Section Manager’s ReportBy Hank Corcoran Boyer

The first quarter of 2016 has been a busy one for your KsAWWA Section Manager. Many things have happened and a new look for KsAWWA and the Joint KWEA/KsAWWA Conference are appearing.I started the year sending out post cards to our previous and prospective Exhibitors for the Joint Annual Conference August 30- September 1, 2016 at the Capitol Plaza/Expo Center in Topeka, Kansas. In conjunction with this mailing the new joint conference website went live with the Exhibitor portion of the website.Starting immediately after the first of the year Tina Leitzel with Leitzel Design, Wichita, Kansas started developing a website for the annual joint conference of KWEA/KsAWWA. This is a completely new website that will remain up year around where both organizations will be able to post upcoming events for the conference. One of the purposes of the

website to be up year around has to do with the Exhibitors starting to register early each year. This way they are able to register on-line rather than mailing in a registration form and check. I have already seen great results in this change as out of the nine (9) registered exhibitors I have to date five (5) of those have registered on-line. Previously approximately 12 exhibitors out of 65 registered on-line. If you haven’t seen the new website go to: www.kswaterwastewater.com and check it out. Other items to be posted on this site will include the speaker papers after the annual joint conference.Along with the new joint conference website Tina Leitzel with Leitzel Design, Wichita, Kansas also designed a new website for KsAWWA. This new website went live on February 25, 2016. This is something long overdue and the new website is very exciting for KsAWWA. You can now nominate your Water Operator Meritorious Service Award candidate on-line and the information will go directly to Elizabeth Owens, Operator Meritorious Service Award Chairperson. Also qualified students enrolled in an accredited college or university in the state of Kansas looking for a scholarship in civil or environmental engineering or environmental science can go on line and fill out the application and submit to Andrew Hansen, Scholarship Chairman. Along with these projects your Section Manager also solicited advertisers for Solution H2O and requested articles for this issue of Solution H2O. If anyone is interested in advertising in the Solution H2O please contact me at [email protected] for information on how to advertise in your newsletter. The OTC Committee has been very active the past year and continues to offer many educational classes for the Kansas Member of AWWA. You will be able to find all of these as they are available on the new website. Along with this your Section Manager has assisted the OTC with getting the information out regarding the workshops, collecting the registration fees and making sure the host cities have an updated listing prior to the workshop.Secretary/Treasurer Terryl Pajor and I continue to work on making things more streamlined and easier to keep track of the joint conference activities and funding. I have also worked with Tina Leitzel, joint conference webmaster and the current year joint conference program chairs Lester Estelle and Dave Hauser to get the best possible program in place for the attendees at the 8th Annual KWEA/KsAWWA Joint Conference in Topeka, Ks on August 31 – September 1, 2016 at the Topeka Capitol Plaza/Expo Center.Have a great Spring and looking forward to seeing all of you in Topeka in August.

WaterOne and Olathe Warm Up For 5K EventWaterOne and the City of Olathe will be celebrating National Drinking Water Week 2016 in an utterly unique way. The neighboring public utilities are jointly hosting a 5K event that loops runners from WaterOne’s tower to Olathe’s tower and back with event proceeds donated to Water For People. “We’re always looking for ways to raise awareness about how essential tap water is to our daily lives and engage with our customers in ways they care about,” said Mandy Cawby, Director of Customers Relations for WaterOne.WaterOne is an independent public water utility serving over 400,000 people in the Johnson County area. Next door, the City of Olathe has served its customers clean, safe drinking water since 1884. Today over 35,200 customers can count on the city for delicious tap water. Both WaterOne and the City of Olathe have a passion for water and serve the community by bringing award-winning water to homes, businesses, and public places.

“When we realized that our towers were 2.5 kilometers apart, a 5K was inevitable,” said Cawby. “It’s also a chance to demonstrate that local governments can collaborate for the greater good.”The Tower 2 Tower 5K will take place Saturday, April 30th and is open to the first 400 registrants. All registration fees will go to Water For People thanks to event sponsors Burns & McDonnell and Black & Veatch. Water For People is a non-profit that works to bring clean, safe, drinking water to communities in other countries who need it most. Learn more and sign up at www.Tower2Tower5K.org. PipeDiver Technology Helps Monitor Main ConditionsBY: Jerry Koukol

LENEXA, KS - It’s difficult yet important to gauge the condition of buried infrastructure. At WaterOne, it’s a priority to do regular condition assessments to understand what “health” they are in so that infrastructure investments can be carefully targeted. Our staff completes at least one transmission main condition assessment a year based on which mains are most critical. The age, type of pipe, and the consequences of a major break are all factors. It’s particularly important to keep tabs on the condition of pre-stressed concrete cylinder mains. These pipes are made of a mortar lining and coating, steel cylinder, and pre-stressed wires that spiral around the pipe. The pre-stressed wire construction is a lightweight way of reinforcing the pipe and reducing the wall thickness while maintaining the integrity of the pipe. However, the downside is that if the wires corrode and a leak occurs, it usually results in a chain reaction of wire breaks which causes an extensive pipe failure. “These are not nice breaks,” said Shaun Pietig, Distribution Engineering Manager. “These breaks are usually catastrophic.” The PipeDiver by Pure Technologies is one method WaterOne uses to detect if a buried pre-stressed concrete main is wearing out. The PipeDiver resembles a flexible torpedo with fins on all sides that center and stabilize the tool inside the pipe during an inspection. It is equipped with an exciter device, which sends out an electromagnetic signal to the pipe, and a detector, which monitors this signal and determines wire breaks. This tool is inserted into a main on a tether. The pipe is then repressurized if needed, and when the water reaches the correct flow for inspection, the rope is released. The current then propels the PipeDiver through the pipeline at a speed of 2’ per second, and it logs the location of every wire break as it goes along the main. With technology such as the PipeDiver, WaterOne can carefully plan and budget for repair projects and stay ahead of all the problems that occur as infrastructure ages. For more information on the PipeDiver and other condition assessment tools, visit www.puretechltd.com.

Director’s ReportBy Mike Orth

AWWA’s Board of Directors winter board meeting was held in San Diego on January 14th through the 16th. During the meeting, the Board elected Brenda Lennox from the Pacific Northwest Section who is employed by the Tualatin Valley Water District. Four new Vice Presidents were also elected. They are:• Kevin Bergschneider from the Rocky Mountain Section• Terry McGhee from the Illinois Section• Mitch Kannenberg from the South Dakota Section, and • Jacqueline Torbert from the Florida Section

Lindsey Olson from the New Jersey Section was also elected as Director-at-Large. I’ve had the opportunity to meet all of the new officers and we have a fine slate of individuals taking over executive leadership of AWWA.

As part of AWWA 2020, the Board launched a philanthropic program called the Water Equation in 2014. The Water Equation focuses AWWA’s considerable talents and resources on meeting the ever-growing need for pure drinking water and efficient wastewater treatment systems, and to address the critical shortage of skilled water professionals. It’s no simple problem, but like all equations, we can solve it – with your help. With the creation of the Water Equation, the Board had to deal with the designation in 2001 that Water for People, which was also founded by AWWA, was our charity of choice. To address this potential conflict, the Board voted to remove the charity of choice designation from Water for People. Throughout the Board discussions, it was clear that Water for People will continue to be supported by AWWA.

Thanks for you engagement with the Section and the support of your Board.

INTER-AGENCY COOPERATIONAnother important focus for emergency preparedness is partnering with local emergency responders. Collaborating with external stakeholders helps WaterOne build relationships, share information and develop a common operating procedure. At WaterOne’s invitation, local fire departments and other emergency responders participate in tabletop exercises and receive tours of WaterOne plants and facilities, which provide plenty of useful feedback about how they would respond to an emergency. In November 2015, WaterOne collaborated with a local fire department for high-angle rescue training using WaterOne’s water tower. This exercise was mutually beneficial; it helped WaterOne prepare for a situation where an employee might need rescue from a tower, and the fire department appreciated the chance to practice their techniques in a real-world setting.

WaterOne strives to build resiliency and redundancy into its system. Regular planning, drilling and training is a major part of meeting high standards for emergency preparedness.

DRILLSFrequent emergency tabletop drills are an effective way to practice responding to a disaster or incident. These exercises are designed to simulate possible real-world events such as flooding, fires or tornados. At these exercises, staff from all divisions are stationed to rehearse their response, usually within the ICS framework. The drills also simulate escalating conditions such as infrastructure damage, main breaks, loss of power, and restricted access to facilities and testing. Initial feedback noted the tabletop drills helped increase awareness of private-sector abilities and in some cases uncovered resources that were previously unknown.Recent exercises that WaterOne participated in included an EOP training exercise on Oct. 6th and a KSMAP WARN Program Tabletop Exercise on Oct. 20th. WaterOne also

participated in the KCLISRE tabletop exercise sponsored by the Department of Homeland Security on Oct. 28th which involved 75 Kansas City-area agencies and covered the restoration of infrastructure across the entire region after a weather-related disaster.

TRAININGKnowing that in a crisis any employee could be needed to pivot to another role or area, WaterOne mandated that all staff study the Incident Command System. Each WaterOne employees was required to complete FEMA IS-100 and IS-700 training courses by October 1st, and managers and directors were asked to complete advanced ICS training. An effective response to an incident may require the involvement of all employees instead of just key personnel, and ensuring that all staff are familiar with ICS procedures is a key component in WaterOne’s emergency operations plan.

Exercises and Training Helps Prepare For EmergenciesBY: Jerry KoukolLENEXA, KS - Emergencies happen, and the ability to respond to them is enhanced by planning and training. WaterOne regularly drills, trains, and sponsors collaborative exercises to help achieve preparedness goals.

Terryl A Pajor RetiresOn February 19, 2016 Terryl A. Pajor, Laboratory & Operations Superintendent with the City of Wichita Public Works and Utilities Department retired after almost 29 years of dedicated service to the City of Wichita. The City of Wichita Public Works & Utilities Department hosted a retirement party for Ms. Pajor at the Wichita Water Plant. Michael Jacobs, Superintendent of Production & Pumping for the City of Wichita Public Works & Utilities Department gave a short resume’ of Ms. Pajor’s work history and stated how after her superior interview she was not only offered the job as administrator of the Laboratory she was also made administrator of Operations.Terryl has been a dedicated employee to the City of Wichita but also for the past 13 ½ years Terryl has been Secretary/Treasurer for KsAWWA and those of us that know Terryl don’t know which of these jobs has been the most difficult for her but we would guess keeping both entities out of trouble with their governing agencies has been a challenge Terryl has taken on with pride and seriousness.Terryl being the conscientious person she is has agreed to continue with the City of Wichita in the Laboratory & Operations area until they hire a suitable individual to replace her. So if you stop at the Wichita Water Plant Laboratory you might still see her working on most days.

CONGRATULATIONS TERRYL PAJOR!

Celebrate Drinking Water Week this May!Tonya Bronleewe, KsAWWA Public Relations Committee Member Program Manager

Wichita State University, Environmental Finance Center

Mark your calendar for the 35th annual Drinking Water Week, May 1 – 7, 2016. This year’s theme is Your Water: To Know It Is To Love It. Let’s all help Kansans get to know and love their drinking water service.Drinking Water Week is an easy way to educate the public, connect with the community and enhance employee morale. Too often, water utilities receive publicity only when something bad happens - a water main break or rates increase. Drinking Water Week celebrations give you an opportunity for positive communication. AWWA has compiled a toolkit for utilities to use to reach out to customers and

the community. See what the toolkit has to offer at this link http://tinyurl.com/drinkingwaterweek. This one stop shop has this year’s logos and graphics in easy to download formats so you can use them in newsletters, websites and promotional materials.Communicating with the public is the heart of Drinking Water Week. Here are some simple ways to communicate this year.• Use AWWA’s daily press releases during Drinking Water Week, add in your local flair and then send to your local newspaper. • Encourage local public officials to officially recognize Drinking Water Week in your community with a proclamation. A

proclamation template can be downloaded from the AWWA toolkit.• AWWA will post on its social media platforms each weekday during Drinking Water Week. Adjust those posts to fit your community

and post to your utility or city’s Facebook, Twitter and Instagram.• AWWA has radio spots already recorded or scripts to use at your local radio or TV station.• Work with your librarian to set up a Water Display at the local library. • Publicize the release of your Consumer Confidence Report. Community events are fun and festive ways to make sure that your customers know about their drinking water - where it comes from, how they get it, and what they can do to help ensure their drinking water quality. Below are a few event ideas. Be sure to watch the KS AWWA website for Kansas Drinking Water Week Resources.• Invite the community to an open house at your utility. Give tours. Show the public where their clean, safe drinking water comes

from and how much care it is given before it gets to their faucet.

• Visit a local classroom and teach a lesson about drinking water. • Plan a community clean-up event. Be sure to let the participants know that cleaning up litter helps water quality.• Hold a local photo contest about what clean water means to you. Or participate in the national contest, see details on the

AWWA site.• Partner with a local school district and hold an artwork contest that encourages students to draw or color pictures showing

how water is essential to their daily lives. Submit the winning artwork from your contest to the national contest, details on the Drinking Water Week webpage!

This year, what if every Kansas water utility committed to completing at least one Drinking Water Week activity? We could celebrate our great water utilities across the state, and our communities will get to know and love their drinking water utilities even more.
