I. INTRODUCTION
1. Context and project information
1. The Socialist Republic of Viet Nam has received a loan from the Asian Development Bank (ADB) towards
the cost of the Power Transmission Investment Program, Tranche 3. Part of the proceeds of the loan will be
applied for the construction of 9 sub-projects, two of them are 500 kV Chon Thanh substation and 220kV Binh
Long – Tay Ninh transmission line. The National Power Transmission Corporation (EVNNPT) is the executing
agency. Central Vietnam Power Projects Management Board (CPMB) is the implementing agency for the two
sub-projects 500kV Chon Thanh substation and 220kV Binh Long – Tay Ninh transmission line and Southern
Vietnam Power Projects Management Board (SPMB) is the implementing agency for the remaining sub-projects.
The Resettlement Planning documents were prepared during FS stage, and then they were disclosed to ADB
website in 2015.
2. During the FS stage, the resettlement planning documents prepared in June 2015. The Drafted
Resettlement Plan (RPs) and Resettlement and Ethnic Minority Development Plans (REMDPs) have been
prepared for each of the subprojects, these documents are presented on the ADB’s Website. This Resettlement
and Ethnic Minority Development Plan (REMDP) has been prepared for the Binh Phuoc Province segment and
the Tay Ninh Province segment of the 220 kV Binh Long- Tay Ninh TL and Resettlement Plan for Chon Thanh
Station. These documents provided the data on Scope of Resettlement Impacts and Socio-economic Information
on the AHs, Information Disclosure and Consultation and Participation, Grievance Redress Mechanism, Legal
Framework, Entitlement, Assistance and Benefits, Resettlement Budget and Financing Plan, Institutional
Arrangement, Implementation Schedule. In Oct 2018, the uREMDPs for both Binh Phuoc and Tay Ninh province
have been endorsed by ADB, While the updated version of Chon Thanh uRP was prepared and approved by
ADB in September 2019. They are presented on the ADB’s Website
3. The subproject 220 kV Binh Long- Tay Ninh TL started at the 220 kV bus-bar of the existing 220 kV Binh
Long SS and will terminate at the 220 kV bus-bar of the existing 220 kV Tay Ninh SS, traversing Loc Ninh District,
Hon Quan District and Binh Long Township in Binh Phuoc Province; and Tan Chau District, Duong Minh Chau
District and Tay Ninh City in Tay Ninh Province. The total length of the 220 kV Binh Long- Tay Ninh TL is 72.6
km, of which 20 km is in Binh Phuoc, while 52.6 km is in Tay Ninh Province. Table 2 below shows the communes

4. The 500 kV Chon Thanh SS include an 8.5 km 220 kV TL that will link the new SS with the existing 220kV
Tan Dinh – Binh Long TL, and 1.08 km 500 kV TL that will link the new SS with the 500kV Pleiku – My Phuoc –
Cau Bong TL. The subproject and its 2 connection TLs will affect 2 communes in Chon Thanh District, Binh
Phuoc Province.
5. By 30th September 2019, the implementation of Binh Phuoc uREMDP and Tay Ninh uREMDP was
completed. All compensation packages were completed. All AHs received their compensation and assistance.
The Chon Thanh uRP was submitted and received no objection of ADB on the date 26th Sep 2019.
6. As summarized in Table 3, the activities were done in 3rd Quarter report of the year 2019 from 1st July
2019 to 30th September 2019 related to project stakeholders are Land Fund Development Centers (LFDCs)/
District Compensation, Assistance and Resettlement Board (DCARBs), and Central Vietnam Power Project
Management Board (CPPMB) with a support of Project Implementation Consultant (PIC).
2. Quarterly monitoring
7. The CPPMB has established systems for internal and external monitoring and evaluation. The main
purpose of the monitoring and evaluation programme is to ensure that resettlement and acquisition of land and
properties has been implemented in accordance with the policies and procedures of the RPs/REMDPs. For AHs
have been able to restore a standard of living equal to, if not better than, that which they had before the
subproject.
8. The objectives of the monitoring and evaluation programme are to (i) ensure that the standard of living of
AHs is restored or improved; (ii) monitor whether the time lines are being met; (iii) assess if compensation,

rehabilitation measures and social development support programmes are sufficient; (iv) identify problems or
potential problems; and (v) identify methods of responding immediately to mitigate problems.
9. The CPPMB conducted the internal monitoring of RPs/REMPs implementation to identify as early as
possible the activities achieved and the cause(s) of problems encountered so that arrangements in RP
implementation can be adjusted. Results of the internal monitoring are to be reported quarterly to NPT and ADB.
The semi-annual report is also prepared to summarize all activities relevant to the implementation of RPs/REMPs
done during six months.
10. This quarterly monitoring report is prepared in compliance with the ADB requirements. The report
incorporated monitoring results with the field works were conducted from 22th – 29th September 2019 by
monitoring team in a purpose to show how the tasks have been implemented during 03 months and the works
taken to improve the situation, if needed. Relevant information has been collected monthly from the field to
assess the progress of RPs/REMDPs updating and then consolidated.
11. The main indicators that regularly monitored in this quarter period include (i) Public consultation and
information dissemination procedures to the affected households arise (ii) Adherence to grievance procedures.
12. In the field work, the team has cooperated with local stakeholders such as LFDCs and DCARB, DPCs,
CPCs to prepare for involvement of contractor in charge of clearance site, contractor of construction, and local
community to ensure RPs/REMDP’ implementation in adequate process.
13. The 3rd Quarterly internal monitoring report of the year 2019 was prepared by CPPMB with a support of
PIC, LFDCs/ DCARBs. In 3rd Quarterly report of year 2019 focused to review the final implementation progress
of Binh Long – Tay Ninh uREMDPs and updating activities of Chon Thanh uRP.
On the 3rd Quarter monitoring report of year 2019 report, the Chon Thanh uRP received no objection by ADB, it
described the final update of Chon Thanh RP and the implementation of Chon Thanh SS uRP as well as review
the post implementation of Tay Ninh and Binh Phuoc uREMDPs. The implementation of updated activities of
Chon Thanh SS has started in Oct 2019. The report was sent to get agreement amongst the CPPMB members
and NPT, local stakeholders (District Compensation, Assistance and Resettlement Board and Land Development

15. The post implementation of Tay Ninh uREMDP and Binh Phuoc uREMDP was reviewed by the end of
30th Sep 2019 by CPPMB with a support of LFDCs/ DCARBs, PIC. The post implementation of Tay Ninh
uREMDP and Binh Phuoc uREMDP focused on any GAPs of uREMDPs and the impact of the compensation

18. In Binh Phuoc province, the Binh Phuoc uREMDP has been completely implemented in last period. At the
date of this report in 30th Sep 2019, a total of 52 affected households and 03 organizations were completely
compensated and assisted under the permanent land acquisition for the tower foundations in addition to
restrictions in the continued use of land in the ROW of the 220 kV connection line. The post impact of the
implementation has been reviewed in this period.
19. Up to the date of the report 30th Sep 2019, the project affected to the landholdings, of which 13,058.2 m2
are permanently acquired, while 398,256.8 m2 are in the ROW and their continued use are restricted for safety
reasons. At the date of report, a total 31 houses and 21 other structures were partially compensated as they are
affected under the tower foundation construction whereas 18 houses and 5 other structures are identified to be
located under the ROW of the 220 kV connection line. Thus, these amounts of affected houses and the secondary
structures were not significantly affected by the tower foundations and the remaining area are sufficient for the
continual use while the houses and structures within the TL ROW may remain in the ROW provided safety

measures.

20. The Tay Ninh uREMDP was implemented, a total of 116 AHs (491 APs) and 9 organizations permanently
lost an aggregate of 41,522.2 m2 of land for the tower foundations. From additional compensation package, an
aggregate of 1,611,637.6 m2 of land in the ROW of the transmission line was affected by safety restrictions
imposed on their continued use. Of these affected landholdings, this affected land area belongs to 383 AHs
(Table 8).
21. During the monitoring trip, we see that AHs are all happy with the compensation. No one had any
complaints up to the date of report 30th Sep 2019. They used the compensation fund for procuring their food and
their motorbikes and some AHs used for buying cultivated land, most of them have sent their money to bank to
receive long term interest rate for their livings. One AH used their compensation money for sending their children
for university study. 12 AHs asked for the provision of vocational training and agricultural and forestry extension
activities. The LFDCs asked them to apply for the agricultural and forestry extension in district service centers.
Accordance to the Heads of LFDCs, they have to pay for these services because they already received their
cash of assistance in entitlement matrix, so there is a chance to getting free services from government funding,
but it may not happen because government’s funding is not available now.
22. During the monitoring trip, we visited 05 vulnerable AHs, they are poor households. From interview, there
is no impact for their livings up to now because the land acquisition is small area. One AH complained about one
could not grow rubber tree in the ROW. 02 AHs need to get the training on farming techniques on paddy field
and small livestock keeping or bee keeping. The LFCDs introduced them to the Agricultural Forestry Extension
Service for their applications, they may have to pay for their farming technique. From LFDCs, it confirmed that
all of 11 AHs had monthly household income below the poverty line received their compensation and assistance.
All of 9 EM Khmer AHs and 1 EM Ta Mun AH, 11 poor AHs, and 4 social policy beneficiary AHs are happy with
compensation and assistance. There is no need for more support within the project.
23. The monitoring team observed that the procedures for finding the missing land owners were carefully
done with LFDC already advertised 3 times on the local newspaper to find the land owners. All of 05 landowners
were found to implement the land acquisition procedure. It also observed that the full amount of land

compensation was compensated by the date of the report.

24. The 40 affected households (AHs), are composed of 121 people belonging to the majority Kinh ethnic
group, it is confirmed that there is no ethnic minority AH. There is an average of 3.97 persons per household. Of
the 121 members of the AHs, males numbered 101 (83.5 %), while women numbered 20 (16.5%). Among the
101 males are included 62 (61.4%) who finished secondary school, 25 (25%) who finished high school, 14
(13.6%) who finished primary school. Among the 20 women AH, 14 (70%) finished secondary school, 2 (10.9 %)
finished primary school, and 4 (21.1%) finished high school. Agriculture and forestry is the major occupation of
these 30 AH heads. Per results of the socioeconomic survey (SES), the average income of the AHs was VND
9,530,000. a month referring to Decision No. 59/2015/QD-TTg1, there was no poor AH seen in these 30 AHs
accordance to new poverty threshold by the Decision Nr. 59/2015/QĐ-TTg dated on 19 Nov 2015. Also, none of
these AHs belongs to a vulnerable group. As for the socioeconomic information of the AHs affected by the
transmission line (67 AHs), The 54 AHs were made up of 258 people, or the equivalent of 3.85 persons per
household. Among the 258 AH members, 115 (44.6%) were males, while 143 (55.4%) were females. In this
group, 204 persons (79.1%) were in the 16-60 age group (i.e., working age group), while 15 persons over 60
years old made up 5.8 % of the population and 39 persons below16 years old made up 15.1% of the population.
25. On this monitoring trip, it continued to ask to follow a number of cases have not yet found the land owners.
The monitoring team asked for 03 times of announcement on TV and local newspapers to look for missing land
owners.
2. Information disclosure and public consultation during the quarterly period
26. On the monitoring trip, The internal monitoring mission was done from 25th - 29th September 2019 and
survey team interview of 36 AHs. All interviewed AHs are happy to use the compensation fund for procuring more
vehicles and production equipment, some of them bought more land for their cultivation, some of them send their
money to the bank. We met 02 AHs who used their compensation for their children in further vocational study.
However, we can see that the proportionate of compensated and assistance cash was used to buy the vehicles
and food and entertainment is higher than they used for the expansion of production and investment for earning.
27. There is some requirement for agricultural and forestry extension training and vocational training needs.
We introduced 05 AHs in Binh Phuoc province and 08 AHs in Tay Ninh province to the Agricultural Extension
1 Decision No. 59/2015/QD-TTg, dated Nov 19th 2015, by the Prime Minister set the poverty line and pro-poor
threshold for the period 2016-2020.

Centers at districts. They can reserve their time for training courses on new farming techniques.
28. The monitoring team also checked the operation of the PIB is still active which was sent to all commune
offices and affected villages with full information of Grievance Redress Mechanism as well as the updated contact
person with a detail phone number and address related to the implementation of Binh Phuoc uREMDP, Tay Ninh
uREMDP and Chon Thanh uRP.
29. From interview, the information and the mechanism of grievances and complaints on any aspect of land
acquisition, compensation and resettlement are in place in the operation at the date of monitoring trip.
3. Progress in Compensation and Disbursement and Use of Funds
30. At the time of reporting, all AHs of 02 uREMDPs 01 Ahs in Chon Thanh SS uRP received the

5. Grievances
33. Up to the date of report 30th Sep 2019, the mechanism of grievances and complaints on any project
implementation has been well operated. There is no case on grievance and complaint from AHs arising during
this period. All grievances and complaints found before in Binh Phuoc Province were resolved.
34. For this monitoring report of 3rd Quarter 2019, the team checked the satisfaction of AHs accordance to
the recommended corrective actions which were properly set up before. The monitoring team found that the
additional 02 AHs needed to re-do the DMS in Loc Ninh district to resolve their complaint about the lost and
inaccurate data. .Their name is Nguyen Van Doanh and Vinh Thi Hong Phuc in Loc Thinh, Loc Ninh district who
listed their name in the list of AHs before. So they were consulted on January 2019 for the Re-Do DMS. The
issues they raised as follows: Mr. Doanh has complained about his lost on rubber trees and 01 cage and tower
under the ROW because he must remove these structure and trees. Accordance to the Decision 05/2018/QD-
UBND they can receive 70%, and 100% for the tree. In a total, he received 7,4448,000 VND. Mrs Vinh Thi Hong
Phuc complained her lost on 500 m2 of resident land with the land owner certificate. She entitled to be
compensated. According to the legal normative document 447/UBND-KT of Binh Phuoc PPC on 27th Feb 2018,
she can receive 80% of land price. Accordance to Decision 33/2015/QD-UBND dated on 17th Sep 2015, the land
price is VND 105,000 per m2 . In a total, she received VND 36,937,500. Also, there is no complaint in Binh Phuoc

province from AHs on the compensation and assistance at the date of the report 30th Sep 2019.

35. In Binh Phuoc province, the monitoring team checked all cases of grievances and complaints were
resolved at the date of report 30th Sep 2019. It also confirmed that there is no grievance and complaint in this
period in the implementation of Binh Phuoc uREMDP.
36. In Tay Ninh province, the monitoring team checked the complaints and grievances which were reported
in the 2nd quarterly monitoring report. It confirmed that all of them were completely handled including 04 cases
in Suoi Ngo commune, 02 cases in Bau Nang commune, 02 in Ninh Thanh commune, 04 cases in Suoi Da
commune. It also confirmed that there is no more grievance and complaint case emerging during this period in
Tay Ninh province.
37. In Chon Thanh SS, the team checked 03 complaints in Minh Thanh commune and 04 complaints in Nha
Bich commune having 1st stage of grievances and complaints on the land compensation price and assistance.
It observed that some actions were done (Table 11). There is a verbal complaint from AH Le Thi Phuong Chi,
she wanted to have higher price of land compensation. She was explained and agreed with entitlement matrix
The monitoring team confirmed that all these cases agreed with the compensation package they had.
38. There are more 02 written complaints in Minh Thanh commune on their land area to be acquired and
restricted use and 03 written complaints in Nha Bich commune about the land price and assistance for their land
acquisition.

VI. CONCLUSION AND PLAN FOR NEXT STEP
39. The activities were done in 3rd Quarter 2019 concentrated on the finalization of post implementation of
compensation package and assistance in Binh Phuoc province and Tay Ninh province. The Binh Phuoc uREMDP
and Tay Ninh uREMDP were well implemented at the date of the monitoring report. The compensation and
assistance was completed in 3rd quarter 2019 for Binh Phuoc uREMDP and Tay Ninh uREMDP.
40. On the post implementation of the uREMDPs, the team proposed to work with agricultural and forestry
extension Centers asking for the application of better agri-forestry extension service delivery as well as vocational
training for some AHs.
41. For 12 AHs asking for the provision of vocational training and agricultural and forestry extension activities,
they are needed to follow up whether they will participate in their needs of vocational trainings and their extention
services.
42. There is a start-up of the implementation of Chon Thanh uRP, but it is still a missing of some land owners
who have not yet been joining the DMS. The monitoring team asked the Chon Thanh LFDC to continue to
announce to find out these missing land owners.
43. The GRM system has been actively operating in Chon Thanh SS. All reported cases in the 2nd quarter
monitoring report were completely resolved. There are also newly arising 05 cases in Chon Thanh SS related to
their complaints, they are 02 AHs in Minh Thanh commune and 03 AHs in Nha Bich commune. These cases are
needed to be continued for resolving in the 4th Quarter 2019.

- The original draft of uREMDP of Binh Phuoc was sent on Jan. - Feb. 2018, and it continued to be revised at several versions before came in the ADB's website on Oct 2018. The policy was changed and happened in April 2018 and applied after that, in fact I did not know about this policy change. That's why, there was no revision of assisted policy for vocational training support. Please note that the policy in Vietnam specified before April 2018, Binh Phuoc province still applied 1.5-5 times. Duration of approval of uREMDP has much spent time causing the entitlement matrix not updated with the local government policy (Decision 18/2018/QD-UBND Binh Phuoc dated on 30th March 2018, effect on June 2018 to replace the Decision 13/2015/QD-UBND dated 08/6/2015).
Will discuss within project stakeholders for the Decision in 4th Quarter 2019.
