    the per capita production of solid waste isrelatively low when compared to otherdeveloped nations.

    An average Indian generates 0.3 to 0.6 kg ofwaste per day whereas an average Americangenerates 2 kg of waste per day

    A Public Interest Litigation (PIL) was filed in Supreme Courtin 1996, seeking adoption of hygienic waste managementpractices by the ULBs.

    The Supreme Court of India formed an Expert Committee in

    1999 to provide recommendation for improving wastemanagement practices.

    Subsequently, the Ministry of Environment & Forestintroduced MSW (Management and handling) rules in2000, incorporating key recommendation of Supreme Court

    appointed Expert Committee. Another important landmark in MSW space was setting up

    of Service Benchmarks. in Urban Services by MoUD in2008

    Solid Waste Management Practices in

    The city on an average generates about 200

    MT of MSW per day

    The waste has very high moisture content, lowC/N ratio and high calorific value.

    High moisture content increases weight of

    solid waste and thus increases cost of itstransportation.

    C/N value is important factor for determining

    sustainability of composting. High calorificvalue is an indicator for better prospect ofenergy.

    The present collection and transportation

    system involves multiple handling of solid

    waste. About 300 open handcarts and 50

    cycle-rickshaws are used for collection of

    waste including wastes generated from street

    sweeping and cleaning of drains.

    generated from various hospitals

    Transports it to Haridwar for incineration at

    Waste Disposal

    Site is located at Dateda Lakhond onSahashradhara Road.

    Being used for last 3 years

    Waste is disposed into pre-excavated trenchand covered with a layer of soil.

    DNN has identified 15 acres of land at Selaqui

    & at 4 other places if its runs out of land. The dead animals are disposed in two places

    namely Bhandari Bagh and Kargi

    Integrated solid waste management project inDehradun for which Rs. 24.60 crore was approved forwhich 80 percent is to be given by GoI and 20 percentsupport from State government on 16th May 2003 with

    On 7th of June 2010 Dehradun Nagar Nigaminviting private parties for the integrated SWMproject in Dehradun on BOT basis

    8 national and international firms applied toprocure the project.

    SPML infra pvt ltd, New Delhi was awarded on4th of March 2011 for 15 years.

    GoI and state government has released Rs 9.84crores Rs 9.86 crores would be released in thecoming years.

    Rules that are to be followed during

    the implementation

    Setting up of user charges and gazettenotification

    Operation to be done by SPML New Delhi

    SPML would be provided 24.6 crores for thecommencement of the project

    Creation of an SPV Doon Valley WasteManagement Pvt. Ltd (DVWM)and all the fundsto be directed towards it.

    Capital cost, Tipping fee and User charges to becollected and utilized for operation andmaintenance of the project.

    J.M. Envior Net. Pvt. Ltd was appointed as Projectengineers.

    Vehicles and technology to be used in the projectwould be recommended by the Procuring Committeeand on the basis of requirement of the project.

    Door to door collection of waste has already beenstarted in 45 wards; rest 15 wards would start in themonth of November.

    Close secondary storage of waste and closedtransportation vehicle are only to be used for landfilling purpose.

    Construction of transfer station has already beenstarted and nearly 80 per cent of which iscompleted.

    Till date the first instalment of Rs 9.84 crore hasbeen used and now of Rs 9.16 crore.

    The second instalment is already being dispersedout of which Rs 8.75 crore is being given toDVWM Pvt Ltd and rest of the amount has been

    used for the payment of other expenses. Request for the payment of the third instalment

    is being sent to Urban Development body.

    Education and Communication of the project

    August 2011 to September 2012, DVWM PvtLtd has collected 38943.60 MT of waste

    September 2011 to September 2012 DVWM

    Pvt Ltd has taken Rs 80.33 lakhs as user fee.

    Conclusion

    Due to delay in funds released by Dehradun Nagar Nigam,DVWM are still following traditional method of wastedisposal but with improved efficiency.

    Local dispute has resulted in the delay in construction ofSLF which may further the project cost.

    As non- scientific methods of Solid Waste disposal are beingpracticed which may cause serious health hazard to thelocal people

    Site should be chosen after proper planning and must be

    far away from human settlement. Capacity building for the sector is needed

    Bio- gas generation plant should be considered foradditional revenue generation
