Section 1- Introduction Purpose of RFP The Manchester Housing Authority (MHA) wishes to select full application software for the following application areas: • General Ledger • Accounts Payable • Accounts Receivable • Fixed Assets • Budget Preparation and Control • Cash Management • Purchasing • Inventory • Contract Management • Housing and Property Inspections • Document Management • Job Costing • Client Management & Services (Applications, Wait list, Certifications, Social Services) • Grant Management • Construction Management • Federal Property Management (leases, billing, inspections and maintenance) • HUD 50059 and 50058 Program Reporting and Compliance • State of Connecticut Sponsored Programs Property Management Including; State Elderly &

Disabled, Moderate Rental and Affordable Housing • Website Hosting/Design As part of the selection process, this document is being provided to qualified vendors to solicit their proposed solutions for software that best meets Manchester Housing Authority’s current and future information needs. This RFP will serve as a foundation for evaluating the features, functions, and associated costs of each of the recommended alternatives. Proposal Scope The vendor is to provide a proposal that encompasses the following:

1. Applications software features and functions

2. Systems software technical configuration

3. Hardware technical specifications

4. Design/development of modifications to application software, if required

5. Implementation assistance / Training

6. On-going support

Estimated costs associated with each of the above items must be included in the proposal.

Terms & Conditions Proposer must comply with all applicable requirements of federal and state civil rights law and rehabilitation statutes.

MHA strongly encourages the participation of Minority, Women and Section 3 Businesses in this and all housing authority projects, programs and services.

Costs incurred by the vendors in preparing or submitting the proposal are the responsibility of the respondent and will not be reimbursed by the Housing Authority.

Neither the resultant contract nor any of the requirements, rights, or privileges demanded by it may be sold, assigned, contracted, or transferred by the Contractor without the express written consent of the Housing Authority.

A Proposer, submitting a Proposal hereby certifies that no officer, agent, or employee of the Housing Authority has a pecuniary interest in this Proposal; that the Proposal is made in good faith without fraud, collusion, or connection of any kind with any other Proposer; the Proposer is competing solely in its own behalf without connection with, or obligation to, any undisclosed person or firm.

Schedule of Activities The following schedule outlines the approximate time frame of the activities that will be followed to assist in the selection of the vendor. The schedule, except for the deadline for receiving proposals, is subject to change. Manchester Housing Authority may also deem some of the activities to be unnecessary and may choose not to conduct some or all of the activities listed below:

MHA Background

It is management’s objective to integrate all Manchester Housing Authority housing compliance, housing operations and financial functions into the new system, thereby minimizing the existence of duplicate systems and eliminating most or all of the stand- alone systems and databases. The system needs to support the needs of the entire enterprise and provide data to support decision-making as Manchester Housing Authority moves to a more efficient operational model.

High priority features of the proposed software solution:

1. Cloud based service that complies with Federal and State Privacy Protection Regulations;

2. Integration with an electronic document management system; 3. Robust reporting that is able to support hundreds of highly customized

reports/letters with integrated database fields, filtering, bar codes and tracking. The conversion/import of these should be included in the proposal;

4. Web based access to account self-service for our customers (i.e. landlords, tenants and prospective tenants);

5. The ability to retain the existing detailed log of tenant/client interactions (1 million + records). The conversion/import of these should be included in the proposal;

6. Ability to add customizable fields for internal HA use. The Manchester Housing Authority housing portfolio currently includes a combination of conventional federal public housing, federal scattered sites, federal elderly & disabled housing, Section 8 Housing Choice Vouchers, State of Connecticut Elderly & Disabled, State of Connecticut Moderate Rental and State of Connecticut Affordable Housing. Such portfolio is subject to change as MHA continues to review its assets and diversifies the housing portfolio. The listing below provides a current description of the units operated, managed, or administered by MHA.

Current Operating Environment

Currently the operation’s core software is run on terminal servers. The central office has a high-speed internet cable connection with 75 MB/SEC. The upload speed is 15 MB/SEC. There is one remote office housing the Maintenance Department and it is connected via point to point radio. Camera systems and access systems are located at various locations and may be viewed from the Central Office. .

Section 2- Proposal Submission Requirements Submission Deadline & Location

Respondents must submit one (1) signed original and five (5) copies of the completed proposal in a sealed envelope or container clearly marked “Software System and Services” by 2:00 p.m. EST on July 10, 2020. All proposals after this time will not be accepted. All information requested must be provided or proposals may be deemed non-responsive. Please submit proposals at the following address:

Respondents may request to have copies of their proposals returned upon final completion of the proposal review at the cost of the respondent. The deadline for submitting such questions is July 3, 2020 at 2:00 p.m. EST. If in the housing authority’s opinion, additional information or interpretation is necessary such information will be supplied in the form of an addendum that will be emailed to all RFP holders, and all Addenda shall have the same binding effect as though contained in the main body of the Request for Proposal. Oral instructions or information concerning the specifications of the project given out by Housing Authority managers, employees, or agents to prospective proposers shall not bind the Housing Authority. All Addenda shall be issued by the Contract Administrator not less than four (4) calendar days prior to the proposal deadline.

Section 3- Method of Evaluation Technical Proposals will be evaluated only on the criteria stated in this RFP in accordance with the Competitive Proposal procurement method. All proposals will be rated on a scale of 0 to 100 points. Vendors must provide a response to each of the Rating Criteria listed in this section: Experience and Support, Software Features, Software & Data Conversion, Reporting Capabilities and Cost Effectiveness. The selection of software will be based on the highest overall score assigned by the software selection committee and will not solely be determined by price alone. The top 3 vendors may be invited to demonstrate the software solution to our software selection committee.

Software Features: 30 Points Features that satisfy the MHA’s wide range of operations/services. Accommodate the agency’s high priority features and modules, ease of use and intuitive design of user interface, strong security and strong data protection, in depth training, data processing speed and automation of workflow/processes.

Experience and Support: 10 Points Demonstrated experience complying with HUD requirements and MHA operational requirements for MHAs of a similar size and complexity. Quality and availability of support services.

Software and Data Conversion: 30 Points Demonstrated ability to convert data from HAB, Inc. system to the new software system. Availability of the conversion time frame and duration of conversion process. Ability to convert all data from existing system. Training and customization support. Reporting Capabilities: 10 Points Demonstrated ability to provide detailed and highly customizable reports/letters/forms with integrated database fields. Letter tracking and bar code support that integrates with software system.

Cost Effectiveness: 20 Points Total cost of ownership for the full software lifecycle including fees for: conversion, training, software licensing, maintenance contracts, updates, contracts, support contracts and conversion related custom programming services, regulatory compliance, associated 3rd

party hardware and software. All information requested must be provided or proposals may be deemed non responsive. The MHA reserves the right to accept or reject any and all submissions and waive any and all technicalities. All costs incurred directly or indirectly in response to this request for submissions shall be the sole responsibility of the proposer and shall be borne by that firm.

All proposals should follow the format provided. Responses will be reviewed for completeness prior to detailed evaluation. A response submitted in a manner that makes evaluation unnecessarily time consuming may be eliminated from further consideration. We are more interested in proposal quality, brevity and clarity. Respondents are required to submit the requested information in the order listed below.

Proposal Format Cover Letter An individual who is authorized to bind the firm contractually must sign the Cover Letter transmitting the RFP and certifying conformance with the contents of this RFP. The vendor must specify how long product and service pricing will be valid (a minimum of 90 days will be required). All firms providing a response should propose the latest computer technology. Respondent shall be required to certify here that the firm is not debarred from federal procurement.

Introduction Provide a brief non-technical overview of the vendor’s business including the range of all products and services offered by the vendor.

Vendor Qualifications & Experience Response to questions concerning vendor credentials specified in Section 4.

System General & Technical Qualifications Response to report writer, system software, hardware specifications and other technical questions as specified in Section 5.

Customer Service, Maintenance & Support Responses to education, implementation, maintenance, documentation and other customer service/support questions as specified in Section 6.

Investment Considerations Detail and summary of fees and costs as specified in Section 7.

References Vendor is required to submit a minimum of three (3) customer references including the following information: Organization name, location, contact person and information, short system description (what installed, when, etc.) General Information & Required Forms

• Proposal Form Selection Process

The MHA will review the submittals received and provide written evaluations to the Contract Administrator. Following the formal evaluations, the Contract Administrator may contact the highest-ranking firms for a formal interview and product demonstration. The interview and demonstration will be scored in accordance with the evaluation criteria detailed within this RFP. The selection committee shall be the sole judge as to the evaluation and ranking of submittals received. The highest-ranking firms will be given an opportunity to provide additional technical information needed to determine the best benefit for the Owner. Upon receipt of best and final offers the selection committee will re- evaluate the firms utilizing the same evaluation criteria.

In the event that the quality of initial proposals received is such that no purpose would be served by conduction negotiations, the MHA may award a contract without discussions. The MHA reserves the right to modify or suspend any and all aspects of the selection process, including, but not limited to this request for proposals, and all or any portion of the selection process in or subsequent to the request; to obtain further information from any respondent; to waive any informalities or defects as to form or content of the request for technical qualifications statements or the selection process; and to accept or reject any or all responses submitted. The Manchester Housing Authority Contracting Officer has sole authority for approval of any final selection. If any form or other information that the MHA requires to be submitted is not included in the response to this request, the firm may be deemed non-responsive and be subsequently disqualified from consideration. Upon receipt of statements of qualifications, submissions will be evaluated and ranked based on the above criteria. References may be contacted for those firms whose submissions are deemed responsive. Section 4 – Vendor Information

2. What is your primary business? Provide a short history of your business, including when it was founded, any major milestone events and a product list.

3. Discuss the factors that differentiate your system from systems offered by other vendors.

4. How many employees does your business have in each functional area (sales, customer support, implementation, R&D, etc.)?

5. Did you design and develop the proposed software or are you marketing the proposed software for another vendor or third party? If marketing, who designed the system and who will provide on-going support?

6. How many housing authority customers do you have in total? Indicate the length of time each housing authority has been on the proposed software system.

7. How many combined public and private housing managers use the proposed product?

8. Please specify the range of seats of your client base. What is your average number of seats?

9. What is the average portfolio size of your housing authority customers?

10. What is the average number of leases managed by your property management/housing authority customers?

15. List the location of your offices. Designate functions at each office (i.e. sales, support, service, etc.)

16. Do you intend to subcontract any part of the work for the proposed system? If yes, specify the percentage of the total contract to be subcontracted and identify the subcontractor organizations. We reserve the right to approve all subcontractor participants. MHA expects you to serve as the primary contact for all issues regarding implementation of the solution. If applicable, do you agree to these terms?

Section 5 - Technical Requirements 1. General

1. Does your system contain or interface with any E-mail systems (please list)? If so, how are they linked to your product?

3. Does the system have import/export capabilities? If so, please explain.

4. Does the system provide flexibility throughout to route inquiry requests directly to the screen, printer, fax, e-mail, file, etc.?

5. Does the system provide for any connectivity/access to the Internet? If so, please describe. Also provide details on how the system is safeguarded from any potential problems from the Internet.

6. Does the system provide complete “Drill-Down” capability on-screen (summary level to transaction level) in all areas of the application?

7. Does your system support EDI (Electronic Data Interchange)? If so, please describe.

8. Are any third-party software packages suggested and/or required with this solution (i.e., human resources, leasing, EDI, etc.)? If so, please list and describe.

2. Hardware/Network 1. If the software solution is on premise server/software then provide technical

specifications on the preferred hardware configuration including all components (i.e. CPU, disk, memory, workstation, peripherals, etc.).

3. System Software 1. Provide information on the recommended client operating system.

2. Describe other operating systems/environments that your system supports. Please provide any performance benchmarks.

3. Does the same functionality exist across all supported platforms?

4. Provide information regarding the recommended programming language and relational database management system. Please indicate if the purchase of the database is outside the scope of your proposal.

5. Describe other database management systems that your system supports.

6. Does your software employ a web based graphical user interface (GUI)? If so, please describe. Additionally, how long has your product contained a graphical user interface?

7. System must include capability to attach electronic files such as digital images and electronic documents directly to specific entities (i.e. applicant, landlord, unit, etc.) without using a separate application.

8. Ability to automatically identify and warn user of similar entity names, aliases, tax ID, voucher numbers, etc.

9. Does your system offer automatic notifications?

10. How will our agency have a voice in future development of the product?

5. Does your report writer have the capability to export reports to Excel spreadsheets, MSWord or desktop publishing packages? Describe in detail how this is accomplished.

6. Does the system include SEMAP indicators reporting and sampling?

8. Do you have a VMS report?

9. Please describe how your system will allow end users to change built in standard reports.

10. Does your system provide the FDS REAC report?

5. History Maintenance 1. What amount of data (maximum number of years) may be kept online

(not considering system storage limitations)?

2. Describe how your system maintains and stores historical data.

3. Can users view data for a particular point in time online?

4. Is an archive facility provided to purge history to Optical Storage, or other media? If so, please describe.

5. Does your system provide a facility to restore archived history to production files?

6. Does your system have a built in backup and restore procedure for production processing?

2. Describe the levels of security offered by your system.

3. Does it integrate with Microsoft Windows Active Directory and support a single sign on for users?

4. Do you ever charge extra for telephone support if the report

problem is a customer/user problem and not a software problem? 5. Do you provide an electronic Bulletin Board service or Internet site with

FAQs? 6. Is there a formal User Group for your products? Describe the relationship

between the User Group and your organization: times they meet, etc. Are there user conferences or training events? Describe.

7. Do you offer consulting services to assist a business in defining, designing and implementing custom enhancements to your system? Are the consultants your own employees or do you recommend third parties? How many consultants are available in Connecticut?

8. How often is your software updated? When is the next scheduled update? 9. Describe your business' policy on modifications that might be made to

your system by a customer after initial installation. What impact would such customer modifications have on your system's warranty? On future releases?

2. Customer Education 1. Describe the training/education options available to your customers. 2. Can training be provided on-site or at a location of our choice? 3. Describe any online tutorials available with your system. 4. Describe your "Train the Trainer" program, if applicable. 5. Are course materials provided for each training class? 6. Describe the specific training classes available for your system. Include the

length of the class, suggested attendees, description of class content, etc. 7. Do you have a training data base?

3. System Installation/Implementation 1. Provide a "high level" implementation plan for your proposed solution so

that we may estimate the time requirements of conversion. 2. Discuss the installation support that you will provide, the geographic location

of staff servicing this account and the costs. 3. Discuss the technical and non-technical resources that you believe

should be represented on our project team. 4. How soon can you deliver the system after contract execution? 5. Describe the data conversion assistance you can provide during the

implementation from the current system. 6. Do you provide sample data with which to conduct system installation

verification testing? Describe the testing process.

7. Describe the tools that are provided with the system to support user

customization efforts. 8. Describe your ability and willingness to customize proposed system. 9. What level of support do you provide for the conversion from our current

systems to the new one? 10. Does the same functionality exist across all supported platforms? 11. Provide information regarding the recommended programming

language and relational database management system. Please indicate if the purchase of the database is outside the scope of your proposal.

12. Describe other database management systems that your system supports.

4. System Maintenance Service 1. Is system maintenance included in the license fee for the software? 2. Describe your release schedule for maintenance updates; enhancement

updates; tax/legislative updates. How long does it take to implement new changes in HUD statutes and regulations into your software? Do you have a warranty specifying timelines?

3. Must customers request an update release or are they sent automatically? 4. Describe how you determine the content of maintenance enhancement

releases. 5. Describe how your customers influence and contribute to the

content of the enhancement updates. 6. How many prior releases are supported? 7. Describe the contents of your system maintenance/update releases for the

previous twelve (12) months and the date each was released. 8. If a product is discontinued or your company is sold, do you have any

minimum guarantees for continued product support?

5. Documentation and Online Help 1. Describe the documentation available for your system. How many copies are

provided? Are any additional copies available? At what cost? May we reproduce the documentation for our own internal use?

2. Will you provide system documentation for our review?

3. Is the documentation available online?

4. Are all applicable documentation updates associated with an enhancement or maintenance release provided at no additional charge?

Section 7 – Investment & Considerations List in detail and summary the costs of obtaining and utilizing the system(s) described in your proposal. Please include initial costs as well as ongoing costs over the next three years for each of the following items:

• Application software license fee by module;

• System software license fee for operating system, database, application development tools, etc.;

• Report writer license fee;

• Training costs;

• Data conversion costs;

• Custom modification costs;

• Other implementation assistance costs (i.e. travel);

• Miscellaneous other costs;

• Annual maintenance fees;

• Description of what is included in the license fee and the cost of adding concurrent users;

• Provide a schedule of fees charged for programming, consulting and other services;

• Describe, in lay terms, the warranty policy of the proposed system;

• Provide information on the cost of upgrades;

• Provide a sample copy of your license agreement;

• Describe your insurance bonding; and

• Describe your policy on multiple site licensing discounts.

Certificate of Insurance The Manchester Housing Authority requires all successful bidders to provide verification of insurance prior to beginning work. Any subcontractors must also provide verification to the General Contractor and the Owner prior to beginning work. All insurance shall be carried with companies that are financially responsible and admitted to do business in the state in which the project is located. If any such insurance is due to expire during the construction period, the Contractor shall not allow coverage to lapse and shall furnish evidence of coverage to the Contracting Officer.

The minimum amount required for the General Contractor shall be Comprehensive General Liability coverage of $1,000,000 per occurrence. The Automobile Liability Coverage shall cover owned, non-owned, and hired motor vehicles for a combined single limit for bodily injury of not less than $1,000,000 per occurrence. Firms must also provide verification of Workers Compensation and Employer’s Liability in minimum amounts required by state law.

All certificates of insurance shall provide that no coverage may be canceled or non- renewed by the insurance company without 30 days prior written notice to the Manchester Housing Authority. The cancellation statement shall only read as follows:

“Should any of the above described policies be canceled before the expiration

date thereof, the issuing company will mail thirty (30) days written notice to the certificate holder named to the left.” Manchester Housing Authority as an additionally named insured to the Contractor’s Comprehensive General Liability and Automobile Liability coverage. Waivers of subrogation are not permissible.

Under description of operations/locations the certificate should reference the project where the work is taking place. The certificate holder will be the Manchester Housing Authority. Proof of insurance is due prior to contract award.
