Thomas Moiani welcomed the attendees and introduced SEPTA personnel. A Safety Briefing was conducted providing direction on what to do in the event of an emergency. The following contractual requirements were reviewed:

- The bid opening is scheduled for Thursday, August 11, 2016 at 2:00 P.M. unless changed by Addendum.

- This is a single prime job and only one (1) award will be made to the lowest Responsive and Responsible Bidder. - The Contract duration time for this project is three years or one thousand ninety five (1,095) calendar days from the date of

the notice to proceed.

- This is a federally funded project and prevailing federal wage rates do apply.

- Bids will remain firm for at least ninety (90) days from the date of the bid opening and may not be withdrawn in whole or in part during that time or the bidder will forfeit bid security to the extent of damages occasioned by SEPTA.

- The bid package submitted must contain a signed Bid Acknowledgement Form, the Schedule A form and

acknowledgement of any and all Addenda (pages 11 to 14 of the Instructions to Bidders), the Buy America certificate (page 16 of the Instructions to Bidders) and the bid security. Bid security is required in the amount of five percent (5%) of the total amount bid in the form of a bid bond, cashier's check, treasurer's check, official bank check, or certified check.

- It is requested that the executed signature page, page 37 of the Contract, also be signed and included in the bid package.

The successful bidder is required to submit the following: Performance and Labor and Material Payment Bonds in the amount of one hundred percent (100%) of the contract amount and Proof of insurance to the limits as detailed on pages 10 thru 14 of the Contract. If the successful bidder has not done business with SEPTA in the last 18 months a Bidder Qualification Form will need to be completed.

- To be considered official and to guarantee an answer all questions must be submitted via email to [email protected] by

1:00 PM, Monday, July 25, 2016. All Addenda will be posted to the SEPTA procurement project web site. Email notification will be sent to all bidders who attend this meeting when an Addendum is posted to the web site.

Disadvantaged Business Enterprise (DBE) goal of 14% of this contract.

REGULATORY REQUIREMENTS AND SAFETY

PART 1 GENERAL

1.01 SUMMARY OF WORK A. This Section specifies the safety and environmental requirements for Contractor person-

nel involved in construction, maintenance, and rehabilitation projects on SEPTA proper-ty. Contractor is required to ensure that all its employees, Subcontractors, Suppliers and Vendors comply with the provisions of this Section while on the work site(s), including Roadway Worker Protection safety training of ALL Contractor personnel prior to working on SEPTA property.

B. Contractor shall take every precaution necessary to ensure the safe access and egress of all SEPTA customers and employees, the safe and continuous operation of all SEPTA vehicles, the appropriate protection of the environment, as well as the safety and general welfare of the public at large. Under no circumstances is Contractor to block or restrict public or SEPTA entrances or the right-of-way of SEPTA vehicles without prior written approval of the SEPTA Project Manager.

1.03 SUBMITTALS A. Employee and Site Safety Plan:

1. Contractor shall furnish a copy of its employee and site safety plan to the SEPTAProject Manager within 30 days from receipt of the Notice to Proceed. On-site workmay be prohibited and/or restricted until this plan has been reviewed and approvedby SEPTA.

2. Contractor’s employee and site safety program shall address all topics discussed inthis Specification Section, including but not be limited to the following topics:

a. OSHA requirements — written programs applicable to the scope of Work.

b. Required training, licensing or certification, and documentation of same.

c. Workers’ Compensation reporting.

1.04 GENERAL SAFETY REQUIREMENTS A. Compliance with governmental regulations.

1. Contractor shall be responsible for ensuring compliance with the regulations of all applicable occupational safety and health statutes and regulations of all applicable political jurisdictions where the Work is being performed, including those relating to the U.S. Department of Labor, Federal Railroad Administration (FRA), Federal Transit Administration (FTA), and Occupational Safety and Health Administration (OSHA).

2. Contractor shall conduct daily monitoring and document compliance with the require-ments set forth in this Document and those required by all applicable governmental agencies. This documentation shall be made available upon request of the SEPTA Project Manager.

B. Drug and alcohol free environment.

1. Contractor is required by Agreement to maintain an alcohol and drug free environ-ment at the work location(s).

2. Contractor’s employee safety program shall describe how this Contract stipulation will be accomplished and maintained.

3. SEPTA reserves the right to restrict access to its property because of the inherent safety hazard to its employees and general public. Any person that constitutes a safety risk, in the opinion of the SEPTA Project Manager or other appropriate SEPTA

representative, shall be immediately removed and barred from SEPTA property.

C. All tobacco use is prohibited within the construction project limits and all areas subject to restrictions by SEPTA or by local, state and federal law. Smoking within SEPTA indoor facilities is prohibited.

D. Use of electronic devices at the work location(s).

1. All electronic devices must be turned OFF or placed in airplane mode when working within the fouling envelope of the right-of-way. To make or receive a cell phone call or otherwise utilize an electronic device, an individual must first step outside the fouling envelope of the right-of-way.

2. Contractor and its individual personnel are liable for all fines assessed by federal and/or state regulators for a violation of this regulation. Violation of this regulation can result in the individual being prohibited from working on the project.

3. Use of head phones, ear buds, etc. is prohibited while in a construction area.

E. Weapons: Firearms or any items classified as concealed weapons are prohibited on SEPTA property.

1.05 CONTRACTOR SAFETY OFFICER A. Contractor shall provide a designated Safety Officer who shall be responsible for all

safety related activities pertaining to the Work.

1. Contractor shall identify its Safety Officer to the SEPTA Project Manager prior to start of work at any job site(s). SEPTA reserves the right to require Contractor to provide a different Safety Officer, if the current Safety Officer is not fulfilling his/her duties to the satisfaction of the Project Manager.

2. The Safety Officer shall report all project accidents, safety incidents and/or on-the-job injuries immediately to the SEPTA Project Manager and provide all paperwork pertaining to such accidents / incidents / injuries to SEPTA within 24 hours or as required by the Project Manager.

3. The Safety Officer is responsible for ensuring that PPE is worn and/or utilized correctly by all Contractor employees while on the work site(s).

4. The Safety Officer is also responsible for all safety related activities of Subcontrac-tors, Suppliers and Vendors working at the job site(s).

1.06 SAFETY TRAINING OF CONTRACTOR PERSONNEL A. All Contractor personnel working on the job site(s) must receive the required SEPTA —

and Amtrak or other railroad if applicable — Roadway Worker Protection (RWP) Safety Training for the affected mode(s) before performing any Contract work.

1. This training covers the rules and procedures for personnel and equipment working on SEPTA rights-of-way, including but not limited to working in or about stations, yards, tunnels, and on or adjacent to track rights-of-way.

2. Training for work on SEPTA Railroad Division project site(s) is separate from training for work on SEPTA Transit Division project site(s). Each individual employee must successfully complete the training appropriate to the paving location(s) where he/she will be working — both types of training as required.

Each RWP training class requires direct attendance at a one-day (8-hour) class, given at SEPTA’s headquarters building at 1234 Market St, Philadelphia, for all untrained personnel and those whose RWP training has lapsed. Personnel with current training may renew their certification annually by attending a half-day (4-hour) class, also conducted at SEPTA’s headquarters building.

b. While SEPTA does not charge any fees for this RWP training, all employee costs for training shall be Contractor’s responsibility.

3. All Contractor personnel who are present at the job site(s) at any time, including both Contractor personnel and employees of Contractor’s Subcontractors, Suppliers and Vendors, must have the appropriate RWP training.

4. SEPTA does not accept RWP training acquired from other railroad properties in lieu of SEPTA’s own training.

B. All personnel are required to wear or display their safety training ID card visibly on their person when at the job site(s), and to show their card to SEPTA representatives when requested.

1.07 PERSONAL PROTECTIVE EQUIPMENT ( PPE ) A. Contractor shall supply and furnish all required personal protective equipment (PPE) for

its employees. Contractor personnel shall wear and/or utilize compliant safety equip-ment including but not limited to: hard hats; work shoes / boots; safety vests; safety glasses; and full body cover clothing, including flame retardant (FR) clothing where and when required.

B. Minimum PPE standards:

1. Hard hats compliant with ANSI Z89.1, Class E shall be worn at all times while on the work site.

2. Work shoes compliant with ASTM F2413-11 C75 / I75 shall have non-slip soles, with no metal plates or cleats on the soles or heels of shoes. Shoelaces will be kept short so they do not pose a tripping hazard. Athletic shoes, sandals, open-toed shoes, moccasins and/or shoes with heels higher than one inch are not permitted.

3. Safety vests compliant with ANSI 107, Class 2, having high visibility with a yellow-green background and two-inch retro-reflective striping, shall be worn for all work on SEPTA owned property, within any public right-of-way, where exposed to vehicular traffic, or otherwise required by rules or regulations.

4. Safety glasses compliant with ANSI Z-87.1 having rigid side shields shall be worn by Contractor personnel for eye protection at all times on the work site(s). Prescription eyewear shall also meet the same requirements as described above, or equivalent eye protection over prescription glasses or contact lenses shall be utilized.

5. Approved hearing protection shall be worn in all designated areas identified by signs or when operating high-noise-level equipment. Contractor shall provide acceptable hearing protection for their employees as outlined in OSHA 29 CFR 1910.95.

6. Contractor shall provide acceptable respiratory protection for its employees as out-lined in OSHA 29 CFR 1926.103.

7. Contractor personnel shall wear long pants without cuffs and, at a minimum, short sleeve shirts. Sleeveless shirts are prohibited.

8. Contractor personnel shall wear gloves where hand injuries are likely to occur, based on the hazard present.

1.08 ACCIDENT AND INJURY REPORTING A. Contractor is responsible for investigating and reporting on all work related accidents

and incidents occurring in the course of its work. Investigations shall be completed in a timely manner, with reports making recommendations for corrective actions to prevent similar accidents or incidents.

B. Accidents and incidents include but are not limited to:

1. Personal injury.

2. Property damage.

3. Near misses.

4. Actual or potential exposure(s) to toxic substances.

5. Hazardous material spills and/or releases.

6. Fires.

C. At accident / incident locations where conditions are immediately dangerous to life and health, work shall be suspended until corrective actions are taken to the satisfaction of the appropriate SEPTA representative.

D. Contractor must immediately notify the SEPTA Project Manager for all accidents and incidents that occur on SEPTA property.

E. SEPTA reserves the right to conduct an independent investigation of all accidents and incidents that occur on Contract job site(s). Contractor and Subcontractor employees shall fully cooperate with such investigations.

1.09 EMERGENCY PROCEDURES A. Contractor shall establish emergency procedures which shall be incorporated into Con-

tractor’s site safety plan submitted to SEPTA. Written guidelines describing such proce-dures shall include but not be limited to the following categories:

1. Fire.

2. Injury to Contractor employees and/or SEPTA employees.

3. Injury to persons in the general public.

4. Property damage, including property of utilities, e.g., gas, water, sewage, electrical, telephone, or pedestrian and vehicular routes.

5. Hazardous / toxic material spill, discharges and/or exposure.

6. Site evacuation.

B. Copies of all guidelines for emergency procedures shall be posted at the job site(s) prior to the start of actual construction. Posting shall include emergency telephone numbers and directions to and from the nearest hospital. Contractor shall have standing arrange-ments for the transportation and hospital treatment of any employees who may be

Any changes to the work site emergency procedures must be documented and employees, Subcontractors and the SEPTA Project Manager notified.

D. Contractor shall provide a fully equipped first aid kit at the project site(s). This kit will be made available to the SEPTA Project Manager for their inspection and approval at any time.

E. Contractor may not block or obstruct access to emergency equipment such as first aid kits, AED units, eyewash stations, fire extinguishing equipment, fire hydrants, trans-formers, or emergency generators. Emergency equipment must not be disconnected or relocated by Contractor without permission from the SEPTA Project Manager.

F. SEPTA operational emergencies will be handled by the senior SEPTA Operations repre-sentative present. This individual, designated the “Incident Commander”, is responsible for summoning the number of persons required by the situation and assignment of all recommended procedures.

1.10 PROTECTION OF SEPTA FACILITIES A. Contractor shall take all necessary precautions and provide protective measures as

necessary to prevent injury to the public and damage to SEPTA property or the property of others. Contractor shall maintain the protective measures in good condition as evalu-ated by the SEPTA Project Manager, until removal.

B. Contractor shall be cognizant of and bound by SEPTA's safety rules and regulations and conduct operations in strict accordance with same.

C. SEPTA shall be the sole judge of protection necessary for the safe operation of its facilities. SEPTA reserves the right to alter this protection at any time.

D. SEPTA’s facilities and/or structures shall not be utilized by Contractor for temporary scaffolding and/or support of construction without written permission from the SEPTA Project Manager. If such utilization of SEPTA’s facilities and/or structures is requested, Contractor shall submit a detailed plan for SEPTA’s review and approval prior to the start of any work. SEPTA reserves the right to have the drawings and supporting calculations sealed by a Professional Engineer licensed in the Commonwealth of Pennsylvania or appropriate jurisdiction, at no additional cost to SEPTA.

E. Before any work is done in the vicinity of an existing structure, the SEPTA Project Manager must be notified and may require submittal of a plan for stabilizing and underpinning the structure, prepared and sealed by a Professional Engineer licensed in Pennsylvania or appropriate jurisdiction, at no additional cost to SEPTA.

1.11 PROTECTION OF EXISTING UTILITIES A. Before any excavation begins, Contractor must determine the location of all utility instal-

lations such as but not limited to sewer lines, telephone lines, fuel lines, underground electric lines, water lines, or any other underground installations that may be present during excavations.

B. As per Pennsylvania Law Title 73 P.S., §176, et seq., Contractor is required to notify

utilities prior to performing all excavations. Contractor shall be held responsible for any damage done to any utility in the prosecution of the Work. Contractor shall exercise any precautions necessary to prevent damage in working underneath or adjacent to any underground structure. If it becomes necessary for a utility company, through emer-gency procedures or because of unforeseen conditions, to repair, reconstruct, relay or relocate utilities within the project area, after work has commenced by Contractor, then the said utility company and Contractor shall make suitable arrangements to overcome such interference. All work shall be accomplished at no additional cost or charge to SEPTA. No compensation shall be allowed Contractor for the disruption to its Work. A no-cost time extension may be granted in accordance with the Contract to Contractor by SEPTA for the delay that has occurred.

C. When construction equipment axle loads exceed 15 tons, Contractor shall provide and work from timber mats placed over existing underground water lines and sewer lines. SEPTA reserves the right to require additional protection and/or protection plans sealed by a Professional Engineer licensed in the Commonwealth of Pennsylvania.

1.12 MATERIAL HANDLING AND STORAGE A. General handling and storage of materials.

1. Material stored on-site must be secured to prevent vandals from relocating debris or material onto the right-of-way that would obstruct passage of any SEPTA vehicles. If requested by the SEPTA Project Manager, material placed on the right of way must be removed by Contractor immediately upon notification, at no additional cost to SEPTA. At no time shall any merchandise, material, or other articles be permitted to remain piled or assembled on the ground or on platforms adjacent to any track at a distance of less than 10 feet from the near rail of such track.

2. Where permitted to store materials on public streets, Contractor shall place such materials in a secured place in accordance with local jurisdictions so as to cause minimum obstruction to traffic and public safety. Contractor shall not place materials within 15 feet of fire hydrants nor obstruct drainage gutters and inlets. Contractor shall obtain and pay for all required permits relative to storage of materials.

3. Materials unnecessary for the Work shall not be stored at the job site(s).

B. Potentially hazardous materials.

1. The storage of hazardous and flammable materials on SEPTA property is restricted and permission for each material must be granted by the SEPTA Project Manager. Flammable and hazardous materials and hazardous waste must be stored in com-pliance with all applicable regulations. Flammable materials shall not be stored in confined spaces or other similar areas such as tunnels, underground rooms and building basements.

2. If hazardous substances are present, including hazardous wastes, or if the potential for a hazardous release exists, Contractor is responsible for following its site safety plan covering policies and procedures to protect workers and the public from the potential hazards.

3. Material Safety Data Sheets (MSDS).

a. Before any chemicals can be brought onto a SEPTA property, copies of Material Safety Data Sheets and the quantity of each chemical must be provided to the

SEPTA Project Manager for review and approval by SEPTA’s System Safety and Risk Management Department.

b. All MSDS must comply with OSHA’s Hazard Communication Standard 29 CFR 1910.1200. All Contractor employees must be trained per the Hazard Commu-nication Standard. Contractor is responsible for maintaining all MSDS used at the work site(s).

4. Contractor is responsible for maintaining all disposal records, including chain of custody records for hazardous or untested materials, and providing copies to the SEPTA Project Manager where applicable.

1.13 WELDING, CUTTING AND OTHER HOT WORK A. Hot work.

1. Gas or electric cutting, burning, or welding shall be done in accordance with the guidelines of NFPA 51B, the International Fire Code, federal, state, and local rules and regulations, or the provisions below, whichever is more restrictive.

a. Contractor’s Safety Officer must have a copy of the current version of NFPA 51B at the affected job site(s).

b. Prime Contractor’s Safety Officer shall act as a Permit Authorizing Individual (PAI) and complete the checklist to fulfill the requirements of NFPA 51B for all torch work. Contractor shall obtain the current copy of SEPTA’s “Hot Work Checklist” for this purpose. A copy of each completed checklist shall be provided to the SEPTA Project Manager.

2. The SEPTA Project Manager shall be notified at least 48 hours in advance of any hot work at job site(s).

3. Spark shields and a fire watch must be posted when executing hot work and for a period of at least four hours after all activity has been completed. SEPTA reserves the right to extend the duration of the fire watch for special circumstances. A supply of water and an approved fire extinguisher shall be readily available at the location where the work is to be done.

B. Compressed gas cylinders.

1. Compressed gas cylinders shall be handled and properly supported and secured in an upright position away from heat or flame sources.

2. Regulators, hoses, and torch assemblies must be in working order and checked for leaks prior to initial use or installation. If a leak is discovered, the cylinder must be removed to a safe location.

3. Anti-flashback devices must be installed on the fuel side of all gas and oxygen cutting torches.

4. While in use in a tunnel, underground station or other confined space, the compressed gas cylinders shall be attended at all times. When not in use, oxygen and acetylene bottles shall NOT be stored together.

5. Cylinders must be labeled and stored according to compatibility with signs posted.

a. All cylinder valves must be closed when cylinders are not in use and the hose pressure bled down.

b. Cylinders that are not in use and/or being transported must have their caps in place.

c. Oxygen and acetylene cylinders, empty or full, shall not be stored together. Full oxygen cylinders must be separated from acetylene cylinders or other fuel-gas cylinders or combustible materials a minimum distance of 20 feet or by a non-combustible barrier at least 5 feet high having a fire resistance rating of at least one-half hour.

d. All oxygen and acetylene bottles must be removed and stored outside of all tunnels, underground stations and other confined spaces at the end of each workday.

1.14 USE OF PROJECT SITE(S) A. General housekeeping.

1. Contractor shall maintain its work area(s) in an orderly manner.

2. Contractor is responsible for the proper and legal disposal of any hazardous, flam-mable, excess and/or waste materials and trash. All waste must be removed or secured on-site daily.

3. On-site burning or burying of waste or material shall not be permitted.

4. All electrical equipment and cords must be free from damage. Frayed or cut electrical cords or cords with damaged plugs or missing ground prongs shall immediately be removed from service, rendered unusable, and removed from the work site(s).

5. All electrical tools and equipment must be grounded.

B. Adverse weather conditions.

1. Contractor shall remove all snow and ice at the project site(s) as required for the proper protection and prosecution of the Work, and to protect SEPTA employees and the public.

2. Contractor shall at all times provide and maintain adequate protection against weather so as to preserve all Work, materials, equipment, apparatus, and fixtures free from damage.

1.15 ENVIRONMENTAL PROTECTION A. Environmental protection considerations consist of but are not limited to the following

factors:

1. Natural resources, including air, water, and land.

2. Solid waste disposal.

3. Control of toxic substances, hazardous materials, and radiation.

4. Presence of chemical, physical and/or biological elements or agents that adversely affect and alter ecological balances.

5. Dust control.

6. Noise control.

8. Historical, archaeological, and cultural resources.

B. General requirements.

1. Contractor shall provide and maintain environmental protection as defined herein or as required by regulations, whichever is more restrictive.

2. Contractor's operation shall comply with all applicable federal, state and local laws, ordinances, and regulations pertaining to environmental protection.

3. Contractor shall not use equipment from which factory installed anti-pollution and noise control devices have been removed, altered or rendered ineffective intention-ally or through lack of proper maintenance.

C. Protection of natural resources.

1. Natural resources, both within the project boundaries and outside the limits of perma-nent Work, shall be preserved in their existing condition or be restored to an equivalent of the existing condition upon completion of the Work, as approved by the SEPTA Project Manager. Contractor shall confine its on-site construction activities to areas defined by the Contract Documents or as directed by the Project Manager.

2. Debris or rubbish of any kind shall not be dumped onto the work site(s) or roadways, including paint splatters, cleaning, stripping and surface preparation chemicals and spillage during painting operations. Care shall be taken to prevent damage and injury to personnel, vessels, and vehicles using roadways, or areas accessible to pedestrians. Devices shall be provided and maintained by Contractor as required to prevent such occurrences. Material or items falling onto roadways shall be promptly removed at Contractor's expense.

3. Land Resources.

a. Except in areas indicated to be cleared or excavated, Contractor shall not remove, cut, deface, injure, or destroy trees, shrubs, or vegetation. No ropes, cables or guys shall be fastened or attached to any existing nearby trees for anchorage unless specifically permitted by the SEPTA Project Manager. Where such use is permitted, Contractor shall be responsible for any resulting damage.

b. The use of pesticides or herbicides is not permitted unless approved in writing by the SEPTA Project Manager.

c. All trees, vegetation and other man made or natural landscape features that are to remain and become scarred or damaged by Contractor's equipment or opera-tions shall be repaired and restored to their original condition at Contractor's expense. The SEPTA Project Manager shall approve the repair and restoration program prior to its initiation and after completion.

d. Site burning of any kind, including ground vegetation, is not permitted.

4. Water Resources: At all times, measures shall be taken to prevent oil, gasoline and other hazardous substances and pollutants from entering the ground, drainage areas, sewers, streams, and other local bodies of water.

5. Wildlife Resources: Contractor shall not disturb native habitat adjacent to the project construction area(s).

D. Erosion and Sedimentation Controls: Contractor shall conform to all applicable require-ments of the Pennsylvania Department of Environmental Protection (PaDEP) and the County where the project work is located, for erosion and sediment control measures to prevent discharge into storm water discharge systems and active waterways.

E. Toxic Substances: Contractor shall comply with the Toxic Substance Control Act, P.L. 94-469 (TSCA).

1. No toxic chemical substance, mixture, equipment, container, sealant, coating, or dust control agent shall be used except in accordance with all provisions of the TSCA as interpreted by the rules and regulations of 40 CFR 761.

2. Any toxic chemical substance, mixture, equipment, container, sealant, coating, or dust control agent found stored within the project area(s) shall be immediately reported to the SEPTA Project Manager in writing and work shall be stopped in the area. The Project Manager shall make arrangements for the removal of the toxic materials, and will ensure it is safe for Contractor to continue work.

F. Control and Disposal of Chemical and Sanitary Wastes.

1. Trash shall be picked up and placed in containers that shall be emptied on a regular schedule. Handling and disposal shall be so conducted as to prevent contamination of the site and other areas, and shall not be disposed of in wetlands or burned on the right-of-way. On completion, the area shall be left clean and in natural condition.

2. Contractor shall transport all waste, rubbish and debris, including excess excavated material, off the work site(s) and dispose of in compliance with federal, state and local requirements. Contractor shall secure a permit or license prior to transporting any material off-site. Waste materials shall not be burned on the work site(s).

3. Chemical waste shall be stored in corrosion-resistant containers, removed from the project site(s), and disposed of as necessary but not less frequently than monthly. Disposal of chemical waste shall be in accordance with standard established prac-tices as approved by the SEPTA Project Manager. Fueling and lubricating of equip-ment and motor vehicles on the work site(s) shall be conducted in a manner that affords the maximum protection against spills and evaporation. Lubricants to be discarded, including burned oil, shall be disposed of in accordance with approved procedures meeting federal, state and local regulations. For oil and hazardous material spills that may violate federal, state or local regulations, notify the Project Manager immediately.

G. Dust Control.

1. Airborne dust shall be minimized at all times, including non-working hours, week-ends and holidays. Soil at the site, station platforms, haul roads, and other areas disturbed by Contractor's operations and materials stockpiled for the project shall be treated with dust suppressors or covered to control dust.

2. Contractor shall comply with all applicable provisions of the National Emission Standards (40 CFR 61).

3. Permissible work methods.

a. Dry power brooming or air blowing shall not be permitted when and where air-borne dust might travel beyond the limits of SEPTA’s rights-of-way. Vacuuming, wet mopping, wet sweeping, or wet power brooming shall be used instead.

b. Only wet cutting of concrete block, concrete, and asphalt shall be permitted.

4. Contractor shall not cause or permit fugitive particulate matter to be emitted into the outdoor atmosphere from any source such that emissions are visible beyond the project property lines.

5. Contractor shall inspect all vehicles prior to their exiting the construction site(s). Dirt, soil, and rubble likely to be dislodged during transit shall be removed from the trucks and other vehicles prior to leaving the site(s).

6. Contractor shall ensure material that may become airborne is properly covered, while being transported on vehicles and/or equipment to and from the work site(s).

H. Noise Control: Contractor shall comply with OSHA Noise Standard 29 CFR 1910.95 and any local noise ordinances.
