, expecting high quality facilities and services.
8. Distance learning will be an increasingly common option in higher education and will co-exist but not threaten the traditional bricks-and-mortar model.
9. Free, public access to information stemming from publicly funded research will continue to grow.
10.Privacy will continue to be an important issue in librarianship.
