The Development Consent Application for the Thames Tideway Tunnel is currently being considered by the Planning Inspectorate. Subject to consent being granted, construction on the project is due to start in 2016 and be completed by 2023.

The proposed Thames Tideway Tunnel aims to reduce pollution on the River Thames by preventing sewage overflowing into the river after heavy rainfall. The 20 mile tunnel will run from west to east London, up to 65 metres

below ground. In order to deliver the project a number of sites are required along the route of the River Thames, Carnwath Road Riverside site being one of them.

Most operational structures will be underground with the construction of a shaft approximately 42 metres deep and 25 metres wide, finished at ground level.

Above ground the ventilation building and column are being designed to respect the existing business and residential context.

The South Fulham Riverside Regeneration Area is located in the London Borough of Hammersmith and Fulham and covers a total of 40 hectares, with a south facing river frontage of 1,700 metres.

The council is promoting the regeneration of the area, providing new homes and jobs through unlocking unused and underused land and reconnecting the local community with the river.

The council has produced a planning framework for the area called the South Fulham Riverside Supplementary Planning Document. The document provides guidance for development within the Regeneration Area and was adopted in January 2013.

The benefits include:

• New and improved connections to the river walkway, continuous from Broomhouse Dock to Chelsea Harbour

• New public spaces for leisure and recreation fronting the river

• High quality buildings linked with well defined spaces to create a safe and secure environment with a distinctive riverside character

• Improved transportation

• More accessible local facilities

• Improved public realm with good links to green spaces and community facilities to encourage increased walking and cycling

• Existing open space to be upgraded and new open space created

Development designThe creation of the new area of landscaped public space and the high quality design of the permanent above-ground structures will be beneficial overall and considerably improve the present condition of the site. The scale and form of the proposed development will be in keeping with the height and mass of most of the surrounding buildings, and will enhance the character of the Sands End Conservation Area.

Construction activityNo significant adverse noise effects arising from the construction works or road-based construction traffic were identified at the nearest residential receptors within 15 metres of the site boundary.

Future operationAt this site there will be little above-ground activity associated with the operational phase, except for infrequent maintenance visits. Consequently, the operational use of the site will have no significant effect on the character of the site or surrounding townscape. Furthermore, the creation of a high quality public space next to the river would add positively to the character of the area.
