COMPANY PROFILE

Snag & Inspect was founded in 2009 by Douglas Ralph, who after 28 years in the construction and maintenance industry, decided to use his considerable knowledge and expertise to help and assist others in protecting their property investments.

Douglas moved to the UAE in 2006 to take up a senior post in building maintenance, and when the wind of change swept across the property market, he quickly realised that there was a need for a high quality inspection and consultancy service, and so in 2009, in partnership with His Highness Sheikh Saqer Bin Mohamed Bin Zayed Al Nahyan, Snag & Inspect was launched.

Since those early days the company has gone from strength to strength rapidly gaining a reputation for high quality reports, attention to detail and high ethical standards. In late 2011 the company began working with the Dubai Real Estate Regulatory Agency (RERA) by providing support for RERA’s involvement in the implementation of the Emirate’s ‘Strata Law’ introduction, aimed at providing quality consumer protection for property purchasers and support for the Dubai Real Estate Institute (DREI) in their desire to raise the standards of property inspection within the Emirate.

In more recent times the company has been involved with Dubai Municipality on the safety of Fairground Rides and been working with Dubai Civil Defence on Fire & Life Safety issues, it has also been involved with the Abu Dhabi Government on issues involving building maintenance and on the introduction of auditing programmes.

Purchase of pre-owned PropertySimilar to the handover inspection, It provides the perfect document for both purchaser and vendor to work from to resolve any outstanding issues prior to final signing.

Tenant exit and move in InspectionIt protects the interests of the owner and the tenants by creating an independent move in/move out document.

To ensure that the quality of their building is maintained over time owners are requesting maintenance audits just like they require financial audits. We carryout maintenance audits for owners (single and Joint) and assist in Facility Service providers compliance.

A forensic study for building insurance claims is a specialty that Snag and Inspect has provided for insurance companies, owners and tenants. This provides a third disinterested party’s analysis of the claim.

Request Approval PayoutA snagging and condition report with costing for installation, replacement or repair as per RERA requirements to determine payout from developers account.

This inspection is extremely vaulable to an owner when preparing to accept handover of a new property. We will provide a detailed snag report within 72 hours, which can then be shared with the Construction / Development Company before final signature.

Handover Inspections

Home/property inspections prior to the expiration of the new home 1 year warranty/defect liability period will provide an authoritative list of items that need attention by the developer.

Over the past few years Snag & Inspect has undertaken thousands of Inspections for hundreds of clients. Projects range from private individuals purchasing their first new or pre-owned apartment, to successful businessmen having their dream villa built, from large investment companies or developers taking delivery of a series of tower-blocks, to Real Estate companies adding value to the services they offer to their clients, Snag & Inspect have been there to help ensure that our clients actually get what they are paying for.

In addition to our inspection services, Snag & Inspect can also undertake special investigations. By using the technology we have available to us we are able to successfully resolve most of those unexplained problems that occur from time to time, particularly in multi-occupancy buildings; blocked drains, moisture problems, Black Mould growth, unusual or foul smells, electrical circuits that trip out for no apparent reason, excessive A/C costs, water losses, pool leaks, Basement and Foundation Waterproofing issues, unexpected structural movements in a building, discolouration of floor tiles etc.

Significant projects undertaken by the company include:

1. Pre-handover inspection of a 1,100 roomed development for a major Investment Bank. Having completed the initial inspection, Snag & Inspect was again retained to oversee the remedial work.

2. Comprehensive inspection of a office block in Al Barsha, Dubai, for a Kuwait Investment Bank, followed by a further contract which engaged Snag & Inspect as the retained specialists to oversee the remedial work required.

3. A full handover inspection of every apartment in a 40 storey Tower-block development in Saudi for a Saudi based developer.

4. Solution Investigation in bathrooms, pool, pool and terrace decks in Moevenpick Hotel, Jumeirah Beach Residence

5. The same investment bank has requested that Snag & Inspect undertake the same rigorous inspection programme for several other large developments they are funding in the region.

6. Power circuit analysis for the campus of Khalifa University of Science, Technolgy and Research in Abu Dhabi.

7. Various projects for Al Futtaim such as annual condition audit of the Festival City Mall retail outlet; office site structural inspection and survey; comprehensive HVAC systems inspection of the Exova Test Facility; RERA building condition audit

7. Maintenance audits and asset registration for the International Modern Hospital

8. Forensic examination of a small tower to enable the developer to negotiate with the contractor from a position of strength.

9. In Abu Dhabi, Snag & Inspect have been asked to provide special investigation services to a Government Department, through their appointed FM company.

10. Special Investigation of excessive moisture issues in a luxury apartment block in Dubai.

11. Full inspection, investigation and recommendations for a development of luxury villas in Oman.

12. Snag & Inspect are working with RERA in Dubai to formulate appropriate training and certification of building inspectors.

13. Safety audits of Rides at SEGA Dubai Mall.

14. RERA Building Condition Audit of Goldcrest View 1 Interim Owner’s Association and Emirates Crown

THE TEAMThe team at Snag & Inspect has over 70 years of inspection experience behind them. Some team members also possess addition skills which include Civil Engineering, Security Systems, Mechanical Engineering and Construction Materials Engineering. Through our Consulting Partners we can also deliver specialist services for A/C systems, and Fire Protection systems.

The team comprises of:

Douglas Ralph, CMI - C.E.O.Douglas has gained qualifications in Theme Park Maintenance, Building Maintenance, Lean Manufacturing, and Business Management and has amassed over 30 years military and civilian experience in the security systems, construction, commissioning and maintenance of building and mechanical systems.

In 2008 he came to Dubai to work for the Jumeirah Group as Chief Engineer for Wild Wadi and the World Trade Centre Residence after holding senior positions working at Universal Studios, Hollywood and Orlando; Disneyland, Hong Kong, and City of Dream Macau, China.

Charles Rosenbaum - Sales & Marketing DirectorCharles has over 30 years of experience in community association management, residential and commercial real estate sales, land development, mortgage finance, escrow and lending procedures, property management, construction, business management, advertising, customer relations, and professional training. Charles has attained the USA’s Professional Community Association Managers (PCAM) designation, from the Community Association Institute (CIA) in 1993.

Charles worked as Associate Director of Business Development with Wasl Properties before coming to Snag and Inspect. He became a member of Dubai’s Real Estate Institution and Faculty, advising on all matters relating to

troubleshooting in this sector and understanding the rules and regulations associated with the UAE. Charles recently joined Snag & Inspect as Sales & Marketing Director, bringing with him his expertise in the real estate market, sales and business development.

Nigel Taylor - Operations ManagerNigel is a construction professional with 14 years of Military engineering followed by a further 20 years in construction, maintenance, interior fit out and project management. He is a certified Internachi Master Inspector who is now the operations manager for Snag and Inspect Dubai.

Originally a City and Guilds advanced craft tradesman he has a vast array of practical and management experience in both the British Military and civilian environments in various locations around the world. Nigel has experience in security both in the Military as an Intelligence Sargent and in civilian environment as a locksmith

concentrating in commercial and residential installations. For the past 8 years he has been in the UAE continuing his work in construction, property management and inspection for a variety of international clients.

Christopher Grose - Inspection ManagerChris is an American, a registered professional Engineer and an International Code Council (ICC) Certified Inspector for Plumbing, Mechanical, Structural and Electrical evaluations, with a degree of Bachelor of Science, Civil Engineering from the University of Texas. With over 29 years of experience in property inspections and analysis, he worked as a Project manager, residential property inspector and Forensic Inspection Engineer for various construction clients in San Antonio area. Chris was also recognized as an expert in multi-discipline civil and construction engineering and has worked with the Texas Residential Construction Commission in the USA.

He was also assigned in Afghanistan for two years as a Deputy Division Chief GS-13 for Operations and Maintenance for the US federal agency, USACE (United States Army Corps of Engineers) and led the development of facility construction and rehabilitation projects for the Afghan National Security Forces.


THE TEAM

Ronald Anthony C. Arguelles - Certified InspectorRonald is a licensed engineer from the Philippines. He obtained his Bachelor's degree in Civil Engineering in Mapua Institute of Technology in 2004.h Practiced his profession for 5 years in the Philippines as a Project Engineer for residential properties developer and managed his own business for a year before he decided to work overseas. He continued his profession in Singapore in 2010 and worked there for 2 1-1/2 years as a project engineer for high end residential properties. His family decided to relocate to Dubai and become part of Snag and Inspect in 2014. He completed Building Construction Supervisors Training in Singapore and he is also proficient in using Autocad software.

Andrei Bacsaev – Certified InspectorAndrei is Moldovan, a Master Engineer in Energy and Environment and a licensed Engineer in Thermoenergetics. After his studies at Technological University of Moldova under the Power Engineering Faculty, he has gained his industrial experience in thermo–power engineering, industrial heating energy systems, biomass thermo-power engineering and biomass burning from various industries such as Heat Power Station No. 1 and Termocom J.S.C. He worked as an Energy Audit Expert for Moldovan Sustainable Energy Financing Facility (MoSEFF) program where he ensures implementation of energy audits for different private Moldovian companies, conducting site visits, preliminary analysis, estimates execution and quotations. He has also dealt with heating, cooling,

ventilation load and air conditioning systems for industrial, residential, and other types of buildings inclusive of hotels and greenhouses calculation.

Garry Balahadia – Certified InspectorGarry is Filipino and earned his bachelor’s degree in Electrical Engineering in Technological University of the Philippines. After graduating, he worked for five years in his home country as a Cadet Engineer and Operation Technician for Johnson Controls IFM. He moved and administered passive and active sites for In-Building Solution (IBS) project for Ed to Dubai in 2007 and was employed as a Project Egineer or Alan Dick Middle East. He managed Etisalat and dU telecommunication system throughout the UAE. He also worked as an Electrical Engineer for Al Mutlaq and Bunuhaya Consulting Engineers based in Saudi Arabia for two years where he was in-charge of the Mobily projects throughout KSA. Prior to his joining with Snag & Inspect, Garry was employed in an offshore

firm based in Abu Dhabi as an Inspection Engineer for various pipelines using Ultrasonic Test. Garry is a Certified Property Inspector bringing over years of professional engineering experience in supervision, project management and implementation.

Joanna Majewska - Certified InspectorJoanna is a Polish National (EU) - Interior and Spatial Designer. Her profession started as a hobby by working hands on renovation and full fit-out projects in Poland. She graduated out of local University and possesses BA degree in Interior Design. She practiced her profession for more than 4 years in UAE and Europe as an Interior Designer and Project Coordinator. Proficient in Autocad, 3D Max and other rendering softwares.

She joined Snag and Inspect in 2015 as Building Inspector.

Edward Doromal - Certified InspectorEdward is from the Philippines. He was educated at the University of Mindanao, Philippines and has a degree in Civil Engineering. Following the successful completion of his degree course, Edward obtained a position with the City Engineer’s Office in Davao City, and over the years that followed he gained experience across a wide range of disciplines including road construction and maintenance, project planning and programme control & estimation, and water systems engineering. Edward joined Snag & Inspect in 2010 as a certified inspector, and is a skilled AutoCad operator.

Erlin Cabaraban – Administrator

Born in the Philippines, Erlin graduated at Cebu Institute of Technology and finished Information Technology. She joined Snag and Inspect in 2015 and is in-charge in overseeing the office, supports the sales and customer service, quotations, filing and records. Before Snag and Inspect Erlin in the lat 10 years has been responsible for reviewing technical documentation, supervision of inspectors, quality assurance as well as a wide range of administrative duties.

Charlene is a Social Media Marketing Specialist. She earned her Bachelor’s degree in Information Technology from the Mindanao State University. She manages the company’s social media accounts, as well as the company website and she is responsible for developing and implementing online marketing strategies. She has had over 5 years of experience in web development, social media campaigns, graphic design, and search engine optimisation.

Charlene Legaspi- Social Media Marketing Specialist

Marah Rose Tierra - Administrator/AccountantMarah is from the Philippines. She earned her Bachelor’s Degree in Accounting from the Philippine School of Business Administration. She is the company’s administrator with overall responsibility in running the office, managing Finance & HR as well as providing support in sales and operations. Prior to joining Snag & Inspect, she has worked with Nestle as a Finance Controller handling Australia and New Zealand Account.

Jeric Lobete - Cost SurveyorJeric is a Civi Engineer. He earned his Bachelor's Degree in Civil Engineering from the Bicol University. He practiced his profession for more than 4 years in the Philippines as a Quantity Surveyor, Site Engineer, Project Engineer, and Resident Civil Engineer for a construction company and property development company. He has gained a lot of experience handling projects such as site development of manufacturing plant, warehouses, commercial and residential buildings, and malls. Proficient in Autocad and survey applications.He joined Snag & Inspect in 2016 as a Cost Surveyor bringing over years of professional engineering and estimation experience in construction and property.

Mark is an Electrical Engineer. He earned his Bachelor’s Degree in Electrical Engineering from Polytechnic University of the Philippines. He has practiced his profession as Building Engineer, Electrical Engineer and Property Management Engineer in various real estate and construction companies in the Philippines before coming to Dubai in 2010. He worked as an MEP Engineer in two different construction companies in Dubai designing the electrical shop drawings and supervising its execution on site. He also deals with the local authority agencies for the approvals of the construction drawings.

He joined Snag and Inspect in 2016 as a Building Inspector bringing over years of professional engineering experience in construction and property management.

USING TECHNOLOGY

USING TECHNOLOGYTo achieve the high quality of customer service provided by the company, Snag & Inspect make considerable use of high-tech specialised equipment. Infrared Thermal Imaging (ITI) cameras, moisture meters, multi-gas detectors and fibre optic inspection cameras systems are some of the tools that our inspection teams have available to them. The use of this kind of technology not only helps us produce a more thorough report, but it also enables us to test for potential health risks, including carbon monoxide, trapped moisture, mould, and drainage problems.
