There is potential for the commercial core of the town centre to be

Sutton South

This area is located south of the Carshalton/ Cheam Road. It is the main office quarter, with

excellent public transport accessibility. The High Street here is a focus for evening entertainment.

Recent planning permissions will introduce a large number of new flats into this area.

There are opportunities to provide for comprehensive large-scale, mixed-use development,

with retail, leisure, office and residential uses.

Preparing the

Local Development Framework

The council has approved three new draft planning documents,

to manage growth and development in Sutton up to 2026.

The new planning framework must be prepared in a way set out by the

Government. It must:

be based on clear evidence

be consistent with international, national and regional policy

be integrated with all other strategies covering the Borough

help shape places which are sustainable

deliver outcomes

When preparing the framework the council must also consult widely.

The Core Planning Strategy sets out a vision and broad locations for

development. You gave us your views in autumn 2006 on the first stage of

preparation. We are now consulting you on the next stage - the Preferred Options.

The Site Development Policies document looks at possible policies to

decide planning applications and possible sites needed to implement the Core

Planning Strategy. This is your chance to comment on these possible sites

and policies.

The Sutton Town Centre Plan explains the planning issues facing the

town centre and identifies possible development sites.

A Sustainability Appraisal has been prepared for each document and reports

on the implications for the environmental, economic and social objectives of

sustainability.

The focus for this area is the High Street’s retail core. It also covers the busy road corridors

of Throwley Way and St Nicholas Way, currently barriers to town centre development and

pedestrian movement, and of Carshalton/Cheam Road.

The Core Planning Strategy

Will set out the council’s overall strategy for the use and development

of land.

Taking account of the response to the public consultation on an

Issues and Options document at the end of 2006, this draft Strategy sets

out the council’s Preferred Options to create a sustainable borough.

Key Issues

We think the key issues affecting the future development of the borough are:

Housing: Meeting housing needs, including the need for affordable

housing. The Mayor of London has set a target of building at least 3,450 new

dwellings to 2016/17.

Where should these homes be built?

Employment: Creating a successful economy and local job opportunities.

Consultants have identified a need for 30-48 hectares of employment land

over the next 10-15 years.

Where should this office and industrial space be built?

Town Centres: Maintaining shopping facilities and other services in the

borough. Consultants have identified capacity of about 16,000 square metres

of retail floorspace and 3,300 square metres of gross floorspace for food

shopping.

Where should this retail space be built?

Open Land: Protecting Sutton’s open spaces.

How can we meet local development needs and protect our open

spaces?

Residential Heartlands: Protecting the attractive character of the

borough’s residential heartlands.

How can we meet local development needs and protect this character?

Climate Change: Climate change and its impacts will be a significant

challenge for us all. The Mayor of London wants to work towards reducing

carbon dioxide emissions by 60% by 2050.

How can we help achieve this?

Transport: Developing a well-connected suburban borough with good access

for all while reducing car dependence and congestion.

How can we achieve this?

Waste: The Mayor of London stresses the need for all authorities to be

85% self-sufficient in dealing with their waste by 2020.

How can we achieve this?

The key issues have been used to develop the Preferred Options of

how the borough could look in the future.

area around Zurich Square.

There is the potential to extend

St Nicholas Way through the gas

holder Site, linking through to

High Street. This would allow

further pedestrianisation of the

northern end of High Street.

Potential for a mixed-use

redevelopment including

housing and offices.

Sutton North is the furthest part of the town centre from Sutton Station.

Accessibility would be improved by Tramlink proposals. There may be

an opportunity to improve bus interchange arrangements.

Themes and Objectives

This Vision for Sutton is underpinned by the following themes and a number

of strategic objectives which emphasise the borough’s key priorities:

A Creating Active and Inclusive Communities

To meet the future housing needs

To provide good quality and affordable housing throughout the borough,including accommodation for people with care and support needs

To promote social inclusion through equality of opportunity andaccessibility to essential services

B Achieving Environmental Sustainability

To reduce energy use and greenhouse emissions

To control urban sprawl and protect Green Belt land and public open spaces

To ensure new development is not exposed to unacceptable risks of floodingand does not contribute to the risks of flooding elsewhere

Vision

The Council’s suggested Vision for the development of the borough is:

‘Creating a Sustainable Suburb in London’

The Core Planning Strategy proposes high density mixed-use development

in Sutton town centre to help meet borough needs for additional retail,

leisure, culture, employment and residential uses. High quality design and

environmental improvements are needed to enhance the town centre’s image.

Objectives

Seven strategic objectives have been proposed to help define how the vision

for the Town Centre will be achieved:

1 To intensify the growth of Sutton town centre as a major shopping,

commercial and residential location in south London

2 To make provision for the growth of retailing and leisure, and to encourage

the recreational and cultural role of Sutton town centre

3 To make provision for sufficient employment premises to support economic

prosperity

4 To help meet future local need for housing and community infrastructure,

and contribute to the borough’s share of London’s need

5 To provide the necessary level of transport infrastructure to support town

centre growth and encourage sustainable modes of travel

6 To promote a safe and attractive living environment for all by improving

the design and layout of buildings and public spaces

7 To encourage sustainable development in accordance with the principle of

“One Planet Living.”

Sutton Town Centre

Sutton Town Centre is attractive and accessible, with around 400 shops centred

on a pedestrianised High Street. A range of cultural and entertainment activities,

pavement cafés and a vibrant evening economy all contribute to a lively town

centre, which is also a significant office location within south London. The

commercial core is surrounded by long-established residential areas. It is a

transport hub and the most accessible location in the borough.

Three boundaries are identified in the current Unitary Development Plan

tightly drawn around the commercial core

slightly wider, including some adjoining housing areas

defining a 10-minute walk area, within which residential

intensification is normally allowed

The Town Centre Plan should cover areas where significant change or

conservation is needed.
