South Coast Water District is seeking qualified applicants for the full-time, executive level, non-merit system, employment contracted position of Human Resources Manager. This hands-on position reports directly to the General Manager and is responsible for the full spectrum of Human Resources programs. The incumbent creates and manages Employee and Leadership Development programs, Employee Engagement, manages and champions the Performance Management System grounded in SMART goals for every employee, proactively engages with employees, and positively impacts progress toward creating a high performance culture, among many others.

The role requires a high level of attention to detail. The incumbent is accountable for accomplishing specific and varied goals and objectives, and for furthering District goals and objectives. This position supervises the Human Resources Technician.

This is a roll-up-your-sleeves, make positive things happen, and create the future Human Resources Manager position.

The incumbent ensures that her/his activities are aligned with and support South Coast Water District’s policies, mission, vision, core values, core strategies, and annual action items as well as performance measures.

The incumbent plans, oversees, coordinates, and carries out difficult and complex professional and technical duties of the District’s Human Resources Office, including personnel record-keeping, recruitment and testing, classification and compensation, benefits administration, coordination of staff training, third party provider contract administration, employee insurance procurement, and the administration of workers’ compensation insurance; assigns, oversees, and evaluates the work of staff assigned to the Human Resources function; provides highly complex, confidential, and responsible support to the General Manager and other District management staff in areas of

expertise; fosters cooperative working relationships among all departments/offices and with outside and regulatory agencies; and performs related work as required or assigned. The Community

South Coast Water District serves communities in the beautiful coastal area of South Orange County, often referred to as the “California Riviera” which includes Dana Point, South Laguna Beach, and portions of the Cities of San Juan Capistrano and San Clemente. The District’s administrative offices are located in the South Laguna area with water and sanitary operations buildings in the immediate eight square mile area. Approximately 80% of the District’s customers are single family homes.

Dana Point is a coastal community featuring world renowned beaches with the harbor as its centerpiece. Residents and visitors enjoy a multitude of ocean and beach activities, as well as gourmet restaurants, unique shops, art galleries, and activities for the whole family at the Ocean Institute.

The District

The District was formed in 1932 to provide water service to a mostly unincorporated and relatively undeveloped area along the south Orange County coast. Today, the District serves 35,000 full-time residents, 1,000 businesses, and more than 2 million visitors per year with potable water, recycled water for irrigation, and sanitary sewer service. The District’s service area includes most of the City of Dana Point, South Laguna, from Three Arch Bay to Nyes Place, areas of northern San Clemente, and areas of northern San Juan Capistrano. The District provides services to a 2,500-boat marina, a major state park, and three 5-star resorts and several upscale hotels.

The District’s mission: “We are entrusted by our community to provide water resources essential for sustaining life”. A five-member elected Board of Directors oversees policy-making, financial stewardship, rate-setting, capital programs, and long-term planning. The District’s top priorities include: executing the Tunnel Stabilization and Pipeline Replacement Project; planning and constructing a Desalination Facility; executing a five-year Capital Improvement Program; participating and partnering in regional initiatives; and, implementing Leadership Development.

Key Responsibilities Plans, manages, and oversees the daily functions,

operations, and activities of the Human Resources office, including the development and administration of comprehensive benefits, recruitment and employee relations programs, selecting, training, motivating, inspiring, and evaluating assigned personnel, meeting with staff to identify and resolve problems, assigning work activities, projects and programs, and monitoring work flow.

Manages and participates in the development and implementation of goals, objectives, policies and priorities for the office; develops comprehensive Plans of Action and Milestones to implement annual Top Priorities; within District policy, recommends appropriate service and staffing levels; recommends, implements, and administers policies and procedures.

Develops, implements, and trains personnel in the elements of a comprehensive multi-year Human Capital Plan including detailed plans of action and milestones for executing the plan.

Develops and standardizes procedures and methods to improve the efficiency and effectiveness of human resources programs; identifies opportunities

for improvement and recommends to the General Manager.

Manages and participates in the development and administration of the Human Resources annual budget; directs the forecast of additional funds for staffing, equipment, materials and supplies.

Creates and manages Employee and Leadership Development programs as well as Employee Engagement Programs.

Manages/champions the Performance Management System and recommends improvement to the General Manager; proactively engages with employees and positively impact progress toward creating a high performance culture.

Develops and implements recruitment, testing and selection processes; ensures equal employment opportunity for all candidates.

Performs or directs the performance of job analysis and classification studies and participates in the development of compensation and benefit strategies.

Develops, organizes, distributes and administers the District’s Personnel Policies and Procedures Manual and job descriptions; reviews and updates, as necessary to conform to approved policy changes, new legislation, etc.

Systems, Succession Planning, Leadership Development, Employee Development, Employee Engagement, Rewards and Recognition, and Cultural Change.

Understand principles, practices and techniques of human resources in a public agency setting. Know administrative principles and practices, including goal setting, program development, implementation

and evaluation, budget administration, contract administration, project management, and supervision of staff, either directly or through subordinate levels of supervision.

Provide a high level of customer service by effectively interacting with and responding to the public, District staff, vendors, contractors, professional and regulatory agencies.

Coordinates employee relations activities; provides assistance to management, supervisors and staff in the interpretation of Human Resources policies and procedures and the processing of grievances.

Administers District benefit plans; orients and enrolls employees; acts as liaison with benefit carriers and third-party administrators to address claims or issues and evaluates service delivery and cost effectiveness of benefits plans.

Coordinates employee development, training, work evaluation and recognition programs; provides training to District employees involving human resources issues and current topics; conducts specialized training for key personnel on management techniques and policies and procedures; conducts quarterly performance and development sessions with direct report(s).

Represents the office and the District in meetings with members of the Board of Directors, members of boards, various governmental agencies, local law enforcement agencies, and a variety of public and private organizations.

Negotiates and resolves significant and controversial issues; interprets and explains personnel laws, regulations and requirements.

Experience & Qualifications

Equivalent to graduation from an accredited four-year college or university with major coursework in human resources management or a closely related field.

Ten (10) years of increasingly responsible experience involving development and administration of the full spectrum of human resource programs and/ or benefits administration in the public sector utilizing a merit-based personnel system.

Significant experience as a Human Resources Manager within the public sector utility/public works industry preferred.

License or Certificate:

Valid California class C driver’s license with satisfactory driving record.

Certification as a Senior Professional in Human Resources (SPHR) preferred.

Compensation & Benefits

The annual salary range is $90,000 to $150,000, depending on qualifications and experience.

The South Coast Water District offers a generous benefits package:

Work Schedule: 4/10’s Monday-Thursday Retirement Program: 2% at 55 plan or 2% at 62 plan, depending on member’s CalPERS status at time of enrollment. Health, Dental and Vision Insurances: The District provides a comprehensive health, dental, and vision insurance program for the employee and eligible dependents. Life Insurance: The District provides fully paid term life insurance in the amount of two times annual salary up to maximum of $250,000. Long-term and Short-Term Disability Insurances: The District provides paid disability insurances. Leaves: Vacation – Accrual starts at 80 hours per year and increases based on years of service up to a maximum of 160 hours per year. Holidays – 7 holidays plus 3 floating days. Sick – 96 hours/year Deferred Compensation: The District provides a matching contribution up to $1600 per year.
