While approximately 50% pays for the energy itself, the rest of your bill is related to your consumption profile and covering costs associated with getting that energy to you. When your demand for energy goes up, so too does the network charge, which then becomes your new baseline. Unfortunately these charges don't ebb and flow with your usage so they generally don’t fall when demand lowers.
