Executive Summary

This project is categorized as category "B" for the involuntary resettlement and category "C" for

impacts on the indigenous people. The Central Environment Authority has granted their

approval for the Initial Environmental Examination (lEE) of the project. Hence it can be

concluded this project has less social and environmental impact. The project complies with the

concerned laws and regulations of the country.

All Divisional Secretaries were also informed of all the social issues and mitigation measures to

be adopted and currently various complaints and issues raised by the public are inquired to

address them and find solutions for the satisfaction of every stake holder.

Project implementation has been commenced in 2015. An amendment to the contract of Lot A

has been signed on June 12, 2017, as per the scope revision initiated by CEB and the new

completion date of Lot A as per the contract amendment is April 11, 2019. Two time extensions

have been granted for Lot B contract as per the contractor's request considering the delays due

to adverse weather, material shortage, excessive amount of rock encountering, access restriction

issues etc. Accordingly the new completion date of Lot B is October 31, 2018.

1.0 Introduction

1.1 Brief Description of the Project

Electricity consumers in the Mannar District is provided with electricity at 230V (single

phase) and 400V (three phase) using long distance 33,000V distribution lines and

33,000/400V primary substations. Due to this reason, the electricity supply reliability and

the parameters of the supply (mainly the required voltage) are hampered substantially for

many years. The necessity of addressing this aspect was finally becomes a reality now.

Ministry of Power & Energy and the Ministry of Finance & Planning, successfully

negotiated a loan from Asian Development Bank to construct the much awaited

132,000/33,000V grid substation in Mannar and also to construct a 125km long

220,000V transmission lines from Anuradhapura via Vavuniya to Mannar by connecting

Mannar too with the national power transmission grid.

The second most important objective in the construction of 55km long transmission line

from Anuradhapura to Vavuniya is the replacement of already available 132,000V

transmission line which is more than forty (40) years old. This transmission line is the

major and only back bone line that carries bulk electricity energy from the central part of

the country to north. The new transmission line is constructed in 220,000V capacity for

catering the future requirements in the North and Mannar enabling the transfer of more

energy for the development activities and new settlements.

Government of Sri Lanka strongly believes the need of changing the fossil fuel

dependency on electricity generation, mainly due to two factors. One factor is the ever

increasing cost of fossil fuels, draining of hard earned foreign reserves & scarcity of

fossil fuels expected to be seriously felt in next few decades to come. The other most

important factor is the necessity of reducing the pollution of the earth atmosphere by

decreasing fossil fuel burning for power generation, and addressing the needs with

harnessing more and more clean energy resources. Mannar District is also identified as a

potential wind energy resource region. Hence it is proposed by National Electricity

Generation Planners that around 350 MW of wind energy plants shall be developed in the

Mannar District and that energy shall be evacuated to the National Power Grid 220,000V

Electricity transmission system. The transmission line constructed under this project shall

be utilized for that purpose as well.

1.2 Brief Description of the Contract package

Asian Development Bank provides financing of US $ 29.98 million for the Clean Energy

and Network Efficiency Improvement Project - Package 1 (Mannar Transmission

Infrastructure) under their loan 2893 - SRI (SF).

This package consists of two lots:

5.0 Implementation of Grievance Redress Mechanism, Complaints

Received from Stakeholders and Public Consultation during the

Design and Implementation

The selected line route has been carefully selected with the participation of all

concerned parties [including the Government Agent (GA), Divisional Secretaries &

relevant state organizations] and all the factors such as reserved areas clearance from

the Airport aviation air strip, communal issues etc.

Telephone numbers are available for public to contact the project officials for raising

any complaints, requesting information etc. Moreover public can make their

complaints, views, comments etc. via the official web site of CEB, www.ceb.lk.

People can raise their complaints and grievances through relevant Government

Officials in their areas; Grama Niladhari and Divisional Secretary. They can also

contact PUCSL.

Public were informed well before entering to their properties and all objections

received were handled as per the provisions in the Electricity Act.

Objections hearing meetings with the people who raised objections are completed

within all the divisional secretary areas affected by the project, with the participation

of relevant divisional secretaries. Total number of 115 objections have been received

from the public and all the objections were already resolved with the assistance of

relevant Divisional Secretaries. Accordingly wayleave estimations and compensation

payments are 98% completed. In addition to that paying compensations for the lands

occupied by tower footings is also in progress with the directive of relevant

Divisional Secretaries (Once CEB provide the location and extent of land occupied

by tower footing, then the DS recommends the compensation to be paid considering

ownership and commercial value of the land).

A. Executive Summary

Overall progress as at the end of the 2ndquarter 2018 is 99% for lot A, 93% for lot B and 83.4% for

lot C of the project.

Resettlement screening has been done for both lots of the project and they have been categorized as

“B”.

Impact Indigenous People screening has been done for both lots of the project and they have been

categorized as “C”.

All three lots of the project comply with the concerned laws and regulations of the Country.

Hence it can be concluded that all three lots of the project do not have significant social safeguard

issues. All three lots of the project have been categorized as “B” as they have very less social impacts

based on the screening mentioned above.

The Lot C of the project (4 transmission lines) transvers through 7 divisional secretariat areas and

all divisional secretaries were informed of all the social issues and mitigation measures adopted

during the pre-construction and construction stages of the project. Public consultations were carried

out during the planning and design stage and public issues are being addressed during the

implementation to ensure that any of stakeholders is not affected adversely on implementation of

the project. All Divisional Secretaries were also informed of the social issues and solutions to be

adopted.

GRM of the project is developed and got cleared by ADB.

Construction works of Kegalle Grid Substation has already been completed. Profile surveying, tower

spotting and soil investigation along the transmission line routes are completed and foundation,

tower erection and stringing works are in progress for Thulhiriya – Kegalle. Tower erection works

and foundation works are in progress for Athurugiriya-Padukka line. Polptiya – New Polpitiya line

was completed and energized, retaining walls under construction. Athurugiriya-Kolonnawa line

works on hold since the line was not released by the System Control Centre of CEB.

At present 68 complaints and issues raised by the public are inquired and solutions were given for

the satisfaction of every stake holder. There are 22 objections raised by the public are remaining to

provide solutions. Construction works are affected in one span of Kegalle-Thulhiriya line in

Devalegama area due to court proceedings, acquisition in progress of this particular land.Another

tower location couldn’t release for constructionin Athurugiriya-Padukka line due to landowner

objection, hence acquisition is in progress.

B. Brief Description of the Project

Clean Energy & Network Efficiency Improvement Project is funded by ADB loan No. 2892-

SRI.The loan agreement was signed on 8th May 2013 and the loan became effective on 30th

September 2013.The loan closing date was 30th June 2017 and the loan is extended up to 30th June

2019. Total amount of the loan is 100 Million US$.

Sri Lankan power sector struggles to meet demand growth for electricity at sufficient low cost and

acceptable reliable levels. The share of thermal energy in the power generation mix has increased

from 6% in 1995 to 54% in 2011.

Demand growth has been generally met by expensive oil fired thermal generation that is not the

solution to the country’s energy security and environment protection in long term. Diversification

of generation mix including from renewable energy sources and improvement of network efficiency

can help to address this issue. To enable future planned power supply increases, meet growing

demand in the regions and integrate renewable energy sources in to the grid, it is required to

strengthen the transmission network.

Consequently, the Ceylon Electricity Board had decided to establish a new 220kV transmission

connection between Laxapana complex and the main load center of the country. Presently hydro and

mini-hydro power generated in and around Laxapana complex is transmitted to the main load center

by using approximately 50 years old 132kV transmission lines.

The Government of Sri Lanka (GOSL) and Asian Development Bank (ADB) signed an agreement for ordinary operations loan for the Clean Energy & Network Efficiency Improvement Project.

C. Brief Description of the Contract Package

Package 2 of the Project consists three Lots. Descriptions of each lot are as follows.

Objective:

Lot A: Construction of 132kV/33kV, 2 x 31.5 MVA Kegalle Grid Substation and

Augmentation of Thulhiriya GS:

This lot will meet the load growth demand in Kegalle, Mawanella, Polgahawela

and Rambukkana areas and thereby relieve loading of Thulhiriya and

Kiribathkumbura Grid Substations. Kegalle GS will also improve the voltage

profile of 33 kV distribution systems and reduce distribution losses thus improving

the quality of supply in and around Kegalle, Mawanella, Polgahawela and

Rambukkana areas. This new GS will connect to the national grid.

Lot B: Installation of Breaker Switched capacitor banks at 7 Substations:

Most major loads in and around Colombo and Gampaha are fed from Biyagama,

Sapugaskanda, Kolannawa GSs. Proposed installation of capacitors will improve

the voltage profile of the 33 kV distribution systems and thereby improve the

quality of supply in the areas. Since reactive power requirement is supplied at the

load center, it contributes to the reduction of system losses.

Lot C: Construction of 132 kV 22.5 km, double circuit (Zebra) Thulhiriya to Kegalle

transmission line. :

This line is used to supply 132kV power supply to New Kegalle GS.

Construction of132kV twin Zebra double circuit line from Polpitiya to New

Polpitiya & from Padukka to Athurugiriya and Rebuilding of existing 132kV Lynx

double circuit line with GTACSR/ZTACIR double circuit from Athurugiriya to

Kolonnawa:

Hydropower from Laxapana complex would be evacuated through the new 220 kV

line to proposed Padukka GS then to existing Kolonnawa switching station via

existing Athurugiriya GS and to existing Pannipitiya GS via new 220 kV line. Load

centers presently served by Athurugiriya GS and the Kolonnawa switching station

would now have to be served from Kelanitissa thermal power plants. 132 kV

Kolonnawa Switching Station serves major loads in Colombo area. The New

Polpitiya – Pannipitiya 220 kV transmission line passes through Padukka. A 132 kV

double circuit twin zebra line is proposed from the proposed Padukka GS to existing

Kolonnawa switching station via existing Athurugiriya GS to transmit power

generated at Laxapana hydropower complex to Kolonnawa Switching Station.

F. Implementation of Grievance Redress Mechanism and Complaints Received from

Stakeholders

The selected line routes has been carefully selected with the participation of all concerned parties

[including the Government Agent (GA), Divisional Secretaries & relevant state organizations. All

the factors such as reserved areas clearance from the existing lines, National Building Research

Organization (NBRO), communal issues etc. were addressed during the design stage.

A project description board is displayed in the Kegalle GS premises. Telephone numbers are

available for public to contact the project officials for raising any complaints, requesting information

etc. Moreover public can make their complaints, views, comments etc. via the official web site of

CEB, www.ceb.lk.

People can raise their complaints and grievances through relevant Government Officials in their areas

(Grama Niladhari and Divisional Secretary). They can also contact PUCSL. Further, The Central

Environment Authority (CEA) has appointed a Monitoring Committee consisting of relevant

agencies for the purpose of overseeing social and environmental issues and mitigatory measures. The

Monitoring Committee has visited sites, look into the various complaints and issues rose by the public

and forwarded their recommendations.

Presently objections hearing meetings with objected people are almost completed within all the

divisional secretary areas affected by the project, with the participation of relevant divisional

secretaries.

The land for the Construction of Kegalle Grid Sub Station was acquired by Divisional Secretary and

handed over to CEB in March 2015. Divisional Secretary informed that the Valuation was expecting

from the Department of Valuation. Mean time DS is expecting the Attorney General instruction to

divide the compensation as per the landowner’s agreement without initiation of court proceedings.

Once the above decisions are received DS is planning to make the compensation.

There is only one court case hearing relating to one span of Kegalle-Thulhiriya line. Now land owner

informally agreed to settlement accepting the Compensation estimated by Galigamuwa DS. The

formal terms of the settlement need to be agreed in Court of Appeal on next hearing Date 28th

September 2018. Further one land owner is objecting to the valuation given by DS –Kaduwlea for

foundation location and CEB initiate the land acquisition for the particular tower location.

Wayleave estimations and compensation payments are in progress. The Compensation for

Devaluation of the land20% completed and estimation 70% completed.

A. Executive Summary

Project Scope of Package 4 is completed at the end of June.

Both Lots comply with the Laws & Regulations of the Country. Resettlement Screening was done for

both Lots and categorized as “B”. Impacts on the Indigenous People screening done and categorized

as “C”. Hence it can be concluded that both Lots of the Package 4 of CENEIP do not have significant

Social Safeguard Issues.

The 33kV Lines in both Lots traverse through 16 Divisional Secretary Areas and all Divisional

Secretaries were informed of all the Social Issues and Mitigation Measures adopted during the Pre-

Construction & Construction Stages of the Project.

Public consultations were carried out during Planning & Design Stages and Public Issues are being

addressed during implementation to ensure that any of the Stakeholders are not affected adversely on

the Project Implementation and to minimize the avoidable effects. At present, all the complaints &

issues raised by the Public are inquired and solutions were given for the satisfaction of every

Stakeholder.

B. Brief Description of the Project

Clean Energy & Network Efficiency Improvement Project is funded by ADB Loan No. 2892-SRI

with a Loan Amount of 100 Million US$. The Loan Agreement was signed between the Government

of Sri Lanka (GOSL) & Asian Development Bank (ADB) on 8th May 2013 and the Loan became

effective on 30th September 2013. The original Loan Closing Date was 30th June 2017 and was

extended up to 30th June 2019. The Project is divided into 6 Packages of which, 4 Packages are being

implemented by Ceylon Electricity Board.

D. Compliance to Social Safeguard Covenants from the ADB Loan Agreement

The Borrower, MOPE, CEB and SEA shall make available all Counterpart Funds

required for the timely and effective implementation of the Project including

(a) any funds required to make Land or Roof Top Spaces available for the Project;

(b) to mitigate unforeseen Environmental, Resettlement or Social Impacts;

(c) to meet any additional costs arising from Design Changes, Price Escalations or

other Unforeseen Circumstances.

Design, Construction, Implementation, Operation & Decommissioning of the Project,

each Subproject and all Project facilities comply with

(a) all applicable Laws & Regulations of the Borrower relating to Environment,

Health & Safety and for the Environmental Safeguards;

(b) all measures and requirements set forth in the respective lEE and EMP, and any

corrective or preventative actions set forth in a Safeguards Monitoring Report.

The Borrower shall ensure, or cause CEB & SEA to ensure, that all Land & all Rights

of way required for the Project, each Sub Project and all Project facilities are made

available to the Contracts for Works in accordance with the Schedule agreed under

the related Works Contract and all Land Acquisition & Resettlement Activities are

implemented in compliance with

(a) all applicable Laws and Regulations of the Borrower relating to Land Acquisition

and involuntary re-settlements;

(b) the Involuntary Resettlement Safeguards;

(c) all measurements and requirements set forth in the RP, and any corrective or

preventive actions set forth in Safeguard Monitoring Report.

The Borrower shall ensure, or cause CEB & SEA to ensure, that all Bidding

Documents and Contracts for Works contain provisions that require Contractors to:

(a) comply with the measures relevant to the Contractor setforth in the IEE, the

EMP & the RP (to the extent they concern impacts on affected people

during construction), and any corrective or preventative actions setforth in a

Safeguards Monitoring Report;

(b) make available a budget for all such Environmental & Social measures;

(c) provide CEB & SEA with a written notice of any unanticipated Environmental,

Resettlement or Indigenous Peoples Risks or impacts that arise during

Construction, Implementation or Operation of the Project that were not considered

in the IEE, the EMP or the RP.

E. Implementation of Grievance Redress Mechanism and Complaints Received from

Stakeholders

The Line Routes were carefully selected with the participation of all concerned parties including

Divisional Secretaries, Government Officials & other relevant State Organizations. Factors such as

Forest & other Reservations, clearance to be maintained from existing Power & Telecommunication

Lines, Highways & Public Access Routes etc. were addressed during the Design Stage.

Public were informed before entering to their properties and all objections received were handled as

per the provisions in the Electricity Act. Contact Numbers of the Project Office and Project Officials

are available for the Public for raising any Inquires, Complaints, Information etc. Moreover, Public

can make their Complaints, Views, Comments etc. via the Official Web Site of CEB, www.ceb.lk.

Public complaints & grievances sent through relevant Government Officials (Grama Niladhari,

Agricultural Organizations & Divisional Secretary) and PUCSL were also considered. At the moment,

paying of Compensation is in progress.
