    SECTION 1 : PREAMBLE

    This plan is availa%le to assist personnel in dealing with an unexpected discharge of oil( Itsprimar& purpose is to set in motion the necessar& actions to stop or minimiDe the discharge and tomitigate its effects( It ensures that necessar& actions are ta+en in a structured! logical and timel&manner(

    The plan contains guidance to assist the master in meeting the demands of an operational as wellas catastrophic discharge of oil! should the vessel %ecome involved in one(

    The need for a predetermined and properl& structured plan is clear when one considers thepressures and multiple tas+s facing personnel confronted with an emergenc& situation( In the heatof the moment! lac+ of planning will often result in confusion! mista+es! and failure to advise +e&

    people( 8ela&s will %e incurred and time will %e wastedE time during which the situation ma& wellworsen( As a consequence! the ship and its personnel ma& %e exposed to increasing haDards andgreater environmental damage ma& occur(

    hip personnel will alwa&s %e in the %est position to ta+e quic+ action to mitigate or control thedischarge of oil from their ship( The plan provides the master with clear guidance on how toaccomplish this for a variet& of situations( The plan outlines not onl& the action to %e ta+en %utalso identifies who on %oard is responsi%le so that confusion during the emergenc& can %eavoided(

    The master shall ensure that all ship?s personnel are thoroughl& familiar with the contents of thisplan( At the commencement of each vo&age the master shall extract names and contact num%ersof all relevant parties and add to those the names and contact num%ers of the agents andcharterers for the prevailing vo&age( This list should %e posted in a conspicuous place in thewheelhouse! the radio room and the ship?s common office(
