Understanding of Social Dev

• 1950s – When the “social” was separated from “economic”

development. (UN, reports on world social situation)– Human factor was seen to have been neglected in

thinking about economic developmetn and sectoral analyses based on concerns with expanding social welfare provision were elaborated.

• 1980s– Eradication of poverty and pursuit of equity– Effective development can be accomplished only if the

complex social structural issues which inhibit or channel developemnt are themselves addressed.

Focus: Manage resources and social

services so that development of

person is acheived

Values: moral commitments for the excluded and disadvantaged.

Driver: Mainly, the government. Private

sector, and NGOs may also come in.

Limitations: Bureaucratic

processes in the government may

hinder the process.

Working together: Government to ensure policies, specific admin arrangements.

Community to ensure the involvement and counterparts of the people.

Focus: Dev’t of human capacities to

understand what they need and figure out best option for

dev’t

Values: Participation (also of women and children), changed

attitudes of people

Driver: The community, but bring

in the Government, private

sector and other NGOs

Limitations: Indirect sources to funds.
