I. 1 FOREWORD
A. 1.1 General situation of the project
The highway of Jishou-Chadong (also named Jicha Highway) project was
started in 2007. In this period, because of threat lot Weishaku, the project
changed the line section. And the land acquisition and resettlement work of
the 7.632 km’s altered line in C15, C16 Contract Section have been
completed in December 2009. The key engineering projects, the suspension
bridge in Ai village, also made a breakthrough. And it has been under
construction now. The construction will be completed by the end 2011 and will
be open to traffic.

B. 1.2 The contents and the methods of monitoring
1. 1.2.1 Contents of monitoring
According to laws of national and provincial government, the main
contents of external monitoring including:
(1) Record the processes of immigration and allocation in Jicha highway
project;
(2) investigate the change of income and expend of families which are
influenced by this project;
(3) Investigation of affected people's income and livelihood restoration;
(4) Satisfactory degree comments on the external supervision setting and
the complaint process of relocation;
(5) Survey resettlement implementation of C15, C16 contract section to
change the line;
(6) The main funds flow while for expropriation and immigration work;

(7) Survey on the participation of local people and public record
information.
During Jul. 29th-30th and Oct. 1st-5th, project team carried out the sixth
research on land acquisition and resettlement work of the highway. According
to the actual progress of external monitoring research plan and the demands
and memorandum of Asian Development Bank’s project inspection team in
April 2010, the emphasis of this time monitor are recovery of household
income of residents in affected acquisition and resettlement area, reroute part
of the progress of land acquisition and resettlement and the settlement of
remaining issues
2. 1.2.2 Methods of monitoring
(1) Investigation method
The main methods might be classified as follows:
①Inquiry Method. The project panel obtained exhaustive information from
the Highway Administration of Hunan Province, the Construction Coordination
Headquarters of Jishou County and that of Huahuan County, and other
relevant local organizations.
②Questionnaire. The investigation group took the form of filling in the
questionnaire. It classified to household level investigation and village level
investigation. Interviewees are classified to residents and director of village
committee respectively. The questionnaire’s content had basically reflected
the emphasis point of this investigation.
③The interview records. The investigation group interviewed with those
illiterates Face-to-face about the questionnaires and related affairs.
(2). Survey tools
① Digital Cameras. During the investigation, our members took photos of
the old houses of some relocated residents and their new home, as well as
photo of affected people’s living conditions.

② Recording Pen. Considering the local residents are mainly ethnic
minorities, who received less education and could only dictate, members
record their dialogues for writing research reports.
C. 1.3 Fourth monitoring report on the Review and Feedback
Project team members were monitor for the fourth time about the
expropriation and relocation of Jicha highway on March 2009. In the report
analyzed the affected people on compensation for expropriation and
relocation payment and the rights of satisfaction survey, and also analyzed
the recovery of their income. During the enquiry, there are some problems
lead to project construction:first, public service damage caused by
excavating blast still exist; second, didn’t respect local people’s demand when
construction of highway facilities.
Feedback on problem solving:according to questions and suggestions
of report of external oversight bodies, project units to adopt the following
measures:(1)Timely communicate and consult with relevant staff,to
resolve the conflict with the local people.(2) In order to avoid the
recurrence of adverse effects,construction of the project side will account of
these circumstances during the next full,Response plans well in
advance.(3)Further improve the communication mechanism,Published a
complaints hotline, set up suggestion boxes.
D. 1.4 Brief Introduction of Monitoring Organizations
PPAC (Politics and Public Administration College) of Hunan University, as
the external supervisory organization, which has carried on four times of
monitoring to the Expropriation and Relocation Work of Jicha Freeway
Project, and has submitted the report. According to the schedule, the project
panel carried on the fourth fieldwork investigation in March 2009. During
March 10 to March 15 In 2010, we carried out a field survey on the land
acquisition relocation and resettlement program of 7 km changing line of C15,
C16 contract section.
During project implementation, we conduct periodic monitoring and
objective assessment on the implementation of land acquisition and

resettlement program. We collect data and information through the site
investigation such as the implementation of the resettlement activities, and do
objective analysis of relevant data and information, then make further
implementation of the resettlement objective assessment to detect the
presence or potential problems, and put forward opinions and suggestions to
solve the problem. At last, this report will feedback to the Asian Development
Bank, the project implementing agency owners and immigration to promote
the work of the project in affected areas to improve and perfect action.

II. 2 DESCRIPTIVE ANALYSES OF THE RESULTS
The sixth survey of the external monitoring took the farmer households
affected by the Jicha Highway project under its construction to investigate.
195 people in 32 affected villages were investigated (Including five villages in
Zhaiyang Town of Jishou City; four villages in Aizhai Town; five villages in
Panbi Town in Huayuan County; five in Mali Town; four in Erdao Town; one in
Longtan Town; three in Tuanjie Town; and five in Biancheng Town). The
panel from Hunan University used the form of face-to –face interview, so the
effective response rate was 100%, and quality of the returned questionnaires
was high. Meanwhile, the investigation team strictly controlled on the quality
of village and household questionnaire responses. In order to ensure the
authenticity of the survey results and seriousness, in addition to handwritten
signature and thumbprint, we also require stamp of the village committee or
town committee of the official seal.

A. 2.1 The basic information on the respondents’ family
The investigation unit was researching the respondents’ basic situation,
including the sex ratio, nationality and the affected type. In the 195
respondents, there are 103 male, accounting for 52.8% of the total number;
and there are 92 female, by 47.2%; and Miao People are 85, by 43.6%; Tujia
are 67, by 34.4%; Han People are 43, by 22%. The affected type: only land
acquisition are 114 household, accounting for 58.5% of the total; and only
house demolition are 54, by 27.7%; and both land acquisition and house
demolition are 27, by 13.8%. If the relocated household is defined as severely
affected ones, then there are 75 seriously affected households, accounting for
38.5% of the total. As shown in the Table 2-1:

B. 2.2 The analysis of the survey of the compensation review and
confirmation situation
In the 195 respondents, farmer households affected by the land
acquisition who acquire the compensation less than 10,000 yuan accounts for
25.2%; who gain 10,000 to 50,000 accounts for 49.7%; 50,000 to 100,000
account for 17.9%, while who acquire more than 100,000 yuan only account
for 7.2%. As shown in the Table 2-2:

Fatherly, the investigation team verified the various types of the land
expropriated of the farmers. As shown in the Table 2-3:

As shown in the above, in the 195 respondents, various types of the land
expropriated were chosen 316 times in total, including WATER FIELD were
87T; DRY LAND were 51T; WOOD LAND were 42T; ROADS WERE 26T;
OTHERS were 19T; and VEGETABLE LAND were 29T and FRUIT GARDEN
were 21. What’s more in the Table, the Pct of Cases calculation of all

respondents choose the appropriate types of land were the proportion of the
total, for example, 84 people selected the WATER FIELD, they accounted for
43.1% of the number, the corresponding choice DRY LAND, 51 people,
26.2% of the total number. This shows that the farmers have been
expropriated for road construction is mainly WATER FIELD and DRY LAND.
It’s especially important for this part of the land compensation.
D. 2.4 The survey of the satisfaction to the compensation payment
We adopted the measure of monetary compensation for the main
compensation. This time we selected 195 households from affected areas,
and investigated cash compensation, timeliness of compensation payments,
compensation paid staff attitude.
(1) The aspect of cash compensation
In the aspect of cash compensation, there are 195 farmers selected the
fully in cash, accounting for100%.
(2) The aspect of timely compensation payment
In the aspect of timely compensation payment, there are 98 farmers
considered very timely, accounting for 50.3%; 65 people think more timely, for
33.3%; 29 think general in timely, for 14.9%; and only 3 think not timely, for
1.5%.

(3) The aspect of the attitude of the staff working in compensation
In the aspect of the attitude of the staff working in compensation, there
are 104 people among the 195 respondents expressed the best to the staff,
accounting for 53.3%; and 56 expressed better, for 28.7%; and 30 chose the
general, for 15.4%; obviously, accounted for 97.4%, only 2.6% people

considered the staff’s attitude were not good or worse. And we can conclude
that the farmer’s affected by the project were satisfied with the work of the
staff.

E. 2.5 The survey analysis of the evaluation of the complaints procedure
In this process of land acquisition and resettlement, at all levels have
oversight telephone, and arranged for individual responsibility. Evaluation of
the complaints procedure in this survey can be seen from Table 2-6 are195,
that is, 91.3% of households that monitoring phone number and 18.7% of
households still do not understand.

In the survey of satisfaction to the complaint resolution, over 65% of the
families never had complaints, while more than 30% were quite satisfied on the
handling of complaints. We can see that the takeover of the project to do is
put in place; farmers can pay full attention to complaints, give top priority to
the interests of farmers.
In the survey of whether post the situation of implementation, such as
relocation area, grade and compensation standards, resettlement and
compensation funds, and other contents, 5 families did not answer this
question, and the remaining 190 valid respondents, a total of 165 people that

these elements now post the implementation of all the valid accounts for
84.6% of respondents, only 25 were not sure.

According to the survey, relevant departments actively promote the
resettlement policy, compensation standard and complaint channel through
the newspapers, radio, television, and bulletin board before the resettlement
plans implementation. According to a survey of 195 households showed that
most farmers can understand the resettlement policy.
F. 2.6 The analysis of survey of the affected population on the permission
responses
Upon the request, the survey was investigated in skills training, children
of compulsory education, job placement and the elderly insurance, and other
aspects of permissions for the affected farmers, and the respondents satisfied
with received permission. The results of this survey shown: most people are
very satisfied to obtain the permission, only a few of the villagers considered
that they have not fully enjoy the proper permissions government providing for
them. As follows:
(1) The aspect of skills training
In the aspect of the rights to "skills training", there are 112 people very
satisfied making up 57.4% of the total number; 80 people expressed more
satisfaction and general satisfaction for 41.0%; that is not satisfied with only
1.6%, and no one was very dissatisfied.

expressed very satisfied and more satisfied to this right, accounting for 89.8%;

(3)The aspect of job placement
In the affected areas, due to the project giving the priority employment of
local labor, thus increase more jobs for the local residents. In the households
surveyed, there are 126 people expressed very satisfied to the job placement,
accounting for the 64.6%; 35 expressed more satisfied, accounting for 17.9%; 6
people expressed general satisfied or not quite understand, accounting for
3.1%; and 28 said not very satisfied or very dissatisfied, accounting for 14.4%.

In the aspect of rights of the elderly Insurance, 121 respondents
expressed very satisfied, accounting for the 62.1%; 44 expressed more
satisfied, accounting for 22.6%; 27 people expressed general satisfied,
accounting for 13.8%; and 2 said not very satisfied, accounting for 1.0%.

G. 2.7 The comprehensive evaluation of efficiency, effectiveness, impact
and sustainability of the resettlement
After this survey that, the process of land acquisition and resettlement in
the project, various interests of affected farmers have been protected. Most
affected farmers are satisfied with the rights, transparency of compensation
and resettlement grant money. Payment of compensation and resettlement
costs of the efficiency of the working group has also been highly affected
residents. The relocation compensation panel upheld the release of “people
first” principle, and reflect the overall harmony demolition guidelines to
improve the government’s image and credibility. This fully protect the
fundamental interests of the affected people, effectively avoided negative
phenomena blocked by demolition work, ensured the smooth progress of the

project, and provide a stable environment conducive to carried out in normal

III. 3. THE PROGRESS OF EXPROPRIATION AND RELOCATION
A. 3.1 The Working Schedule of Expropriation and Relocation
So far, Land acquisition and resettlement work are going smoothly. With
the cooperation of the local government and the support of the affected
residents, land acquisition and resettlement has been completed according to
plan. In addition to C15 and C16 standard to avoid the three slag area for
potential hazards, there were sections of 7.632km changed which led to delay
part of land acquisition and resettlement work, other work are implemented as
planned. The land acquisition and resettlement progress in the following table

From the above statistics show, with the exception of work by the economic
environment and the special circumstances of the individual household (two could
not find housing sites), the whole process of land acquisition and resettlement work
go well, including consultation and determine the compensation amount, payment of
land compensation, selection homestead, clearance for homestead land and other
more complicated procedures work, showing that the owner and the local
government did a good job in this regard.
B. 3.2 The practical implementation of land acquisition and resettlement
policy
The Implementation of resettlement policy of Jicha Freeway
specially paid attention to minority interests and regional economic
development. Wset Hunan is China's minority areas, freeway projects
across the residential areas of ethnic minorities, production and living
conditions of ethnic minorities is relatively backward, resettlement work
attached great importance to interests of minority groups, the
development of all social and economic benefits in project planning are
adapted to the ethnic minority beneficiaries, and in accordance with
national law and policy of the Asian Development Bank received higher
compensation. In which, directly affected by the project is a total of 25.1
million local residents, accounted for 45% of the total population. There
are 17.1 million people of ethnic minority beneficiaries, 68% of the total
number of beneficiaries (see Table 3-2).

1. 3.3.1 Actual implementation of the compensation comparison
with the compensation scheme
Land acquisition and resettlement compensation rates is in
accordance with the Tujia and Miao Autonomous Prefecture in western
Hunan resettlement compensation policies issued by the rural housing
construction and the latest implementation of the standards of
compensation rates, land acquisition and resettlement of the land
compensation standard is 16 times as AAOV, by macro-economic and
policy factors, housing demolition and resettlement compensation
program is much higher relatively to the initial standard.

2. 3.2.2 Compared the implementation plan of rehabilitation
measures with practical recovery measures
Actual implementation of the restoration measures the progress of
restoration measures and plans remained the same. Project parties made a
very big effort, basically according to plan to make the resettlement of
immigrants recovery. Practical implementation of restoration measures are as
follows:
(1)Basically, timely resumption of temporary land, reclamation work
has been in progress. Construction side exit, it can recover as much as
possible that has been restored, and some land can not be restored, which
are basically the compensated in accordance with relevant policies.
( 2) For shooting houses and the local residents affected by the normal
production and life, Government and the owner have given it a high priority. Invited
Hunan University, Sichuan People's Armed Police Force of the relevant professional
bodies to assess the damage, after friendly consultations with the affected residents,
the extent of damage has been formed the compensation program.

(3) Recovery work the pump has also been solved in time. Construction of a temporary
detour during construction have been retained, because it provide convenience for local residents’
production and living, and preserved.
3. 3.2.3 The overall implementation of the resettlement program
evaluation
Through the above comparative analysis of land acquisition and
resettlement work, Can be seen in the owner and the active cooperation of
local governments, the project resettlement plan is a better implementation, to
achieve the desired objectives. Specifically, land acquisition and resettlement
are not foreseen, although the progress of the factors, but in general are more
successful; actual extent of land acquisition and resettlement is less than
expected, compensation for land acquisition and resettlement policy fully
considered the interests of affected groups, in particular give special attention
to affected minorities’ interests of the area. Practical measures and the
original resettlement plant has been implemented the greatest degree ,
practice the concept of people-oriented, the affected groups are holding a
higher satisfaction.

IV. 4. MONITORING AND EVALUATION ON RESETTLEMENT COSTS
A. 4.1 The proportion of cost distribution of resettlement work
The basic cost of land acquisition and relocation compensation include:
Permanent land acquisition, crop compensation, temporary land use fees,
housing compensation, compensation for trees and other ground attachments,
infrastructure compensation, training, monitoring costs(Including internal and
external monitoring)and so on.

acquisition permanent cost as much as 34.14%, infrastructure compensation
of up to 14.14%,Lower reclamation, land occupation, vegetation restoration

From the above data analysis, land acquisition costs rose, mainly due to:(1)
resettlement areas have complex geological conditions, climate impact(Wet stop
work),all kinds of water, electricity, roads, temporary pavement covers an large
area, made it difficult to restore project, , resulting in construction costs.(2)
industry specificity, stone, steel prices raised ,so as labor costs, resulting in overall
cost higher.( 3)The land acquisition and resettlement, the construction plans
unreasonable, and not enough detailed cost control, leading to land acquisition and
relocation costs are also slightly higher.
C. 4.3 Evaluation of resettlement compensation
Throughout the resettlement process, the resettlement compensation
costs have been a top priority,According to the actual situation have made
two major changes,due to factors such as policy changes and price
increases,The entire cost of resettlement compensation rate increased up to
nearly 20% compared to the original plan. Implementation of compensation

Various types of permanent land acquisition compensation standards
rose range is between 7.49% -35.31%,various types of housing and the
structure of compensation rises 33.33% -100% in between. They have carried
out various types of compensation detailed classification,Timely pay to
farmers, compensation costs rose with current policy and economic
environment changes, better safeguard the interests of the affected farmers.
Transparent, fair and timely payment of compensation can reduce the
resistance of farmer’s laborers; on the other hand speed up the progress of
land acquisition to protect the entire land acquisition and resettlement work
smoothly.

V. 5. THE CHANGES OF LIVING CONDITION AND THE RECOVERY OF
LIVING STANDARD IN AFFECTED HOUSEHOLD
A. 5.1The changes of living condition in affected household
1. 5.1.1 Incomes per capita
In the 225 surveyed families, In addition to increasing caused by
compensation for land requisition and removal, in recent years, also due to
migrant workers, the increase in start-up businesses, the income of affected
people increased fast. The proportion of low-income families declining and
middle-income and high income families is on the rise. The rate of the family
whose income is lower than 900 yuan every year accounting for the
investigated household has dropped from 10.26% to zero. Household income
of 6000-8000 yuan / year accounted for 48.72% of the total rose to 52.31%.
And the rate of the family whose income is more than 8000 every year has
increased from 9.78% to 28.44%. Generally speaking, all of their average
income has improved.

2. 5.1.2 Resource of income
Through the investigation, because of the financial crisis, labor demand of
coastal areas reduced. Many farmers reflected that the number of migrant
workers who return home has increase. Wage income is not a big proportion

of the total income. Many of them started their own businesses depending on
their skills learned from outside and the government’s help, which made their
income increased. Therefore, local residents forestry, sideline production and
the income of business has a significant increase,despite the changes in
wage income. In addition, with the increasing importance for people's
livelihood, the government has increased the financial transfer payments to
the western region, the income has increased.

3. 5.1.3 Life expenditure
With the rise of price and the improvement of living standard, the
expenditure in affected family has raised to some extent correspondingly. The
number of household’s income which less than 900 yuan / year down from the
27 to 4, reducing 11.80%,the number of households which the expenditures
were higher than 6000 yuan / year before land acquisition increased from
28.72% to 13.85%,Medium Expenditure (3000-6000 dollars) the number of
households increased by 6.68%.

With the growth of people's income, the affected families have

It can be found out from the table that of the investigated household in
food, clothes, house is has increased. The government has increase the input
in education, medical treatment and health care, which make peasants spend
less money in those aspects in some extent.
B. 5.2 Production and living recovery of affected people
1. 5.2.1 The means of production
Through interviews with 195 respondents we learned that, before land
requisition and removal, 3.59% of households owned a threshing
machine, 12.31% of the farmers have tractors, 14.36% of households have
farm vehicle. As of the end of October 2010, in the respondent
household, with 12.31% households owned a threshing machine, 24.10 of
the farmers have tractors, 28.72% of households have farm vehicle,
others have varying degrees of improvement (see Table 5-5)

It can be seen from the table that the number of owned thresher family
dropped to some extent, because some of them lost land or bought the
harvester after expropriation, they sold out it. In addition, with the
improvement of peasants’ living standard, and the workforce who worked
outside going back to the township, some peasants got rich on their own land,
and purchased some agricultural tools, it have improved the possession rate
of the means of production greatly. For instance, the family possession rate of
tractor has increased by 11.79% and the rate of agricultural vehicle has
increased to 14.36% than before.
2. 5.2.2 Family durable goods
Through 195 respondents we learned: before the expropriation, 78.97%
family have colorcast, and 61.03% have VCD, 26.67% have refrigerator, but
the rate of ownership of air condition and computer is low (less than 8%); In
October 2010, 94.87% families have colorcast, 86.15% have VCD, 94.36%
have mobile phone, and the number of the family that have air condition has
increased from 3.59% to 19.49%, and the computer owners rate increased
from 3.08% to 21.03%.

As can be seen from the table, home ownership and possession of
durable goods have been rapidly growing,The main reason is that the
income of the residents affected have been restored and grew. In addition, the
state introduced the policies and a series of measures such as "home
appliances to the countryside", "car to the countryside",Greatly increased
the purchasing power of project-affected residents. In addition, transportation
become convenient, many residents can buy a motorcycle.

3. 5.2.3 Recovery of the scale and production of the fruit wood
After an investigation, land acquisition and resettlement activities made
the impact on the project area of fruit cultivation and production have to some
extent. Citrus, kiwi, pears and other fruits of this have declined. under the
skills training and technology guidance of the company of Jicha and local
government , fruit production has been restored and improved. As the
investigation time was when the fruit harvest season,Investigators talked
with the farmers and learned,Affected by climatic conditions this year, citrus
and other fruits obtained a good harvest, production has been further
restored.

C. 5.3 Housing relocation and reconstruction
On the basis of the resettlement plan, 27379.9 square meters of houses
will be demolished, increased by 5.1% than the resettlement plan (the data in
Resettlement Plan was 26,056.9 square meters). Affected be demolition was
129 households, 18.5% less than the resettlement plan (the data in
Resettlement Plan was 159 households).
In the survey of 195 affected households, there are 68 households in the

VI. 6. THE CONDITION OF THE RECOVERY OF THE AFFECTED PERSON’S
LIFE
A. 6.1 Infrastructure recovery
The project make some effect on road, drinking water facility and
telephone facility in some bid sections are damaged in certain degree, and
some bid sections take interim measures, such as changing its course,
looking for new source of water and setting telephone wire, etc., it have
basically solved problems of local villagers. According to the investigation,
The villagers think highly of construction, the rate of utilization open to the
traffic and electricity of the influencing area has already been up to 100%,
running water and telephone have already been basically popularized(Table
6-1). Especially with project completed, the resume of water and road system
work in succession bringing into schedule with temporary sidewalk
transformation, the infrastructure resumes work and has notable effect.

factor, there will still be some leftover problems in the construction course of
project:
First, resume of temporary area reclaim, water and road system have
problems. Though it taken the effective measure in most bid sections, a few
questions exist, sidewalk without repair in time after construction, temporary
area recover or compensate not according request, it is not only influenced
the image of construction , and initiate the contradiction.
Second, it is hard to stop in dispute that shaking bad local public facility
and resident's house when blow up construct. Because some bid section pass
through resident area, unavoidable noise pollution and damage that blow up
construct, Assessment damaged and compensation difference often become
origins that project side and influenced resident's dispute produce, local
people will adopt and hinder too drastic behaviors or resolve by force often
when it is difficult to clear up in the dispute.
Third, some unable to get rid of the poverty completely, that only live on
compensate fund and haven’t other peasant household of source of revenue.
Some peasant household will cause poor reason ascribe to expressway take
over the land for use, pull down or compensate style to be too little, and
employment authority is incomplete, therefore it is discontented to produce,
stimulate the contradiction, and then hinder the construction speed.
The detail determines the whole. So, in order to avoid the emergence of
this kind of problem, the project side must do well and prevent actively, fully
consider these situations in the course of design and operation, solve
influenced peasant households' poor problem through various routes, resume
public infrastructure, ensure resident's normal life order, meanwhile, should
also strengthen communication and exchange with the peasant, fully listen to
the peasant ' opinion.

C. 6.3 summaries

VII. 7. IMMIGRATION AND ALLOCATION SITUATION ON C15, C16
CONTRACT SECTION RELOCATED

C. 7.3 Influenced crowd's incomes and livelihoods resume
Relocated influence 1 county (city), 2 town, 7 villages, take over 38.38

development plan which the local government pass, the project unit has set
up the following immigration and allocation goal:。Immigrants' level of
production is resumed after immigration allocation; the per capita income
resumes the standard before immigration; Public infrastructure, natural
environment and traffic condition influenced, etc. should be improved to some
extent after immigrant. The project take the flexible measure on compensation
and allocated method to influenced people, include cash compensation or
adjust land, a lot of schemes that the recovery of collective economy or
individual economy resumes, etc., make great efforts to make income and
livelihood of the influenced crowd in the project district resumed.
1. 7.3.1 Influenced economic income situations of crowd
Through investigate, because influenced peasant household got
compensation, and make the family income improved greatly. Compared with
the same period last year, influenced residents' per capita income rise to
12890 Yuan from 9344 Yuan. And it finds, influenced residents' source of
revenue and structural proportion to have changes obviously, because the
project has hired some local surplus labors, and offered some work positions
to local in construction, so salary income and incomes (including shifting
income other, concede the land to forestry replenish and run enterprise)
proportion relatively raise obviously, and the proportion of agricultural income
from sideline occupations obviously drops (as shown in Table 7-2).

According the investigated at Tuanjie and Biancheng town of Huayuan,

According to investigation result on 45 peasant household of district, all
people certainly understand to income and livelihood resume, and most
peasant households hold a satisfactory attitude (account for 95.6%) to the
situation of implementing of the policy, only specific peasant household
unsatisfied (account for 4.4%),because their demand interests is not been
satisfied before.

D. 7.4 Relocation and reconstruction of the building
1. 7.4.1 Method and measure of Relocation and reconstruction of
the building
Relocated project have 68 family (279 people) influence house, distribute
among 7 administrative villages originally. With Expropriation, 14354.84 square
meters of house will be removed. In order to lighten the influence to the
maximum extent, the project side has taken the following measures:
(1)House of peasant remove and rebuild by oneself, old building
materials of house use according to his will.
(2)While rebuilding the house, fully consider development need in local
folkways and customs, actual demand and future need. Building construction
will go on according to the opinion of the relocated household.
(3)Make the reasonable compensation standard according to the
replacement price and quantity of removal area, relevant department make
the plan that the compensation will be paid according to progress of building
construction by stages.
(4)Adopt and place the principle nearby. According to the actual
conditions of each village, the relocated household will be placed in the
original village.
(5)Relevant departments offer help for the relocated household in
sanctioning and choosing the residence base, meanwhile, the project team
increases input, guarantee the recovery of infrastructure such as water
supply, power supply and hygiene.
2. 7.4.2 Measure offered for fragile colony and implementing the
situation
According to immigrant's plan, as to the removal of the fragile colony, this
project will offer extra financial help and material to support. Especially for
fragile colony, such as solitary old man, disabled person, Households headed
by women, executive body will offered the essence while rebuilding and
moving in the house in village. According to the investigation, special measure

VIII. 8. SUGGESTIONS FOR THE PROBLEMS EXISTED IN LAND
EXPROPRIATION, RESIDENT REMOVAL AND RESETTLEMENT
A. 8.1 Problems Existed in Land Expropriation, Resident Removal and
Resettlement
Through investigation, the work of expropriation and relocation draw to an end
entirely, people's living standard has got certain improvement. There still some
problem need be solving too.
1. The treatment of some leftover problems will be further strengthened. First,
some houses fracture influence by blow out, and cause certain damage, the noise is
too big, too frequent, residents are discontented, demand to compensate. Second,
influenced by the climate and geological condition and the phenomenon of caving in
constructing, bring the inconvenience to the masses safely. Third, relocated in route,
allocated more people, two residents can’t find the residence base, some masses'
psychology is unwilling to accept to move. Fourth, compensation standard same as 3
year ago, expropriation is difficult, the mass work difficulty is done.。
2. Influenced regional resident's employment to assist efforts to await and
strengthen. Consider factors such as the property safety and labor cost, project does
not hire the local workforce in principle in some bid sections, all workers bring by
oneself; Having signed the labor service contract in because other parts of bid
sections, the group has long-term cooperation with constructing partly, have taken the
team of skilled worker that uses for a long time, has not hired the local workforce by
oneself, so the local surplus labor's employment problem can't get maximum
settlement.。
B. 8.2 Suggestions
To the preceding question, set up improving from the following
respects:
1. Optimize the construction environment, link in many ways, reduce and hinder
workers, construction phenomenon by force. To the noise phenomenon, fully
consider resident's life, control the time of blowing out strictly, as to the thing that the

decrease definitely the assessment, give appropriate compensation, and try to receive
local masses' understanding. Choose by base as to residence, until masses finish,
consult, respect immigrant will, realize paid and voluntary expropriation of land under
pull down. The contradiction appearing in constructing at the same time, obtain the
support of the government to the maximum extent, solve within shortest time.。
2. Do well and survey and study, find out workforce's basic situation, try hard to
solve local peasants' employment problem. Does a good job of immigration allocation
regional surplus labor situation know the real situation, investigate situation analysis
to go on surplus labor, do a good job of thought of the operation team, try hard to
create more employment opportunities for the local.
