Policy Approval• Approval of the component authority to

conduct a common survey of BPL in rural and urban areas in which the questions on Religion and Caste will also be canvassed has been obtained.

• The Census is to be taken up from June 2011 and completed in a phased manner by December, 2011.

Organization of Training• Training of National Trainer at NIRD, Hyderabad. • Identification of National Trainer/Trainee in respect of 4

States/UTs namely Tripura, Chandigarh, Daman & Diu, Dadra & Nagar Haveli and Puducherry will begin shortly.

• Training of State level Trainers – Alternative (i) Training in NIRD, Hyderabad (ii) Training in the respective States Headquarter.

• Selection of Master Trainers from States.• Training of Master Trainers at State Head Quarters.

Training of Enumerators and Supervisors in the States

• Selection of Enumerators and Supervisors.• Printing of Training Materials in States.• Issue of appointment letters to Enumerators.• Training of Data Entry Operators.• Training of Enumerators.• Joint training with Data Entry Operators

provided by BEL.

Administrative Set-up• Secretary, of the Rural/Urban Development Ministries of

the State Government would be in charge in each State.• The Collectors/DMs would be in charge in their respective

jurisdictions• Services of Tehsildars/BDO at the sub-district level and

the revenue/development machinery below them would be requisitioned.

• Enumerators would be appointed at the local level.• Enumerators would be selected by the State Governments

from Patwaries, Panchayat Secretaries, Asha Workers, municipal workers and postal workers etc.

• Necessary orders to give effect to the above to be issued.

Hand Held Devices

• The database created during the National Population Register (NPR) would be utilized. This would be loaded on to hand held devices.

• The necessary hardware/software is being procured by the Ministry of Rural Development through the Public Sector Undertaking M/s Bharat Electronics Limited (BEL).

Field activities

• The Collectors will be in charge of field activities.• Supervision of the field level activities would be

done by the district level/municipal officials.• The Directorate of Census Operations in each

State/UT would also deploy available staff to the districts for supervision and coordination.

Workshop for State Officials

• Training of Commissioners, Collectors and Senior Officials.

• Training of Tehsildars, BDOs, PEOs etc.• Training of Mukhiyas, Sarpanches and Ward

Members• Circulation of the training material

Coordination at the Central Government level

• A Committee consisting of the following would be constituted for coordination and monitoring.- Secretary, Ministry of Home Affairs.- Secretary, Ministry of Rural Development- Secretary, Ministry of Housing & Urban Poverty Alleviation (HUPA)- Registrar General, India

• Coordination committee may also be setup at State and District level with Secretary (RD) and District Collector designated as the chief coordinator respectively.

• Provide Hand Held Devices

• Engagement of Data Entry Operators

• Training of Data Entry Operators

• BEL will nominate a Senior Officer as a Nodal Officer to coordinate with each States to supervise the Census operation.
