WELCOME TO THE 2016SOCORRO COUNTY FAIR AND RODEO

Labor Day WeekendWednesday, August 31, through Sunday,

September 4

Planning is underway for the 2016 Socorro County Fair and Ro-deo. This preview is an invitation and opportunity for you to have fun and to participate in friendly competition. It is designed to be helpful and to motivate you to become involved in the fair either as a participant or a spectator.

Included in this book is the information needed • to enter the Open Division, • to participate in the parade or other contests,• to be an exhibitor or a vendor in Kelly Hall, • to be a concessionaire on the fairgrounds,• to ride in the rodeo,• to volunteer to help with the fair.

The fair highlights the many accomplishments of our youth through the 4-H/FFA Livestock Show and 4-H indoor projects exhibited in Zimmerman Hall. It also highlights the accomplish-ments of others in the Open Division.

The Socorro County Fair and Rodeo Association welcomes anyone with an interest in the fairgrounds as a member of the as-sociation. A year’s membership is $2. Contact any board member if you wish to join the association.

The fairground property is leased from the City of Socorro and the association owns the buildings. For more than 60 years, the association has made improvements to the grounds through loans and volunteer help of the membership and others.

A volunteer board of directors governs the association. The Board of Directors maintain the grounds, pays utility bills, hires a caretaker and oversees the rules of the Socorro County Fair. Apart from the county fair, the board raises money through fundraisers and the fees charged for use of the buildings. The association has one annual meeting per year and the Board of Directors meet eleven times during the year.

The fairgrounds are available for anyone to use for special events, receptions, meetings, parties and the like for a nominal fee. A deposit is required and for certain events proof of insurance must be provided to the board of directors. Alcohol is not allowed on the premises or in the buildings without a liquor license. For any questions concerning the use of the fairgrounds please call 575- 835-1256.

The county fair is held annually at the fairgrounds over the Labor Day weekend. A sanctioned New Mexico Rodeo Association event is a two-night rodeo during the fair. The association charges for entry to the rodeo and the proceeds are shared with the rodeo to pay for the stock brought for the rodeo. The Junior Livestock Show and Sale is also held during the fair. This is an event handled by the live-stock committee. All proceeds from the sale are for the 4-H/FFA youth selling their animals.

GENERAL FAIR RULES AND REGULATIONS

The Socorro County Fair is open to the world. Anyone may enter any department with the exception of the 4-H and FFA departments that are limited to members of a Socorro County 4-H club and/or are enrolled in a high school FFA program in Socorro County. The annual fair and rodeo is held Labor Day weekend. It is governed by the board of the Socorro County Fair and Rodeo Association which reserves the final and abso-lute right to interpret the rules and regulations of the fair and rodeo, and arbitrarily settles and determines all matters, ques-tions and differences in regard to or connected with the Fair. In a case where no rule appears to cover a situation, the board reserves the right to make a rule and define its application for such a situation. Any person who violates any of the following or special rules will forfeit all privileges and premiums and may be subject to such penalty as the governing board may order. Any disagreements or complaints occurring during the Fair must be presented in writing to the department superin-tendent or a fair director before the fair board will consider the complaint. After careful consideration of the complaint, the decision of the fair board will be final.

Exhibits entered into the fair may be items for display, compe-tition or livestock animals. Any unlisted item may be entered at the discretion of the superintendent. Exhibits may be reclassified at the discretion of the superintendent. An exhibit unworthy of an award will not receive one even though there is no competition, nor will any exhibit receive an award greater than its merits justify. All judges will be informed of this rule and asked to comply with it. The decision of the judges will be final. Diseased, maimed or soiled products or animals will not be allowed. No entries will be legal until approved by the respective superintendents or their representatives. Adver-tising or selling from space provided for competitive displays is prohibited. Items previously judged cannot be re-judged. They can be display exhibits only.

The board will use every precaution for the safekeeping of exhibits. The Socorro County Fair will use diligence to ensure the safety of livestock or articles entered for exhibit after their arrival and placement, but under no circumstances will it be responsible for any loss, injury, or damage done to any article on exhibit.

Any exhibitor who in any way, whether in person or by agents, interferes with Fair officials, or shows disrespect to them is subject to penalty as the Socorro County Fair & Rodeo Associ-ation deems necessary. It is up to the Fair official being ha-rassed to make the official complaint to the Board. The Socorro County Fair & Rodeo Association Board may withhold from such exhibitor all premiums, which have been awarded and/or expel him/her from further exhibiting at the Socorro County Fair.

5. Exhibitors will be responsible for booth and contents at all times. The Socorro County Fair & Rodeo Association is not liable for loss or damage.

6. Booth Space will be 10’ X 10’. Half spaces will be available upon request. Spaces will be marked and numbered.

7. Booths will be rented for $75.00 each, $50.00 each for half spaces. Limit 2 spaces.

8. Payment in full for space(s) is required when contract is submitted.

9. Skirting or enclosing the booth space is the responsibility of the person or organization renting the space(s). Exhibitors must furnish their own tables and chairs.

10. Exhibitors will be responsible to police and maintain around their booth. The maintenance crew will sweep the building once a day.

11. Selling of products is authorized. Drawings are permitted.

Non-Profit organizations will be allowed to sell raffle tickets from their booth in Kelly Hall.

12. Food and beverage may be sold from concession. The food concession must have a current food permit. Permit must be displayed with the concession and a copy submitted with exhibitor contract. No open flames or electric grills will be allowed in Kelly Hall, microwaves permissible.

13. No drugs, alcohol, or sexual related merchandise will be displayed or sold. Final judgment made by Socorro County Fair and Rodeo Association.

Rules and Regulations for Food Concessions and Outdoor Vendors

1. Vendors must be in place and open to the public Thursday, Sept 1, 1:00pm – 8:00pm; Friday and Saturday, Sept 2 – 3, 10:00 am - 8:00 pm. Vendors may be open as long as the gates are open to the public.

Slack is not open until performances are full - therefore every entry must request a performance before slack is requested!!! The NMRA entry system for 2016 will be a computer gener-ated preference draw. No longer will competitors have to call in and push redial for three hours!! All NMRA members and members of co-sanctioning associations that guarantee their entry fees may e-mail or fax entries into the NMRA entry office one week before the entries for the rodeo open. Fax and e-mail entries close one (1) hour prior to phone entries opening.

Ages are as of August 28 of the year the candidate competes.

Any exhibits left after pick up time will be disposed of at the superintendants discretion and all ribbons will be returned to the Fair Board.

All entries in the Open Division shall have been completed since the last Fair. Awards will be honored in the Open Departments as follows: Ribbons will be awarded to six places. Best of show ribbons will be awarded by the judges to the best in each department for each age group. Reserve ribbons may be awarded to the runner up in best of show at the discretion of the judge.

Age groups for the open division (unless otherwise stated) are: 1. Youth - 17 years of age and younger2. Youth may be further divided as 7 and under, 8 through 11, and 12 through 173. Adult - 18 to 62 years of age4. Senior - over the age of 625. Handicapped, any age (at the discretion of the super-intendant)

The Committee has the right to inform exhibitor that an exhib-it does not conform to the schedule and may not be entered in the competition unless changed to meet the requirements. No horticulture entries in pots over 10 inches will be accepted. An exhibitor may enter as many classes as desired, but only one entry per class. All classes may be divided as to kind, variety and/or color as entries warrant. An award of Merit may be awarded in the Horticulture Divi-sion- Class I Roses, Class V Marigold, Class VIII Zinnia, Class XV Potted plants. An Award of Excellence may be awarded in the Horticulture Division. The Creativity Award will be award-ed in the Artistic Division. All entries in the Artistic Division must be the work of the exhibitor. Some plant materials must be in all Artistic classes. Fresh and/or dried plant material may be used. No artificial plant material may be used. Weathered wood is dried plant material. Accessories may be used.

OPEN DIVISION- SMALL STOCK

Exhibitor RequirementsThe exhibitor must be a resident of Socorro County at least two weeks prior to the County Fair.The exhibited animal must be owned and in the exhibitor’s care no later than August 1.All exhibitors must be present at the scheduled show times.

Entry RequirementsEntries will be accepted on a first-come, first-serve basis. Space may limit the number of entries permitted.All animals must be entered upon arrival at the Small Live-stock Barn on Thursday, September 3, 2015, 8:00 – 10:00am. No late entries accepted.$5.00 cleaning fee per pen (cash only) on Rabbits and Poultry, not to exceed $25.00. This fee will be refunded on Sunday, September 6, when animals are released.

Awards and GuidelinesBest of Show awards will be given to the exhibitors showing the highest scoring Fancy Poultry and Fancy Rabbit entries.

Best of Show winners will be selected only if the judge rules that the entries merit awards.

Judges will give reasons for placing at the time of judging. Judges’ decisions are final and are not subject to appeal.

Open Best of Show Fancy Poultry and Fancy Rabbit winners will each receive a trophy.

Open Show entries are not eligible for the Junior Livestock Sale.

General Rules Fancy Poultry

• Any breed, sex, or age bird is eligible.• Each bird must have been owned or in the exhibitor’s care no later than August 1.

• There must be at least one class of poultry exhibited for the trophy to be awarded. Six entries constitute a class.

Fancy Rabbit • Any breed, sex, or age rabbit is eligible.• Each rabbit must have been owned or in the exhibi-tor’s care no later than August 1.• One class of rabbits is required for the trophy to be awarded. Six rabbits constitute a class.
