Background• Save Our Neighborhood (SON) is interested in generating win-win propositions

for not only the Poplar Bridge neighborhood but the City of Bloomington as a whole.

• Our concerns arise as the result of the past trials of turn restrictions. We believe the current proposed turn restrictions do not go far enough to mitigate traffic for the entire Poplar Bridge Neighborhood.

• All of the following ideas have been utilized successfully in and around Bloomington as well as a number of other Metropolitan suburban neighborhoods and in the City of Minneapolis.

• We agree that there is no one magic solution, SON believes that the magic is in finding the right combination of smart changes.

• SON believes that leveraging and fine tuning the existing infrastructure and resources are the most prudent place to start.

Proposed SolutionStrategy or Element Rationale Improvement Theory

Traffic Light Timing Better traffic flow during rush hours.

If we make travel easier and more efficient on roads built for higher

volume, we will reduce the desire to use neighborhood roads.

Stop Signs Increase travel times through neighborhood

If we make travel time longer and less efficient on smaller

neighborhood roads, those roads will see a reduction in traffic volume during rush hours.

Crosswalk Treatments

Visible reminder to neighborhood element. Increase awareness of

pedestrian presence.

Speed Humps/Speed Tables

Decrease volume and speed on parkway

Re-stripe Nine Mile Creek

Decrease volume and speed on parkway

No Thru Truck Traffic Decrease volume and speed on parkway

Reduce speed limit on Nine Mile Creek

and implement speed indicator signs

Decrease traffic speed through neighborhood. Reminder of

enforcement and driver speed awareness
