Call to Order Chairman D. Naquin called the meeting to order at approximately 10:45 A.M. Opening Prayer /Pledge of Allegiance A. Toups said the opening prayer and D. Poche led the Pledge of Allegiance. Introductions Introductions were made.

1. Approval of the South Central Regional Safety Coalition Meeting Minutes from August 27, 2015

C. Poche made a motion to approve the minutes from the quarterly meeting on August 27, 2015 to accept the minutes as amended. It was seconded by E. Geason. Motion passed.

2. Review and Approval of the SCRSC Brochure

Chairman Naquin brought the SCRSC Brochure to the Coalition’s attention. Everyone agreed on how well it was done.

Thibodaux Police Department Two officers became certified Child Passenger Safety Technicians. They will be conducting saturated patrols during the “Click It or Ticket”/Thanksgiving Occupant Protection Campaign from November 22nd – 29th. They will also be conducting saturated patrols during the “Drive Sober or get “Pulled Over”/Christmas-New Year Campaign from December 18th – January 3rd. A DWI checkpoint will be held during this time; however, the date has not yet been set. They still have two officers every Thursday and Saturday night from 10pm – 3am who strictly focus their efforts on underage drinking in the local bars. Several officers worked the Thibodeauxville Festival, it was a huge success and no major incidents occurred during the weekend festivities. LSP TROOP C T. Leonard stated LSP Troop C has a DWI checkpoint planned for December 29th and will hold several multi-dates saturation details, December 3rd – 5th and again December 10th – 12th. Also, will be using their motorcycles and assigning them to special hours. They have received a great deal of positive reactions to their new LED board. LAFOURCHE PARISH SO Lafourche Parish began their CTS grant on October 23rd. As of this meeting date, they have 20 DWI’s and 180 DWI’s for the year. They will begin “Click It or Ticket’ campaign November 22nd – 29th. On November 27th they will hold a nighttime OP and DWI checkpoint. Daytime OP and DWI checkpoints will be held as well in conjunction with “Click It or Ticket”. In the schools they began the “Drive Straight” program. They are having serious issues with traffic lights throughout the Parish, several are in need of adjustment. The “Arrive Alive” program was a huge success at Central Lafourche High School. LOUISIANA HIGHWAY SAFETY COALITION They dispersed the 2016 Enforcement Grants and are asking for entities to sign and return them. ST. JAMES SO In October they held a Child Safety event where 57 seats were checked and 14 were replaced. Participated in the National Night Out kickoff party held in Kenner. The Sunshine Bridge was set to open Friday, November 20th and will continue to monitor safety improvement in the area. They plan to conduct saturated seat belt patrols during the holiday breaks. Also, during the Bon Fire Festival they will be conducting DWI saturated patrols. The “Arrive Alive” program was held at Lutcher High School. HOUMA PD Plan to participate in the “Click It or Ticket” and “Drive Sober” campaigns during the holiday season. GRAMERCY PD Halloween night was a huge success. In two of the larger neighborhoods’ they closed off streets to vehicular traffic making it a traffic free zone for the night. During the holidays they plan to do extra seatbelt/DWI patrols. UNIVERSITY MEDICAL CENTER – NEW ORLEANS Sudden Impact Recently launched a silent partnership with Sonic fast food chains. Sonic will be selling 2016 calendars for $5 at participating locations. This calendar will include car seat safety tips, over $45 worth of Sonic coupon discounts and a listing of local fairs and festivals. All proceeds will be directed to the Louisiana Passenger Safety Task Force to purchase and distribute child safety seats based on family needs in the region.

National Night Out Against was a great success. It has grown since last year, from 112 participants to 168 this year. Lafourche Parish School Board They are new to the Coalition and was in attendance to see what the Coalition entails and to get

ideas to bring back to the Lafourche Parish schools. Operation Lifesaver Unfortunately, this year they have seen an increase in Rail Road and Trespassing fatalities. In

2014 there were 7 railroad crossing fatalities. At the end of June 2015 there has been five thus far. There were 14 trespassing fatalities in 2014 and as of November 2015 there has been 8.

ADAC Distributed Child Safety Seat fliers to all Lafourche and Terrebonne Parish elementary school

students. They have moved to a new location, the business side entrance will be 202 Barataria Avenue and the community entrance side will be 201 Canal Street. A whole room has been dedicated to Child Seat Safety.

TERREBONNE PARISH SO Their Highway Safety grants have been received. During the holiday season they will be conducting parking lot patrol beginning the week of Thanksgiving all the way through to the New Year. SLCHSA Participated in both the National and Local Night Out events within the river parishes. They are working on the LAPFS grant. Conducted a calendar contest promoting the theme “Stay Alcohol Free, Be the Best You You can Be”. The contest was promoted throughout the elementary, middle, and high schools. Held Child Seat Safety check in Gramercy where 56 seats were checked, 20 replaced. An event was held in Grand Isle where no one showed up to have their child seats checked. However, they were able to network with people who will help better promote it next time it is held. An event has been scheduled for December 5th at Walmart in conjunction with Sunburst Media. The Barker Mitsubishi Child Seat Safety Check event fell through, but they will continue efforts to coordinate another. MADD In October MADD held their first annual 5K Non Competitive Walk in Houma at the Downtown Marina under the twin span. There was 139 participants, $10,667 was raised. DHH Unfortunately, there were 7 SID’s in September/October. On a lighter note, there were no deaths due to motor vehicle accidents. Troop B On Impaired Driving they are working toward the goal of using “No Refusal” throughout the New Orleans area. They are in the process of finding out where “No Refusal” is in place and where it is not. Where it is not in place, they are putting together a PowerPoint presentation along with a tool kit to present to these areas. The tool kit will consist of items used by law enforcement, medical, and judicial sides. All three sides must participate for it to be beneficial. The goal is not to increase the blood drawls but to increase people’s compliance.

4. South Central Regional Transportation Safety Plan EA Priorities

A. Impaired Driving (Sgt. D. Bergeron) In Sgt. Bergeron’s absence C. Parker inquired if anyone would like to become a Co-Leader for the Impaired Driving emphasis area. She explained most emphasis areas has two – a leader and a co-

leader. It was requested for members of the Coalition to please consider it. She then gave a brief overview of the SHSP data collected. In 2014 there were 39 actual impaired driving accidents within the SCRSC Region. The 5 year moving average is 36 and the SHSP goal for the SCRSC Region is to reduce fatalities from 39 to 32 per year by 2015. The contributing factor in these accidents has been alcohol involvement.

i. SCRTSP Action Item List

C. Parker then reviewed the Impaired Driving Identified Priorities chart. Under Strategy 1.1 she stressed the need for point of contact for each agency for Impaired Driving. This would help to gather data in reference to what the stats may be and how each case was handled. She requested under Strategy 3.1.1 for the agency’s to please email reports to her when overtime DWI enforcement for extra saturated patrols are conducted.

ii. “We Got Your BAC” Program (Ashley Bridges, Capital Region Transportation Safety

Coalition) A. Bridges gave a presentation on the CRTSC “We Got Your BAC” program. This program is

geared at trying to reach people who are drinkers and are likely to drink and drive to educate them on BAC levels. Their goal was to increase the public’s knowledge by 75%. They wanted to survey a minimum of 100 drinkers; so they set up a booth at a local community event that sold liquor. With law enforcement volunteers they approached drinkers to explain what the program was about and invited them to take part in a short survey and a brief breathalyzer test. Anyone who participated and/or was found over the limit was offered a free ride home. A post demonstration survey was also given to the participants afterwards. She reviewed the survey questions given to participants, responses received, and results from the surveys. It was suggested to evaluate whether or not the participants still drank and drove after being educated. C. Parker stated funding was available for the implementation of this program within the SCRSC Region and requested input from the Coalition as to whether or not they were interested in implementing such a program within the SCRSC Region and how to make it possible.

B. Occupant Protection (PFC M. Toups, Sgt. T. Leonard, & Sgt. A. Pierre)

Sgt. Leonard stated that they are continuing efforts to reduce fatalities among drivers not restrained. They were seeking to reduce fatalities from 34 a year to 28 a year by the year 2016. Current data indicates the goal will be met this year, 2015. They will try to reduce this even more.

i. SCRTSP Action Item List

Sgt. Leonard gave a brief update on the Occupant Protection Priorities chart. He stated that A. Toups and B. Picou have been appointed as CPS Coordinators. They are hoping to host a Regional CPS, OP Awareness, and CPS Technician course in October 2016. The last time a regional course was held was in 2014. He stated quotes were being received on t- shirts to be used as an incentive in conjunction with school resource officers conducting student seat belt use checks. The “Saved by the Belt” contest was ongoing, nominations were needed. They were currently using logos to promote the May “Click It or Ticket” and April’s “Buckle Up in Your Truck” campaigns. If logos are needed, please contact C. Parker or Sgt. Leonard. C. Parker inquired if the Coalition would like to keep Strategy 2.1.4 and if it was something they would like to work on. It was suggested to introduce it to the local parish councils.

ii. Fitting Stations

20,000 flyers have been distributed throughout Lafourche and Terrebonne Parish Schools. Also, posters have been distributed to local agencies. Digital formats were given to the local diocese so they can email it to their parents as well. B. Gardner stated evaluations were needed on fitting stations. Fitting Stations need to report Fitting Station

numbers. These numbers are needed to reflect the evaluations taking place.

iii. Child Passenger Safety Booklets If there’s an upcoming event, C. Parker has these booklets for distribution.

iv. Child Passenger Safety Event Efforts (A. Toups and B. Picou) These events were discussed under the Local Agency Reports.

C. Infrastructure and Operations

A meeting will be held on December 10th, 2015 at 10:00 am.

D. Vulnerable Road Users (A. Tatar) A meeting will be held in January 2016. E. Young Drivers (B. O’Bryan & E. Harrell)

No leaders were present; however, B. Gardner informed the Coalition that the State was ready for the Mensa Driving School Assessment and should take place in summer 2016. This assessment will help get driving schools within compliance.

i. SCRTSP Action Item List

Sgt. Leonard relayed that in an effort to reduce young driver deaths ages 15-24 from the current average of 35 per year to 31 by 2015 SCRTSC put some priorities in place. One being to implement the “Sudden Impact” program. 74 classes in Terrebonne Parish have been scheduled for 2015 reaching 1,700 students. Trooper Harrell continues his efforts of teaming up with school principals to conduct teen presentation sin conjunction with prom and homecoming. They were in the planning stages to conduct a Mock Crash at HL Bourgeois High School in Houma. C. Parker stated they were having difficulty coordinating a Mock Crash at South Lafourche High School. Trooper Harrell also continues to conduct Safe Driving presentation at high schools within the region. They have also been having difficulty reaching NSU to coordinate Think First young driver program. Ms. Ava stated that she and Ms. Josephine have been doing the classes with the Sudden Impact program. Sgt. Leonard thanked them for sharing their stories and relayed how their stories impact the students and the importance of them sharing.

ii. NSU Fatal Vision Demo

C. Parker stated that on October 22nd they conducted a Fatal Vision Goggle demo for one of NSU’s sorority.

iii. Arrive Alive Tours (Terrebonne, Lafourche, & St. James)

C. Parker relayed that she did receive the results and was in the process of gathering the raw data. As soon as it is received she will be forwarding it to the law enforcement agencies and schools which were involved. Looking at the results she stated that the one thing students did say was they needed more education with regards to distracted driving.

iv. Status – 2015-16 Region Wide Capturing Safety Through the Lens Video and Photo Contest

Chairman Naquin informed the Coalition that only one entry has been received thus far. He asked if the Coalition would agree to extend the deadline and judging to take place at the February meeting. All agreed. C. Parker asked the Coalition if they would approve to give an early bird incentive; such as a pizza party, to the one school who did turn in their entry in time. Everyone were in agreement.

5. Available Grants/Project Updates A. DWI BAT Mobile Update (Sgt. Leonard) It has arrived and was in the parking lot of Troop C for the Coalition to tour after the meeting. Still

working on the graphics and insurance issues. B. LSP-C LED Billboard (Sgt. Leonard) It was unveiled on October 14th and positive responses have been received. C. Louisiana Highway Safety Commission Grant Cycle Opens January 15, 2016 C. Parker reminded the Coalition that if applied for grant funding through the Coalition the process is

open all year around. If applying directly through Louisiana Highway Safety the application period begins January 15th, 2016 and it’s a 30 day cycle.

D. Regional Traffic Safety Discussion (continued from August 27, 2015 meeting) It was suggested to possibly partner with other Regions; such as Baton Rouge, New Orleans and to

hold one in this Region every 3 years.

6. Upcoming Campaigns/Trainings/Conferences/Events A. Thanksgiving Weekend CIOT – November 27th B. “Buzzed Driving is Drunk Driving” November 28th-December 15th, 2015 C. “Drive Sober or Get Pulled Over” Holiday Season – December 16th-January 1st, 2016 D. Lifesaver’s Conference – April 3rd-5th(Nomination) Chairman Naquin nominated C. Parker to attend the Lifesaver’s Conference. There may be a

possibility of additional funding to send a second representative. Sgt. Leonard, A. Toups, and A. DeGeorge expressed interest in attending. Once funding is finalized they would make the decision to see who else would attend.

7. SCRSC Meeting

8. Other Business/Adjournment Chairman Naquin stated that MADD will hold its annual Zero for December & Christmas Tree Lighting Ceremony following the meeting. It was unanimously motioned to adjourn the meeting. Motion passed.

Recently Law Enforcement became certified in the use of Intoxilyzer 9000. New users are in need of certification on the Intoxilyzer 9000; however, the new machines have not yet been installed.
