1.EFA Action Plan is commitment of Government to Dakar EFA framework

2.EFA Action Plan is developed with support of UNESCO-CIDA-WB

3.EFA Action Plan is prepared using participatory approach from November 2001 to May 2003

4.EFA Action Plan has approved by PM in July 2003

5.EFA Action Plan has been praised by international community and national institutions

The importance of National EFA Action Plan

To provide orientation and a coherent framework for attaining Government education renovation/reform & development goals & targets over the medium and long term, until 2015

Vietnam made the official commitment at Dakar in 2000 to prepare a national EFA Plan up to 2015 and requested donor’s assistance for the preparation of the EFA plan (at CG meeting in 2000)

Government expects commitment of donors to use the EFA Plan as reference framework for their future support to education

The content of National EFA Action Plan

The national Education for All (EFA) Action Plan is a road map for the development of four essential components of the education system during 2003-2015 comprising 4 target groups:

1.Early childhood care & pre-school education2.Primary education3.Lower secondary education; and4.Non-formal education
