SAPP - EAPP Transmission Integration Study
The Planning, Operating and Markets Sub- Committees of the SAPP and EAPP met in Pretoria for a workshop to discuss the draft final report on the SAPP - EAPP Transmission Integration Study. The workshop provided an opportunity for the two Power Pools to comment on the draft final report. The final report is now expected in October 2018.
SADC Industrialisation Workshop
The SAPP Chief Engineer attended the SADC industrialisation week that took place in Windhoek, Namibia during the month. A presentation was made focusing on the SAPP Pool Plan and the role of natural gas.
System Planning
SAPP Pool Plan Dissemination
The SAPP together with the Consultant who developed the SAPP Pool Plan continued the dissemination of the SAPP Pool Plan to the various stakeholders that includes the Departments of Energy, utilities and regulators.
The objective of the dissemination is for highlighting the key country benefits of implementing the SAPP Pool Plan and the benefits of regional integration. During the month presentations were done in Angola, Lesotho, Malawi, Namibia, Zambia and Zimbabwe.

SAPP PSC Study Visit to India
The SAPP Planning Sub-Committee and the Transmission Pricing Working Group, with funding from cooperating partners, carried out a study visit to Power Grid Corporation of India in New Delhi from 20 to 24 August 2018. During the visit, Power Grid Corporation arranged various technical presentations and site visits on power system planning, renewable energy sources, energy markets, power system operations, and electricity regulation in India. Of key interest was the transmission pricing arrangement in India. Currently SAPP is developing a new methodology for transmission pricing and a lot of valuable lessons were learnt from India.

Integrated Demand Management
The Integrated Demand Management Working Group (IDMWG) met in Livingstone, Zambia to discuss progress on IDM initiatives and energy efficiency. The region has recorded a total of 2,984 MW savings from IDM initiatives. The IDMWG is finalizing a proposal for measurement and verification (M&V) framework for the short-term and SAPP-CC is currently sourcing funding for regional focused training on M&V capacitation, study tour and projects. Capacity building on M&V at utility level has started in some utilities whilst others are at various stages of maturity.
During the meeting it was noted that utilities are at various stages of implementing IDM initiatives and energy efficient projects, the main challenge faced by most utilities in implementing the energy efficient projects is funding. Currently, the Climate Technology Centre and Network, CTCN and UN Environment, U4E in partnership with SAPP and SACREEE are formulating a plan for value delivery in a coordinated manner by regionally identifying projects and opportunities. The CTCN have developed country profiles on lighting, appliances and equipment. A regional workshop involving SAPP, Government entities and SACREEE will be convened in September 2018 to review and endorse the country profiles. This report will lay foundation for developing funding proposals at the national and regional level.

System Operations
System Disturbances
In the month of August 2018, two (2) system disturbances were reported. They were both characterised by power swings in the central corridor in Botswana and Zimbabwe. Refer to Figure below for an outlook of reported SAPP system disturbances.
Electricity Trading
Energy Traded
Trading in the electricity market was significantly lower during the month of August 2018 when compared to July 2018. Total traded volumes on the Day Ahead Market (DAM), Intra-day Market (IDM), Forward Physical Market Monthly (FPM-M) and Forward Physical Market Weekly (FPM-W) decreased by 11% to 174,479 MWh in the month of August 2018, from the July 2018 volume
of 195,817 MWh. The August 2018 traded volume of 174,479 MWh was lower by 15% when compared to the same period of August 2017 in which traded volumes were 204,569 MWh.

Market Clearing Prices
Non-off-peak prices increased by 6% from 8.99USc /KWh in July 2018 to 9.56USc /KWh in August 2018. Off Peak prices increased by 4% from 2.85USc/KWh in July 2018 to 2.98USc/KWh in August 2018.
The average price for the Peak period was higher by 10% at 14.44USc/KWh in August 2018 from the July 2018 average peak price of 13.16USc/KWh. Standard period average prices decreased from the July 2018 average price of 7.25USc/KWh to 6.45USc/KWh in August 2018. The average Off–Peak price was unchanged at 2.59USc/KWh in July and August 2018.
The monthly average Day Ahead Market clearing price (MCP) was lower during the month of August 2018 at 5.97USc/KWh when compared to the 6.45USc/KWh recorded in July 2018.

Market Revenues
A total of USD 11.2 million was exchanged on the DAM, IDM, FPM-W and FPM-M market during the month of August 2018 when compared to a total of USD 14 million exchanged in July 2018. The change is mainly attributed to changes in traded volumes.
Update on SAPP Projects
Angola – Namibia (ANNA) Interconnector
Project
On 22 August 2018, the Market Analysis Workshop was held and reviewed the demand forecast, projected energy flows, transfer limits and financial implications on the interconnector. The market model also assessed various scenarios and constraints that could potentially impact the network.
The Environmental Implementation Strategy was submitted including the ESIA and RAP deliverables. Pre-application meetings were held with the Government Departments in Angola and Namibia to present the project approach and obtain support.
Botswana – South Africa (BOSA)
Interconnector Project
The project is now undertaking the second part of activities involving the implementation of a comprehensive Feasibility Study. The projected end date is December 2019.
In August, the Consultant delivered the Final Draft Network Studies Report.
In addition, the Draft ESIA report was received for review and comments for the Botswana portion of the line. A workshop to review the report was conducted in Gaborone, Botswana from 7 to 8 August. In South Africa, the Environmental Authorisation appeal process is ongoing.
Kolwezi - Solwezi Interconnector Project
The Technical Consultant is preparing to undertake the LIDAR Survey. The initially identified 8 routes have been narrowed down to 4 routes in order to finalise the Preliminary Design Report. The case studies and financial model are in progress.
The contract for the Environmental Consultant is not yet effective pending the advance payment from the funders.
The mis-alignment in the two assignments has
caused a cost variation on the Technical
Contract.
A Combined Integrated Workshop on the
Kolwezi–Solwezi Interconnector and Luapula
Hydropower Projects was held in Lusaka on 30-
31 August 2018. The objective of the workshop
was to achieve a common understanding
between the utilities and SAPP on the project
management and to share lessons learned during
the implementation of the feasibility studies.
Mozambique – Zimbabwe – South Africa
(MOZISA) Interconnector Project
The original MOZISA project intended to interconnect Mozambique, Zimbabwe and South Africa and was then split into two sub-projects for ease of implementation. The sub-projects being:
Part A: Mozambique – Zimbabwe (MOZI)
Part B: Zimbabwe – South Africa (ZISA)
Parts A and B will be implemented in parallel.

For MOZI: SAPP assisted EDM and ZESA to
prepare the relevant documentation in support of
the application for funding from the DBSA.
For ZISA: Eskom and ZESA are preparing TORs
for the Feasibility Study.
Re-application for funding for both MOZI and
ZISA has been submitted.
Mozambique - Zambia Interconnector
Project
The Draft Preliminary Feasibility Study Report was delivered for comments from EDM, ZESCO and SAPP. A workshop to discuss the report is planned for 13 September 2018 in Lusaka, Zambia.
The Draft Scoping Report for Mozambique was submitted for comments and the review workshop was held on 20-21 August 2018 in Maputo. On 27-28 August 2018, the Scoping Report Workshop for Zambia was held in Lusaka.
Luapula Hydro-Electric Power Scheme
Project
The Draft Preliminary Report was workshopped at the end of July 2018 and the Options Analysis Report will be submitted in September 2018. The LIDAR Survey has been conducted.
The advance payment for the Environmental Consultant was effected and a meeting was held to integrate the project schedule with the Technical Consultant. The integrated schedule indicates a potential delay in finalising the technical work.
Environmental Corner
Environmental Management System – ISO 14001:2015 Implementation
Following the Training Workshop on ISO 14001:2015 done in Harare in July 2018, more utilities are now implementing some elements of the system. The SAPP aims at ensuring that all
utilities be ISO 14001:2015 compliant by end of 2019.
PCB Phase-out
SAPP utilities received PCB testing kits from UNEP through the Africa Institute to complete inventories of PCBs on transformers. Inventories are currently underway at utilities and the time table set is to complete this exercise by December 2018. Meanwhile ZESCO has reported that they were able to collect and transport all PCB contaminated materials to destruction plants in South Africa and Europe.
Climate Change
Following a request by the AfDB for Climate Resilient Infrastructure Project Proposals, LEC and EEC were able to present three project proposals each for funding under this initiative. Project concept notes have been developed for the six projects with assistance from the AfDB and will be tabled for consideration by the AfDB in February 2019.
Clean Energy Fund for SAPP (CEF4SAPP)
The Clean Energy Fund for the SAPP initiative is progressing well. The UNFCCC proposes that SAPP-CC acts as the implementing agency for the initiative and sign the Emission Reduction Purchase Agreement (ERPA) – a legal document that records the agreement between parties who buy and sell carbon credits. An estimate for implementing the program is provided at 12 months before the CEF4SAPP is operational.
