DESIGN INTENT:LOCATED ON AN UNSIGHTLY PORTION OF BUFFALO BAYOU,

HIGH RISE HOUSING WILL BRING MORE DENSITY INTO DOWNTON ANDHELP ALLEVIATE A VARIETY OF ISSUES ASSOCIATED WITH URBAN SPRAWL.

COUPLED WITH AN OPEN PUBLIC PLAZA AND COMMERCIAL SPACES,THIS CONCEPT CAN TRANSFORM THIS SECTION OF THE BAYOU INTO

A FEATURE RATHER THAN AN EYE SORE.THE PREFERABLE HOUSING CONCEPT INTEGRATES A PREFABRICATED

MODULAR SYSTEM WITH STEEL FRAME CONSTRUCTION. THIS COMBINESTHE EFFICIENCY AND FAST ERECTION OF PREFABRICATION,

WITH THE FLEXIBILITY OF STEEL.

FOR 4 DECADES THE MAIN DISPOSAL SITE FOR MANILA,KNOWN AS SMOKEY MOUNTAIN, GREW SPONTANEOUSLY WITHOUTANY PLANNING OR POLLUTION-CONTROL METHODS.

SMOKEY MOUNTAIN ATTRACTED MIGRANTS WHO HAD NO OTHERALTERNATIVES FOR MAKING A LIVING. A LARGE COMMUNITY AND SHANTYTOWNDEVELOPED AROUND THE DUMP.

ATTEMPTS HAVE BEEN MADE IN 1983, 1987, AND 1995 TO DEMOLISH SQUATTERSETTLEMENTS, RELOCATE RESIDENTS, AND SUPPLY JOBS. DUE TO THE LACKOF JOBS AND INCOME OPPORTUNITIES, 90% OF THE RELOCATED RESIDENTSWERE FORCED TO GO BACK TO SCAVENGING AT ANOTHER DUMP OR ON THESTREET, FURTHER LOWERING THEIR INCOME AND STANDARD OF LIVING.

CURRENTLY, ABOUT 25,000 PEOPLE CONTINUE TO LIVE AROUND THE DUMPSITE.

THESE PROGRAMS FAILED BECAUSE THEY ONLY DISPLACED THE SCAVENGINGCOMMUNITY RATHER THAN IMPROVE, SUPPORT, AND FORMALIZE THE SCAVENGINGSYSTEM AS WELL AS SUPPLY AFFORDABLE HOUSING.

SINCE THE 1930’S, RICE VILLAGE HAS BEEN ONE OF HOUSTON’S BEST LOVED SHOPPING DESTINATIONS. JUST AFEW BLOCKS FROM THE RICE UNIVERSITY CAMPUS, THE AREA IS KNOWN FOR ITS WIDE VARIETY OF RESTAURANTS,VENUES, AND SHOPPING EXPERIENCE. DUE TO ITS AGE AND THE AREA’S GROWTH PATTERNS, THE VILLAGE HASDEVELOPED AS A UNIQUE, UNPLANNED, AND HIGHLY DENSE CLUSTER OF ECLECTIC RETAIL SHOPS, BOTH OLD AND NEW.THE AREA IS SURROUNDED BY CLUSTERS OF NEIGHBORHOODS AND RECENT EXPANSION IN THE AREA HAS ALSOBROUGHT IN HIGH END HOUSING OPPORTUNITIES AND HAS MADE IT MORE ACCESSIBLE FOR VEHICULAR TRAFFIC,WHILE STILL REMAINING PEDESTRIAN FRIENDLY. OUR PROPOSED SITE IS LOCATED DIRECTLY IN THE MIDDLE OFTHE 16-BLOCK CORE OF THE RICE VILLAGE ON THE INTERSECTION OF BOLSOVER STREET AND MORNINGSIDE DRIVE.THE SITE’S LOCATION AND DENSITY WILL ALLOW FOR RESIDENTIAL HOUSING AND RETAIL SPACES TO INTEGRATE

WITH EACH OTHER. AT THE SAME TIME, THE RETAIL SPACE SHOULD ALLOW FOR DIRECT CONSUMER ACCESSWHILE IN CONTRAST THE RESIDENTIAL SPACE REMAINS PRIVATE AND SECLUDED. SIMILAR TO THE REST OF THE

VILLAGE’S RETAIL SPACES, THE COMMERCIAL SPACE SHOULD BE PLACED ON GROUND LEVEL WITH DIRECT PARKINGACCESS. THEREFORE THE RETAIL SPACES ARE SUBSEQUENTLY LOCATED IN AN L-SHAPE ALONG THE NORTH AND EAST.THIS ALLOWED FOR THE MAXIMUM USE OF PUBLIC SPACE AND ESTABLISHED SIX RETAIL UNITS WITH DELIVERY ACCESS

IN THE BACK OF THE COMPLEX AND CONSUMER PARKING AND PEDESTRIAN ACCESS DIRECTLY IN FRONT FROM THESTREETS. PARKING FOR THE RESIDENTIAL UNITS ARE ALSO ON THE GROUND LEVEL, BUT SLIGHTLY SECLUDED IN

AN ENCLOSED PARKING GARAGE ADJACENT TO THE RETAIL SPACE.
