SECTION II – BACKGROUND

Who We Are

Southeast Michigan Workforce Agency Council (SEMWAC) was created to

provide a forum where Michigan Works Agencies in the region can share information

and best practices, partner on regional workforce initiatives, identify opportunities for

alignment, and coordinate efforts to best serve the needs of this broad and diverse

region. SEMWAC’s mission is to bring MWAs and their business, economic and

educational partners together to secure resources and collaborate on projects to

successfully address critical workforce issues as a region.

Southeast Michigan Community Alliance (SEMCA Michigan Works!) is a full-

service workforce development organization designed to meet the needs of both

employers and job-seekers. SEMCA Michigan Works! is a state designated workforce

development agency, one of 16 Michigan Works! Agencies (MWAs) in the state of

Michigan offering a plethora of resources and services to support the hiring and

training of new and existing employees making businesses more competitive and

jobseekers more marketable. Utilizing a demand-driven model, the MWAs’ are able

to address workforce development needs efficiently and effectively.

Working in partnership with the Southeast Michigan Works! Agency Council

(SEMWAC), SEMCA on behalf of SEMWAC is seeking to solicit competitive proposals

for the development and delivery of an employee turnover study which measures

the impact of turnover on various industries and occupations within the following

Michigan Works regions, SEMWAC Consists of six (6) MWAs:

SECTION III -PROPOSED SCOPE OF WORK

The purpose of this RFP is to solicit competitive proposals for the development

and delivery of an employee turnover study which measures the impact of turnover

on various industries and occupations. Grant funds have been allocated to

implement the Community Ventures Program and Business Resource Networks (BRN).

The above Michigan Works! Agencies in partnership the Talent Investment Agency/

Workforce Development Agency (TIA/WDA) will implement a model which delivers

robust wrap‐around services to eligible participants in effort of sustaining long‐term,

meaningful employment. BRNs are locally driven private‐public consortia whose

purpose is to improve the employers’ workforce retention through the provision of

support and training for employees.

Consequently, researching the cost and cause of job turnover will enhance

employers’ workforce retention under the BRN model, as well as promote economic

excellence in the region. The benefit of the analysis and final report is to enable these

MWAs to have a comprehensive understanding of turnover in the region, as well as

the potential gaps that exist in the development of career pathways for those

individuals with barriers to employment within the following Michigan Works regions.

1. MWA: Genesee Shiawassee Thumb Area (GST) Michigan Works!

Counties: Genesee, Huron, Lapeer, Sanilac, Shiawassee and

Tuscola counties

2. MWA: Macomb‐St. Clair Michigan Works!

Counties: Macomb and St. Clair counties

3. MWA: Oakland County Michigan Works!

Counties: Oakland County

4. MWA: Detroit Employment Solutions Corporation (DESC)

Area: City of Detroit only

5. MWA: Southeast Michigan Community Alliance (SEMCA Michigan

Works!)

Counties: Monroe and Wayne (outside Detroit) counties

6. MWA: Michigan Works1 Southeast (MWSE)

Counties: Hillsdale, Jackson, Lenawee, Livingston and

Washtenaw counties

The turnover study should inform MWAs of critical needs and issues that are

barriers for individuals who can be identified as a part of the United Way’s ALICE

population - Asset Limited, Income Constrained, Employed. ALICE represents

individuals who are working yet still struggling to make ends meet. Data and

metrics will include quantitative data as well as qualitative data which explore issues

including but not limited to the following:

a. Occupations and industries experiencing the greatest turnover;

b. Demographic of individuals who frequently move from job to job;

c. The reason(s) for turnover.

Phased Activities

The following is list of suggested activities to support the delivery of the required data:

1. Phase 1: Employer Identification

a. Objective: To identify employers within Advanced Manufacturing, IT,

Healthcare and Construction industries.

b. Deliverables: Employers identified

2. Phase 2: Employer Convenings

a. Objective: To host one (1) employer convening in each MWA service

area described above.

b. Deliverables: Findings and recommended next steps

3. Phase 3: Survey Development

a. Objective: Develop and facilitate completion of an employer survey.

b. Deliverables: Survey and Results

4. Phase 4: Delivery of Final Report

a. Objective: Develop final data report highlighting the regions’ challenges

and opportunities related to employee turnover.

b. Deliverables: Hardcopy/Electronic copy Report

SECTION IV - ELIGIBLE BIDDERS AND SUBCONTRACTORS

Proposing organizations may be public or private, for profit, or not-for-profit entities.

If your proposal involves a subcontract, you must provide a letter of commitment

generally outlining the partnerships and the activities or services that will be provided

by each of the partners.

If your agency is awarded a contract and you choose to subcontract services, you

must obtain prior written approval from SEMCA Michigan Works! and must follow all

procurement procedures as outlined by SEMCA Michigan Works! when selecting and

contracting with subcontractors.

SEMCA Michigan Works! reserves the right to award contracts to any number of

bidders in a respective area and to negotiate the area to be served.

Describe the staff and/or personnel that will be involved in the project.

Provide a summary of overall competencies and services provided by your firm.

Include how research will be conducted to obtain the necessary data report for

each of counties identified in this RFP.

Provide any other additional information about your organization that may help

create a successful project.

SECTION VI

PROPOSAL REVIEW PROCESS AND CRITERIA

Review Process

Proposals will be reviewed and rated by a committee of staff from the participating

Michigan Works Agencies in accordance with the published review criteria. Finalists

may be interviewed by the Committee and recommendations will be forwarded to the

SEMCA CEO for final approval.

Contracts executed as a result of the review process will be between SEMCA

Michigan Works! and the proposing agency. The review and decision process

generally takes about four weeks.

Work will begin immediately upon award and execution of a contract and

contracted services will be for a period beginning with contract execution until

September 30, 2019

Proposal Review Criteria

A. Experience and Personnel (40%)

The successful bidder must show expertise in data collection, data analysis, and

workforce strategies and engagement. Personnel assigned to the contract will be

experienced and/or well-educated in such endeavors. Strong references will be

available.

B. Project Approach (40%)

The successful bidder must propose an approach that will demonstrate that they

have a thorough understanding of the parameters and goals of this project. The

approach should impact all identified counties of Michigan Works! Agencies

identified above.

C. Proposed fees (20%)

The successful bidder will provide proposed fees and an estimated time

commitment which are competitive and reasonable.

SECTION VII

ADDITIONAL CONTRACTOR INFORMATION

Services to be delivered under this RFP will be funded under state and federal

funding sources. Other funding sources may be utilized to support shared services

in accordance with applicable laws.

This RFP does not commit SEMCA Michigan Works! to award a contract(s) for any

of the services identified in the RFP. SEMCA Michigan Works! reserves the right to

accept or reject any or all proposals received as a result of this request, or to

cancel or amend in part or in its entirety, this RFP if it is in the best interest of

SEMCA Michigan Works! to do so.

Proposals must follow the instructions as indicated in the RFP. Do not include

letters of support. Do not use elaborate binding or include miscellaneous

information and/or promotional materials.

All proposals must be typed using a twelve (12) point font or larger and one (1) inch

margins.

Any bidder may include a proposed subcontract with another entity within the

bidder’s proposal; however, the same details that are required in the description

of the services for the prime applicant must be included in the description for the

proposed subcontractors. Proposed subcontractors must demonstrate the same

capacity to perform as would be expected of the primary contractor.

All proposals become public information after contracts are awarded and may

be open for public scrutiny, upon request. Proposals become the property of

SEMCA Michigan Works! and will not be returned to the bidder.

Bidders submitting a response to this RFP must be willing and legally able to sign a

contract that will provide a full indemnification and hold harmless to any liability

of SEMCA Michigan Works or its governing bodies for any activities conducted by

the contractor agency. The contractor will be solely responsible for activities and

services performed under the contract.

Contracts will be awarded for one year. SEMCA Michigan Works! may, at its

discretion, extend the contracts annually for a maximum of three years.

All requirements stated in this RFP must be met. Contracts awarded as a result of

this RFP will be monitored closely for compliance.

SEMCA Michigan Works! will follow appropriate protest procedures in the event

the awarding of a bid is questioned or challenged. These procedures are outlined

in the SEMCA Michigan Works! procurement policy and are available at any time

upon written request.

SEMCA Michigan Works! recognizes that changes in grants, both program and

funding, are possible due to new or revised legislation and will incorporate

changes as necessary. Accordingly, all funding is contingent on the availability of

continued authorization for program activities from the funding source, the Talent

Investment Agency/ Workforce Development Agency (TIA/WDA). All items

submitted as part of a proposal are subject to modification based upon rules and

regulations imposed by funding sources.

SEMCA Michigan Works! reserves the right to award contracts to any number of

bidders and to negotiate the population and area to be served based upon

information in the proposal.

Technical assistance will not be provided during the bid process.

Prior to contract execution, SEMCA Michigan Works! will require submission of

additional information, including, but not limited to, bidder’s cost allocation plan

or a federally approved negotiated indirect cost rate agreement (whichever

applies to bidder), inventory listing, proof of insurance and bonding.

This RFP does not commit SEMCA Michigan Works! to pay any cost incurred in the

preparation of the bidder’s proposal.

SEMCA Michigan Works! may require the bidder selected to participate in

negotiations, to submit any price, technical, or other revision to their proposals as

may result from negotiations.

It is against the law for this recipient of Federal financial assistance to discriminate on the following bases: against any individual in the United States, on the basis of race, color, religion, sex (including pregnancy, childbirth, and related medical conditions, sex stereotyping, transgender status, and gender identity), national origin (including limited English proficiency), age, disability, or political affiliation or belief, or, against any beneficiary of, applicant to, or participant in programs financially assisted under Title I of the Workforce Innovation and Opportunity Act, on the basis of the individual’s citizenship status or participation in any WIOA Title I–financially assisted program or activity. If you file your complaint with the recipient, you must wait either until the recipient issues a written Notice of Final Action, or until 90 days have passed (whichever is sooner), before filing with the Civil Rights Center (see address above). If the recipient does not give you a written Notice of Final Action within 90 days of the day on which you filed your complaint, you may file a complaint with CRC before receiving that Notice. However, you must file your CRC complaint within 30 days of the 90-day deadline (in other words, within 120 days after the day on which you filed your complaint with the recipient). If the recipient does give you a written Notice of Final Action on your complaint, but you are dissatisfied with the decision or resolution, you may file a complaint with CRC. You must file your CRC complaint within 30 days of the date on which you received the Notice of Final Action.
